Though she is not popular with Angela Merkel's wing of the CDU as shown in comments here in DW.com, Annalena Baerbock through her experience as Foreign Minister and her unconventional style, her habit of respect for the dignity of the many nation states in the UN, her natural empathy, may actually be a better choice today for the UN than a German career foreign service diplomat. Different issues are faced by the United Nations than the domestic and European centric issues faced in Berlin and in the approach to government in the Federal Republic. She has often been a keen listener and an eager student of international affairs in her interactions with other countries and cultures, and Baerbock may be an underappreciated asset of the Federal Republic of Germany in the early decades of the 21st century.

Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. Germany's unemployment rate stands at 6.3% in March 2025. The economy weathered a energy crisis with the cutoff of energy supplies from Russia during the term of chancellor Scholz. Infrastructure, child care, was neglected under Merkel and previous administrations as it was in the US under Clinton, Bush and Obama administrations. The 2009 financial crisis, the eurozone debt crisis and the pandemic, Ukraine crisis from 2009 to 2024 have provided headwinds for action to renew Germany till now. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. The unemployment situation is deteriorating in the auto industry which was poorly managed and is now being hit with US tariffs of 25% on imported cars made by BMW, Mercedes and VW. ...

Germany's traditional parties the SPD and the CDU get a lift in the polls with new leaders who move the parties to the left and the right after years of grand coalitions between the SPD that led to both parties moving to the centre. This created an opening for new parties at the extreme right and extreme left. Kramp-Karrenbauer the CDU leader has taken a hard line on immigration and the SPD leaders are returning to support Germans on issues such as wages, and guaranteed income for pensioners. 74% of Germans think that this is the right thing to do to rebuild the identities the parties had in the past. The SPD is back up to 18% after hitting a low of 14% support in polls. Many SPD rank and file supporters were never comfortable with the SPD's move to join Merkel CDU in coalitions that undermined the message the SPD sent out to the German public. This has hurt the SPD. Merkel's preference for centrist positions not only undermined the SPD party of Willy Brandt, it also undermined the CDU when it comes to immigration and the acceptance of large numbers of refugees. All this is now changing as the Merkel era ends.   ...

A review of the aid program for Greece done for European leaders meeting in Brussels on October 23, 2011, shows that most of the money sent to Greece has gone to pay off bondholders (mostly European banks that lent to Greece). For the initial bailout program of the European Union and the IMF in May 2010, international loans amount to $91 billion. Of this $52 billion has gone to repay bonds that came due between May 2010 and September 2011, according to this review. The report was prepared by the European Commission in coordination with the IMF and the ECB. Greece owes over $300 billion dollars and Greece's borrowing extends far beyond the country's size and ability to repay, creating extraordinary risks to the financial system in Europe. The initial bailout program based its lending on little or no haircuts for the bondholders, who are mainly the European banks (mostly French and German banks) that loaned the money, which creates another set of risks, and a logjam, because taxpayers in the stronger financial countries such as Germany are equally adamant on not paying for the excess lending of the French and German banks. The financial leaders in Germany, Finance Minister Schauble, Axel Weber, the former head of the Bundesbank, and other prominent financial experts have also adamantly insisted on following prudent financial practices, and are opposed to using the European Central Bank to buy the sovereign bonds of France, Italy and Spain....

This speech by chancellor Merz to the German parliament the Bundestag, marks a major turning point for Germany since reunification in 1990. This is where chancellor Merz took up the task of Germany shouldering responsibilities in the world for its economic role and for it's role in defence of Europe. The media focuses on AfD yet it misses the point that fully 57% of voters back Merz and Kingbeil, that the AfD reached its high point at 20.8 percent of vote with the offset of the Left parties at 16 percent of voters and with Merz's policy on stopping all illegal migration. Merz moved quickly to remove the constitutional debt brake set by Merkel and had parliament pass a budget that supports modernization of infrastructure on a big scale. ...

