This is why says Bair that Trump is at ease in being a onetime Democrat, now Republican, sometime liberal and sometimes conservative, and can appeal to people in different ways that would be impossible for most politicians, even people on opposite sides for different reasons. Ashraf Ghani and Abdullah Abdullah sign a powersharing agreement brokered by the U.S Secretary of State Kerry and president Karzai after Afghanistan elections in 2014. The question is whether the two can set aside their differences and make it work, and can they negotiate some form of peace agreement with the Taliban to give Afghanistan and the region years of peace after so much conflict. Pakistan and India's elites and military need to step up to the plate to set aside differences by looking to the long term future of the region and the aspirations of the people for better infrastructure, services, education and healthcare, so long denied to the region. Ron Paul has youth support because he is against the war on drugs- the war on drugs has not worked that well and new approaches are needed. The prospects for direct U.S. talks with the Taliban after the planned opening of a Taliban office in Qatar. The preliminary efforts were started by U.S. special envoy for S. Asia, Richard Holbrooke. Holbrooke died in 2010, and his successor, Marc Grossman, a former ambassador to Turkey, has continued the efforts as senior representative to Afghanistan and Pakistan. Grossman now has a team of officials from the Defense Department, the State Department and Intelligence agencies working with him. After a decade of war, a shift in public opinion in the U.S. to domestic issues, and a withdrawal date by the international forces set for 2014, the time appears right for the negotiations that would end this war. Grossman has the backing of Secretary of State Hillary Clinton in this push for a negotiated settlement with the Taliban. The recent deterioration of U.S. relations in Pakistan to a breaking point, the complex relationship between the Taliban and the Pakistan military, the growing unpopularity of the U.S. in Pakistan, the meaningless struggle with a Taliban with intrinsic links in the Pakistan military, and the fragility of the elected government in the country are other factors that may be leading the U.S. government to look at the bigger picture and grasp any opportunities towards a negotiated settlement. ...

From the standpoint of democratically elected government it is important to note that Zardari himself was never directly elected, and is highly unpopular and weak, and known for corruption. If anew election was held today its highly unlikely that he would be elected. Even Benazir Bhutto's popularity may be aresult of years of military rule, and the efforts by General Musharraf to suppress freedoms and prolong his rule. Her party came to power in addition from a sympathy vote after the Musharraf government did little to provide the securtiy that could have prevented her from being shot at an election rally. With the lack of good alternatives -not the military which has provoked wars with India, not the Bhutto parties which have lasted for only short periods marked by corruption, and its not clear if the Sharif governments have done much better- its hard to say how the people of Pakistan can register their voice for responsibile democratic government which works diligently to bring services in healthcare, education, and build infrastructure, for Pakistan to keep up with the region's development....

Especially one scenario in which the nuclear facility is moved and an insider tips off the Taliban, later it is taken by Taliban as it is being transported. Even as the terrorism increases in Pakistan, the country is continuing to produce more plutonium and more nuclear reactors. An estimated 70 to 100 nuclear weapons are located in Pakistan. Americans gave $100 million for securing these facilities and for security, but have no idea where that money went. And when it comes to the nuclear facilities the USA has no idea where they are, and is facing a dead end of "don't worry" from Pakistani military officials, increasing the concern from the Americans, as the same assurances were made about the sale of nuclear technology by Pakistani scientists in the black market. These claims turned out to be true. This time the US is not about to take any chances, and the Pakistani military is loath to disclose more information about the location of nuclear facilities, because the US may blow them up if the Taliban are seen as a threat to those facilities....

The head of the UK's secret service said in a speech that "we need to have a conversation" about Huawei's involvement in UK's telecom network. Following this BT, Brtiish  Telcom, stated it is removing Huawei's networking kit from its EE mobile network. Huawei has struggled against the suspicion that it is under the influence of the government to tap into telecom systems in other countries. This has resulted in it being banned from selling telecom equipment to the U.S., Australia and New Zealand. The Trump administration put a ban on ZTE for breaking sanctions against Iran. Now the Trump administration is making its case that Huawei also is breaking U.S. sanctions against Iran with the arrest in Canada of founder Ren's daughter Meng, who is the CFO. Ren started out working in IT for the military before setting up Huawei in 1987. ...

