Doctors offices close, transport services are reduced, other public services are being cut, the cost of living remains a problem for families struggling to make a living. This report in NYT looks at the situation that makes people turn to the RN party. Yet as shown in other reports where RN party is already governing solutions have not been found to these problems. In one report on July 5 from another rural part of France near the Pyrenees the RN city government was mainly about the looks and television not solutions, providing clean neighborhoods,  saying crime was down when this was not serious to begin with. The RN is not about investing in the rural areas of France, in small and midsized towns. Only the United Front Populaire socialist parties are planning to invest $140 billion to provide solutions and yet both Macron and the RN of Le Pen say derogatory things about the socialist parties alliance painting them as extreme and not being honest that rural France needs investment, just as rural America needs investment, for a better life. ...

At a time of online retailing one retailer, Irish retailer Primark in Europe, has stuck to analog and retailing with bargain clothing in stores. It has avoided the online trend since its founding in 1969. It has about $10 billion in sales in Europe and plans to open 26 stores in the US.  Clothing for men and women and children that costs $10-$20 can be found in these stores. It is useful at a time when Europe and the US are facing a cost of living crisis. And when Bangladesh clothing factories are suffering from a one third drop in sales bringing the country's foreign exchange dollar reserves crisis levels of $26 billion.

It is Dublin based and owned by ABF Foods a British company, that is in turn owned by a Weston Canada family. Like Inditex based in Galicia it is based in a smaller European location. It has one third the sales of Inditex's Zara and half of Sweden's H&M.

In Britain 6500 nursing homes are seen as "not fit for purpose" of elderly care. They are now seen as possibly closing without an investment of $15 billion pounds to make them fit for use. This also shows the neglect of elderly care in countries such as the UK, and the U.S. A clear distortion of priorities when so much money is being wasted in misallocation on the fringes of tech and elsewhere, without money for basic infrastructure and basic services. It also shows a mistaken set of priorities that have taken over in recent decades,a lack of decent respect for people as they get older in life. Countries such as Brazil neglected basic sanitation in the country worsening health and epidemics while building large soccer stadiums in the north and financing the Olympics. U.S. Britain, E.U. neglected elderly care and infrastructure, in the tech led booms of the past two decades, and pushed money into the wrong places through a distorted set of priorities. ...

The conflicting set of priorities sometimes unrealistic are leading to a lack of clear direction for the BBC. Internationally BBC and BBC News are viewed as a key information provider with a long history. This role conflicts with the idea of the BBC as a competitor of Netflix and Amazon for serials and other shows such as "The Crown" done by Netflix.  The Boris Johnson government supports BBC's international role. The role of competing with private firms like Netflix is unrealistic because the revenue stream is different. There is also the concern about the BBC News failing to properly reflect Leave voters. Boris Johnson has himself found the local BBC News presenting a very different picture. In the end the new head of the BBC was chosen from Tory circles and with the idea of not doing much. The priorities of tackling post Brexit Britain  the pandemic, the economy, the northeast of England lagging behind, infrastructure building, remain much larger for Boris Johnson. Sir Anthony Hopkins talks about his new movie "The Father" about a man descending into dementia and his daughter who struggles with his disoriented behavior. Hopkins says the role has helped him become aware of human fragility and frailty. He says he realizes that we are all fragile, all broken in some way. He first watched his grandmother descend into dementia when he was 15. He remembers his father, a baker,  declining too, and he says in the end we are all alone. 

At this time of covid he talks about people in lockdowns and how many turn to increased use of alcohol. His own experience was to seek help in giving up alcohol in 1975 when he found himself in an Arizona hotel room not knowing where he was, and since then forty five years have passed without it. 

He finds contentment these days and is serene about the future. Some of this he gets out of believing in his own insignificance is this vast world.

After a second round of price increases P&G's last price increase of 10% leads to first quarter revenues up 4% on sales volume declines of 3% for the first quarter of 2023. The company making Gillette razors, Charmin toilet paper and Tide detergent for household supplies has shown the persistence of inflation as companies increase prices to pass on the increase in price of raw materials. Some of this money will go to buy back stock- P&G plans to buy back $8 billion of its own stock. Companies such as P&G are countering criticism of price increases by saying they offer premium products or use the term "irresistable superiority" says this report in NYT. This leads to "profit price spiral" and adds to "wage price spiral" effects. A executive board member in eurozone says half of the price increases in EU can be attributed for the last quarter of 2023 to company profits.

The search for a vaccine, other problem solving at the individual, small group, and national level, can be done in this way. For the vaccine there is the added factor of time- how quickly can we do this? The Oxford vaccine works with an approach that has worked for other types of coronavirus in the past research efforts, what component can be changed or inserted so that a tested approach can be used instead of starting from scratch in this case.

Researchers at Beihang University and Tsinghua University in Beijing studied how temperatures and relative humidity affected the natural transmission of coronavirus in 100 cities across China, The looked at data on January 21, 22 and 23, before Chinese authorites stopped its spread. They calculated that the infection was more contagious in northern China, with temperatures and relative humidity low, than among the cities along China's warmer and more humid south east coast. Their conclusion- high temperature and high relative humidity significantly reduce the transmission of coronavirus. The researchers are funded by the National Natural Science Foundation of China. Researchers at the Institute of Virology, University of Maryland, have found that the consistently similar weather across the Northern Hemisphere between 30 degrees latitude and 50 degrees latitude north, running through China to South Korea, Japan, Iran, Italy, France, provides temperatures of between 5 and 11 degrees Celsius (41 to 51 degree Fahrenheit, with relative humidity between 44% to 84% and low specific and absolute humidity. Experts say Chief Justice Roberts somehow found a path through in bridging the ideological divide and avoiding a show of partisanship in an election year. He somehow navigated and found a path through in his vote on the U.S. healthcare law letting it stand. Early on Roberts advocated "judicial modesty and humility" in jurisprudence. He compared the judge's role to that of an umpire in baseball during the 2005 confirmation hearings. The umpire would not pitch or bat, his job would be to call balls and strikes. It was seen as a determmined show of independence at a time when Justice Kennedy was seen as the swing vote. He has also earned political capital to be able to vote independently on other issues before the court instead of becoming embroiled in controversy about the role of the Court in overturning the work of Congress during the early part of the Obama administration.