On this issue of debt sustainabilty relief without immediate haircuts but stretching the payments over an extended period with still lower rates, there is a consenus emerging with the IMF and France, putting forward the idea, and Germany showing awillingness to consider this. Russian oil policy at work in towns like Kalyazin, 100 miles north of Moscow, and across Russia. Gasification program is being extended, plan is to increase coverage from 53% to 60% of the people in Russia in the 2005-2007 program. Increase prices to discourage wasteful use and promote energy saving technologies in cooperation with German companies so that more gas is available for export at higher world market prices, especially to the European market. Use profits to promote exploration and increase exports. Germany gets 45% of its gas from Russia and has built close relationships with Gazprom. Ruhrgas owns 6.4% of Gazprom, and its CEO Burckhard Bergmann sits on Gazprom's Board. 2) The survey by Berlin pollster Forsa shows that 75% of Germans support the pipeline project, 45% consider Gazprom a reliable energy supplier vs. the 26% who consider Saudi Arabia as dependable. 3) At an industrial fair in Hanover German business leaders supportive of Gazprom as follows. Klaus Mangold for Daimler management board member considers it " a totally normal market economic process" for Russia to have threatended to supply China with the same gas if European countries cultivate other sources of energy supply. Ruhrgas, Essen based, is a subsidiary of Dusseldorf company E.O.N., and Wintershall, Kassel based, is a subsidiary of BASF. Wintershall management Board member Rainer Seele, speaks of not just partnerships but friendships. 4) Interlocking ownership of assets between Gazprom and the German companies. Gazprom 35% ownership of the assets in the WinGas Joint Venture, Wintershall gets 35% of the equity and 25% of voting shares in the gas field that supports the pipeline. Ruhrgas traded assets in Hungary for 25% ownership of the same gas field. 5) The German relationship under Merkel changes little because she has no options, German suppliers have long term contracts with Gazprom. This article shows how the Russian policy is being shaped on the ground in small towwns like Kalyazin. The one on Gazprom about "The Lines that Bind," shows how the policy is to build relationships with German suppliers, interlocking ownership of assets, increasing the supplies to Germany from the current 45% to over 50 %. Using German investment in joint venture with Gazprom for exploration and development and building pipelines and securing long term contracts at higher prices. Note the reference in article "Can Gazprom Keep the Gas On?" by BW's Moscow Bureau Chief, Jason Bush, BW July 31, 2006- ironically the policy that caused a lot of controversy between Russia and Ukraine about Russian energy prices will actually provide Gazprom with more profits to put into exploration. By October 2016 with about 100,000 children and 275,000 civilians trapped inside the Aleppo region in northern Syria, and Russian bombings of Aleppo, the situation is dire. With U.S. president Obama's inaction on Syria, the refugee crisis in Europe from Syrian refugees exceeding 2 million in the Middle East, the situation in Syria is at the point where lacking an effective option to setup a no fly zone at this late stage the political parties in Britain and in the U.S. trade charges against each other. German chancellor Merkel and foreign minister Steinmier visit Ethiopia and Nigeria to stem the flow of refugees from economic crisis at the source with aid and support, as Germany works on its own efforts. France's Hollande tells Putin a visit to France would have only Syria as topic for discussions and calls for Syria to be brought up as war crimes. Even the Telegraph's title is misleading as the article covers the debate in the House on Commons on Syria, but the title appeals to Telegraph readers critical of Corbyn when the debate is about Syria and what action to take about the bombings.   ...

This Journal editorial says Germany and France will have to pay for preserving the Eurozone one way or another. It suggests a direct approach of the German and French governments injecting capital for recapitalizing German and French banks that would take losses on bad loans to Greece, Ireland, Portugal, and Spain; combining this with bondholder haircuts for creditors, and reforms that include spreading the burden for Irish bank debt and cleaning up the cajas savings banks mess in Spain. This would mean exactly the opposite of what is taking place now, including the abandoning of individual country rescues and bailouts; which the Journal calls extending loans and pretending the problem is not with German and French banks that would have losses on the bad loans. The problem is that this places the entire burden on austerity measures in each bailout country which reduces growth and raises unemployment to levels that make the problem much worse than before. This is not happening because of a serious failure to reach agreement on the shared sacrifice and cooperation between the governments, creditor banks, the ECB and other parties in the eurozone, on a serious debt restructuring across the eurozone that would put the euro back to stability with some mechanism for serious financial discipline in eurozone states....

