Toyota's hybrid strategy is to make it difficult for other automakers to develop their own hybrids wihtout getting licensing from Toyota. Ford did this for its Escape hybrid, and Nissan is doing this for its Altima hybrid. Toyota has meticulously filed patents for more than 2000 systems and components for its Prius hybrid. Toyota aslo aims at increasing revenues through licensing. Honda has developed its own hybrid without infringing on Toyota's patents, but other companies may choose to license Toyota's technology. Other companies are also achieving high fuel efficiency through diesel technology and by developing highly fuel efficient technologies that match the Prius.

A BP led consortium won the right to develop the giant Rumaila oil field. Efforts for seven other oil and gas fields did not result in striking deals with oil companies. The Iraqi government set aggressive pricing for 20 year technical service contracts in which companies were paid fees for boosting output, and set this at $2 abarrel. The sole award for the Rumaila field can boost Iraqi oil output from the current 2.4 million barrels a day to more than 4 million barrels aday which is the Iraqi oil ministry's goal. The BP led group includes the China Petroleum Company. It bid $3.99 but finally accepted the $2.00 a barrel payment.

This was in response to the growing criticism of this requirement for pre-installation of filtering software on all new PC's sold in China. Moody's has issued awarning about credit risks at 30 Spanish banks and lowered its ratings of the Greek banking sector. Nonperforming loans at Russian banks compose 10% of the average bank's books and could rise to 25% by endo of 2009. Sweden has big problems for banks that laoned to the Baltic countries. A European bank analyst at Standard and Poors estimates a doubling in writeoffs for European banks in 2010.

The gap is equivalent to a loss of 2.5 million more jobs. The stimulus helped but it takes time for it to show results, and for it to make adifference in the jobless rate. The NYT cautions against possible further watering down of the climate change bill as it goes to the Senate after clearing the House. Only 45 yes votes can probably be counted on, and 23 fence sitters. Among the watering down provisions is one that postpones asystematic accounting of carbon emissions from corn ethanol, at the urging of the farm lobby. A mandatory tarifff on imports from countries that do not adopt comparable systems for controlling emissions. The bill aims for a17% reduction in carbon emissions from 2005 levels by 2020 and 80% reduction by 2050. It also provides money for developing more energy efficient vehicles and buildings.
