There is a sense from Remainers and Brexiters in the Conservatives and in Labour that Brexit is "acting as a drag on UK growth and limiting its potential" after the pandemic and inflation. Senior members of both parties are meeting in Oxfordshire including David Lamy of Labour and Michael Gove of the Conservatives, and the heads of banks and large business. Gove and Boris Johnson led the campaign for Brexit, and Gove is now interested in ensuring Brexit is not viewed as a failure in the long term. M.r Modi recalls the blessings of Mr. Mulayam Singh Yadav given to him with his advice in 2014 when he became prime minister and met Opposition leaders in India. Mulayam Singh was mentored by Ram Manohar Lohia, a socialist educated at Humboldt University in Germany in the 1930's and an early activist in India's Independence struggle under Mohandas Gandhi. PM Modi who has translated many of the ideals of Mr. Lohia into practice with development work for water, sanitation, electricity, gas stoves, housing, for tens of millions, says Mr. Mulayam Singh's advice has stayed with him even today. Without the stability given by leaders such as Lohia and Mulayam Singh India could not have navigated carefully the difficult period of the first 50 years after independence in 1947. It is important to remember that FDR and Harry Truman won in North Carolina by huge majorities, so did Adlai Stevenson, John Kennedy, LBJ. In fact going back to Woodrow Wilson in 1912 and 1916. Democrat Josh Stein, Attorney General elected in 2020 and Republican Mark Robinson, the Lt. Governor are very different candidates for governor in North Carolina. Rory Cooper, a Democrat, who won by 4 percentage points is not running after two terms as popular governor because of term limits.  Cooper's focus has been on education, ease of living, infrastructure and clean energy. North Carolina has one of the largest rural populations in the country with one in three being rural with new out of state residents settling in the suburbs. In recent years it has generally voted for a Democrat as governor and Republican for the legislature. Only in  elections since 1980 except in 2008 it has voted Republican for president. In 2024 it is expected to be a swing state. If elected Robinson would be the first black governor of North Carolina, Stein the first Jewish governor.   ...

The NYT says most Americans and doctors today have forgotten what a scourge these disease were in the last century. US president FDR had polio which changed his whole life in the 1920's. In 1952 vaccines took this down from 22,000 in 1952 to just one in 1993.  Measles - the vaccine licensed in 1963. It is highly contagious. Tens of thousands hospitalized 400-500 died each year. It is 97% effective with 2 doses, its spread require 95% coverage rate. 16 measles outbreaks in 2024- about 300,000 children not protected, parents skipping it. Britain's Treasury chief Osborne faces a difficult period as the economy shows flat growth for 2012 and 2013. The targets he set for eliminating the structural deficit or budget gap by April 2017 may need to be shifted to 2018. The target for net debt to decline as a percentage of GDP by 2015 may also be unachievable if growth is flat in the coming year. An accounting change in how profit from the Bank of England's bond buying program are shown is designed to reduce Treasury's borrowing and bring Britain closer to this target. Already the Court has found it is against the law to prevent athletic coaches from praying on a school field. It found in 2024 that Washington State infringed on freedom of expression when it allowed a coach to be disciplined for making such a prayer. There is a sense in America that prayer is part of the fundamental fabric of the Nation. In the deepest hour of crisis in the 20th century Chuchill and FDR met on a battleship near Newfoundland, August 10, 1941, when a prayer service was conducted to restore freedom and democracy to the world at war, it sustained America and Britain and Europe through these years, why should it not be in everyday life today is a question the Supreme Court has to ask itself when confronted with the new challenges of the 21st Century. As Justice Potter Stewart says to use metaphors such as "the wall of separation" that is nowhere in our Constitution, and to reject prayer in schools is to reject the deeply entrenched and widely cherished spiritual traditions of our Nation." This Journal editorial does not shy away from the task of evaluating the Greece bailout in March 2012, for what it really means; its longer term consequences for the EU experiment, the consequences for Greece, and what it does for democracy in Athens. Its clear it points out the last 2 years were spent insulating the rest of the EU from the fallout of the debt crisis in Greece. Even though it would have been better to have acted at the outset two years ago- to let Greece go into a planned default, reduce debt to manageable levels, and to have acted on reforms earlier. This would have setup a better outcome than the one today. It would have meant a bigger haircut for the banks and greater debt reduction which would have hurt European banks. The current outcome is bad for Greece's economy which leaves it with debt at over 120% of GDP in 2020, and no hope to return to growth. And its bad for democracy as the two main political parties in Greece were required to pledge support to the austerity measures against overwhelming public opposition....

