The slowing of China's growth with GDP growth for 2012 estimated by the government at 7.5%. Growth was 8.1% in the first quarter of 2012, with expected decline in the second quarter. In response China's National Development and Reform Commission, which executes economic policy in China, has accelerated the approval of major infrastructure investments starting in April. This includes hydropower stations, clean energy projects, 4 new airports and renovations of 3 large steel plants, a subway in Nanjing. The investments total about $150 billion. Another stimulus comes from investments by local governments with central government support, including highways, sewage treatment plants, and $55 billion investment by state corporations in the Chongqing municipality. To revive the auto industry a cash-for-clunkers program is also planned, and this may include cash incentives for home appliance purchases. In addition to this the State Council headed by premier Wen Biao is making plans for 20 major projects in 7 strategic industries, from advanced equipment manufacturing to energy conservation. The result is a Stimulus that will be much smaller than the $585 Stimulus spending of 2008-2009, with a measured response compared to the earlier splurge in spending. Experts say the Communist party sees this as ensuring a smoother transition to a new president and prime minister in 2012, with added credibility for the nations growth and for the leadership of the Communist party in the modernization drive. ...

Signs of a serious bubble in house prices in Canada. Home prices in February 2011 rose 8.8% from the year before, to 365,000 Canadian dollars. This is more than double the average home price of C$158,145 in 1999, according to the Canadian Real Estate Association. A comparison with the U.S. shows home prices going up 58% between 1999 and 2006, according to the National Association of Realtors, and falling 18% after the subprime mortgage crisis. By contrast home prices in Canada went down in 2008-2009 during the global financial crisis but are now back up and surpassed the previous high. This suggests the Canadian real estate market is facing a serious bubble comparable to or exceeding the bubble in the U.S. Trends that have supported the market such as Chinese buyers in Vancouver and Toronto, depend largely on the strength of the high economic growth in China and overseas buyers. Other weaknesses- the Canadian Association of Accredited Mortgage Professionals pointed out in a study in January that of the 400,000 first time home buyers during 2010, about 50,000 would have high-debt service ratios if interest rates, now at between 2-4%, were to rise to 5%. The Canada economst at Capital Economics, David Madani, says he expects a correction of 25% in the next 3 years, as this boom unwinds. He points out that house prices are now 5.5 times disposable income per worker, compared to an historical average of 3.5....

Russia's economic planners and president Putin underestimated the importance of foreign investment to build its tech sector and diversify the economy away from its dependence on oil and gas commodity exports. The strong balance sheet with only 20% of GDP in government debt and over $300 billion in foreign exchange reserves created a false sense of security. An adventurous foreign policy has resulted in western sanctions and a poor investment climate crippling much needed foreign investment. Capital flight exposed vulnerabilities in the economic situation and cracks were evident in the emerging markets crisis in early 2014. Russian corporations were exposed as they depended on access to financial markets which was reduced with EU and U.S. sanctions. These problems were compounded by Dec. 2015 as OPEC led by Saudi Arabia did not cut back production to offset higher shale oil supplies, leading to the drop in oil prices below $50. Experts see the drop as being a lasting factor and Russia's finance minister sees no rebound of oil prices to $100 as happened after 2008, accepting a long term situation of low oil prices. This increases dependence on oil says Barley. It shows how Russia under Putin had grown complacent about the risks to the economy of not forging ahead with an aggressive plan of diversifying into tech and related sectors. In a competitive global economy the risks of standing still, of complacency, misallocation of resources, poor decisions, and weak political processes, can be disastrous....

