John Taylor on the dual mandate for inflation and unemployment and discretionary policies by the U.S. Federal Reserve that ended up creating booms and busts in the U.S. economy. He advocates replacing the dual mandate of "maximum employment" and "stable prices," which was inserted into the Federal Reserve Act in the 1970's, with a single mandate for "long-run price stability." Taylor points out that this will still give the Fed flexibility, as it is focussed on long run price stability. The Fed does not have to overreact to short run increases in inflation. And he points out that this actually will work well for unemployment as the booms caused by an overextended period of low interest rates such as that in 2003-2005, have led to booms followed by busts with high unemployment.

Most people are not aware that EU had 10% tariff on US car imports into the European Union over many decades. US tariff was only 2.5%. The US tariff of 15% on EU car imports into the US in 2025 comes after EU recalcitrance for decades in lowering its tariffs on US car imports.  German carmakers have prepared for the higher tariff and EU car stocks were up as this is a lower tariff than the initial tariff of 25%. German car makers export luxury cars with higher margins which offers some offset as well as increasing efficiency in car making so that only a small part of this will be passed on to the US car buyer. An offset to the US car buyer is in the One Big Beautiful Act of 2025 which lets car buyers deduct the interest costs of leasing a car. The result is that US car industry will have the advantage it has long been deprived of and American car buyers will not be affected in the way the media has presented, or not at all. Over time German car industry will also do well with its access to the growing American market. Germany will lower its tariff on US car imports to 2.5% from 10% which makes it profitable for BMW and Mercedes to make SUV's in the US to export to Germany and EU, making this a win-win for US and EU. ...

Gerlad Seib points out that one should look less at what president Trump accomplished in the first 100 days and more at how he operated and learned during this initial period. This is certainly true because much of what happened in the first 100 days contradicts some of the tone that Trump setup during the campaign. When it comes to governing Trump has made an effort to learn and adapt and show resilience in the face of early setbacks on the travel ban and the health care bill, the Flynn episode. After this early period Trump took on a more disciplined approach, gave more room to and listened to more respected advisors- Tillerson on foreign affairs in shaping policy with Russia leading to Tillerson's presence at Lucca massacre memorial in Italy sending a clear signal about U.S. policies in line with its role in the past century in world affairs, Gary Cohn and Ross on economic policy and seeking Cohn's advice on tax plan, Ross's on NAFTA negotiations with Mexico. As a result the NAFTA fears were calmed down with statements by Wilbur Ross, the Commerce Secretary, that the goal was a win-win relationship with Mexico. Trump worked with his party in Congress to have the Supreme Court nomination of Gorsuch approved. Meetings with Merkel of Germany and Jinping of China were carefully planned and new relationships established as Seib points out, without ruffling trade relations. The appointment of Robert Lighthizer, as Trade Representative, also shows that efforts to give the U.S. a more level playing field in trade will be resolutely pursued in the win-win context. Lyrarc has profiled Lighthizer earlier in this decade after his op-eds in the media as he correctly anticipated the changing public mood on the need for fairness in trade relations. On relations with China and South Korea, Jim Mattis has taken the lead, and Pence's visit to South Korea also show deftness in handling what is one of the most difficult issues in foreign affairs. Mattis and Tillerson also have helped reinforce the Republican party policies on NATO and Europe, with the visit of NATO secretary general Stoltenberg to the White House. In the end it is how much you can learn in the first year, how much you listen, and the courage to act in difficult situations, the willingness to act contrary to one's instincts and self interest where necessary, that matters. This is especially true in an environment where as Seib points out the Democratic Party stands opposed to the Trump administration following a bitter election campaign.   ...

European Central Bank executive board member Benoit Coeure, says the ECB will act quickly on a program to buy government bonds, so as not to fall behind the curve in taking action. He said the ECB had a moral and legal responsibility to act, considering the low annualized inflation of 0.3% in November 2014. Analysts say this could come as early as Jan 22, at the next ECB meeting, because the meeting in March may be too late. Coeure pointed out that the design of the program will be made in the manner similiar to that of the Outright Monetary Transactions Program of 2012, so that broad consensus is achieved. The ECB's staff is currently working on this. The U.S. and Japan have implemented monetary easing programs with quantitative easing, and the ECB is now moving in this direction to increase growth and bring inflation to about 2%. The ECB also now plans to put out detailed policy minutes after each meeting. The euro is expected to weaken further below $1.24 with the announcement of the program....

