China has taken a new approach to tackling this health crisis, isolating the area and speeding up action to find solutions to the virus. China's rapid response is the first high speed response and could be a model for future outbreaks. It has resisted trends of outshoring and keeps trying to get new workers replacing the ones retiring of the 700 workers at this factory.  About 2.1 million manufacturing jobs will remain unfilled by 2030 according to the Manufacturing Institute. This shows the other side of the immigration story where immigrants also add to meeting the needs of the Nation as they are absorbed over time. It is not immigration but the sudden surges that need to be handled carefully that is the problem as America will continue to need new workers to replace the workers who retire from its factories. ...

About two thirds of China is urban people but only 48% have residency rights, meaning about 250 million people are not getting the benefits of schools, pensions and healthcare in cities. Ministry of Human Resources shows only 22% of migrant workers have these benefits.  There are about 67 million Chinese children left behind by their parents in rural areas as they search for jobs in cities. These children do not see their parents often, sometimes not at all in a particular year. They have suffered lack of parental attention and have poorer schooling. In 2024 as some of these children grew up and became migrants themselves they did not want want happened to them happen to their children, and delay having children.  China's government considered rural couples as a good way to makeup for low birthrates. This has been proved not to be the case. China's household registration system is call hukou- it restricts access to healthcare and schools for migrants and discourages migrans who live in factory dorms or other restricted housing arrangements from taking children with them. Rural incomes are less than half of urban $3000 vs $7000 a year. ...

International Court for Trade in New York (Customs Court for New York setup 1970) ruling on tariffs May 29 2025. An obscure NY federal court that few know about has issued a ruling saying tariffs are not legal under emergency powers of the president. In the first term DJT used Section 301 of the Trade Act of 1974, which provides firm legal footing to act in the Nation's interest. This court says there is no emergency not considering the trade deficit of $ 1 trillion and with it a loss of manufacturing technologies lost to other nations a danger. A loss of manufacturing technologies that comes with shipping manufacturing overseas, that makes it impossible to make the ships the US Navy need on time, as not posing  dangers to the Nation.  The administration says unelected judges should not be making such decisions. The Court jurisdiction is to review the decisions of customs officials on import duties. Was the Court in New York City with judges appointed by the president, expected to decide on what presidential decisions in the Nation's interest were legal. Nothing about its history suggests that it was designed to do this. ...

The challenges of immigration with legal vs illegal entry into the US is a topic in some media reporting as the US seeks to do what the US did to tackle out of control illegal migration in 1954 under president Eisenhower. This one from the NYT happens in a small town in Missouri in a pancake and waffle restaurant. Earlier reports in the WSJ showed in 2024 the way Republican areas in small towns in Kansas were making an effort to attract immigrants to meet the need for people in manpower depleted public services. The basic idea of legal vs illegal and all the consequences on a national scale in the US and in Europe when illegal migrations gets out of control and creates divided communities, and strain on public funds and resources, is one that has been seen for over a decade. In Missouri, in a largely Republican town in the US the friendly nature of American public to immigrants is seen in the way the local community cared for and had genuine respect for the worker at the restaurant. Yet there is also the sense among members of this small community that US law should be respected.   ...

Mass firings of government workers and closing of government offices created a sense of upheaval with the style of Elon Musk and his Department of Government Efficiency. Musk says his disinterest in the workings of the government, and effort to do too much too quickly hurt his efforts, and the distraction has cost Tesla with loss of market and loss of loyalty of customers put off by DOGE style actions. Some actions were controversial such as asking federal government workers to list their 5 accomplishments each week or be fired, and are being withdrawn. New reports suggest Tesla engineers now working for GM are building new EV battery technologies to drastically reduce the cost of EV's by 2028. EU Japan South Korea face serious negotiations ahead, regardless of ITT ruling on May 28, 2025 saying the president did not have emergency powers. The ruling does not apply to sector by sector action by DJT just not across the board tariff of 50%. And the ruling is being appealed.  Initial analysis is that this does nothing to affect the US president's other options to use other legal authorites and laws, conduct sector by sector investigations of harm done to the US in unfair trade, take action on sector by sector basis on steel, semiconductors, autos, pharmaceuticals.  Another factor is that all are allies, EU and India is dependent on US for security cooperation, and Japan, South Korea are entirely US dependent on security. Japan also has a past history of unfair trade practices and the prime minister senior officials both understand the US need to rebuild manufacturing, and support this. This is also true of the UK which has completed it's trade negotiations and deal with the US, and sees the ITT or other actions as an internal matter for the US people. ...