German national soccer team coach Joachim Low has used 7 different defenders in the last 3 games as he tries to find a winning formula after replacing Hummels and Boateng, says this report in DW.com. He also replaced Thomas Muller and it will take some time before the German national team coach can find the new younger players to replace the old ones. This approach is not unique to Joachim Low alone as other national teams are also looking for younger players. The Spanish national team and the Portuguese national team have many younger players in an effort to bring new faces to the game who excel at soccer. Combined the 2 parties have 45% of the vote with the Left having 9% and the Greens 12% in Opposition and AfD having 21%. In addition Wagenknecht and FDP received 9% of the vote. About 80 percent of the German vote still went to non far right parties in a period of immigration anxiety and economic contraction. Strong action on immigration should by Merz and the CDU that was missing from Scholz and SPD, and weak economic leadership from Scholz limited by the FDP's Lindner Finance minister replaced by CDU under business friendly Merz should change Germany's situation in the next 4 years. It will making immigration issues fade by 2027 and help Germany's economy rebound with investments in key areas.  Merkel and Merz are very different leaders. The Harz labor reforms in Germany in 2003 changed the way unemployment was treated. The idea was to get the government to work more closely with private employers through several initiatives to fund jobs that did constructive work within these companies. This helped reduce structural unemployment because of the almost indefinite unemployment benefits that existed earlier, reducing it from 12.7% in 2005 to 7.1% in November 2008. In November 2009 even after a year of recesion it stands at 8.6%. Are there lessons for other countries in the German experience? THe Harz reforms directed the German Labor Agency to work closely with private employers to fund newly created jobs. One such program paid a Dutch staffing agency Randstad to teach 15,000 Germans information technology, business English an other skills. THe Labor agency funds jobs at a Daimler truck facility in Worth, near Stuttgart, where short term employees instead of being laid off work as mechanic trainees. Another initiative pays parts of the wages of workers hired from those who are jobless, so that the costs of retraining are shared by the government and the employer, making it more attractive to take a chance and go out and hire. And if you lose your job the Harz reforms made it possible to get unemployment benefits for an additional 6 months, if you went out and started a small business. Like the case of an employee who worked at a Kawasaki motorbicycle dealership, who started his own bike repair shop. There are political pressures to extend unemployment benefits as the recesssion becomes more severe. And the structural mismatch in jobs going unfilled, and the number turned out by universities is still a problem. One study by Adecco Institute, shows 29% of large German companies having trouble filling technical jobs, which is why these companies try to keep all their experienced employees....

Export oriented companies have to rethink their strategy says Thilo Brodtmann, the executive director of the German Engineering Federation, Supply chain disruptions and the pandemic have led to many German companies reexamining their reliance on Chinese suppliers. Human rights and democracy are now part of the reorienting of business in a new direction. The war in Ukraine is also having an impact. Reducing CO2 emissions is also a major part of the reexamination. Chancellor Scholz told the Hanover Fair at the opening ceremony -"We need to bring along with us emerging and developing countries, whose demographics and economic dynamics are turning them into new centers of power." Brodtmann says the solution is "to become independent and to have a completely different value chain." The head of the German Associaltion of Electrical and Electronics Industry Wolfgang Weber says "I'm quite sure that German companies are ready to invest in any of these countries in Asia, Latin America, and Africa to diversify their supply chains." However such new markets are not very well represented at the Hanover Fair, so that policymakers and German business have a lot of work to do to open up new markets across the world in Asia, Latin America and Africa. India, Indonesia and Vietnam are considered to offer good prospects for diversifying Germany's supply chain and a lot of work needs to be done. ...

