To get the agreement of the 27 countries engaged in the talks to set new banking rules, the new Basel III banking rules are being phased in over a protracted period. Some changes go into effect in 2013, but others will be put into effect by 2019. The focus on the new rules is how much capital, or "common equity" banks will be required to hold as a cushion to absorb losses in a crisis like that of 2008. Large banks will be required to hold 7% of their assets in common equity. By 2015, banks will have to begin building a 2.5% buffer of capital, which must be in place fully by 2019. No action was taken on issues such as requirements for banks to have access to ample liquidity, what systemically important banks should hold in capital, and establishing a counter cyclical capital buffer.

A World Bank 2008 Report concluded that Brazil's current state of education would lead to its falling behind other developing economies, and act as a constraint on growth. Brazil's 15 year old chidren came in 49th out of 56 countries on the reading exam for the Program for International Student Assessment, with more than half scoring in the test's bottom reading level in 2006, with scores in math and science worse than that. Of the 25 million workers who could join the work force in 2010, about 22% are not considered qualified for the labor market, according to a government report. The World Bank Report says Brazil stands to miss out on the "demographic window," in which increasing numbers of younger workers make the economy more productive, unless it addresses problems in education.

The old NASDAQ in 2000 cannot be compared to the new NASDAQ in 2015 because the companies in the index have changed, and the proportion of tech and health care companies has also changed. Healthcare and consumer companies are now 37% on the index compared to 18% in the NASDAQ index in 2000. Tech is a much smaller component of the NASDAQ, declining from 64% to 43%. And three companies Apple, Google and Microsoft, makeup 20% of the index, with Amazon, Facebook and Intel added making that 30% of the entire 2015 NASDAQ index. Only 3 of the top ten companies in the 2000 NASDAQ are around in 2015 NASDAQ index- Intel Corp., Microsoft, and Cisco Systems. Yahoo, Oracle, Dell, Sun, JDS, WorldCom are no longer the top 10 companies in the index as they were in 2015. The speculative momentum stocks such as Netflix and Tesla make up 0.38% and 0.33% of the NASDAQ in 2015. In healthcare part of NASDAQ 2015 companies such as Gilead Sciences and Amgen are in the top ten.

Car sales in Germany are up 40% from ayear ago. This is not about to happen in the USA. The cash for clunkers program in Germany is broad and less complicated.In Germany eligible cars have to 9 years old and the subsidy covered the purchase of any new car, regardless of size and fuel efficiency. In the US the program just signed by President Obama covers a narrow profile of customers. In the US customers who benefitare economically challenged and in the midst of adeep recession. Cars can't be over 25 years old, and can't have a combined highway and city fuel economy rating of more than 18 miles per gallon as calculated by EPA. To get the full $4500 credit customers must buy either a new truck or sport utility rated 5mpg higher than the clunker or scrapped vehicle, or a passenger car rated at least 10 mpg higher.And the credit is given instead of the trade in value, so if the trade in value is higher it doesn't help. The German government is giving away upto $4500 but it started out with 1.5 billion euros to get 600,000 clunkers off the road, but because of the popularity of the program has expanded it to 5 billion euros for 2 million cars and extended it to end of 2009. The US program only has $1 billion for 250,000 cars or one eight of what the Germans are doing for amuch larger car market. Because of the dire shape Detroit and much of the midwest is in, because of the slump in the auto industry, this may be a mistake and a missed opportunity to do what the Europeans are doing, and get an even bigger impact. The American car market and industry is taking a severe blow from the deep recession. Because of the depressed region the impact of a real clunkers for cash program that targets a broader profile, with bigger financing and designed to give a boost to the market, could make a real difference. At this point it is more of a program designed to help people turn in their gas guzzling trucks for passenger cars, and those driving a $200 car are not likely to be the kind of customer who goes out and buys a new car say dealers. 91 year old Chuck Grassley is head of the Senate Judiciary Committee. He has a passion for vigorous Congressional Oversight that has not diminished with age. He says in an interview that he does alot of oversight and all of us should know from our 8th grade civics that Congress has a responsibility for checks and balances to make certain that the executive branch enforces laws consistent with the oath they take. The economist argues that home ownership is not benficial as social policy as it was made out to be. People in negative equity, or holding subprime mortgages, or people in foreclosure with blighted neighborhoods and acceleration in falling prices, and the lack of mobility that comes with home ownership in states that have high home ownership, and disappearing wealth with falling prices, make it a poor tool of social policy and a failed way of accumulating wealth. Experts say that one in four recesssions are caused by housing market collapse, and these recessions take longer to heal. The heavy borrowing against home equity of $9 trillion between 1997 and 2006- equal to more than 90% of disposable income- also makes this inr reality a way of adding debt not of accumulating wealth, as the wealth has an illusory aspect when prices are pushed up by the constant trading of homes as investments setting up a bubble phenomena, and renters who do not have what it takes to own a home are pushed into home ownership. About 10 million homeowners have negative equity in their homes. The value of American homeowners equity has dropped from the peak of $12.5 trillion in 2005 to just $8.5 trillion at the end of 2008. All that $9 trillion in debt is piled up against illusory gains in wealth based on transitory house price jumps. These numbers suggest that the $9 trillion in debt from borrowing aginst home equity is more than the entire value of homeowner equity in the USA, meaning if Americans had aliquid market and sold all their homes today they could not pay off the debt generated from home equity borrowing during the bubble years. Worse still cutbacks in consumption are severe in such situations, and this situation weakens banks balance sheets as foreclosures increase, creating a vicious cycle and downward trend as investment and employment are also hit hard, one that is hard to break....

