Parental anxiety on transgender at school for their children, public anxiety on illegal migrants in American cities, and anxiety about race as a defining factor in political life. The illegal flow of fentanyl and loss of life in the US is a basic issue- how could the US as the largest advanced economy in the world become so feeble that it cannot stop illegal flows of fentanyl and human smuggling. Baker also says that he doubts that the new Department of Government Efficiency will work and eliminate waste, that he thinks imposing tariffs will depress domestic productivity and reduce living standards of the people. And that installing what he calls "oddballs" will work except to create chaos. On the issues of infrastructure, cost of  manufacturing revival in the US which were issues in 2016 and turned into the agenda of the Biden years little is said, and on cost of living nothing tangible about reversing the 20-30 percent of price increases in housing and groceries that have happened in the pandemic years 2019-2023. ...

Keven resigned yesterday after his 15 billion pound plan for students getting extra time at school was rejected by Boris Johnson, the British prime minister. Boris Johnson has only 3 billion pounds set aside for education recovery at what the Times cites at 50 pounds per student, compared to 1600 pounds per student in the US under president Biden. Mrs. Biden is a teacher at community college for most of her life and is a strong supporter for free education at community colleges.

Difficulties facing China from an overheating economy, a property bubble in many cities,, and a 22.5% jump in March in the broadest measure of money supply being the latest signs of trouble. The government announcement will show the economy growth at 12% rate in the 1st quarter of 2010 vs. 8.7% in 2009. The problem is that China may have acted too aggressively when the central bank increased money supply and state-owned banks in China's centralized banking system were ordered to jack up the lending. The $586 billion stimulus sent even more money to construction and energy companies. Without effective steps and fast the Chinese economy could run into serious problems.

Heidelberg, in southern Germany, and smaller cities like Freiburg and Tubingen are seen as "green cities" in the sense that the people there have an open international outlook, are well educated, look at new ideas, and are idealistic. The Green party is in power in the southwestern state of Baden-Wurttemberg since 2011, where these three cities are located. Greens have about 20% support in elections here compared to 8% nationwide. Here Dr. Franziska Brantner, the representative in the Bundestag describes the orientation of people in the state. Heidelberg was able to handle the 600 refugees coming at the peak of the crisis very easily. Heidelberg's university, the oldest in Germany was founded in 1386. Students make up a quarter of the population of 156,000, and most of the Green party voters have university degrees, more than any other party according to Die Welt.

This would make process simplified and enhance ease of living. Under this plan every citizen would now get a digital health ID and health records digitally protected. The overall model is for preventive healthcare and in event of disease easy, affordable, accessible healthcare.  Part of the plan is to build the facilities and resources to be able to handle needs. For doctors and para medical manpower a comprehensive network of AIIMS and modern health institutions is being setup, and one medical college is being setup for every 3 Lok Sabha parliamentary constituencies. In villages and rural areas primary health care network is being strengthened. Over 80,000 centers of this type have been operationalized.    ...

India's demographics show one startling fact. By 2020, the average age of Indians will be 29. This is happening just as the rest of the world is aging very fast. In the next 15 years India will have 130 million more people in the 20 to 49 age group. This compares with a shrinking in population of 100 million in that age group in developed countries and China, according to the U.N. Population Division. The problem facing India is malnutrition that runs as high as 43% for children with half the mothers anemic, weak educational system at the primary and secondary school levels especially in the government run schools, lack of good governance in the most populated states such as Uttar Pradesh in the Ganges plains which has 200 million people, the consequent overburdening of cities which have no plans to manage the migration of the rural poor to the cities. India has to find ways to fill the huge gaps in getting better nutrition, education, dignity and sense of opportunity, and work for the growing numbers....