Growing number of parttime workers and poverty levels in Japan. About 16% of the population in Japan lives on an income that is half the national median income, which is the way the government defines poverty. OECD studies in 2011 show Japan as sixth from the bottom of 34 members of the OECD. The poor quality of jobs is worsening the problem of the working poor, just as it is in the U.S. with lower wage manufacturing jobs and very low wage jobs in retail/ restaurant industries. Experts say the problem has worsened since 2012 when prime minister Abe was elected. Since 2012 the number of part time or irregular workers without permanent contracts has increased by 1.5 million, with parttime workers at 20 million, or 40% of the Japanese workforce. They point to the parental support with many young workers living at home, as is true also of Spain and Italy, that has mitigated their difficult situation. This piece in the Economist provides insights into the condition of parttime lower wage workers in Japan, a large number of whom are young people, a situation similiar to that in some European countries such as Spain and Italy. At the very low end as Japanese local and national governments- under pressure to cut spending with its high debt- reduce benefits, more people have been added to the welfare rolls with 2 million people now on welfare....

Galston says the Hillary Clinton campaign strategy may be flawed. Following a president from the same party who has served two terms is difficult for a presidential candidate because of an anti-incumbency mood that sets in after 8 years. Galston cites an expert from Emory University about this costing the incumbent party about 4 percentage points in votes. This would eliminate President Obama's 3.9 percentage point win in 2012, says Galston. Hillary Clinton's cautious campaign sticking to the themes set by the Obama campaign and appealing to the core base of young people, women, minorities, and upscale professionals, runs the risk of not appealing to other voters needed such as the working class white voters. Stanley Greenberg, a pollster with much experience is cited by Galston as showing that the women's vote also is not the same for Democrats. Among unmarried white women for instance it has dropped from a 20 point margin in 2008 for Mr. Obama to a 4 point margin in 2012. By 2014 this was down to 2 points, and in 2015 this is now down to zero margin, with both Republicans and Democrats even among unmarried white women. Unmarried and working class white women are described by Greenberg as looking for a candidate who can help the middle class, with Democrats perceived as the party of government and special interests, making the 2016 election different from the ones before it....

The ruling in a 5-4 decision requires the EPA to consider cost when the agency makes environmental rules. It does not remove the regulations on mercury emissions and does not prohibit the EPA from setting rules. A lower court will have to rule on how the case should be handled. Its likely effect is for the EPA to consider the price for industry compliance in setting environmental rules. The majority decision wirtten by Justice Scalia says the EPA "must consider cost- including, most importantly, cost of compliance- before deciding whether regulation is appropriate and necessary." The current EPA environmental rules were set in 2012, and were put into effect in early 2015. During the early part of the process of setting the rules the EPA did not consider cost. But in the later stages the agency estimated costs of compliance for utility sector at $9.6 billion and public health benefits of at least $37 billion. Justice Elena Kagan alluded to this in her dissenting opinion. Some utilities have received an extension on installing scrubbers to remove mercury pollutants, and these plants would now receive more time. Of the 600 power plants the EPA regulates as part of the rule, 450 are coal fired plants. Of these 35% were given a 1 year extension for compliance. About 21 states heavily dependent on coal and power companies brought this case before the court. ...

Analysts and experts says Turkey faces a debt bubble like that facing Spain and Ireland. The budget deficits in Spain and Ireland were considered manageable before the banking crises in the two countries. Turkey's short term borrowing- most of the $221 billion in outside financing needed for the private sector in 2013 is in short term loans. The large current account deficit and rate of growth in credit approaching IMF warning indicators are a problem. Volatile capital inflows could reverse as investors look for safe havens with the continuing street protests in Istanbul. Earlier currency crises in 1993 and 2001 were currency crises from volatile capital inflows. Turkey's central bank is trying to manage this situation and has $100 billion in currency reserves. But it is the hidden buildup of external debt by banks and companies in Turkey that worries analysts like Richard Segal at Jefferies bank in London. A $400 billion public spending plan, over 50% of Turkey's $770 billion GDP, is being prepared by the Erdogan government for the 100th anniversary of the founding of the modern Turkish state in 1923, showing that the scale of public spending is not under control. Analysts say at some point the huge credit bubble will burst, as it has in other countries including Spain, where the central bank appeared to have things under control. The street protests add political risk to the increasing risk for emerging markets with the U.S. Federal Reserve's policy shift to increasing interest rates....

