The results from the EU elections show neither traditional centre right or centre left parties are able to form a majority. The euroskeptic parties in Italy led by Mr. Salvini and in France by Marie Le Pen have not won with the kind of support they expected. Also important is that these parties in Italy and France have changed their position on membership in the European Union. They now support remaining with the single currency the Euro, and staying in the EU, hoping to change it from the inside. In Spain the Vxx party on the right has from its inception supported the Euro and the European Union. Only Nigel Farage's Brexit party is for Britain leaving the EU. These parties such as the League in Italy and the National Party in France are in accord with globalism and global capitalism. The changes they call for are now on immigration, migration, and against a single market for labour with social services for new immigrants or migrants. They are for ending multiculturalism in favor of nativist national ideas, sweeping indictments of bureaucracy and elites, curbing migration and building national pride. In Spain their is also concern for separatist movements such as in Catalonia for the Vox party, and interest in stronger federal structures. There is no coherent strategy for these new parties to tackle problems such as lack of growth, widening regional divide within the countries. Yet now the discussions will be about what the  EU will do, not about whether there should be a single currency the Euro or whether to remain in the EU.  In this sense the European Union is set for the task of regenerating from within. The European Union was itself an experiment that started with the effort to set up the initial arrangements to bring together the economies and political structures of European countries after a disastrous war. It accepted nation states and individual country differences even as it sought an ideal of a united Europe. This means there is room for more ideas and for differences within Europe and the European Union than allowed for by existing structures, politics or ideas. ...

Pakistan prime minister Imran Khan visits the White House to meet president Trump. Mr. Trump welcomes Khan and lauds the Pakistani leader as an athlete and a leader. He tells him trade deals can be struck, future was bright and flow of aid can be turned on. Trump makes a casual offer to help mediate the dispute between India and Pakistan over Kashmir, even though it is certain that nothing comes out of this, because of India's position not welcoming other countries doing any mediation. At the heart of this reconciliation is Afghanistan and president Trump's conviction that Pakistan can get the U.S. out of Afghanistan. Trump stated this- "I think Pakistan is going to help us out, to extricate ourselves. Pakistan is going to make a difference." The idea is that Pakistan can persuade the militants, the Taliban, into a face saving settlement that will allow American troops to come home. Mr. Khan in turn stated that Pakistan had given up its policy of using Afghanistan to give it "strategic depth" against India. The army would not go behind the back of the civilian government to conduct a policy of its own. Mr. Pompeo and Mr. Trump are impatient to get this done. The deadline of Mr. Pompeo is September 1 and talks continue between the Taliban and representatives from Afghanistan. The U.S. effort is handled by Zalmay Khalizad. How Afghanistan is governed in the future is not determined and Pakistan has a key role to play in making a sensible solution take place if it decides that something new has to be tried.  In the past U.S. governments from both parties lacked the ability to take a good hard look at the facts the origin and evolution of this dispute. To tackle it directly with a willingness not only to call it for what it is but also to give the other side an incentive to try new solutions. Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. This shows the relationship with Russia has meaning for Europe even as India sees itself as a partner of the US and Europe and Japan. As in 1953 the results are not there, yet as in 1953 this and a changing world situation could finally lead toa breakthrough in this war in Ukraine.   ...

The Obama adminstration and Democrats start the U.S. "fiscal cliff" negotiations with a call for $1.6 trillion of additional tax revenues, twice the amount of $800 billion discussed in talks with Republicans in the summer of 2011. During the Obama-Boehner talks in mid-2011, the Republicans and Democrats neared agreement for a plan to cut the deficit by $4 trillion over 10 years, with new revenues of $800 billion. Obama then pushed to raise the revenue to $1.2 trillion and talks collapsed afterwards. The Republican side through GOP senior aides says $1 trillion in new tax revenues is where this could end up. The Republicans would agree to cap deductions for the wealthy as proposed by Feldstein-Romney, and the Democrats would agree to changing Social Security and increasing the Medicare eligibility age to above 65 as proposed by Rep. Chris Van Hollen (D., Maryland) in such a scenario.

The use of apps and tech based solutions have been largely ineffective in doing effective contact tracing and testing to isolate people with coronavirus. Epidemiologists question its effectiveness when it does not lead to people isolating themselves to prevent spread.  A major problem is lack of confidence in the tech based solutions. 27 states in the U.S. have no apps or are not developing one.  Apps do not use the entire set of tech resources available because of dilution from concerns about privacy. Another major problem is that there is no national approach. California, Washington and Oregon have a pilot program on the Google-Apple system, Delaware and Pennsylvania launched an app in September from Irish developer NearForm. New York and New Jersey started with a NearForm app in October. States using apps are doing this without much conviction that this is a tool that will work to do effective contact tracing and testing to isolate infected persons. For this reason one sees pilots and launches this late in the coronavirus pandemic. Early efforts stumbled.  The UK and French apps also proved ineffective. Germany opted for low tech solution that proved surprisingly effective in the first wave of the coronavirus. Germany relied on teams from state employees which used a national database, personal computers and phones to call individuals who needed to be isolated and tracked. Asian countries have less concern for privacy leading to apps being more effective. Even here low tech solutions with national database and teams of people with personal computers and phones calling and making personal contact including visiting homes has worked better than apps. Human relations skills to reassure people affected by coronavirus, legwork to contact personally at homes and check up, and persuasion to have people isolate have been more effective than app based impersonal tech solutions. ...

