China's officials stated "that its dialogue with the U.S. was very useful, constructive, and helpful."  China's principal goals are first to preserve its broader trading relationship with the U.S. which gives it th $375 billion trade surplus for 2017 and creates millions of jobs in China, and to preserve its ability to invest in the U.S.  This has given China access to American technology and manufacturing expertise that would be difficult to develop independently. The Trump administration is meanwhile working with senior members of Congress to come up with new rules for tighter scrutiny of Chinese investments in the U.S. as a new phase of competition in technology takes place between China and the U.S.  ...

As the American banks were better capitalized before the global financial crisis than the European banks, and they were recapitalized with taxpayer money during the crisis, the Europeans and the French in particular feel that they have alot of catching up to do. Geithner at U.S. Treasury is pushing for higher capital requirements for the banks, with agreement by the end of 2010 and implementation by 2012. The way these new rules work the Europeans feel would put their banks at a disadvantage, because their banks would have to raise more capital and constrain their ability to provide credit to their local economies. Capital requirements for banks were part of the previous arrangement called Basel II, which covered USA and European banks. Basel II capital requirements rules measured capital compared to assets weighted on the basis of how much risk they carried, but this relied on credit rating firms which were discredited in the crisis. On the subject of bonuses the large banks are trying to influence the discussions. As a result the Financial Stability Board, an international advisory committee of financial regulators is going to make its own recommendations....

France conducting an air campaign in Syria in 2015 in response to terrorist attacks originating in Syria. With a number of foreign countries involved in support of Sunni and Shia factions in the conflict, the Turks opposing Kurdish autonomy, the U.S. supporting Kurdish forces after withdrawal from Iraq under president Obama, the situation by the beginning of 2016 was much more complex than in 2011. The five year period led to a situation where half of the population of Syria of 22 million is displaced or turns into refugees, about 2 million in refugee camps in Turkey, and 500,000 seeking asylum in Germany and Austria. In Iraq an additional 2 million are displaced or refugees with the Sunni-Shia conflict. U.S. senior Republican Senators Lindsay Graham of South Carolina and John McCain of Arizona, are getting ready to launch a wide ranging probe of Russian interference in the U.S. 2016 presidential election through cyber attacks. The probe is not limited to DNC hacking and the concern is not just that any one candidate was targeted but for the integrity of the American election process. Even though it is not mentioned in this report in the Washington Post by Demirjian, Senators and Congressmen from the Republican Party in charge of key committees of oversight on foreign policy and defense now see it as their responsibility to prevent an enlargement of cyberattacks as Germany and France face elections. Mr. Trump has said in an interview with Time magazine that Russia was not responsible for cyber attacks, that it "could have been China, it could have been some guy in New Jersey." Senator McCain is readying a probe into cyber attacks into U.S. weapons systems, and U.S. military, as the issue widens in its scope and significance for the West and for the U.S. and its allies in Europe and Asia. Senate Select Intelligence Committee Chairman Richard Burr (N.C.) will be working closely with McCain, Senate Armed Services Committee Chairman, on this particular issue and Senator Mitch McConnell has been apprised of the discussions, according to this report in WP. Senator Graham said- "They'll keep doing more here until they pay a price." Graham will hold a series of investigative hearings in 2017 about Russian meddling and "misadventures throughout the world."  This will include new legislation.  Graham told CNN on Dec. 7, 2016 in strong language- "I am going after Russia in every way you can go after Russia. I think they are one of the most destabilizing influences on the world stage. I think they did interfere with our election, and I want Putin personally to pay the price." During the debates Governor Pence of Indiana, the Vice President elect took a strong position on Russia, and the Vice President's positions on foreign policy and defense are similar to that of the Republican leaders in Congress.  It is hard to remember a time in the post war period when there was such a distinct difference in foreign policy and defense as it relates to Russia between a Republican president and both a Republican Congress and almost all Republican governors. Senator Corker from Tennessee, who heads the Senate Foreign Relations Committee, is on the short list to be Secretary of State. A related story in the WSJ shows the selection of military leaders for key intelligence, defense and homeland security, and Gen. Petraeus considered for foreign policy, as diverging from historical practice of keeping civilian oversight preeminent in the U.S.. Rep. Peter King, an early supporter of Trump, who is on committees for intelligence and counterterrorism told MSNBC, that he is confident that Trump will not be "taken in by Putin." The U.S. Republican dominated Congress has taken a strong position on Russian interference in Syria and Ukraine. In the House of Representatives Republican Rep. Devin Nunes from California and Rep. Mac Thornberry from Texas are leading efforts on cyber and intelligence as heads of their committees. ...