How Calpers went over its head and invested in risky properties at the crest of the real estate boom when there were signs of a weakening in property markets and did this with borrowed money for 60-80% of the deals, so the returns on the downside are magnified. Much of it is for land near Pheoenix and Los Angeles that are empty tracts and now worth little in the depressed property markets, with losses of over $ 1 billion on the Los Angeles area land deal which was a $2.5 billion deal. alpers expects paper losses of 103% on its housing investments in the fiscal year ended June 30. Calpers residential and property investments represent 10% of its $182 billion portfolio and its real estate holdings are twice the percentage of the portfolio of average pension funds. Its also showing a 41% loss on its stock portfolio. Greed seems to have motivated Calpers as it sought higher and higher returns even as the market was showing signs of weakness, with returns on real estate deals in the good years averaging 12%. Calpers is the pension fund of the 1.6 million stae workers in the state of California. The average employer contribution rate for California governments including cities and counties is 13% of payroll. Calpers has estimated that if its investments show a20% decline then the payroll of employers would be hit with another 2 to 5% increase....

Caterpillar Inc. CEO and Chairman, Doug Oberhelman, discussed the acquisition of ERA Mining Machinery Ltd., a maker of roof supports for coal mines, acquired in June 2012 for $700 million. The acquisition was "botched" said Oberhelman, leading to the $580 million writedown for the 4th quarter of 2012 and the 55% drop in profits. Former managers of ERA misled Caterpillar about the condition of the business, and in Obherhelman's words "fabricated documentation to cover their tracks." Caterpillar later found inaccurate inventory data and improper revenue recognition. The move to acquire ERA Machinery was an effort to increase sales of mining equipment in China, the world's largest coal producer. As in the Autonomy acquisition by H-P the diligence in checking accounting and other data failed. Caterpillar lowered its forecast for 2013 based on slower growth in mining and decline in investment by mining companies. Mining companies are seeing management turnover over overextended mining projects that went sour. Revenue for 2013 is forecast at between $60 billion and $68 billion, compared to $65.88 billion in 2012. Analysts see risks in the forecast because mining equipment orders may not accelerate till 2015. Mining equipment forms a bigger part of Caterpillar sales and sales growth than construction machinery- sales of mining equipment increased by 14% to $5.78 billion in the 4th quarter 2012, even as sales of construction machinery declined 25% to $4.03 billion. In the U.S. construction machinery sales declined 17% to $1.45 billion in the 4th quarter 2012....

The close ties developed in the postwar years between Japan and Boeing. Japanese suppliers supplied 16% of the 767 model in 1982, growing to 21% in 1995. By 2011 with the 787 Dreamliner Japan's role had increased to 35%. ANA and JAL almost exclusively use Boeing planes, shutting out Airbus from the Japanese market. New upstart airlines are beginning to order from Airbus. The Japanese government also supports suppliers of Boeing in Japan. Employment is also a consideration as 43% of employment in Japan's aviation industry is linked to Boeing. The battery on the Dreamliner 787 is supplied by Kyoto based GS Yuasa Corp., and Kanto Aircraft Instrument Company near Tokyo makes the circuit board that runs the battery. Battery related fires have led to grounding of 17 Dreamliners operated by ANA and 7 Dreamliners of JAL airlines in Japan. All Nippon Airways is the first and largest operator of the new Dreamliner aircraft. So tight is the relationship that Airbus has in total about 44 planes flying in Japan, with newer airlines such as Skymark expected to use the new Airbus A380 superjumbo aircraft in 2014. ANA and JAL typically do not bargain hard on pricing with Boeing because this supports Japanese manufacturers. ANA managers say it was involved in the design of the jet, including the use of a durable Japan made paint. Sheila Bair, former head of the U.S. FDIC, points out flaws in the rules for capital adequacy ratios and risk weighted assets which allow banks to increase their capital adequacy ratios. The ratios show the financial strength of the banks and their ability to absorb losses, which makes their accurate calculation very important for the safety of the U.S. banking system, especially with large "too big to fail" banks. Bair says the 2013 U.S. Fed stress tests showed Bank of America as having a capital adequacy ratio of 11.4%, when it should actually be 7.8% without the risk weighted adjustment. The mortgage banking crisis showed how the risk wieighting can be flawed and give a distorted representation of the acutal risks facing the banks in its assets. For Morgan Stanley the 2013 stress tess by the U.S. Fed showed the capital adequacy ratio at 14%, taking out the risk weighting adjustment this drops to 7%. Bair says its not the idea of risk weighting that is the problem, but the way it is applied- for example considering sovereign government bonds in the eurozone as zero risk, or that only 20% of the accounting value of debt one banks buys from another bank is to be taken into account in setting the ratio. Go back to the drawing board she says, it makes no sense that Citibank debt be shown as having one fifth risk of IBM's. ...

