Federal Reserve chairman Bernanke's move in January 2012 to announce detailed projections for interest rates for each of the 17 Fed Governors participating in policy meetings, is an effort to show that he operates by consensus. Names of the Fed Governors are not stated.This is a change from the Greenspan years at the Fed. Hilsenrath points to the research done by Alan Blinder of Princeton University, former Fed vice chairman, which shows group consensus based action works bettter. Another reason for this is the Fed's damaged credibility after the Greenspan years and the financial crisis of 2008, when the Fed operated under one dominant figure. An additional step taken by Bernanke is to move from the ad hoc type of policy decisions of the past decade to a longer term plan for unemployment and inflation goals. The Fed has set a 2% goal for inflation with some flexibility to reduce unemployment if it is too high. This gives businesses more information to plan ahead and improves Fed credibility....

John Lyons of the WSJ writes in this report from Seoul, South Korea, that president Moon may have inadvertently contributed to the sense of the futility of talking to South Korea about missile defense when he opposed the installation of the Thaad, Terminal high altitude missile system, in his election campaign. This led to the U.S. and the South Korean government of president Ms. Park moving ahead with the system before Moon was elected. Moon is a human rights lawyer who favored improved relations with North Korea. Domestic South Korean politics were decided by younger voters alienated by the existing business structure, leading to the conviction of president Park and later the head of Samsung on corruption charges, and the election of Mr. Moon. In foreign affairs the picture is quite different as Moon is seen in South Korea as not being consulted by the U.S. as it frames policy for the region. South Koreans call this "Korea passing." As U.S. and Japan are directly affected by North Korean missile tests, the most recent on August 29th passing over Japan, U.S. president Trump consults with Japanese prime minister Shinzo Abe. People in Japan are cited in the NYT as saying recently, that they knew they had to worry about earthquakes, but had not expected to have to worry about missiles. A recent report in NYT showed that most people in Seoul have not prepared seriously to use underground shelters because they do not believe a war could take place with Seoul only 35 miles from the North Korea border. The U.S. policy is now focused on working with China, and coordinating its policy with Japan. A U.S. anti ballistic missile test was conducted from the ship USS John Paul Jones on August 29th. Moon has changed his position and now supports Thaad missile defense. South Koreans are apparently resigned to the prospect of "Korea passing." ...

The WSJ's Laurence Norman talks to Yukiya Amano, head of the UN agency, the International Atomic Energy Agency (IAEA), which has the responsibility of verification and inspection of Iran's nuclear development and facilities. Amano describes the issues raised by a 2011 report which outlined 12 sets of concerns to which Iran has to explain, a condition included in the final nuclear agreement. Iran has to respond by mid-August, IAEA then responds, and does work in Sept and Oct, and submits its report by Dec. 2015. Yamano says he has to fill in all the missing pieces in this jigsaw puzzle to get a full picture of Iran's nuclear development. Iran has denied access to military sites and Mr. Amano couldn't say if he has access to the Parchin military site. A concession that was made in the agreement is the long interval of three weeks before access to a particular site that arouses suspicions-the agreement gives Iran the right to appeal an IAEA request to visit such a site to a special commission. The U.S. and its European allies have a majority on the commission yet three weeks are allowed in which Iran could move material to some other location. For critics the question will be why such a concession was needed if Iran truly has decided not to develop nuclear weapons technologies. The U.S. president's response at a news conference on July 15, 2015, was that with the laws of physics the U.S. monitoring tools would detect nuclear activity at that site. The agreement also gives Iran an earlier than planned lifting of a ban on sales of arms and missiles and missile parts if the IAEA says Iran's nuclear activities are peaceful. Iran could conceivably wait till the ban is lifted and its economy in a much stronger position to withstand any future limited sanctions to pursue nuclear weapons development. This would have delayed development for a few years during which time the hope is that Iran has changed into a more peaceful nation pursuing economic development in its region, yet even if this is the case as as happened with India and Pakistan it could still pursue nuclear weapons development. The alternative is a status quo till a better agreement is reached with the leverage of tight economic sanctions and continuing dialogue during which time Iran continues to get closer to a nuclear weapon, or the use of force to prevent this. Iran added the arms embargo issue during the last weeks of the negotiation in June, a controversial move on Iran's part, as this may have complicated the picture with ballistic missiles technology exports to Iran approved after 8 years in the final agreement, compared to the agreement reached in April 2015 which made no mention of the lifting of the arms embargo. Iran played on the notion that if Zarif returned to Iran without an agreement hardliners including Khamanei would veto any agreement, yet this could just be the Iranian negotiating strategy. U.S. president Obama stated at the July 15, 2015 news conference that it would be hard to hold sanctions for longer. Critics might argue that China was already benefitting from the small easing of sanctions by increasing Iranian oil imports by 30% in 2014, and would have less incentive to withdraw from sanctions, as it is dependent on the U.S. and the EU, major markets for its exports and access to technologies. A WSJ/NBC poll in July shows almost half of the people polled in the U.S. saying they do not know enough to express an opinion, a steady 36% support an agreement, showing that the public has not been educated and taken along during the different steps in the largely secret negotiations....