The Biden team eventually accepted the need for use of oil and natural gas in the transition to clean energy. During the first Trump term the support for fossil fuels was tempered by the fact that industries looked at the situation in the long term as administrations can change every 4 years, and continued the transition to clean energy. This very exceptional report from the city of Recife in Brazil's northeastern state of Pernambuco, comes from WSJ reporters Johnson and Jelmayer. It is about the physicians Vanessa van der Linden Mota, and Ana van der Linden Mota, her mother, who first alerted health authorites in Pernambuco about the cases of encephaly and the links to the mosquito Zika Virus in Recife, Brazil. From 147 recorded encephaly cases, and babies born with shrunken skulls or calcified brain structure in 2014 in Brazil, the cases reported jumped to 4,180 suspected cases. Estimates of cases by 2020 for such cases run up to 50,000 to 100,000 if the problem is not tackled. The family of the van der lindens come from Dutch-German immigrants settled in northeastern Brazil, a less developed region of the country. The family is unique with five doctors including neuro pediatricians Ana and Vanessa working in public hospitals in Recife , and father Helio a neuro surgeon. The entire state of Pernambuco has a total of 15 neuropediatricians, according to this report. The Ebola Virus emerged in countries such as Sierra Leone and Liberia which suffered from war and neglect of health infrastructure. Here in Pernambuco state, as reporters Johnson and Jelmayer point out, the problem stems from neglect in public health infrastructure, especially sanitation and drinking water for shantytown dwellers and vast majority of poor residents in a city of 3.5 million, typical of developing countries in Latin America and South Asia, where development in some parts of the country have lagged far behind, and where needed public health infrastructure investments have not been made. Lack of dependable drinking water means collecting water in containers that are susceptible to breeding mosquitoes, such as the mosquitoes carrying the Zika Virus. A public debate on the lack of attention by socialist and worker's party led governments to this type of infrastructure and transportation services was already underway in Brazil leading to widespread protests in 2013. A $226 million investment in a soccer stadium in Recife, and similar investments in other smaller cities in the northeast were made under the Worker's Party government. Large investments for the Olympics now come as the economy contracted in 2015, and Brazil is hurt by another boom-bust cycle with the slowdown in China- with fiscal austerity policies, a loss of a third in the value of its currency, and the popularity rating of the newly elected government from the Worker's Party in single digits....

China's efforts to build its own core technologies in chip production leads to a ban on American manufacturer Micron for supplying China's chip needs. This allows Chinese companies to fill the need as China pursues its own Made in China model similar to America's Made in America model that president Biden is taking up to catch up with Taiwan. TSMC will build a third plant in Arizona with the $6.6 billion in grants it gets from Biden's CHIPS Act. It will increase its investment in the US from $40 billion to $65 billion, essential to make the US a manufacturing hub for semiconductors. Intel, Samsung and other companies are making similar investments in the US in semiconductor plants. After years of post Reagan/Friedman period orthodox economics that led to the US chip industry and other advanced manufacturing following textiles to Asia, the US is making its policies follow actual practice and experience. This experience shows that in semiconductors with long lead times of a decade to build plants the country which supports its semiconductor industry gets ahead while others following orthodox Reagan/Friedman period economics fall behind. This has revealed the danger of a theoretical economic textbook approach that doesn't work and endangers American manufacturing and technological leadership. A culture wrapped around the textbook approach has led to the US and the EU, India, losing their competitive advantages and losing manufacturing in industry after industry, with loss of millions of jobs and deindustrializing. On May 13, 1954 Republican president Eisenhower signed the Seaway Act and authorized construction of the St Lawrence Seaway with Canada at cost of $C135 million with 22,000 workers.The US Army Corps of engineers began construction of the US section in 1957 and completed it by 1959 for oceangoing ships to navigate the St. Lawrence River from Duluth in Minnesota and Milwaukee to Quebec and on to Montreal and the Atlantic. It took action by DJT for what Canada and Mexico could have done from common sense. This is an unconventional use of tariffs by the US. Yet this was an unconventional situation in which the US under several administrations Republican and Democrat Clinton-Bush-Obama, allowed the situation at the Border leave the US in a deteriorating situation with its neighbors to the north and south. The U.S. is keen on rebuilding its manufacturing now that the pandemic has exposed the weakness in depending on outside sources of manufacturing. After decades of job losses that hurt millions of workers and ripped apart the social fabric of America, this also left America bereft of the very ideals of opportunity for all on which the country was founded. This story by Asa Fitch and Luis Santiago in WSJ shows how America which produced 75% of the world's chips in 1990 when China's participation was negligible or non existent, made only 12% of the world's chips and semiconductors that power computers and smartphones in 2020. America's failure to protect its technology led to the situation today. The best player for women's soccer, Norway's Ada Hegerberg, with 3 goals in the first half hour of the Champions League final, is going to stay away from the 2019 World Cup. Playing for Olympique Lyonnais since 2014 she helped win the fourth consecutive French league title.

She says "woman's soccer does not have the respect it should have in Norway," and decided not to play for Norway in this years World Cup. She says there are inequalities in investment at the youth and club levels. She has averaged more than a goal every two games and fels there is not the energy in woman's soccer in Norway that is needed. She has twice been named Women's Footballer of the Year and won the Ballon d'Or award as the top player in soccer. Right now after changes at the Norwegian Federation with new head Klaveness, who also stopped playing for the team in protest, the best they can hope for is that people know she is from Norway.

There is increasing support in the ECB's governing council for an interest rate cut. ECB president Mario Draghi says 23 members support a cut, and adds "we stand ready to act." Rates were held steady to put pressure on European political leaders for more action. As part of its effort to meet its new role as banking supervisor starting in mid-2014 the ECB will hire about 800 new supervisory staff by that date.