Meet Victor Brown, one of the remaining 450 workers at Buick City, GM's sprawling plants in Flint, where in the 1980's 27,000 workers built GM cars. Victor Brown of Clio, Michigan, and O.C. Cooper do not want to leave, and have repeatedly turned down buyout offers from GM preferring to stay with GM even if it enters bankruptcy, and take their chances. Since 2006, GM has persuaded 60,000 of its hourly employees- about half of the total hourly workforce at GM in the USA- to take cash buyouts and leave. Cooper says, this is the only life he knows, he is 64, a machine operator at Flint North, a run down engine plant in Flint, Michigan. Every day for the 42 years he has worked here, he gets up, washes up, and drives to the plant. He can't imagine anything else. If he leaves he will give up $60,000, for apension half that amount, with no guarantee that its secure after a GM bankruptcy. Victor Brown is 55, a repairman with 36 years at GM, he is divorced and putting a son through college. A year ago he and others turned down a buyout offer for $62,500 to retire with all benefits, now this is down to $20,000, and a car voucher for $25,000. GM needs an additional 21,000 jobs to be cut and closing of 13 plants in its latest restructuring under help and supervision from the Obama administration. ...

Thre drug companies are placing bets on the vaccine business. Johnson and Johnson paid 302 million euros for 18% of Dutch biotech company Crucell NV, to jointly develop vaccines. Abbott Labs says it will acquire a unit of Belgian conglomerate Solvay SA for 4.5 billion euros in adeal that includes a vaccine business. And Merck obtained the marketing rights for a seasonal flu vaccine from Australia's CSL Ltd. This follows Pfizer's Wyeth acquisition. Low prices, high costs and fear of lawsuits made most drug makers to exit the business in the 1980's and 1990's. Now vaccine sales are growing faster than other prescription drugs and are largely protected from generic competition. And government agencies here in the USA and around the world are reliable buyers of vaccines as they seek to stockpile medicines that could be needed in aflu outbreak. Merck never exit the vaccine business and now makes 8 of 10 vaccines recommended for adults. Flu and other vaccines are especially attractive for entering drug markets in Brazil and China and developing countries. Governments lke the idea of lowcost prevention at $10 adose, and with this new relationships are developed in these countries. And even at price of $10 or $20 a dose they provide asteady stream of revenue.Vaccines are estimated to generate $21.5 billion in revenues by 2012 according to Sanofi-Aventis SA, which is a leading vaccine maker....

Shoichiro Toyoda's son Akio takes over as new CEO of Toyota. He got the MBA degree from Babson College in Massachusetts and joined the company at 27. Initially Shoichiro was opposed to Akio joining the company. Even today with the Toyoda family owning only 2% of company shares there is a faction that supports Akio and a faction that dislikes the founding family's involvement in running the company. So the job has not been an easy one for Akio. At one point Akio admitted himself into a hospital early in his career after friction with one of his bosses. Things settled down after that and eventually Akio headed the China operations, where he engineered the merger of Tinajin with FAW to give Toyota a more capable partner to expand in China. And to get Akio to take on the new role, the elders at Toyota like his father and others had to ask Fujio Cho to stay on as chairman, even though he has a back ailment that made him keen on resigning. Current CEO Watanabe will become vice chairman and help Cho with his duties. The idea may be to have more experienced people at the top as Akio takes over and makes changes to the conservative culture and bureaucratic ways of Toyota. This eases the transition especially if there are people who are wary of the founding family and Akio's more direct and bolder style of management....

