President Biden makes preparations for weeks with his aides for one of the biggest speeches of his presidency- the State of the Union Address to the US Congress on Tuesday, February 7. NYT looks at the preparation. Aides talk about a process in which the president spends weeks reading the drafts aloud, throwing out anything that is not readily understood. The president demands that the sentences be written clearly says the NYT, so that the whole country can grasp what he is saying. Mike Donilon, Bruce Reed, Anita Dunn, Steven Ricchetti, Vinay Reddy, are aides in this process. Reed guides policy related additions, and Donilon knows Biden's voice in returning to his humble roots. Reed ran Biden's office for 2 years to 2013, and Donilon shaped the message for the 2020 campaign- a fight for the soul of the nation. During crucial periods Washington, Lincoln and FDR's address to Congress shaped thinking in the US from the War of Independence, to the Civil War and the Great Depression, Biden's fight for the soul of the nation takes its place there. ...

US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." This assistance is now being coordinated at the highest levels and being done round the clock. Chancellor Merkel of Germany - "The fight against the pandemic is our common fight. Germany stands in solidarity with India and is urgently preparing a mission of support."  The European Union's von der Leyen said "The EU is pooling resources to respond rapidly to India's request for assistance via the EU Civil Protection Mechanism. "We will never abandon the American worker and her community wherever it is located," says president Biden's head of the Council of Economic Advisers (CEA). He tells the Economic Policy Institute that many economists had questioned the policies that hurt American workers even as early as 1996. He joined EPI in 1992 and says he has followed the trade debate since then and heard the warnings as China entered the WTO in 2001 after years of negotiations in the last year of the Clinton administration.  Common sense questions were asked- Why asked Thea Lee now at the Labor Department is it good to have protection of intellectual property rights but not labor rights under NAFTA. On TPP and FTA's or free trade agreements in general he who writes the rules gets to benefit from them. Free trade having far less to do with free trade as generalized is the first thing he noticed when coming to Washington. This WSJ report takes a look at Bucha, a town 55 kilimetres from Kviv, that saw some of the worst fighting of the war. Civilians were caught in the crossfire and after the initial Russian assault was pushed back, Russia occupied the town with another assault before being pushed out. This report in WSJ says Russian soldiers were initially polite and helped residents. As their casualites grew, and as Ukraine's territorial defense forces took up the fight in Bucha the dividing line between who is defending the town and local residents started to disappear.  This is when the the civilian casualties mounted and when Russian soldiers who had intially even said they did not know why they were here and why there was a war began to see territorial defense forces in all civilians leading to the immense destruction in Bucha.

Ukrainian view on surrendering the 25% of Donbass it does not control for peace deal are shown here in interviews by DW.com in that region near the frontlines. The Kviv Institute of Sociology survey shown here is that 71% of Ukrainians are against giving up the 25% of Donbass. Survey in the Donbass region show 47% opposed, 29% undecided and 24% support giving up tereritory for a peace deal. About 200,000 people mostly pensioners and people who do not want to see their home being looted still live in the Kviv controlled Donbass areas near the frontlines. What about elections? If elections are held and an Ukrainian party including that of Zelensky were to agree to surrendering the Donbass how would the Ukrainian 71% opposed or undecided react. Other attitudes to giving up the rest of Donbass is that there is afeeling even among people who might favor this for a peace deal that Russian forces might continue the war at a later time. Germany's Merz is investing heavily to build up the Bundeswehr and recharge the German economy- the German response is to coordinate with UK, France and Italy and the EU to set up a bloc independent of the US to respond to the peace overtures of the US president with one's of it's own that do not include giving up the Donbass, and to create guarantees that the war ends here, no sporadic starts as in the last 2 decades. ...

The expected EU turnout in 2024 is at a high of 68 percent. Over the years since its formation the early enthusiasm and vision was replaced by dry directives issued by bureaucrats in Brussels leading to lethargy. 1979's 62 percent voter turnout contrasts with 2014's 48% voter turnout. Boris Johnson, Donald Trump and Vladimir Putin have each in their way created new surge of interest in EU and the parliament in Strasbourg, says Caroline Gruyter from her conversations in France, Switzerland, Netherlands, Czech Republic. Today 74% of EU citizens polled say they support the European Union. Similar numbers even in the UK as Labor party is about to come back in a big way.  What happened? The war in Ukraine, Russia and NATO, US and NATO, the UK drift back to EU in sentiment, Italy's conservative parties called Right wing are supporting the EU under Meloni. Another reason for the sense of EU coming back to life comes from my visit to Germany, where after decades of disinvestment in infrastructure the rail station in Frankfurt is being rebuilt and new infrastructure is being built all over the city. Posters all over Frankfurt for EU parliament elections show a new spirit for Respect for workers, working families, and a sense that the FDP, SPD, CDU and Greens can take the decisions to give new vigor to the German democratic process.    ...