The IMF's changing views on the value of fiscal austerity. In the current debate about the value of fiscal austerity, there is the IMF view, a German view based on its own experience, and the views of other countries in Europe. The IMF's view has shifted over time. The IMF World Economic Outlook 2010, describes its view of the effects of austerity measures in the form of spending cuts and tax increases- "Fiscal consolidation typically has a contractionary effect on output. A fiscal consolidation equal to 1% of GDP typically reduces GDP by about 0.5% within 2 years and raises the unemployment rate by about 0.3% percentage points." Over the longer term there are benefits as the private sector is not crowded out in the search for captal funding by the excessive government borrowing. The IMF's economic models suggest that it would take 5 years before reaching the breakeven point when the benefits of austerity measures exceed the effects of austerity. The German view held by German central bankers is that the actions stimulate growth in the short term. Manfred Neumann, professor emeritus at the Institute for Economic Policy at the University of Bonn, says this is called the "German hypothesis" as it reflects the experience of Germany from austerity actions taken by Germany. Laurence Ball, professor of Economics at John Hopkins University, is critical of the "German hypothesis" and its application across Europe in different situations. Germany is a large exporting nation and exports helped counterbalance the effects of austerity measures. Within the eurozone with fixed exchange rates the exports of less competitive countries cannot be boosted through devaluing the currency to gain price competitiveness. The other problem is that with interest rates close to zero in the euro zone the central banks cannot cut rates aggressively to counteract the effects of spending cuts. The problem gets compounded when a number of countries are taking austerity measures at the same time accentuating the downturn....

IMF forecasts are always behind the curve and come out a month or so after some event has happened. For fast paced events the lag makes the forecasts obsolete in a short time. Even so the IMF says the impact will be to reduce world growth from 3.2% to 2.5% based on situation today, a slight drop in growth. More impacted are the country's with weaker financial situation going into this period including countries in the Middle East and Africa, Asia. There are also indirect benefits from the naval blockade which is to accelerate the move to renewable energy reducing fossil fuels as a percentage of each country's energy mix with more room for nuclear and solar energy, and getting more efficient use of energy with Germany and Japan as examples.

On foreign policy the new German government of Olaf Scholz seeks to build a stronger European Union. Scholz will also follow a policy of close ties with the US. On relations with China Scholz has not stated much. Greens party foreign minister Baerbock's views and Scholz's views suggest a close relationship with the US - a call with president Biden will follow visits to Paris and Brussels. Scholz says "It is now clear what binds us together," referring to democratic values.

Germany's president Steinmeier is emerging as a key figure in the current effort to form a majority government in Germany under chancellor Merkel, reports Griff Witte in the Washington Post. This is because the FDP under Lindner with 11% of the vote has pulled out of the coalition talks, and the only alternative is for the SPD to change its position and agree to join the talks. Under Schulz the SPD has for 2 months turned down any effort to join the coalition talks. Partly because the SPD has not done well in recent elections and lost some of its worker base support. Some in the SPD have blamed this on the previous coalitions with the CDU party of Merkel. Steinmeier is a leader from the SPD who was foreign minister in the previous coalition of the CDU-SPD, and has greater influence on the SPD.  Steinmeier has pushed all parties to make another effort. This includes the SPD and Schulz now says the SPD shoulders "a responsibility to the country." After some prodding by Steinmeier and a 8 hour party meeting the SPD now says it will not say no to the talks. One SPD leader, a former mayor of Munich, says the SPD should be careful about what it says because we don't want to sound like "an agitated heap of chickens." In that case Schulz may step aside. ...