ALan Blinder, a former vice chairman of the Fed and a Professor at Princeton, cautions against a repeat of 1936, when Roosevelt did an about face from years of stimulus to cutting deficit spending sharply, resulting in a wosening of the depression. This tightening of fiscal policy by raising taxes and reducing spending to prevent future inflation proved disastrous. From a deficit of 3.8% of GDP in 1936 Roosevelt moved the country to a surplus of 0.2% of GDP in 1937, a swing of 4 percentage points in a single year, a swing in today's dollars of about $600 billion. Mistakes like this happened in Japan's lost decade when the government raised taxes and the economy stalled. Blinder says Bernanke is a student of the Depression and knows what happened then, and would caution against a repetition.

Lee says India started fom alower base but has made greater gains for the rural poor.India's urban-rural income gap has steadily declined since the earlier 1990's. And in the last decade economic growth in rural India has outpaced growth in urban areas by almost 40%. Rural India acccounts for almost half of the GDP, up from 46% in 1993. Lee points out that in the period of Deng's reforms right upto the Tiananmen Square massacre China made 80% of th poverty reduction, but since 2000 poverty and illiteracy have doubled in China, while they have been halved in India. DOmestic consumption as apart of GDP has fallen to 35% from around 60% in the 1980's. Lee is a foreign policy fellow at the Centre for Independent Studies in Sydney, and avisiting scholar at the Hudson Institute.

The head of the European Centres for Disease Control ECDC, Dr. Andrea Ammon, says the Delta variant of the coronavirus will make up 70% of all cases in Europe by early August, and 90% of all cases by the end of August. ECD modeling shows that there is a risk of another wave like the one after last summer in Europe. The Delta variant is much more infectious than the UK Alpha variant and the UK variant much more infectious than the original variant. A 50% reduction in non-pharmaceutical interventions such as allowing the staging of events would lead to an increase in infection in all age groups. Latest ECDC data show 34% of people in Europe fully vaccinated and 57% with one dose. One dose offers much less protection. Younger individuals have a lower vaccination rate and are vulnerable. Also vulnerable are the older people not vaccinated yet. About 40% of people over 60 are not yet vaccinated, and 30% of people over 80 years are not yet vaccinated in the European Union. As in the US vaccination varies by region within the EU. All these vulnerable groups can be affected in another wave of the coronavirus similar to after last summer when restrictions were removed. Dr. Ammon is a former advisor to the German government. She says it is important for young people who are not vaccinated to continue to follow the strict social distancing precautions.  This is not happening today as governments are relaxing mask mandates in Britain, France and Spain. Soccer games are coming back to fan filled stadiums increasing the risk. Tourist spots in Portugal and Greece are now looking similar to the vacation spots in Croatia that increased infections in Europe after summer 2020. ...

Jon Huntsman, Republican candidate for President in 2012, calls for a fee on banks with a size that is above a certain percentage of the GDP. This would cover the cost banks impose on taxpayers when they are bailed out. In 2005 Gerhard Schroeder's social and economic reforms affected working class Germans- he called a no confidence vote to get a new mandate. This one Schroeder of SPD lost and it started Angela Merkel of CDU's 16 years in office. ...

Fitch Ratings analyst Charlene Chu tracks unreported debt in China's shadow banking system. She is doing this after moving to China in 2004, following work at the New York Fed. She was first alerted to the increase in unreported private debt when a banker disclosed to her at a meeting that he was pushing loans off the bank's books by repackaging it as securities and calling it wealth management products. She sees shadow lending in the banking system as a way to extend credit beyond the bank's government quota and not disclose questionable loans. The growth in private debt is alarming, much of it unreported. China undercounted private debt by 28% or 1.3 trillion yuan ($212 billon ) in the first half of 2010. In July 2011, the People's Bank of China added many of this type of off-balance sheet type of lending to its figures, following Chu's example. Her figures are still higher and she says conservative estimates. Fitch Ratings puts China's private sector debt at 214% of China's GDP as of June 2013, from 129% in 2008.The central bank's estimate is about 20% lower. Shadow lending soared after China increased lending in 2009 as part of the Stimulus policies. ...

S&P said it will maintain India's credit rating of triple B minus, the lowest investment grade rating, yet it may downgrade it to "junk status" in the next 2 years. S&P said this could happen "if the external position continues to deteriorate, growth prospects diminish, or progress on fiscal reforms remains slow in a weakened political setting. India's growth rate declined to 6.9% in the year ending March 31, 2012, down from 8.4% the prior year. The problem is that India's current account deficit is growing rapidly with the high import bill for energy supplies. The current account deficit is now at 4% of GDP. The trade deficit increased to $185 billion in this fiscal year, up 56% over the prior year. Additional problems are finding ways to finance the deficit with foreign capital, as European banks are pulling back during the current eurozone crisis. Commerce Secretary Rahul Khullar says this could be a big problem. Net foreign capital investment is declining rapidly from $72 billion in February 2012 to $387 million in March, with a net outflow of $27 million in the April 1-25 period. The budget deficit, which has drawn the attention of the RBI, India's central bank, and of S&P, is at 5.9% of GDP for fiscal year ending March 31, 2012. This is larger than the government target of 4.6%. The government has set a deficit target of 5.1% of GDP for the fiscal year ending March 31, 2013....