Fiat's 35% stake in Chrysler was obtained not for a cash investment, but mainly in exchange for covering the cost of retooling a Chrysler plant to produce one or more Fiat models to be sold in the US. Fiat would also provide engine and transmission technology to help Chrysler introduce new fuel efficient small cars. This purchase would see the Cerberus 80.1% stake in Chrysler diluted. It would not affect the 19.9% of Chrysler that is owned by Daimler. As part of the Fiat deal Chrysler is supposed to restructure the $9 billion in debt it has on its books. Cerberus may lose billions on the deal, but it faces an even bigger hit if it is forced into Chapter 11 bankruptcy protection or it continues running Chrysler into an even deeper slump in auto sales in 2009. The Fiat deal is the only thing that Chrysler has to show that it should keep the government loan of $4 billion and get additional funds if needed to keep the company runnning. Chrysler did not show any new models at the North American Auto Show in Detroit recently and has practically ceased product development. For Cerberus this is the exit plan and ends any prospect of making the Chrysler deal work. Cerberus acquired Chrysler by mortgaging all of Chryslers plants and assets for a $12 billion loan from a group of banks, JP Morgan, Goldman Sachs, and Citigroup. ...

Remittances to developing countries are an important part of the social safety net in these countries. They are spent quickly so they help support food and housing costs, help reduce the impact of an economic downturn, and leave more money for health and education expenses. Remittances to Latin America and the Caribbean were at about $69 billion for 2007 and 2008. Now these remittances are declining. Mexico's declined by 12% in January 2009, Columbia suffered a16% drop, Brazil a14% decline, Guatemala and El Salvador a 8% decline. For countries like Guatemala remittances at $4.3 billion are ahead of coffee, and sugar, and 10% of the people some 1.35 million live in the USA, And 3.5 million people in Guatel=mala depend on these remittances. Any appreciation of the US dollar cushions the decine in colume of remittances. Ecuador has a dollarized economy and has been hit hard. That is because it has alarge population in SPain, and Spain is one of the hardest hit economies, and the euro has declining versus the dollar. Low skilled professions in which these people work, in construction, manufacturing, hotels and restaurants, are oftent he hardest hit. Migrants are stayingput in these countries even turning doen incentives like those in Spain of lump sum payments to return home, and tend to be resilient, working odd jobs and longer hours and making do with less to tide over abad period....

Lessons for startup Jive, social networking software for business financed by Sequoia Capital. It did well in the beginning with a number of high profile sales. Then things fell apart with inexperience and a series of mistakes. With $15 million of capital raised from Sequoia in August 2007 discipline started to fall away, bad hires were made in a hurry to speed things up, staff tripled to 150 by the beginning of 2008, and there were a lot of problems with the new software. In October Sequoia went in and fired 25, 3 managers, and cancelled a project. Sequoia Capital held a direct talk in October with executives of its 100 companies, and about 1000 layoffs were made. The presentation was direct, showing a pig with a butchers knife in its head and the slide reading R.I.P. Good Times, saying that for startups it would be the survival of the quickest, the companies quickest to cut costs and be profitable. The sales people just took on as customers anyone who was interested or called. And as the economy worsened and this software was not an essential purchase they cancelled. Now the new sales approach is to say no, and get customers who actually save money from using the product or see some vitally important benefit. The sales person actually tries to find out about a company's plans, its budgets, to see if there is a good fit. Jives at this point is a survivor....