Violation of international law or tacit approval of drug states and suppression of the election results in Venezuela- position taken by Oxford's Dill and Germany's Steinmeier is itself controversial. Merz's is realistic. For those concerned about international law is it restricted to any particular period? Then the British policy in China supported by the other powers Japan, Russia, Germany and France to suppress the Boxer rebellion in 1901 and expand Treaty ports that forced opium on China in the period 1850 to the 1930's was not just a egregious violation, horrendous violation of basic human rights on a scale unimaginable in modern times. Much of the prosperity of the Netherlands and Britain, France was achieved through such policy in Asia. Yet Oxford's Dill and Steinmeier have chosen not to look at European history and the Empires of Europe in Asia and Africa for 300 years since 1700. By comparison Venezuelan action comes after the great patience of well meaning people, and the silence of elites in the US and Europe about massive migration encouraged by the regime in Venezuela of one third of its population about 9 million people to neighboring countries including the US, and suppression of free elections, complete mismanagement leading to 150% inflation destroying its economy.  It was not only these elites in the US and Europe that were responsible through their silence, but also the Bush and Obama wars in the Middle East which sapped the resources of the United States. Why is this happening when the Venezuelan people are the main benificiaries of the action taken by the US president to send in its military. All oil sales revenue will no longer go to a corrupt "drugs" state but be used to directly help the Venezuelan people achieve a better standard of living, bring down inflation  and invest in modernization, in these unusual circumstance a program run by Bessent at US Treasury. Those who dislike the unconventional but well meaning style of the US president and his occasional poor choice of words, find every opportunity for criticism even ignoring facts and common sense. Under Chavez and Maduro the Venezuelan economy was simply mismanaged to the point of being destroyed and an affluent country reduced to poverty and inflation so bad that one third or 9 milllion people left for neighboring countries. On this Dill at Oxford and Steinmeier have only this to say- it is somebody's else's problem. we will remain silent. Similarly on introducing nuclear weapons in the Middle East -where most nation states have intermittent wars and economic mismanagement for the last 50 years the artificial states from the Ottoman Empire of Syria and Iraq, Libya, Iran, Afghanistan, Pakistan, the Sudan every state impoverished by war and economic mismanagement - Dill at Oxford and Steinmeier in Germany also have only this to say- it is somebody else's problem not ours, we will remain silent. ...

An Indian born researcher takes on the mission of saving German forests and making them more resilient to climate change. Somidh Saha is at the Karlsruhe Institute of Technology. In this video from DW.com he shows what is being done in Germany to protect forests.  Woodlands are under threat worldwide from urbanization and industry. About 80% of German trees are not in good health according to a German government study. Damage is shown being done by the bark beetle to trees already weakened for other reasons including drought. Saha says one has to be careful in evaluating how much of a country's space is healthy forests. In India he says it is sometimes said that 21% is forest land. Yet this includes plantations of many kinds- tea, rubber, coconut and so on. The healthy part of forests of high quality and suited to wildlife is a much smaller part of India. The COP26 in Glasgow was unique in one way- for the first time a zero deforestation target was set for the world. World leaders promised to end deforestation by 2030. Protecting forests protects the planet from climate change as forests act like a carbon sink.   ...

Preliminary results show the SPD Social Democrats leading in Germany. The SPD had 25.7% of the vote, ahead of Merkel's CDU at 24.1%. This is the worst showing for the CDU in German elections. The environmentalist Greens Party came in at 14.8% of the vote. The pro-business FDP Free Democrats came in at 11.5%, the far right AfD at 10.3%, and the socialist Left party at 4.9%. Parties calling for big infrastructure investments in Germany with tax increases emerged as big winners reflecting the public mood in Germany after CDU led coalitions with SPD for the last eight years focused on the eurozone crisis and opened migration into Germany, while neglecting much needed investment in broken infrastructure. Both the SPD and Greens are calling for big investments and taking on additional borrowing to do so. They now have a combined 42% of the vote, and 47% when combined with the socialist Left. The Afd with 10% remains mainly a fringe party - and primarily a result of Merkel's decision to open migration from war torn Arab countries which she later reversed, and from from the CDU's failure to tackle social and economic problems of eastern Germany.    ...