Italy's lockdown ended May 18, with some restrictions. The Italian government has made a 600 euro emergency payment to self employed or part time workers, and 12 million workers have applied so far for these payments, about half of the workforce. A new payment by the government will cover workers in the informal economy with a55 million euro additional aid package by the government of prime minister Conte. Italy's economy will decline by 9.5% in 2020, exceeded in Europe only by Greece. The country is seeing a further erosion of the lower middle class after the difficult period following both the financial crisis of 2008, the eurozone crisis, austerity cuts which hurt people across southern European countries, Spain, Portugal, Greece, and Italy. It is also true that Italians came together during this difficult period in a way not seen since World War II and prime minister Conte provided much needed leadership for Italy, with growing confidence in his leadership. This provides a new sense of hope that Italy can come to grips with many problems it has faced in the last 2 decades, similar to that in other parts of Europe where investment in  infrastructure and manufacturing has fallen behind. ...

Some Republicans are saying that it is time to give up the conceit that increasing the incomes of the upper classes will bring benefits to all Americans, and whether making individual tax cuts the priority is a policy that no longer works and can even bring disaster as it did for British prime minister Liz Truss recently. In this camp are Senators Josh Hawley of Missouri and think tank American Compass. Others including Marc Rubio no longer favor globalization and see it important for the US to bring back American manufacturing at every opportunity with incentives and government action as the Biden administration is currently doing. This is creating new faultlines in the Republican party between the people who support the party of Reagan and its priorities and others who are questioning whether Reagan is relevant anymore. The fight that delayed the election of Speaker McCarthy also brought out some of these fissures as a subsection of the party felt strongly that it was important to go after entitlement programs and other social spending by the Biden administration. This is creating a new situation in American politics and in world trade and economics as the Biden Administration is not meekly accepting the detours of so called Third Way Democratic and Labour politicians of the US and Britain such as Tony Blair, Clinton and Obama who let the traditional backing of the Democratic Party in the working class wither with ties to Big Tech and acceptance of Reagan type free trade policies for manufacturing that ignored American working class communities. Biden's recent success in fighting for railway trade unions in restoring fairness in vacation and sick leave is only one of the battles that Biden has shown he can fight for American workers. Republicans now face the prospect of appearing divided and ambiguous in their support of working class, and overdependent on cultural issues for working class support. A recent British study on Labour's prospects showed that a slight shift on cultural issues can create a strong shift and have a large impact in Labour forming a new government with a secure majority in parliament.   ...