Senator Byron Dorgan warned about a crisis occurring through the dismantling of Glass-Steagall protections in banking that were put in place after the Great Depression. The change was pushed through with the Gramm-Leach-Biley Act named after Senator Phil Gramm of Texas, and was supported by President Clinton, Rubin, and Summers. Senators Dorgan and McCain called for a special committee to investigate what happened and why. This "select Committee" would have sub peona powers. One of the questions this would help address is whether in the future one would go back and reinstate some parts of Glass-Steagall. That decision says Dorgan has to be made, and he does not think its old-fashioned to go back to protections that previously existed. Its not that he was prescient, says Dorgan, its just that the protections put in place by Glass-Steagall were basically sound then, and they are sound today.

The euro providing a safe place for countries like Italy during the crisis. For Britain its very asymmetric shock with the collapse of property and markets, financial sector, and consumption, provides it asafety valve through a decline in the value of the pound and lower interest rates. For Greece, Portugal and Spain which saw large increases in wages by 10-20 percentage points, above the 14% rise in unit labor costs in the EU zone between 1999 and 2007 reported in recent ECB monthly Bulletin, the situation is different. In Spain this means the downturn is likely to be more severe as can be seen in unemployment that is already at 13% and expected to reach 15-18% in 2009 by some estimates.

Mervyn King, Governor of the Bank of England, wants to see stricter requirements than Basel III on capital reserves for U.K. banks. The Bank of England has expressed its strong disapproval of UK banks lobbying activities in Brussels to push for a dilution in Basel III standards. The British government and the Bank of England want to have the flexibility to set their own stricter standards and not to be bound by a relaxed standard set by the EU. The risk to British taxpayers is a principal concern. In the U.S. Fed governor Daniel Tarullo is pushing for capital reserve requirements stricter than Basel III's 7% requirement- calling for a requirement of 10-14%.

This report in WSJ shows how European countries are maintaining salaries of employees who would otherwise be laid off. Governments have setup programs in France, Britain, Germany and other countries to provide employers with the money for 80-84% of salaries up to 2500 pounds ($3165) in Britain and 5330 euros a month in France. As a result 1 worker out of three in the private sector in France for subsidy applications for 6.9 million workers are already received. For the German program 2.4 million workers will get this benefit. About 1 million companies in Europe retain employees with this program of governments simply sending out the salaries with funds directly to households. This helps to keep out the stress for families, particularly families with children. It is as if the employees are not really laid off but asked to stay at home for manufacturing facilities and work from home in shorter hours where work can be done remotely.  Money is quickly deposited into the bank account of employees in these countries, though it is slower in Italy and Spain. It is as if the European approach is put the whole economy on pause for 2 months and restart it almost like before with only a small dent in employment once the coronavirus is pushed out with lockdowns and strict control actions. This will cap German unemployment at 5.9% compared with 5% last year, only a modest increase. The cost is not that much considering what it accomplishes. 10 billion euros is the cost in Germany where the state fund for this has 26 billion euros. 10 billion pounds in Britain. And 20 billion euros in France.  The U.S. adopts a similar approach also through its $349 billion program which provides loans to companies with less than 500 employees to meet payroll for 8 weeks and pay some overhead. Loans are forgiven based on job retention and employees on the payroll and only if the employees are retained. Another program is for companies larger than this. And a third program targets entire industries such as airlines, aerospace, and companies in other industries so that they do not have to layoff employees. U.S. unemployment insurance is modified to work along similar lines maintaining incomes of employees laid off because of the pandemic. Another program sends checks directly of $1200 to households with lower incomes to help them and to help people at poverty level or without jobs. The thrust of both the European and American efforts is the same, lose as few jobs as possible, keep people's incomes steady, and do this in a way that the economy can pick up quickly to the former level in as short a time as possible. Compared to Europe U.S. unemployment will be higher predicted at 9.8% with the expected rebound lowering the unemployment in 2021. ...

Israel's ambassador to the U.S., Michael Oren, describes Iran's efforts to make weapons grade nuclear material, escalating the enrichment process from 3.5% to 20%. He says Iran now has 225 pounds of 20% uranium and 11,000 pounds of 3.5%, enough for 5 nuclear bombs, and points out that 20% uranium can be enhanced to weapons grade in weeks. During the initial negotiations the P5+1 nations demanded suspension of enrichment acitivites at a time when the enrichment process was at 3.5%, and transfer of stockpiles abroad. As negotiations dragged on Iran escalated to 20% enrichment. current demands of the P5+1 are for cessation of 20% enrichment and removal of the 20% stockpile, and closing the facility at Qom, as a first step. This has been rejected by Iran. In this op-ed Oren says Israel alerted the world about the Iranian nuclear program 20 years ago, and as this has continued to what it is today, Israel's view is that much of that time was wasted and the window for international efforts to cease and dismantle Iran's nuclear program is almost shut. ...