Prime minister Renzi of Italy resigns after defeat in a referendum to change the constitution. Renzi had said he would resign if there was a "no" vote on constitutional changes to make it possible to pass further reforms. The results show the "yes" vote with about 41% of the vote, and 59% saying "no." About 65% of 47 million registered voters voted. The referendum called for cutting the size of the upper house Senate eliminating some constitutional bodies, and increasing powers at the federal level. Renzi may have made the mistake of making the vote for or against constitutional change a vote for his democratic left party, and not understanding the depth of public skepticism of established parties. Parties such as 5 Star M5S  have appealed to a public skeptical of how economic reforms would help bring more prosperity to the middle class, and a desire to try out new options. Virginia Raggi of M5S was elected mayor of Rome recently and Renzi's referendum move similar to the way prime minister Cameron moved for a referendum on an old issue of euroskeptisim, may have failed to grasp grassroots changes. The irony is that in 2014 elections to the European parliament Renzi's democratic left party won 40% of the vote and was seen at the time as a success, and the same size vote in the referendum is seen as a failure. In a referendum all other parties votes are added together from right to left parties and new parties. In the Brexit vote the Labor party "no" vote including Labor voters who never voted added to the votes of Brexit supporters and the newer UKIP party giving Brexit the slight edge needed. The singular feature of the trend is that working class voters are combining with right leaning voters to upset established parties, in the midwestern U.S., in the north of England, and in the north of France. In the medium to long run this means the left parties are likely to move to realign themselves with their base of support. ...

Israeli prime minister Netanyahu retracts his statement about rejecting a two state solution in an interview with Andrea Mitchell of NBC News. He says he meant that it was not possible under the current conditions with terrorism in the Middle East, Iran pursuing a nuclear weapon, and the Palestinian Authority having an alliance with the militant Hamas movement. In 2009 Netanyahu said he supported a two state solution in a speech at Bar-Ilan University, and the statement before the election was meant to bring out larger number of right wing votes. He also clarified his comments about Israeli Arabs "voting in droves," as meant to bring out large numbers of his own voters to vote, saying Israeli Arabs voting was "sacrosanct." The White House response was to say that it was free to support a two state solution at the United Nations, and U.S. president Obama discussed the comments on Israeli Arabs- seen widely as racist baiting- with Netanyahu in a phone conversation. The rift between the two leaders is now seen as irreparable and bigger than ever....

The Economist magazine points out that even without the one-child policy birth rates would have declined in China because of rising participation of women in the work force, education, delayed marraige, and the high cost of education and housing for more children. As China pursues a two child policy starting in 2015, many of the same factors are at work and many women are seen as unlikely to have two children. The Economist says the right policy would have been to scrap this policy altogether. This may actually happen as China sees the social and economic factors behind the falling birthrate continuing to operate limiting the size of families, and creating problems of rapidly aging society as in Japan. Latin America provides strong evidence to support the Economist magazine's point because of the falling birthrates in Brazil and Mexico for social and economic reasons.

Elise Stefankik is a good choice of young Congresswoman from upstate NY who has potential to put America's position before the world.  Kristi Noem brings good experience at Homeland Security as 2 term governor of South Dakota, and experience in Congress. Dough Borghum is a two term governor of North Dakota and is a good choice for Interior Secretary. Tom Homan as Border Security Head complements Noem and Borghum as a Border Patrol Agent who has worked, the WSJ says, under 6 administrations including the Obama administration and is likely to combine immigration goals of DJT with realism. Homan would focus on getting immigration right so that the migration issue is resolved cutting out crime, illegal migration, and restoring the southern border.    ...

