The U.S. Federal Reserve Flow of Funds report for 2011 shows Fed purchases of 61% of total net Treasury issuance. Goodman points out that the net issuance of Treasury securities for covering U.S. budget deficits is normally 0.6% to 3.9% of GDP on average for the last six decades since 1950, compared to on average 8.6% of GDP today. A big jump in Fed purchases with a corresponding steep fall in the participation of foreigners and the private sector. Foreign purchases declined from 6% of GDP in 2009 to 1.9% of GDP in 2011. U.S. private sector- mutual funds, banks, corporations and individuals- purchases declined from 6% of GDP in 2009 to 0.9% of GDP in 2011. This helps keep interest rates low and funds U.S. government needs. Lawrence Lindsay pointed out in the WSJ in 2011 that Fed has itself boxed in being forced to keep interest rates low for years. If the government borrowed at a more normal rate of 5.7%, instead of the Fed induced rate of 2.5% today, Lindsay estimated the U.S. government would face an additional $800 billion in interest costs by 2021....

This editorial in the HIndu newspaper says more than the Rs. 2000 crore allocated for Ayushman- for covering 10.74 crore families with Rs 5 lakh health  coverage- is needed. This should have been setup earlier and it is now time to upgrade the public health infrastructure so that it can handle the much needed care of 40% of the population given free coverage upto Rs 5 lakh under PMJAY.

Not all states have joined. The challenge of tight cost control has to be met through defined treatment packages for which rates are prescribed so that the challenge of standardization of facilities and reasonable rates for procedures is met.

Prevention is also of great importance and here the 150,000 health and wellness centres across India of the National Health Protection Mission have a special role to play.

A former chairman of the Council of Economic Advisers, Martin Feldstein, says a recession is likely in the U.S. as interest rates rise. He sees interest rates on 10 year Treasury  notes rising from about 3% to 5%, as the Fed pushes the short term rate from today's 2% to a projected 3.4% in 2020. As short term interest rates go up he sees equity prices reflecting historic P/E ratios for stocks. This would lead to a significant drop in share prices and drop in consumer spending, drop in business investment, and a drop in GDP of 2%.

Because of huge deficits as publicly held federal debt rises from 75% to 100% by 2020, there is less room for fiscal intervention and help through public spending, and with short term rates at around 3% less room to cut rates. This means, says Feldstein, that a new recession would last longer.

McKinnon argues that China should be very careful not to appreciate the yuan beyond the interest rate differential between the two countries, which is related to their inflation rates. If inflation comes down in the U.S. even a 3% appreciation could lead to deflation in China. See the related article by Feldstein in this group which looks at the need for U.S. to keep business investment strong and boost exports to compensate for a housing price collapse related slowdown in the US. How this will playout and how the two situations will be managed so as to create desirable outcomes and avoid risks of slowdown in both countries is uncertain.

This WSJ editorial is critical of the Bank of England's policy of accepting a higher inflation rate of 2.5% when the target for inflation is 2%. The Bank of England's effort to bring down the unemployment rate by keeping interest rates low and continuing its bond purchase program is seen as going beyond the BOE's single mandate of maintaining price stability.

Savings habits that were popular in the pandemic are needed today because credit card debt is a pre-pandemic levels, and spending habits need restraint for household budgets facing high inflation.

The housing downturn as a result of sharply higher interest rates as the Fed's Jay Powell takes on surging inflation is very different from the problems of bank's shoddy mortgages of 2008. The 2008 financial crisis was a banking crisis from overleveraging by US banks and the use of questionable mortgages in housing. The rules set down and strict regulation since 2008 protect the housing market from the errors of 2008.

Additional funding of $100 billion is proposed for the World Bank to meet the needs of Africa, and other countries in Latin America and Asia. These needs are for climate change investments, renewable energy, and for health and education that has suffered as debt repayments have increased with higher interest rates, putting 52 countries near default on debt.