Any idea that herd immunity is the way out is dispelled by a simple look at these pictures from the NYT showing what the level of infections are today and what they would have to be for "herd immunity." No Asian nation has even mentioned the word. Most Asian nations have the most experience with virus of all sorts. The only government that supported the idea without saying so openly is Sweden as indicated in a report in FR24 on the amplification of coronavirus in Sweden compared to neighboring Denmark, Norway, Finland. Imagine with a threshhold of 60% of people having antibodies provided by experts for herd immunity, the current New York level of about 20% would have to triple, and Sweden's 7% would have to grow seven fold. It is hard to imagine New York going through something of these proportions. Looking at what works now that other countries handling it have set examples of what works provides a better way- low tech contract tracing the German way, and one used in Asian countries, and the cluster isolation through testing and contact tracing adopted in many Asian countries as well as Germany. Strengthening public health systems, and working one's way out of the crisis where there are no easy answers offers real and realistic hope. ...

In this interview in The Hindu with Public Health Foundation of India president Srinath Reddy, the importance of safe behaviours including masks and social distancing, public discipline to tackle a potential third wave. This was also pointed out separately by the Director AIIMS.  Mr. Reddy says study by Public Health England shows just one dose of Astra Zeneca vaccine is not very effective against the Delta variant- about 30% effective. As a result he suggests the need to reduce the spacing intervals which are at 8-12 weeks to a shorter interval now that adequate supplies of vaccine will be available starting in July and August till the end of the year. The initial spacing was 4 weeks when Astra Zeneca vaccine was first introduced and at which time the variants had not emerged. The Indian federal government affidavit to the Supreme Court shows that 1880 million doses of vaccine will be available by the end of the year 2021 to vaccinate fully with 2 doses the population of India over 18 years using 5 locally manufactured Made in India vaccines. This does not include the mRNA vaccines that will be made available from Moderna and Pfizer for which cold storage facilities are being prepared by the federal government.   ...

There is a growing sense in both parties that the policies of Reagan, Clinton, Bush and Obama have not worked for ordinary people in America. These are seen as wasted three decades that plunged America into foreign wars, let manufacturing decline, reduced standard of living, let its infrastructure deteriorate. This is why president Biden has achieved remarkable success in putting together legislation with support from key Republicans including McConnell for chips, science, infrastructure and other investment spending. Leonhardt is hardly alone in seeing that this is the path America will take in the coming decades. What is significant now is that the culture and mental framework itself is being transformed. ...