The WSJ's Laurence Norman talks to Yukiya Amano, head of the UN agency, the International Atomic Energy Agency (IAEA), which has the responsibility of verification and inspection of Iran's nuclear development and facilities. Amano describes the issues raised by a 2011 report which outlined 12 sets of concerns to which Iran has to explain, a condition included in the final nuclear agreement. Iran has to respond by mid-August, IAEA then responds, and does work in Sept and Oct, and submits its report by Dec. 2015. Yamano says he has to fill in all the missing pieces in this jigsaw puzzle to get a full picture of Iran's nuclear development. Iran has denied access to military sites and Mr. Amano couldn't say if he has access to the Parchin military site. A concession that was made in the agreement is the long interval of three weeks before access to a particular site that arouses suspicions-the agreement gives Iran the right to appeal an IAEA request to visit such a site to a special commission. The U.S. and its European allies have a majority on the commission yet three weeks are allowed in which Iran could move material to some other location. For critics the question will be why such a concession was needed if Iran truly has decided not to develop nuclear weapons technologies. The U.S. president's response at a news conference on July 15, 2015, was that with the laws of physics the U.S. monitoring tools would detect nuclear activity at that site. The agreement also gives Iran an earlier than planned lifting of a ban on sales of arms and missiles and missile parts if the IAEA says Iran's nuclear activities are peaceful. Iran could conceivably wait till the ban is lifted and its economy in a much stronger position to withstand any future limited sanctions to pursue nuclear weapons development. This would have delayed development for a few years during which time the hope is that Iran has changed into a more peaceful nation pursuing economic development in its region, yet even if this is the case as as happened with India and Pakistan it could still pursue nuclear weapons development. The alternative is a status quo till a better agreement is reached with the leverage of tight economic sanctions and continuing dialogue during which time Iran continues to get closer to a nuclear weapon, or the use of force to prevent this. Iran added the arms embargo issue during the last weeks of the negotiation in June, a controversial move on Iran's part, as this may have complicated the picture with ballistic missiles technology exports to Iran approved after 8 years in the final agreement, compared to the agreement reached in April 2015 which made no mention of the lifting of the arms embargo. Iran played on the notion that if Zarif returned to Iran without an agreement hardliners including Khamanei would veto any agreement, yet this could just be the Iranian negotiating strategy. U.S. president Obama stated at the July 15, 2015 news conference that it would be hard to hold sanctions for longer. Critics might argue that China was already benefitting from the small easing of sanctions by increasing Iranian oil imports by 30% in 2014, and would have less incentive to withdraw from sanctions, as it is dependent on the U.S. and the EU, major markets for its exports and access to technologies. A WSJ/NBC poll in July shows almost half of the people polled in the U.S. saying they do not know enough to express an opinion, a steady 36% support an agreement, showing that the public has not been educated and taken along during the different steps in the largely secret negotiations....

The complex relations of Jordan and Saudis with US and Israel, in June 2025.  There is also the perception and actions of the two American parties Republicans and Democrats that have exacerbated the situation. This see saw of relations under the two parties in the US has only served to exacerbate the relations and draw the US into Middle East conflicts that have their origins in British colonial rule and interests of western oil companies from 1900.  During the Reagan period American involvement under Defense Secretary Rumsfeld to support the Iraqi invasion of Iran in a balancing act. And just a year earlier the Democrat Carter's efforts to look at the Islamic revolution as a response to the CIA's intervention in Iran's internal affairs under Eisenhower's Foreign minister Dulles to secure oil supplies, and efforts to find a way to good relations with Iran. This was followed by the Democrat Obama negotiating with Iran, normalizing relations and Democrat Biden handing over Iranian assets  of hundreds of billions of dollars that were used DJT says to build its military that had suffered badly under the earlier western sanctions under Republican Trump.  It has led to some of the migration from Syria after Russian involvement that flooded Germany with millions of migrants and destabilized European countries democratic processes. These earlier interactions between US and Iran have turned into an Iranian effort to develop its nuclear capabilities bringing the situation faced today, and showing the failure to find solutions of everything tried before and not helping the people of the Arab World and the Gulf regions.   ...