The situation in small towns in East Germany such as Loecknitz on the Polish border. The economy is depressed with unemployment twice the level in West Germany, and young people moving away. The economy on the Polish side is much healthier and Poles are moving to the German side from the Polish city of Szczecin, a 30 minute drive. Poles are also buying depressed German real estate and starting businesses. This is adding to the local economy as young Germans have moved to the larger cities but there is the sense of being left behind among some Germans. It comes from the period of reunification when after investing $2 trillion to integrate the two economies the best that could be done was making cities like Leipzig and Dresden in the east prosper but leaving the coutnryside in East Germany in an abandoned state as young people sought opportunities elsewhere. This may be why Angela Merkel who grew up and studied in the former East Germany told the German parliament in June 2012, "Germany's strength is not infinite. Germany's powers, too, are not unlimited."...

A Kyodo News poll shows about 60% of Japanese want the Olympic games cancelled. Japan faces another wave of the pandemic with a surge in Osaka and other cities. The European Union in April signed contracts for over a billion doses with Pfizer and India has plans for ramped up supply of its Covishield and Covaxin vaccines to 2 billion doses by December 2021. This shows how difficult it is for advanced countries and major pharmaceutical producing countries such as as India to vaccinate their populations quickly in the initial stages of the vaccination effort. In July the vaccine effort would be in its 7th month and vaccine supply constraints are expected to ease as a result of aggressive action by governments in EU, France, Germany and India. This will also enable addressing needs in Latin America, Africa and South East Asia. ...

Japan is meeting a shortage of workers by bringing in workers from other countries including China. In jobs ranging from apple picking to airport baggage handling Japan is getting foreign workers, and making changes in its immigration laws. Prime minister Abe is pushing for these changes to increase growth of the Japanese economy. In the past 4 years the number of foreign workers has nearly doubled to 1.46 million and a new visa system will accelerate the process to bring in more workers. Out of 27 countries in a Pew Survey Japan is the only country where more people favor immigration to rise than those who think it should decline. The Chief Cabinet Secretary Mr. Suga says- " In my view that shows how real the labor shortage problem is." Immigration authorities say they gave visas to only 82 refugees in 2018, less than 1% of those applying, so that there is not a sense of recasting Japan as a nation of immigrants or fulfilling any obligation to accept people from war torn nations. The problem Japan is facing is that 3 in 10 people are over 65 years old. In 2018 the population declined by 430,000, causing a need for job applicants. In fact cities and towns are looking for new ways to hire older workers who retired by offering flexible hours. ...

Greg Jaffe and Patrick Marley tell the story of how the mask mandate in Michigan had the unintended effect of splitting the administration of a historically conservative Republican county in Western Michigan. Ottawa county in western Michigan is close to Grand Rapids and includes the cities of Grand Haven and Holland, with Dutch Calvinist roots. The mask mandate led to Mr. Moss getting into politics after it led to the closure of a Christian school that did not adhere to the mandate where his daughters studied. He founded a political organization Ottawa Impact with private donated funds that won the local election with eight of 11 seats in the County Board of  Commissioners. And decided the only way forward was to replace the entire civil administration in Ottawa County. Courts have prevented the firing of Ms. Hamble running the environmental division of the Health Department.  Ms. Hamble has many years of experience in her field and says she is acting professionally to protect health sanitation for the local community. The result is an impasse and much acrimony in a traditionally Republican county with unique Dutch Christian roots. This NYT report sees this as something that is taking place in many such places all across America- ideological differences turning into divisive discussions. ...

During the period of lockdown there were some positive changes and people are now looking at how some of these positive changes can be preserved. Drastically cut air pollution and the impact on health is one of these positive changes. People with difficulty breathing in the pollutants in the air had symptoms relieved and now dread going back to the pollution levels they had to get used to. For some lockdown has even given them a break from illness. Many people who experienced the clean air and calm of this period of the virus  are now asking how this can be preserved. In cities like Birmingham polluted air is known to reduce lifespans by 7 months for children. In the UK this is particularly true of the Midlands region with its road and air traffic industries, where there is a nostalgia for the calm people had from the experience of living and working from home. The stresses of capitalism and the rush and pace of life being muted for a while, and a bigger focus on the collective wellbeing and the community. In London and other parts of the UK there is the national debate on how one can continue to make the intelligent choices in the way we live and in the tradeoffs between health and wealth.    ...