She wants to continue her job teaching community college students helping them prepare for 4 year colleges, even after Mr. Joe Biden becomes the new president of the U.S.  This story of Jill Biden in The Times is exceptional in giving a vivid picture of the person closest to the new U.S. president. Both the Bidens, Joe and Jill, come from working class families in the northeastern U.S. Mr. Biden's life is marked by a single event that has affected his whole life the death in a car accident of his first wife Naomi in December 1972 when he was running for U.S. Senator in Delaware. He won that election becoming the youngest senator in U.S. history. The family retained high ambitions for Joe, hoping that he would become president. Jill met Joe Biden during this campaign and she married Joe in 1975. Jill had spent 13 years of her career teaching English in secondary schools, and the past 27 years teaching in community colleges, including the eight years when Biden was Vice President. Along the way she studied for 2 Masters degrees and a doctoral degree. Her dissertation for the doctoral degree was on the topic- Student Retention at Community Colleges: Meeting Student Needs. Student dropout rates are high about one in three in community colleges dropout.  It is a sign of the misplaced priorities of today that Dr. Biden takes pride in her degree and many do not think this is important enough a topic for a dissertation. Not only her education and hard work studying for advanced education makes her a unique asset, there are other parts of her character that make her exceptional and right for the times. Jill Biden entered a family that in some ways after Naomi's death was broken. The were two children surviving the fatal car accident in 1972, Beau and Hunter. This story shows how she handled this in a way that required extraordinary serenity and composure. There was the ambition of the family. There was the memory of the accident and Naomi. There was the cynicism about her passion for education in fashionable Democratic party circles out of touch with the roots of the national character in education and in libraries starting with Ben Franklin and Jefferson. With president Biden entering office at a time when the U.S. as a country is broken by the very neglect of education, healthcare and working class Americans, Jill Biden at 69 years has the experience, vigor of spirit and character needed today.   ...

The injection of billions of gallons of salt water from shale oil producers in Texas into the ground contaminating ground water. Salt water and other kinds of waste water are byproducts of shale oil production at the rate of 6 wastewater gallons for 1 gallon of shale oil produced. This is becoming a huge problem in west Texas and the Permian Basin. When huge quantities of such water is injected back into the ground it comes back out of the ground in other areas and contaminates groundwater. About half of the US production of oil comes from the Permian Basin. Geologists at the UT Austin say that the pressure in the injection reservoirs in west Texas is now at 0,7 per square foot- at 0.5 per square foot the pressure is enou to have the salty toxic water seep back up to the surface of the ground. This is keeping water management personnel up at night and raising questions about the environmental damage in red hot shale oil production that taxpayers will be in the hook to pay years from now through clearing up the environmental damage. Over 50% of respondents in a Pew Research center survey conducted in December 2014 view with disapproval president Obama's handling of race relations, only 40% approve. This includes a steep drop among African-Americans of 16 points since the previous polling in summer 2014. Obama's statement that change is "hard and incremental" comes up short for many Americans who look for leadership in race relations. A cautious presidency fails to speak up for ideals it espoused, for human rights overseas and building a better future for minorities at home, losing precious opportunities at every turn.

Sweden gets a centre left government led by Stefan Lofven, who gets a second term in office. He managed to put together an alliance of centre left parties with the Green Party and Liberal paties after the elections gave 40% of the vote to centre left and centre right and proved inconclusive. Lofven governs without a majority in parliament because the minority government has support form other parties with 77 votes in parliament that abstained. Both centre right and centre left did not want to join with the far right anti-immigration Sweden Democrats. Lofven says Sweden chose a different path than other governments that sought to form governments with anti-immigrant parties. He said "in Sweden we stand up for democracy, for equality. Sweden has chosen a different path." To get Centre and Liberal parties support Lofven promised to cut taxes, reform the rental housing market, and relax strict employment laws.

Mike Pence's recent comments show that the US Capitol attacks were a traumatic event for Pence and the country. Former Vice President Pence said- "President Trump was wrong. I had no right to overturn the election and his reckless words endangered my family and everyone at the Capitol that day, and I know history will hold Donald Trump accountable." Pence said it was a disgrace, and it mocked decency to portray it any other way. President Biden's speech at Independence Hall in Philadelphia talked about this situation that democracy faced in America, over 150 years after Abraham Lincoln made a similar speech in Independence Hall at the onset of the conflict that led to the emancipation proclamation.  Biden said- "We must never forget: We the people, are the true heirs of the American experiment that began two centuries ago." Wisdom shared by students on picking a place to study. Ten people look back to reflect on how their college was chosen, their experience at that college, the cost of tuition. Some changed to other schools where they fit in better, others struggled with large tuition bills when the same education could be obtained at state universities with lower tuition fees. You are never stuck says one of them as you can change schools if it is not the right one. Others point out the risk of relying on "the best school", the most "rigorous program," and one engineering student points out that one can get a good engineering education at many less costly or famous schools. The general feeling is find what will be good for you without being overawed by big names, consider cost carefully, one can get a good education at most universities and colleges just find the place where you feel valued as a person and which fits in with your sentiments and mental makeup. The rest is effort studying and concentration which is entirely upto you.  ...