We needed to look at the entire logistics, planning, and progress of the vaccination drive." To understand the person completely one has to go back to the origins of his experience, skills learned, and his inspiration for the effort. Modi entered the chief minister's office in the western Indian state of Gujarat facing the Arabian sea in 2001. "Global experience says government should be there for those whom nobody is there. Government's whole focus should be on helping them." To do this, to meet the needs of that last person left out in India, he could see that old notions of opposites had to be set aside. "Outdated theories such as the private sector vs the public sector, government vs. people, rich vs. poor, urban vs. rural, are still on people's minds and they try to fit everything into this." Governments since independence in 1947 followed the same political and economic thought. After Gandhi negotiated with the British government for self rule or Swaraj an experimental form was set up with provincial governments ministries with limited powers formed in the 1930's through elections. Many of these ministries had the same problems that were found after independence in 1947, as one sees in the writings in the Gandhi library. They lasted for a few years before they were dissolved by the British government. These problems were more evident under Nehru and Indira Gandhi right into the 1970's and beyond. This was followed by a period of relative stagnation. Most ministries failed to seriously address India's economic problems, urbanization issues and agricultural issues remained unaddressed, and industry building was done with a limited vision and scaled down goals. In some ways the elections created a political class interested in perpetuating itself and did not build administrations based on learning, hard work and delivering on projects with scaled up targets to match the dire needs of the country. One sees similarities with France before 1960, before De Gaulle. A mosaic of peoples all separate from each other, with agriculture the main occupation, and most agriculture done the way it was in the nineteenth century by hand and using horses and cattle- this is the picture of France shown in Nous Paysouns, We Farmers, a documentary on Le Monde French television in October 2021. It was De Gaulle who supported a shift to presidential form of government for France that helped with the transformation through modernization and infrastructure development. Tractors were introduced in 1960 to mechanize agriculture. Road, bridges, rail transport, logistics were planned in the way Gati Shakti master plan for India is now being executed. There can be no transformation without this. Unstable coalition governments in France and lack of clarity and decision making before 1960 made such development impossible. India entered such a period in the 1970's. "The politics of our country is such that till now, we have seen only one model in which governments are run to build the next government (sarkar banane ke liye chalayi jaati haye). My fundamental thinking is different. I believe we have to run the government to build the nation (desh banane ke liye sarkar chalani haye)."  Chalta haye, Chalne do. What is will not change. Families, farmers and workers in India, for a long time accepted this without questioning.  "I take decisions based on Gandhiji's talisman that sees how my decisions will benefit or harm the poorest or weakest person." "While taking decisions, I stop even if the slightest of vested interests is visible to me. The decision should be pure and authentic, and if the decision passes through all these tests, then I firmly move forward to implement such a decision."           ...

Becky Branford of BBC News gives five reasons for Emmanual Macron's win in the French presidential election. She cites experts who say Macron was lucky, had a canny ability to see the timing was right for a new party to be formed so that socialist voters had an alternative. His luck comes from the failure of Republican centre right party Fillon to mobilize right wing voters following reports that he had hired his wife and children for government jobs. Yet this is not a complete explanation. Macron had the intuition that something was happening in French politics and the courage to act on it early, the youthful energy to take up the challenge of a mass movement. The events were the declining popularity of the socialists, and the fragmentation of the left wing, the uncertain prospects of the Sarkozy effort at comeback because of his image from years in power, and the need to counter growing far right support for the National Front- to do this by offering an alternative in the centre. From that one courageous decision things from that point fell into place as the Republican party also failed to attract strong public support.  A mere 24% of the vote enabled Macron to enter the second round. Macron's grasp of the economy and conviction helped him win the final debate with Le Pen decisively. His sense of his own mission to revive the idea of Europe sustained him against attacks from the far right, including the late cyber attack on his emails in the last 24 hours.  Macron could still have prevailed over Le Pen without the strong campaign for staying on a positive message and confidence in his ability to turn France's economy around. Yet without a margin of victory of this size in the face of abstaining voters from the far left, Macron as president would not have looked the same. The next step is parliamentary elections in June, and governing France with a turnaround plan requires winning a majority in parliament of sufficient magnitude that he can implement a program which makes the French economy as competitive as Germany's. People forget that Germany was considered a economy with high unemployment and not as competitive under the Schroeder administrations that preceded Angela Merkel, this includes the French with the layers of pessimism. Emmanuel Macron deserves credit not for winning, but winning with the idea of Europe, and it has done as much for him from the French people who have put their faith in Europe when the chips are down, as he has done for Europe already. How this helps put a turnaround in the economy in place is that he will have the energy and enthusiasm of Germany behind him, as well as the energy of French industry and young people to do what Germany accomplished in the 2000-2010 period to emerge from years of high unemployment with a strong economy. ...

Bret Stephens of the WSJ puts the -question what is Pakistan? And looks at possible answers. Starting with Mohammed Ali Jinnah, who he says had aquite different idea from that of the Taliban. He quotes Jinnah 'you will find that in the course of time Hindus would cease to be Hindus, and Muslims cease to be Muslims , not in the religious sense, because this is the personal faith of each individual, but in the political sense as citizens of the State." His idea was of religion as apolitical identification of the state as opposed to asecular idea like that of India, not of a religious state in a religious sense.This Bret Stephens says is why a majority of Pakistanis have rejected religious parties at the polls but still find the idea of political religion identification appealing. He sees these aims as immodest or overreaching in the modern world of technology, mass communications and economic deveopment. Only by remaining backward can such aspirations be supported because economic development, technology and mass communications can only supplant such religious politcal identification with aspirations for higher standards of living. Witness the current general elections in India with 730 million people voters. The common driving force for all parties is how they can deliver on the economic aspirations of people for better living standards, better infrastructure, and better services such as health care and education. And communal parties like the BJP also have to shift their focus to delivering on these aspirations to get support. So Bret Sephens makes the point quite effectively when he says that the threat to Pakistan is existential, so he would like to put the point existentially - just accept simple countryhood, or face nothingness. ...