Plastic water bottle use surged with a shift to single bottle use of bottled water as a preferred option to using sugar drinks and sodas. In the U.S. this use has surged 284% since 1994, with 67% of the bottled water sold not in jugs but in single use convenience type plastic water bottles.  Manufacturers of plastic water bottles have failed to come up with a technology that makes the kind of plastic that can be easily recycled. Danone's bottled water company Evian brand makes about 30% of its plastic water bottles from recycled plastic and no aims at shifting entirely to recycled plastic by 2025.  Images of bottles filling landfills and hurting sealife have led to consumer opposition to their prolific use. Ocean Conservancy says plastic water bottles are behind cigarette butts and food wrappers the thrid most item washing up on shorelines.  Curbs- Cities in Massachusetts along the coastline are banning their use. New York City is banning the sale in parks, beaches, of these bottles. And the European parliament  is backing laws for member states to collect 90% of these bottles for recycling by 2025. Mumbai has banned this year eater being sold in small bottles. The importance of this is now sinking in. ...

On of these problems with the younger generation is that they have been indoctrinated into believing the worst, and this is true he says more about elite university graduates educated in factories that show America with emphasis on it's flaws. Maher says he gets critical messages just for talking to people who have different views. He dislikes this failure to reach out and talk to everybody- he calls this using a special term "people who hate me for who I won't hate." The funny German ad for the Jazz is playful and funny. Its a redesigned Honda Fit minicar sold in Europe as the Jazz. Acura's TSX is essentially a European Honda Accord. Saturn is offering a version of the European Opel Astra compact. Ford is bringing the Fiesta here from Europe as the new Verve compact car and it unveiled a prototype of a New York City taxi built on a van Ford sells in Europe. VW is planning to bring more European cars here and build a factory in the US. And Mercedes is brining models here equiped with its new Blue Tec diesel engines. And Daimler is bringing its tiny Sart Fortwo car to the US with a website that has taken 30,000 orders already. The market is going global for cost reasons. And its a market looking more and more like the European market where the local carmakers and the foreign carmakers are all jostling for a share of the pie with a fractured market and each car maker having a small share of the market. Ford, GM and Chrysler compete with Toyota, Honda, Renault-Nissan, VW, BMW and Mercedes all with a small share of the overall market and all these companies now operating as global companies with operations all over the world and building models now for a worldwide market. Ford is clearly following this trend and Mullaly wants to see good European modelsbrought quickly into the US and costs for developing models shared across a worldwide market. Smaller size also works to bring European and Asian models adapted to the US because the US market is moving towards fuel efficient smaller cars. So there is a convergence from a number of angles, for it to make sense to build a good car and sell it in as many places as possible, and the old region based logic does not make sense any more....

Prime minister Modi's address in Hindi to the nation on May 12 on "Atman Nirbhar Bharat" (self reliant India) as India looks ahead to a situation beyond the coronavirus. What would the economy look like as India moves forward? He says the emphasis will be on planning for the need for land, labor, liquidity, and laws to develop the Indian economy. A bold package of economic action for an investment of 20 lakh crore rupees or $280 billion was announced with details to be provided later. The basic philosophy of the next move forward was what the prime minister concentrated his speech on. Modi says there are 5 pillars for the Atman Nirbhar Bharat, or Self Reliant India. The first action not to go for incremental change- go instead for a quantum leap, be bold. This applies to both technology and investment and creating an environment where results can be achieved. Second action to make the kind of infrastructure that would set a new standard in the world. Third a "sabhi ke sapno ke aadhar," taking everyone along, be technology driven. Third action celebrate and build on India's vibrant demography, once seen as a weakness this will be turned into a strength. Fifth action be Demand driven - "demand or supply chain puri samtha ke saman karne ki jaruat che." The demand and supply chain  should be taken good care of. That also means be local and local manufacturing. Be vocal for local is the new message said Modi, because this is what worked and is saving us in the pandemic. As external supply chains failed countries in Europe and North America, it is the local supply chain for medicine, health care equipment, and food supplies, local technology for citizen id and bank accounts for direct deposit, agricultural supplies, strong and large national postal and rail networks and millions of employees spanning the country in all directions, that have proved of amazing value in this crisis. "Is local ne bhi bachaya, ham sabki jinnadari hai," - the local saved us and is everyone's responsibility.   ...