Lt. Gen. Frederick "Ben" Hodges is the U.S. Army Commander in Europe. He describes the threats facing the U.S. in an interview with Sohrab Ahmari of the WSJ. Hodges says Russians are preparing for a conflict five or six years down the road, and should have capabilities built up in 2 to 3 years. The U.S. military remains stretched with 9 of 10 division headquarters committed to some requirement, and new crises popping up unpredictably, such as Islamic State and Ukraine in 2014- a situation not faced even at the height of the engagement in Afghanistan and Iraq. The budget sequestration cuts continue to limit the army's capabilities just when additional resources are needed. Hodges calls for depth in resources as the only way for the army to be there to counteract bad actors in Europe or the Middle East, or some other place. With further budget cuts the army will have to drop down to 420,000 personnel from 500,000 today, just when the number of crisis areas are increasing, hurting preparedness and modernization....

There are serious differences in what Ukraine says it received $67 billion military aid and $31 for budget needs compared to the $350 billion figure cited by DJT. DJT calls Zelensky as not legitimately representing Ukraine as no elections can be called in Ukraine in wartime and Zelensky's term expired in 2024, saying should'nt the people of Ukraine be at the table. He also says Ukraine was at the table for 3 years and even a half baked negotiator could have settled this war. What DJT means is that Ukraine could have settled it by promising to stay out of NATO, and remain neutral not joining the EU. It would have given up control over formerly Russia supporting parts of Ukraine in the east that Russia now controls. Ukraine would have returned to being a buffer zone between Western Europe and Russia of today. Even today this has not changed as any peace would not reverse the status quo of control of these eastern regions by Russia. On NATO Russian Foreign Minister Lavrov says- "Trump (DJT) is the first, and so far only Western leader to publicly and loudly say that one of the root causes of the Ukraine situation is the impudent line of the previous administration to draw Ukraine into NATO.” Zelensky's popularity has fallen in Ukraine as the war drags on. DJT says US has put $350 billion in Ukraine and asked for an agreement committing half of Ukraine's rare earth resources to the US. Zelensky says he cannot sell the state out. Zelensky's estimate of US assistance is $67 billion military aid and $31 billion in aid for the budget. ...