US demand was for 1.6 million units of housing, the supply was about 1.1 million over the next decade after 2009 leading to the buildup of a shortage of 5 million home supply. Covid changed some patters of housing behaviour. More people work from home with remote work. The Asian-American voters are significant in some states such as New Jersey 7% of voters, Nevada 9%, Minnesota 3.1%, and California 15%. Compared to the 2012 election this is the fastest growing demographic up 16%. With lower immigration from Mexico this is likely to continue for several decades. Nationally it is 4% but growing rapidly. The Asian-Americans come from countries such as India, China, Indonesia, Vietnam, Philippines. Seib says Trump has lost as many Asian-Americans as he has gained whites who chant "build that wall," by using such rhetoric. The Asian Americans are about 48% moderate and about 23% liberal, 19% conservative. Many are in the tech and white collar fields, in the suburbs of major cities including the South. Its this location that can make them an important influence. The Democratic Party has reached out to these generally better educated voters, who have heard about building that wall with unfavorable views- 40% saying they would vote against a person with "anti-immgrant views" regardless of what the other issues are. The early 2016 poll done by the Asian and Pacific Islander Vote project shows 61% having unfavorable views of Trump and 61% having favorable views of Clinton in 2016.   ...

David French in the NYT describes a moral center that is avoiding extremes on college campuses. French quotes from W.B. Yeats poem The Second Coming that was written in the period after the First World War during the Russian Civil War, when things appeared to be in disarray. "Things fall apart; the center cannot hold... The best lack all conviction/ while the worst are full of passionate intensity." The United States is built on a series of ideas from the Declaration of Independence, ideas that were revisited and relived at important times such as the Civil War with Lincoln and the Great Depression with FDR. It is that moral center that French speaks of when he cites Yeats and talks about it being challenged from extreme views on the right and the left in politics and in society.

Africa's Harrison Mwillima looks at Geman reunification from an African perspective of regional integration, and says unity should be an everpresent endeavour. Visiting cities in East and West Germany organized by DW's Africa department he is struck by how much East Germans feel left behind. Merkel herself grew up in East Germany but like many young people in 1990 left for the west and seemed to forget the east where they came from. He remembers the time when people from Angola , Mozambique and other African countries studied at universities in the German Democratic Republic, former east Germany,  and the sense of socialist solidarity that aroused much enthusiasm.  Mwillima says a sense of unity can only go so far if there is a lingering sense of inequality  between the two parts. He sees a distinct hunger to achieve unity among regions and peoples or countries. Yet 31 years later in Germany its not only worth pursuing this ideal but remembering that it has to be done as a natural and ever growing endeavor that is not just an event. ...

Pemex (Petroleos Mexicanos) CEO Emilio Lozoya is fired and replaced by Gonzalez Anaya, a close friend of finance minister Videgaray, as the company experiences a liquidity crisis by Jan. 2016. Anaya is known for cost cutting as head of Mexico's government healthcare institute. This report in the WSJ cites a Pemex official who says at one point in Jan 2016 Pemex was down to $8 million in cash. Under Lozoya Pemex failed to introduce financial discipline ahead of collapsing oil prices. Anaya is expected to cut spending by 19% or $5.8 billion. Mexico's governemt made a capital injection into Pemex of $4.2 billion to pay debts to suppliers, and offered tax relief of $2.8 billion. Pemex output is down to 2.2 million barrels a day in March 2016, decline of 4.5%. Pemex cuts will come in putting off exploraion spending of $800 million in one field in the Gulf of Mexico and paying less to rent oil platforms.