Tech is not going to fix this, say software experts from tech companies. Google and Apple's efforts in coming up with an app have fizzled out, says this report in thee WSJ. Has the U.S. lost precious time in waiting for an app by tech companies to be developed, instead of doing what India and Britain have done. India introduced its own app Aarogya Setu app from the Indian government. Britain had the National Health Service develop its app. India acted quickly. Is an app needed or essential? Germany decided that contact tracing based on Asian country experience was mainly about human contact tracers with skills to make the phone calls. All they needed was a centralized database on a computer and a phone. Germany set up teams at offices in each district in Germany and quickly plodded ahead even if all the offices were not fully staffed. In fact a third of the offices needed more people and resources. Yet the speed of action is something like 80 to 90% of the contact tracing effort when the team has the skill set to call. This is because clusters of infections do not wait - they spread. There is simply no time to waste. The German effort has produced the best results so far of any country of this size- Germany has 85 million people. The reproduction ratio is at 1.13 and Germany remains vigilant. It is the first country to reopen in Europe, and is methodically doing the right actions, much that the world can and should learn from. Contact tracing teams worked round the clock in the early days, they are still hard at work today, using their human skills to talk to people and find out who they were in contact with, calling the contacts in turn, at each step working to isolate where needed with followup calls from the state health departments. ...

Experts say Chief Justice Roberts somehow found a path through in bridging the ideological divide and avoiding a show of partisanship in an election year. He somehow navigated and found a path through in his vote on the U.S. healthcare law letting it stand. Early on Roberts advocated "judicial modesty and humility" in jurisprudence. He compared the judge's role to that of an umpire in baseball during the 2005 confirmation hearings. The umpire would not pitch or bat, his job would be to call balls and strikes. It was seen as a determmined show of independence at a time when Justice Kennedy was seen as the swing vote. He has also earned political capital to be able to vote independently on other issues before the court instead of becoming embroiled in controversy about the role of the Court in overturning the work of Congress during the early part of the Obama administration.

Voters overwhelmingly oppose the tax increase in 2015 taking the consumption tax from 8% to 10%. The Abe government plans to postpone the tax increase and call snap elections in December 2014. Two thirds of people surveyed said they did not see why new elections are needed. For prime minister Abe this is an effort to win a vote now rather than later when the opposition is weak. In 2012 elections Abe won 295 of 480 seats in the lower house of parliament. LDP party officials say even if this dropped by 20-30 seats it would be a win for Abe reaffirming that his economic policies are taking Japan in the right direction towards growth, and extending the length of his mandate. They point to growth in tourism, and the addition of 1 million new jobs. Further action to stimulate the economy would reduce unemployment further and end Japan's deflationary tendencies.

A large increase in refugees from the wars in the Middle East in 2014 is creating new tensions. Asylum applications went up from 127,023 in 2013 to 181,453 for 11 months of 2014. According to the OECD the 1.2 million immigrants admitted to Germany in 2014 make it the second largest destination for economic migrants in the world. Immigrants have also come from Greece and other countries experiencing economic difficulties. The protests in Dresden, drawing 10,000 people, show a significant minority opposes the current immigration policy. Similiar opposing views were expressed in the recent elections in Sweden and at the elections for the European parliament. The CDU Interior minister Maiziere says the Pegida movement cannot call itself as "patriots," as the acronym Pegida stands for "patriotic Germans against the Islamization of the West."

BP makes a final settlement with the states and the U.S. government for the Gulf oil spill. Of the $18.7 billion settlement in July 2015, the Clean Air Water Act penalty is $5.5 billion, the Natural Resource Damages are $7.3 billion, the 400 local government claims are $1 billion, the economic claims to 5 states are $4.9 billion, according to BP. Most of the money goes to the states of Louisiana, Mississippi, Alabama, Texas, Florida, for environmental improvement and economic development. Louisiana gets $6.8 billion. The settlement comes after court rulings went against BP. BP chairman Carl-Henric Svanberg, says it provides -" A path to closure for BP and the Gulf. It resolves the last remaining legal exposures, provides clarity on costs." BP shares were up 5.1%, and Fitch Ratings say this strengthens its ratings. For BP this adds $10 billion in cost to $44 billion already incurred for legal and cleanup costs.

FDIC program for loan modification at IndyMac Bank. About 3500 loans were modified, and 15,000 borrowers contacted in recent weeks with offers for lower affordable monthly payments. FDIC's innovation is to create a comprehensive program with clear guidelines so that a lot of loans can be modified without doing it on a case by case basis which would take too long. Loans are modified by reducing interest rates and the principal amount so that the payments are affordable each month, and the FDIC has come up with 38 to 40% of the previous monthly payment as about the right amount. It also looks at tax information to verify earnings. There have been complaints about the responsiveness of FDIC Indymac call centers which may have inadvertently turned down some homeowners looking for help. A big problem is that the FDIC can do little for loans sold to other investors so that out of 653,000 loans serviced by Indymac Bank only about 47,000 are eligible for FDIC modification program. ...