The Message to Congress by president James Polk on May 11, 1846 set forth the situation of the Texas Republic setup by settlers under Gen. Sam Houston in 1836 under military threat from Mexican forces. Polk set the task for its defense by the United States against Mexican military forces that were legacies of the Spanish colonial Empire in North America. James Polk said- "In communicating to Congress a succinct statement of the injuries which we had suffered from Mexico, and which have been accumulating during a period of more than twenty years, every expression that could tend to inflame the people of Mexico or defeat or delay a pacific result was carefully avoided. An envoy of the United States repaired to Mexico with full powers to adjust every existing difference. But though present on the Mexican soil by agreement between the two Governments, invested with full powers, and bearing evidence of the most friendly dispositions, his mission has been unavailing." "Upon the pretext that Texas, a nation as independent as herself, thought proper to unite its destinies with our own she (Mexico) has affected to believe that we have severed her rightful territory, and in official proclamations and manifestoes has repeatedly threatened to make war upon us for the purpose of reconquering Texas. This picture essay in The Guardian shows the 700,000 additional people displaced inside Afghanistan in 2021 in addition to the 2.9 million displaced people by 2020. The British stayed out of Afghanistan except for brief forays from concern about Russia entering close to British India. Not much happened till Zahir Shah, the King of Afghanistan was seen as not doing much for a famine that struck the country in 1972. Drought struck much of the country in 1972 leading to the deaths of over 100,000 people from starvation. The King had ruled since 1933. And for a brief period his cousin and brother-in-law Daud Khan had actually run the administration between 1953 to 1963, before being dismissed with a new constitution adopted not allowing the royal family to rule the country without consulting parliament. The poor handling of famine relief led to the fall of the government appointed by King Zahir Shah in 1972. In 1973 Daud Khan violates this constitution and assumes control of the country. British India was in 1972 the India of the Nehru period, with his daughter Indira Gandhi the democratically elected prime minister. India fought a brief war with Pakistan in 1971 that set up the new nation of Bangladesh from territory of East Bengal. India preoccupied with Bangladesh refugees did not do what the British had done to keep outside powers out of Afghanistan and maintain a stable monarchy. Daoud Khan's repression of Communist party leaders led to Communist party military factions in the army taking over the country in 1978. The Afghan military led by officers in the army's Communist factions had little support in the traditional Islamic nature of the countryside for their land reforms. Leading to a rebellion and entry of Soviet troops under a friendship treaty signed in 1978 with Soviets under Leonid Brezhnev. It is this disrupting of the stability of the Afghan monarchy or the entry of Soviets or Americans or any other foreign influence that was carefully prevented in British India by Britain's India policy, which resulted in a period of peace and stability in that region. The events of 1974 with the fall of the monarchy, and the entry of Russia in 1978 broke two of the main rules the British had observed from 1750- a stable monarchy and no outside influence in Afghanistan. A policy the British also followed for Tibet. When China entered Tibet in 1950 Nehru was too preoccupied with the millions of refugees from Pakistan and failed to prepare in the years 1947-50 for following British policy on Tibet by preparing or anticipating the entry of foreign powers. The entry of China into Tibet in October 1950 led to the Sino India border war of 1962, and led to the current situation of India facing a Chinese army all along the border of Arunachal Pradesh, Ladakh, Nepal and all the way in the Himalayas to Kashmir. The result has been billions of dollars spent by the US every week starving domestic priorities, as president Biden observed this week, and a burial place for empires. Ten years for Russia, and twenty for the US with the same result. It has left the whole region poorer and in humanitarian crisis for 50 years, and created crises for Russia, Pakistan, India, and the US. ...

U.S. senior Republican Senators Lindsay Graham of South Carolina and John McCain of Arizona, are getting ready to launch a wide ranging probe of Russian interference in the U.S. 2016 presidential election through cyber attacks. The probe is not limited to DNC hacking and the concern is not just that any one candidate was targeted but for the integrity of the American election process. Even though it is not mentioned in this report in the Washington Post by Demirjian, Senators and Congressmen from the Republican Party in charge of key committees of oversight on foreign policy and defense now see it as their responsibility to prevent an enlargement of cyberattacks as Germany and France face elections. Mr. Trump has said in an interview with Time magazine that Russia was not responsible for cyber attacks, that it "could have been China, it could have been some guy in New Jersey." Senator McCain is readying a probe into cyber attacks into U.S. weapons systems, and U.S. military, as the issue widens in its scope and significance for the West and for the U.S. and its allies in Europe and Asia. Senate Select Intelligence Committee Chairman Richard Burr (N.C.) will be working closely with McCain, Senate Armed Services Committee Chairman, on this particular issue and Senator Mitch McConnell has been apprised of the discussions, according to this report in WP. Senator Graham said- "They'll keep doing more here until they pay a price." Graham will hold a series of investigative hearings in 2017 about Russian meddling and "misadventures throughout the world."  This will include new legislation.  Graham told CNN on Dec. 7, 2016 in strong language- "I am going after Russia in every way you can go after Russia. I think they are one of the most destabilizing influences on the world stage. I think they did interfere with our election, and I want Putin personally to pay the price." During the debates Governor Pence of Indiana, the Vice President elect took a strong position on Russia, and the Vice President's positions on foreign policy and defense are similar to that of the Republican leaders in Congress.  It is hard to remember a time in the post war period when there was such a distinct difference in foreign policy and defense as it relates to Russia between a Republican president and both a Republican Congress and almost all Republican governors. Senator Corker from Tennessee, who heads the Senate Foreign Relations Committee, is on the short list to be Secretary of State. A related story in the WSJ shows the selection of military leaders for key intelligence, defense and homeland security, and Gen. Petraeus considered for foreign policy, as diverging from historical practice of keeping civilian oversight preeminent in the U.S.. Rep. Peter King, an early supporter of Trump, who is on committees for intelligence and counterterrorism told MSNBC, that he is confident that Trump will not be "taken in by Putin." The U.S. Republican dominated Congress has taken a strong position on Russian interference in Syria and Ukraine. In the House of Representatives Republican Rep. Devin Nunes from California and Rep. Mac Thornberry from Texas are leading efforts on cyber and intelligence as heads of their committees. ...