Mr. Macron is beginning to listen to young voters says this report in The Guardian, yet after this election is over it says he has to do some profound rethinking. The abstention rate of 40% for young voters under 35 should be deeply disturbing. Too much power is concentrated in the presidency and little in parliament, it is true, with Macron's aloof style making things worse. Yet for young voter to say they are indifferent to a vote for Macron or Le Pen shows that Macron has much to do to win the trust of younger voters. The Guardian cites a Cambridge University study that shows the current disillusionment outstrips ones of previous generations, and has more substance than the one that shook De Gaulle in 1968 as opportunity was growing in France for all parts of society in 1968 compared to 2022.  The frustrations at work are common to US, Britain, Germany, France and all of western Europe- precarious and unfulfilling work, low pay, and asset based inequality, that is creating a slow burn generational crisis, says The Guardian. ...

She was assigned the task of writing the section on women's rights in one week in 1946. She searched libraries in Tokyo for constitutions of other countries. Mills had lived in Japan for 10 years with her parents, and knew the situation for women in Japan, with the lack of basic rights. Bloomberg Philanthropies has committed $600 million to fight tobacco use worldwide between 2007-2016. Tactics used in New York City reduced the city's smoking rate from 22% in 2002 to 14% in 2011. These tactics will now be used in countries around the world from China to other developing countries. Already an effort has been funded in Turkey including putting a new smoke-free law in place in 2008. According to Tobacco Atlas cigarettes contributed to 6 million deaths in 2011, 80% in the developing world, with high use in China, Indonesia and India.

India is storing as much oil as it can at today's low oil prices of about $20-$30 per barrel in May 2020. With India asking the U.S. to store oil from U.S. shale producers at its strategic petroleum reserve storage facilities in the U.S. Already its existing storage facilities of 5.3 million tonnes (39 million barrels) are full, and the storage capacity will be more than doubled with an additional 6.5 million tonnes (48 million barrels) to be built quickly. About 8.5 million tonnes (62 million barrrels)  are in ships on oceans around the world. Demand is only 20% during the lockdown but is expected to reach levels of 2019 by June 2020. Only about 20% of oil consumption comes from existing storage.   That Indian oil capacity is 39 million barrels of storage shows how little was done over succeeding administrations without national aspirations for a growing country with hundreds of million of young people, when the oil storage capacity today of 39 million barrels compares with over 500 million barrels for Japan and for China. A huge Indian government aid package of $280 billion for the economy can be offset by gains in other areas such as low oil price oil storage, and gains in supply chain manufacturing, increasing the size of the domestic market for local manufacturers with incentives and loans, and new rules for stressing local manufacturing for a self-reliant economy. ...