US president Biden feels the tax system is not fair for most Americans and the Trump tax cuts favored the wealthiest Americans. Detailed studies from universities Chicago, Harvard, Princeton and Treasury Department on 2017 Trump tax cuts lowering taxes for corporations from 35% to 21% for top corporate tax rate, and accelerated investment spending deductions, show much of the investment that took place after tax cuts in 2017 would have taken place anyway. And that the tax cut did not pay for itself, adding $100 billion to the national debt of $34 trillion each year. Striking was the point in the studies that said that instead of $4000 the average American only benefitted by $750 per year, most of the benefits going to the wealthiest and corporations. Many of the largest corporations tech and oil companies pay less in taxes than any notion of fairness would call for sometimes much less than ordinary workers.  Biden now proposes the tax increases for corporations to go up to 28%, higher taxes on foreign profits, and the corporate minimum tax increased from 15% to 21%. And for employees paid more than $1 million corporations not to be able to take deductions. ...

About two thirds of China is urban people but only 48% have residency rights, meaning about 250 million people are not getting the benefits of schools, pensions and healthcare in cities. Ministry of Human Resources shows only 22% of migrant workers have these benefits.  There are about 67 million Chinese children left behind by their parents in rural areas as they search for jobs in cities. These children do not see their parents often, sometimes not at all in a particular year. They have suffered lack of parental attention and have poorer schooling. In 2024 as some of these children grew up and became migrants themselves they did not want want happened to them happen to their children, and delay having children.  China's government considered rural couples as a good way to makeup for low birthrates. This has been proved not to be the case. China's household registration system is call hukou- it restricts access to healthcare and schools for migrants and discourages migrans who live in factory dorms or other restricted housing arrangements from taking children with them. By late Atal Bihari Vajpayee offered an alternative and hope following the models set by Mahatma Gandhi and Vallabhbhai Patel in word and deeds with the first non Congress governments setting the stage for Modi in 2014. ...

The bondholder haircut was much smaller, eurozone governments and taxpayers will make up the difference. Bob Woodward cites the Vice President's call for a strike against Syria in his memoirs- when intelligence evidence of nuclear weapons activity was weak- as an example of a tendency for overearching and overreaction in the Bush administration without careful attention to the facts. Cheney says this would enhance America's credibility in that part of the Arab world. This shows Cheney was out of touch with sentiment in the Arab world. As such a strike- when according to President Bush's memoirs there was low confidence about the presence of a Syrian nuclear weapons program- could only create more anti-U.S. feeling. Syria today, and the Arab world today, is more interested in democracy and economic development. The Arab ruling dictatorships used such events to fostered anti-U.S. feeling to divert attention from the ills of economic stagnation and suppression of civil liberties. This was clearly not in the interests of the U.S. in that part of the world.

The protestors have no platform, that the radical Islamists are likely to assume power, and that the US has little power to influence the change. The April 6 Movement is a principal organizer of the protests and is run by young people. The party of Mohamed El-Baradei and the Muslim Brotherhood have joined together with the young protestors movement to have a common platform. And in a country where an estimated two thirds of the population is under 30 years, the older leaders in the El-Baradei party and the Muslim Brotherhood are deferring to the younger leaders. The Muslim Brotherhood is unlikely to win anything more than a minority of seats in any elections, because the overwhelming influence in the protests is secular, middle class, and seeks the democratization and modernization of Egypt. For the American people this is an opportunity to support the aspirations to freedom and a modernized economy for the Egyptian people....

Margo Oge, headed the Office of Transportation and AIr Quality at the U.S. Environmental Protection Agency from 1994-2012. Here she points out the contradiction in what automakers supported when the current fuel emission standards were set and today's effort by the Trump administration to loosen the standards. She also points to the contradiction between the trends in Europe, China, India, which are moving towards stricter standards and the U.S. reversing direction.  About one dozen states in addition to California have the power under the Clean Air Act to set their own standards. These states make up about one third of the U.S. market. What would result is a fracturing of the U.S. market. This would create problems for automakers as one expert recently pointed out in the NYT, that automakers should be careful what they wish for.  Automakers such as Ford say they support the current fuel emissions standards, yet call for flexibility. GM's CEO, Mary Barra, says she supports current standards. Toyota also says it supports the current emission standards. And diesel engines are now declining in Europe as a result of fuel emissions standards to preserve good air quality. History has shown the automakers have suffered badly from competition when emissions and fuel efficiency standards were lax. During the last decade the auto industry in Michigan faced decline as a result of poor management decisions and lack of foresight in pushing forward with new technologies in this field. The current recovery in the auto industry is a result of a reversal of the poor decisions made between 2000-2008, including fuel emissions and fuel efficiency, air quality decisions.    ...