The migrants moving north from Central American countries is a result of gangs taking control of neighborhoods with extortion rackets and little control from the authorites. In one country San Salvador gangs control most of the nation's municipalities. Unlike the drug gangs these gangs a residual of the guerilla wars in these countries and other gangs, operate in their own neighborhoods. As  this report points out the gangs employ about three times as many people as the largest 2 employers in San Salvador Hanes Brands and Fruit of the Loom. The cost of this is about $4 billion or 16% of GDP according to the country's central bank with a major loss being human, losing the best people and lost investment.

He calls rowing a technical sport which requires technique as you push through the legs to start the power in the stroke. China's economic planning agency, the National Development and Reform Commission, has approved $156 billion in new infrastructure projects, new subways, highways and other projects in recent weeks. The response is more carefully planned than the stimulus projects in 2009-2010, which are now seen as excessive response creating the prospect of bad loans in the banking system and causing inflation. The stimulus spread over 2 years, 2009 and 2010, was by government's initial estimates about 4 trillion yuan and this does not include additional local government spending as the government encouraged spending. This time the stimulus is about 1 trillion yuan or $158 billion, 2% of GDP, spread over 4 years, with projects going through careful review, according to Nomura economist Zhang Zhiwei. The Chinese government wants to avoid losing gains made in controlling a property bubble and holding down inflation.

Britain's chancellor of the Exchequer, George Osborne, tells parliament it will be difficult for Britain to avoid a recession if Europe goes into a recession in 2012-2013. He also told parliament that British debt reduction will take longer than planned because of the economic slowdown. This means the British public will have to go through two more years of austerity than previously planned, now upto 2017. Britain will need to borrow an additional 111 billion British pounds through 2015. Britain's Office for Budget Responsibility forecasts economic growth at 0.9% in 2011, and 0.7% in 2012. Debt as a share of GDP will peak at 78% in 2015, instead of the 71% expected earlier. With strong opposition from the unions and a major strike planned by about 2 million workers on Nov. 30, 2011, the Cameron government plans to go ahead with its austerity measures. This includes eliminating 600,000 public sector jobs, and limiting pay increases for public sector workers to 1% for two years after the end of the current pay freeze....

Eurozone finance ministers meeting in Brussels give Spain one more year to meet deficit targets because of a slumping economy and lower tax receipts after raising taxes. Spain now has till 2014 instead of 2013 to meet the EU's 3% deficit target. Spain can now run a deficit of 6.3% in 2012, down from 8.9% in 2011, without risking EU penalties. The 2013 deficit target is 4.5% of GDP and the 2014 target is 2.8%. Spain can also have $30 billion by the end of July in the event that a Spanish bank needs to be recapitalized quickly.

Castilla-La Mancha includes the region around Toledo, Spain. It has an unemployment rate of 27% for the 1st quarter of 2012, up 5.4% from 2011, faster than the increase of 3.1% to 24.4% for Spain. Estimates from the University Carlos III in Madrid show economic growth contracting with GDP decline at 3.1% annual rate by the end of June 2012 for Castilla La Mancha. Part of the problem was the lack of credible accounts by the previous administration. Unpaid bills to suppliers were not included in the accounts for the region. When Maria Dolores de Cospedal of the Partido Popular became the president in May 2011, these unpaid bills were discovered and led to the doubling of the region's budget deficit to 7.3% for 2011. Cospedal sees the austerity cuts she is making as a long term approach to preserve education and healthcare. In an interview with Sara Schaeffer Munoz of the WSJ she says reducing debt is the first priority, so that interest rate premiums on borrowing can be brought down. Debt for Castilla was 17.2% of GDP in 2011, according to the Bank of Spain, it was 16.6% in the first quarter of 2012, among the highest of Spain's regions Ms. Cospedal says she wants growth too, but insists that Spain cannot get growth as long as it is sinking in debt. Moody's Investors Service says Ms. Cospedal is strict in executing the budget- a new second hospital slated to be built for 150 million euros in Cuenca with population 56,000 was cancelled and other cuts are proceeding- and Moody's did not include Castilla in the downgrades of 7 Spanish regions in June 2012. ...