Nissan excelled in setting bold goals and achieving them in the last 8 years but the environment is quickly changing. The US market is slowing down and sales declining, its using only 65% of its manufacturing capacity for some light truck facilities in the USA. So it "Value Up" Plan with bold goals of 4.2 million car sales by 2009 and 20% reurn on investment may be pushed back from 2009 to 2010. And its CFO Dassas is questioning th value of setting bold goals int he current environment when there is so much uncertainty. Nissan is moving ahead in emerging markets to makeup for the loss in US sales but it has a lot of catching up to do as its a relative latecomer, the Russian factory wont start till 2010 and the Indian plant near Chennai not till 2010.

GE plans to take investment in India from current 2% of sales to 5% of sales in 2010. To do this it will quadruple revenues from India to 8 billion by 2010. GE expects a huge amount of infrastructure spending in developing markets in the next 8 years it estimates this to be about 4 trillion. Recent polls suggest that 4 out of 5 Germans say they are not benefitting from the rebound. Germany has experienced growth with the recovery in export markets in Asia, but the benefits are not being seen at home. Experts at the OECD, and at Duisburg-Essen University's employment institute, say that there has been a downside to the unemployment rate having reached 7.6%; much of this gain has been achieved by expanding the low wage sector. Something like this has not happened in other European countries. The OECD employment outlook report 2010, reveals that 21.5% of Germans were employed in the low-wage sector in 2008, compared to 16% in 1998. The Duisburg-Essen University estimate is that 2.3 million workers were added in this sector from 1998 to 2008, with a total of 6.55 million workers in this sector in 2008. What is happening according to experts is that the Hartz IV labor-market reform is subsidizing the low wages paid by the private sector. And the German government has spent $50 billion in subsidies for people in this sector since 2005. The concern relates to consumer spending which is tight in Germany, even as exports have done well in the recovery from 2008. Average net income has actually fallen since 2004 in Germany, reaching 15,815 euros in 2009 from the figure of 16,471 euros in 2004. Germay has no minimum wage across all sectors. To have a minimum wage comparable to other European countries, hourly pay would have to be between 5.93 euros and 9.18 euros. The DGB group of unions have called for a 8.50 euro minimum wage. ...

Alan Meltzer is a respected voice on US Federal Reserve policies since the time Paul Volcker was Fed chairman He says the Bernanke Fed is making some serious policy mistakes. The first is concentrating on near term events, such as business response to Obama administration policies, over which it has little influence, while neglecting the long term consequences of its policies. The second is its effort to tackle unemployment by interpreting its mandate as a dual mandate of tackling both unemployment and inflation. By tackling one at a time, he says, the Fed is likely to fail totally. The US is unlikely to not feel the inflation that is going on around the world. By ignoring the changes in money supply growth the Fed is making another mistake. His advice is for the Fed to increase interest rates it controls to 1%, to signal that it is aware of inflation risks. Second, the Fed should annonce a specific, detailed plan explaining how it will reduce $900 billon of the $1 trillion banks continue to hold in excess of the legally required reserves. Third, the Fed should end QE II, the most recent round of treasury bond purchases. Meltzer says if the Fed waited for two more months in Nov 2010, it would have found that a double dip recession was not about to occcur and it could have held off from pursuing QE II. Meltzer emphasizes that slow growth and unemployment is not a monetary problem, because of the ample liquidity already in the financial system. Uncertainty about government policy and the future direction has been clarified by the election which will help put the economy back on track.