Mira Patel provides this report in great detail on how Indians living in the UK have grown from a tiny minority of 30,000 before independence in 1947 with little recognition in the UK to a population of 250,000 by 1961. In the years after 1945 many of the Sikhs and Punjabis in the British Army stayed in the UK. Two more waves of migration followed one with the East African Indians coming to the UK and one with Sikhs going to the UK. Race Relations Act of 1968 and a bill in 1961 changed the nature of immigrants to more professional people and students to maintain racial balance. By 1971 there were 483,000 Indians in the UK. Even today with 1.4 million Indians in the UK this forms only 2.5% of the UK population. Rishi Sunak and Priti Patel have important positions in the 2 year old Boris Johnson government yet too much can be read into this. Both are not deeply popular among the British public. Penny Mordaunt is the favorite at the grassroots of the Conservative Party. When one looks at the immigrant communities of Indians in the UK at one time in the 1880's only one MP Dadabhai Naoroji was in the British parliament. Today there are several ministers but mostly in a collapsing Conservative party administration of Boris Johnson. By comparison most of the Indian community migration in America has developed deeper roots and merged with the consciousness of the American society and public. Sunak and Patel are seen by most of the Labour grassroots as elitist, a kind of Macaulay class that Mira Patel describes. Macaulay a Britisher of the period of the British East India Company described the need in 1800's for a class of Indians "Indian in blood and color, but English in taste, in opinion, in morals, and in intellect." This Indian diaspora is a distinct Indian entity which is why it is a class of Indians that Macaulay coveted says Mira Patel, but one that she says forms leaders in Britain not leaders in India. In some ways the US is different with less of the class society that the Empire and the Tory party represent. And in this way formed under a country that fought this very same Empire the Indian community in the US seems to have integrated into the vision of Washington, Jefferson and Lincoln in ways that cannot be imagined in Britain or in Europe. ...

Dudley Althaus looks at Mexico's 2018 election from a working class suburb of Mexico City called Valle de Chalco. Once a squatter settlement outside Mexico City this area was courted by the ruling PRI Institutional Revolutionary party for 3 decades with a social investing program building sewers, water and power lines. Today this area like others in the state of Mexico have turned to a new party Morena led by Manuel Lopez Obrador, to find a way out of the corruption, violence and failure of the rule of law under the PRI. Obrador left the socialist PRD party to form Morena in 2014 after running for president on the PRD ticket twice. The thirst for change is widespread inside Mexico giving Obrador a higher vote margin in state of Mexico than the 53% he won overall in Mexico. The PRI won just 16% of the vote. The old politics of piggy bank and patronage of the PRI is now discredited in Mexico.  The reason the old politics does not work anymore is the change in places like this from a shanty town of tin shacks to a bustling city of 400,000. This place has a technical school, a state university branch, rows of well kept cinder  block homes along with malls and wealthier homes. With basic necessities being met Mexican workers are turning to larger issues of national identity and how the next chapter can be written in the social contract. Obrador's nationalist message and criticism of the globalized economy struck workers and middle class as the right direction for Mexico. This came just as president Trump brought new views on immigration and NAFTA on the other side of the border challenging Mexico to find its own direction and independent position in the world economy, even building new links to other countries in Europe and Asia. ...