A report by a third party panel says Olympus management, internal auditor Hideo Yamada, former vice president Hishashi Mori, and two CEO's Tsuyoshi Kikukawa, and Masatoshi Kishimoto, hid investment losses from Japan's asset bubble in the 1980's. But it did not find links to organized crime, as reported in the media. The report stated: "The core part of the managemet was rotten, and that contaminated other parts around it. The situation was the epitome of the salaryman mentality in a bad sense." By salaryman mentality the report was pointing to Japanese culture of corporate loyalty in a bad situation. Also coming under criticism were the auditing firms of Ernst &Young, and KPMG, for signing off on the financial statements, though the panel acknowledged the difficulties of unraveling the scheme known as tobashi of transferring unprofitable assets.

For too long the press has looked at president Biden's age as drawback ignoring his vast experience, and not Trump's only 3 years younger with poor food and exercise habits and overweight, as pointed out by Duke University Prof. Frank Bruni in the NYT. Here the WSJ at last shows that half of Americans born in 1942 are alive, with many of them about 650,000 working, 18% more than a decade earlier, according to Census Bureau. The Cruz campaign depended on its success in Iowa on a well organized grassroots campaign, and the large turnout of evangelicals estimated at about 62 percent. The record turnout of about 185,000 for the Republican caucuses showed the depth of participation in this election. About 46% of the voter turnout was from Republicans participating for the first time. Trump's poor grassroots organization, missteps including controversial statements by Trump denigrating women- leading to him opting out of the last Republican debate raising doubts about his candidacy- combined to put Trump struggling for second place, with Rubio finishing only one percentage point behind. Cruz had 28%, Trump 24% and Rubio 23%. One of the results of this election is the poor performance of governors Jeb Bush, Christie and Kasich, who combined polled less votes than a neurosurgeon Carson. The anti-establishment fervour was evident with the support for Cruz, Trump and Carson of about two thirds of the vote, reflecting anti-establishment views. Cruz's win was remarkable, say analysts, considering his opposition to special interest lobbies, including the ethanol lobby in Iowa supported by Governor Branstad. It was also remarkable because of the months of media coverage for Trump's statements and exaggerations, and the tacit support for Trump from the establishment Republican party, including Senator Grassley of Iowa and Governor Branstad. Cruz now heads on to the other states, including the six southern states voting on March 1, where he will be favored, with a well financed campaign using grassroots contributions....

Fiat-Chrysler CEO, Marchionne, has given wide ranging authority to Betts to stop everything if needed to make changes and improve quality. Chrysler quality has lagged behind competitors GM, Ford, Toyota, Honda and Nissan, and is only now beginning to catch up. The new Jeep was given particular focus. And the product launch of the new Dart is getting a similiar focus on quality.

Renault signs an agreement with labor unions which provide for longer working hours and a one year wage freeze to reduce labor costs. Renault will in turn not close French factories and invest 1.1 billion euros to increase production in France. A similiar agreement was signed by Renault in Spain in 2012 and increased the urgency for reaching an agreement in France. Renault says increasing working hours 6.5% provided in the agreement will save the company 300 euros per car. Analysts estimate lower breakeven point for Renault after the deal. Renault said it will increase production to 710,000 cars in France by 2016 as part of the deal, taking output up to 85% of factory capacity. Production in 2012 declined to 532,000 in 2012, from 646,000 in 2011 and 1.2 million in 2007. Unions went into the negotiations sensing the danger in lack of competitiveness vs. Spain and Germany, and CFDT published a book titled "Renault in Danger!." Based on the experience in the U.S. as the economy recovered and sales recovered for Ford and GM, Renault may be seeing the effects of a gradual recovery in Europe by 2016. The 710,000 figure is a one third increase from the low 2012 figure, leaving room for expansion if this strategy succeeds. Renault's market share declined in Europe by one percentage point in 2012 to 8.4%, and its sales in Europe declined by 19%, according to the European Automobile Manufacturers Association. The increased production planned by Renault also includes 80,000 cars made for its partner Nissan....