England coach Gareth Southgate reflects here on his penalty kick in the 1996 semifinals against Germany in Euro Soccer at the Wembley stadium. He recall that at the time the penalty kicks were handled as more a situation of luck not skill and practice. He took the kick with little practice and he recalls some negativity in his mind, and missed. Twenty two years later at a knockout stage game in Moscow he faced the similar situation playing Columbia. This time he was manager. But this time the team had changed its attitude. Penalties were seen as being about skills, practice and effort. His focus was on the process, and let the results work themselves out. He encouraged his players to take a positive attitude and think positively during the kick. Combining skill and process worked and England won that game.  In 2021 Gareth Southgate is the coach for the English team that plays against Italy in July's final at Wembley stadium. He writes this to inspire English teenagers to take the right attitude into the game.  ...

In this thoughtful essay Bob Davis of the WSJ asks whether the decision of the Clinton administration to admit China into the World Trade Organization was a bad one for the U.S.  Mr. Clinton in 2000 tried to persuade Congress citing words of president Woodrow Wilson that of a dream "of a world full of free markets, free elections, and free peoples working together."  Every year China would have its most favored nation status renewed with help from supporters in Congress. After WTO entry this was not necessary. Chinese leaders saw the entry into WTO as a way to knock down trade barriers, to act a wrecking ball for the planned economy, to give the economy a big boost.  In 1994 China was a relatively backward economy with 60% of the population living on less than $1.90 a day. Hard to imagine today.  Not everyone was convinced that it was good for the U.S. This included a trade attorney who had tackled a huge trade deficit with Japan in the Reagan period- Robert Lighthizer. Lighthizer was Deputy Trade Representative negotiating with the Japanese. His prediction was that no job in America would be safe once China entered the WTO, that China would become a dominant trading nation.  Robert Cassidy, 73, trade negotiator for president Clinton looks back on that time and says that he regrets what has happened, that all his work night and a day only benefited business and hurt workers. David Autor, MIT economist and his colleagues,  in a later study documented loss of 2.4 million jobs to Chinese competition between 1999 and 2011, in many manufacturing towns dotting the landscape of America, particularly in the midwestern states. And the expectation that the higher economic growth would lead to less political control did not turn out to be true.  In the process multinationals rushed to China after WTO entry and China became the world's manufacturing floor. By 2013 China's per capita income reached $7000, after years of fast GDP growth approaching 10% a year.  About 400 million Chinese were lifted out of poverty from living on less than $1.90 per day from 1999 to 2011, according to the World Bank. A big problem was that the U.S. did not plan for the change from WTO entry. No resources were allocated for the plan to let American workers adjust through worker retraining and special trade handicapped income support, to allow for a slow planned shift. Instead the pace of growth was faster than that which the U.S. faced with the Japanese export offensive in the eighties. China experienced double digit growth after 2000. The irony is that the Republican administrations that followed Clinton followed a policy of free trade to the advantage of China's state run economy when working class Americans voted mostly for the Democratic Party. Little was done and little said in the media from Democrats and Republicans in Congress and the establishment during this time even after Mr. David Autor documented the effects of trade in the U.S.  Till Mr. Trump recognizing the alienation in communities hit by job losses from trade upended American politics, shifted this part of the electorate to the Republican base. Mr. Lighthizer's view is that complaints about China should be left out of WTO because it is naive to tackle it that way. With a $375 billion China trade deficit for 2017 the challenge has to be met in a different way, and the U.S. has to rely on regaining its economic strength within a fair trading framework. Having negotiated with the Japanese Mr. Lighthizer sees the approach adopted then as the one right for today. During the long negotiations Lighthizer is said to have received many negotiating positions of the Japanese signifying no change in long sessions. He once simply made a paper plane and sent it right back, in one of these sessions. He meant that the U.S. was serious about reversing the imbalance in trade. ...

It was a constant worry about climate proposals said Angela Merkel. After a 21 hour debate agreement was reached including overcoming concerns of coal dependent countries. Democrat Gretchen Whitmer wins the race for Governor in Michigan with a double digit lead. Democrats also win the state house and Senate. This report in Politico looks at Whitmer and how she has helped change Michigan since the days of Trump's win in 2016. For Whitmer it is about delivering on good roads, infrastructure, investments in electric car production, and protecting women's rights. Michigan is on track to have fixed more than 16,000 lane miles of roads and 1200 bridges, according to her office.