In his annual budget speech to Parliament, chancellor of the Exchequer, Alistair Darling, said things are much worse than appeared 5 months ago. Britain will have to borrow 57 billion more pounds, and the budget deficit is to reach 175 billion pounds or $255 billion. The British economy will shrink 3.5% thisyear instead of the 1.25 percent predicted in November, 2008 This is the highest deficit of any nation in the G-20. Britain's net borrowing is exppected to reach 11.9 percent of GDPin 2010, and finances can't be balanced before 2016. In March 73,000 jobs were lost for a total unemployed of 1.46 million. With smaller numbers of people paying income taxes, and smaller corporate tax revenues, the revenues are just not there for Britain to spend heavily to make its way out of this recession. The renewable energy projects like wind farms and biotechnology are small, and shows the government has difficulty paying for larger programs. In an effort to increase revenures the government imposed a tax of 50%, up from the current 40%, on individuals earning more than 150,000 pounds, which was promptly criticized by the British Chambers of Commerce as a disincentive to bring talent to London as a world financial center. Darling also added acar-scrapping scheme like the one in Germany. Opposition leader David Cameron said in Parliament "everyone can see the utter mess this government made of the British economy. Our children will be in poverty for decades." ...

The Indian PC market is expected to grow rapidly from now on with growth of 30% a year. About 9 million PC's will be sold in India in 2007. Lenovo, Dell and HP and local maker HCL are all gearing up with extensive sales plans and product lines. The Indian market will see increased sales from larger companies and strong growth also from consumers and small business. In March HP opened a new factory near Delhi, and Lenovo will open a new plant in Baddi in northern India in july to make 2 million PC's, Dell opened a new factory in Chennai in August. HCL is partnering with Intel to make a lowcost PC called the Classmate. HCL once dominated the market but has lost market share to H-P as it made the mistake of being late in the notebook market, only introducing notebooks in 2005. H-P increased its market share by selling in smaller cities in India. H-P has 21% of the market compared to 13.5% for HCL in 2007, according to IDC estimates. Over the past 3 years prices have fallen from $500 to $350, if prices fall significantly again, and there is strong competition between Dell, HP, Intel, HCL, Sony, Acer and other makers, then one should see the Indian market really take off across the spectrum, from larger companies, to small business and the consumer....

The Group of 20 finance ministers and central bankers meet i Sao Paulo, Brazil. On the side the BRIC countries finance minsters hold their first meeting. Brazilian President Da Silva calls for greater say for the BRIC countries and for countries like Argentina, Mexico, South Africa, Nigeria, S. Korea and other large developing country economies in shaping the new global financial architecture. There is extreme frustration in Brazil that all their efforts to build a better life for millions of Brazilians may come to nought, and the first real sustained growth in decades that came to Brazil may now be cut short abruptly with huge cost to millions or rural and urban poor, a fate shared by all the BRIC and other developing countries. Wall Street source of the crisis remains closed to the BRIC and developing countries in the sense that what goes on there is determinied by insiders from the G7 countries, but the severe consequences of a fallout in Wall Street on trade and credit hit these countries just when there was hope for millions to live a better life. Fifteen heads ofhome building and financial services firms each got $100 million in cash compensation and sales of stock during the past 5 years according to a WSJ analysis. Four of those heads of companies including heads of Bear Stearns and Lehman Brothers led companies that filed for bankruptcy. The overall study looked at heads of 120 public companies in sectors like banking and mortgage finance, student lending, stock brokerage, and home building, showed that top directors and executives of the firms cashed out a total of $21 billion during the past 5 years. In the tech bubble of the late 1990's more than 50 individuals each made more than $100 million from selling shares just prior to the crash, with many founding companies that were never profitable. With much of the profit coming in areas like mortgage finance and banking where many of the errors dangerous leveraging and risktaking, and failure in ethics, caused the global financial crisis, the whole issue of executive compensation without results or pernicious to the public interest is taking centre focus for today's public opinion.