In a sign of the changes roiling the pharmaceutical industry the off patent business of American maker Pfizer is based in Shanghai. The generics business of Mylan Pharmaceutical is incorporated in Netherlands and run from Pittsburgh. Pressure is increasing in the generics industry from manufacturers in India and China. Pfizer announced the merger of its Upjohn off patent pharmaceuticals business with Mylan to fight pricing pressures. Pharmaceutical prices in the U.S. are the  highest in the world and generics offer only small relief compared to the government mandated pricing of the same pharma products in India. Generics drugs are also offered at lower prices by distributors who buy in bulk adding to pricing pressures in the U.S. The government rarely intervenes in the negotiated prices as it does in India or in other countries in Europe including Britain.  In fact many asthma patients young and old alike are forced to do without inhalers because of the exorbitant prices set by American manufacturers with scant help from government under Democratic or Republican administrations in the U.S. In this respect middle class customers in India have better access to asthma inhalers as well as hundreds of other medicines basic to healthy living. This has created a greater level of basic equity/fairness in India as well as in Europe in this regard than in the U.S.  In this sense the pricing of basic care medicines in the U.S. adds to the sense of a lack of fairness. To that is added the manner in which the banking and financial industry operated resulting in the financial crisis of 2009 and damage to the bank savings accounts of ordinary Americans hit by unemployment, underemployment, and lower savings accumulation with interest rates kept low to offset the damage done by the banks through bad lending. This is also why an astonishing percentage of Americans like never before in the last 50 years do not have basic funds for spending to manage a health crisis in the family. Just as in times of the Depression in the U.S. industry operates in a way that is oblivious to what ordinary Americans are experiencing only to be excoriated by FDR. ...

The New York Times agreed to sell the Boston Globe to local owners for $70 million in 2013. In 1993 the New York Times acquired The Boston Globe for $1.1 billion. The value of newspapers has plummeted in recent years as newspapers lost advertising revenue and readership declined. A result of the shift to the internet for access to news and information, especially for the younger generation. The Washington Post was sold to Jeff Bezos of Amazon.com for $250 million, with readership having declined to about 457,000 in 2013. Philadelphia newspapers were sold for $55 millon in 2012, after being acquired for $515 millon in 2006, having lost about 90% of the value in just 6 years. In Oct. 2012 The Tampa Tribune sold for only $9.5 million. Estimates for the newspaper properties of the Tribune Company are about $623 million, according to analysts. This includes The Los Angeles Times and The Chicago Tribune.

Exxon, BP, Eni, Shell, are actively working in Iraq to increase oil production, along with Lukoil, Gazprom, China National Petroleum, China National Offshore Oil Corporation. Foreign companies are attracted to Iraq because of the potential for growing oil production. Iraq produces 3 million barrels a day in 2012. An additional 400,000 barrels a day is planned for 2013. Shell's Iraq country chairman, Hans Nijkamp,says Iraq could eventally produce 6 to 10 million barrels a day by the early part of the next decade. Iraqi government officials have set a target of 10 million barrels a day by 2017, which is overly ambitious because of the many problems that need to be tackled, including building port and pipeline infrastructure, huge water projects to pump saline water into old oil fields, and passing a national oil law. Passing a national oil law means negotiating a deal acceptable to the Kurdish and other regions about sharing oil profits.

A recovery in Intel's business of making microprocessors for PC's. Computer demand from corporate customers, medium and small businesses is increasing. Intel showed a 40% increase in profit for the 2nd quarter of 2014. Demand for tablets is softening and buyers are using large smartphones instead of the smaller tablets. Intel CEO Krzanich, says the installed base of PC's that is about 4 years old is about 600 million strong, and is refreshing for these business customers. Intel is also shipping chips for tablets with plans to ship chips for 40 million tablets in 2014. The Internet of Things group, making chips for non-computer devices, showed an increase of 24% in revenue. So far Intel shares are up 20% in the first half of 2014. Intel plans to add $20 billion to its stock buyback plan and plans to repurchase about $4 billion of its shares in the 3rd quarter of 2014.