Local investment companies were allowed to borrow beyond their limits after the financial crisis of 2008. There are about 8000 local investment companies (LIC's) and they were used during 2008-2010 to get funds quickly to projects. The LIC's borrowed for local governments, and borrowed extensively to build roads, railroads, power plants, and other infrastructure and buildings. Northwestern University Professor Shih has followed this carefully, and estimates LIC debt owed to banks at $1.68 trillion, or 34% of China's GDP. Some of the banks have collateral in land, but many banks are relying on the ability of the local governments to pay back the loans. And some of this is in money losing projects.

Gen. Matttis, the U.S. Defense Secretary has completed a strategy review on U.S. presence in Afghanistan. The U.S. policy is now set to put in more troops to support the additional 3900 American troops to advise the Afghan Army authorized in June 2017, as it fights both the Taliban and the Islamic State affiliate in Khorasan, Afghanistan. Two differences from the policy of the Obama administration are the increased focus on Pakistan's border with Afghanistan, the Haqqani network, and other related matters which are coming under increased review so that sanctuaries are shut down. Lt. Gen. McMaster, the national security advisor, headed the governance, anti corruption review in Afghanistan during the Obama administration. This is now the focus of the Trump administration- to ask the Afghan government for improvement in these areas in return for aid. Other changes are to secure the support levels of NATO countries in the effort, so that the U.S. is not shouldering the burden alone. Gordon, Schmitt and Haberman cite the report of Gen. Nicholson, head of the American forces in Afghanistan to the U.S. Congress. This report shows deterioration in the fight against the Taliban and Islamic State. As of Nov. 2016 the areas under Afghan government control dropped 15% to 57% since 2015. About 8,400 American troops are part of the 13,000 troop international force in Aghanistan, supporting the Afghan military. An addition 2,000 troops are in counterterrorism missions.   ...

Britain's general election results show Conservatives losing their majority in parliament. Conservatives gained 318 seats, but only because voters in Scotland voted tactically for Conservatives to avoid Scottish independence, leading to 19 fewer seats for the Scottish National Party. Labor gained seats in England and Wales. The Liberals added 3 seats. The final tally was Conservatives 318 seats, Labor 260 seats, Scottish National Party 35 seat, Liberals 12 seats Democratic Unionist Party 10 seats, others 13 seats, UKIP 0 seats. Conservatives can form a government only by joining with the Unionist Party based in Northern Ireland to have the 226 seats for forming a government. This election creates questions about the whole idea of Brexit, as a majority of the voters supported Labor, SNP and Liberal Democrats, with a total of 50.4% of the vote, according to BBC, for parties that did not see Brexit as the priority for Britain. Labor 40.0%, SNP 3.0% and LD 7.4%. By contrast UKIP, Conservatives and DU, pro-Brexit together had total of 46.1% of the vote. Any Conservative government is likely to be weak, and according to this report in WSJ may lead to new elections by the end of the year. The high turnout of 69% shows voters wanted to send a message about their doubts on Brexit. A Labor government cannot be ruled out. ...