Scott Anderson of the NYT provides an indepth look at the Arab World and its fragmentation through the eyes of five people from each part of the Arab world- Egyptian, Kurd, Syrian, Iraqi and Jordanian. He says the countries that fell apart are precisely the ones that were formed by the British and the French, and Italy, following the defeat of the Ottoman Empire  using divide and rule policies- Britain in Iraq, France in Syria, and Italy in Libya- without much thought given to setting up viable nation states. This is why Iraq has a Sunni-Shia divide, Syria has similar divisions, and Libya with a largely tribal based structure, never really held together after the colonial powers left, and were held together only by strong dictators. Today's problems trace back to these historical events. This is complicated by the largely young demographic and restlessness of the people for change coupled with problems of underdevelopment in education, tribal loyalties, religious loyalties, and lack of political and social structures that could keep the countries together as change and transition to democratic processes took place. The role of the military further complicated matters in Egypt. Even Iran experienced these divisions because of the intervention of the great powers including Russia in Iran since 1900, leading to swings between liberal governments, foreign power supported governments, and a swing back to religious leadership as at present. This is one view of the region, others are presented by Ramadan (Oxford),  Bernard Lewis (Princeton), and leaders in Qatar and Emirates, other experts, some of whom point to the failure in leadership and the elites to find solutions to the problems of underdevelopment, in education, health, infrastructure, and aspirations for a voice in their governance. As the same divisions left by colonial powers affected Asia- in India, China, and Korea, but a larger vision of progress prevailed through crises and difficulties.        ...

US foreign direct investment to China goes down 40% in 2020 to 2022 compared to the period 2015 to 2020, for India this was up by 20%, according to IMF. India was the only G-20 country that received this level of foreign direct investment. Prashant Jha of the Hindustan Times correctly points out that the IMF paper and the model on which this paper is based are flawed. The paper sees countries based on alignment and India as a so called non aligned country not part of friendshoring, even though Treasury Secretary Janet Yellen has openly called for friendshoring in India alongside finance minister Nirmala Sitharaman. IMF experts have not caught up to Mr. Biden's remarks about the US- India relationship that it would be "the closest on earth." Closer even than America's relationship with Britain or Europe. On oil imports Biden and Jake Sullivan believe that after the pandemic India should import oil at the lowest possible cost to meet the long time denied aspirations of 1.2 billion people, and build the infrastructure that will make it a critical part of America's new supply chain. Every time there are military drills and blockade of Taiwan by China the people of America are moving a step further away from American companies that have overconcentration of manufacturing in China and closer to calling for a new supply chain that reduces concentration in China and builds new manufacturing in India.  ...

In the Vietnam War nationalism played apart with the Vietnamese nationalism prevailing by 1970. Russians see Kiev as the origin of the Russian State in the 9th century, and eastern region of Donetsk as Russian if western Ukraine seeks to join NATO and EU. Britain has opposed Russia since 1750 as it saw Russia as the threat to an Empire it was building in South Asia, in India that financially supported its Empire worldwide for 200 years till about 1950.