Economists at the IMF estimate that the public debt of the leading 10 industrialized countries would reach 114% of GDP by 2014, from 78% today. The governments then owe about $50,000 for each person in the country. Unlike World War II this situation is not temporary, because of the pension and health care costs of a population that is getting older. So what is to be done? Without the stimulus, the deep and prolonged recession would lead to greater damage to the finances of these countries. But continued in this manner the government would crowd out private investment and lead to lower economic growth. In some countries, Greece, Ireland, Italy Portugal and Spain it might lead to default, in other countries the real cost of the debt may be reduced through inflation. In the USA yields on 10 year Treasuries reached about 4% on June 10th, in December it was about 2%, a consequence of the economic recovery. If interest rates are allowed to rise too fast, it might abort the economic recovery. A rise in taxes is also not the answer, because in Europe the taxes are already at 40%, in America they are around 30%. But raising consumption taxes at the time when the economy was fragile, aborted a recovery in Japan during Japan's earlier crisis decade. A caution signal that says fiscal tightening can backfire, especially some years after a banking crisis when things are still in a weak condition. Some steps that can be taken are raising the retirement age, which would cut pension costs as people work longer and would boost tax revenues, and eliminating the tax deduction for home mortgage payments in the US. Its important to build credibility that the government and the legislative bodies are serious about controlling the finances and acting with prudence. In America wasteful health care spending is a priority, as this would reduce the burden on public finances considerably , and should be as much of a priority for the new Obama administration, as providing universal health care. With today's finances its not something that can be put off....

Wang Xiaofang is a former bureaucrat and writer who documents real life stories of corruption in China's bureaucracy by using fictional characters. A similiar approach by another Chinese writer Mo Yan in literary novels led to him being awarded the 2012 Nobel Prize for Literature. Censorship in China has not affected writings using fictional characters and literary novels of this kind. It may be seen by the government as a way to let the public ventilate some of its frustrations with corrupt bureaucrats and communist party officials in China. It also shows how widespread the problem has become and is a serious matter for the future of the Communist Party. Wang tells the Beijing Bookworm Literary Festival after he entered the official bureaucracy he felt the desire "not to be spiritually crippled." Wang is the author of the Civil Servant's Notebook, which is described as a guide for the 1.4 million people taking the civil service exams in China each year. This suggests that China's new leadership sees this as one of the ways to give right direction to young people joining the civil service, and comes with a new focus on corruption. Wang is also part philosopher in his musings when he says China has lost its traditional culture and cannot adopt western culture, and so it remains confused at a crossroad. This leads to his idea of operators in China's official circles as people who have lost their faith and spiritual home. ...

President Trump announced that he is declaring a national emergency to bypass Congress and pursue building a wall on the U.S.-Mexico border. This comes as the president accepted $1.4 billion, a fourth of the $5.7 billion he had asked for from Congress. Mr. Trump hopes to add additional funding by declaring a national emergency as the U.S. Congress turned down his request for a longer wall. Congress only included funding for a 55 mile long fence along the Rio Grande River at the border with Mexico. Spain released reports by audit firms that showed 62 billion euros would be needed to recapitalize the affected parts of its banking system. This is below the 100 billion euros in rescue funds offered by the EFSF, the eurozone rescue fund, in loans to the Spanish government. The Spanish government is pushing for direct aid to the banks to cut the knot between the banking risk and sovereign risk that is pushing up the yields on Spanish bonds to 7% in June 2012. Lu Wei spent his early years as bureau chief of the state owned Xinhua News Agency in southern Guangxi Province. He was promoted to positions as secretary general and vice bureau chief at agency headquarters, and to vice mayor of Beijing in 2011, chief of the city's propaganda department. He came into prominence following an article in the Communist Party journal "Seeking Truth," after pointing out that China needed to manage the way information about the country and the Party is presented using the new information technologies. He also perceived the risks posed by distorted or incorrect information to financial markets, and economic security. This was confirmed the following year with the rapid spread of reports about a high-speed rail crash in Wenzhou, China, and in numerous other incidents following this, as social media reports that could not be confirmed spread quickly in out of control fashion. He now is the director of a new Central Internet Security and Informatization Leading Group, headed by president Xi Jinping, with the task of coming up with a policy for balancing views of openness needed for the economy with government views on internet oversight. Mordaunt does not support Liz Truss and is expected to shift to Sunak if Liz and Sunak are in the final two. Penny Mordaunt is seen as having a good chance against Sunak if Penny and Sunak are the final two, yet her inexperience could also be a problem. Sunak had questions about his own tax payment and is opposed to cutting taxes, making it harder to get support across the party. 

This Tory leadership election in which 200,000 party members vote for a leader is taking place too quickly and too often. Johnson was elected in 2019, only three years later he is out. Before Johnson, Cameron was out and Theresa May was elected in 2016.
