French and German support for Ukraine alongside the US is critical for the ongoing effort to restore security on the Black Sea ports for Ukraine and on either side of the Dnieper River in southern Ukraine front. This is also critical for world food supplies particularly for Egypt and North African countries. A UN sponsored agreement with Turkish help is what makes it possible to ship Ukrainian grain to these countries from Black Sea port of Odessa. Even more critical after the drought has impacted grain harvests worldwide.

At one point Odessa was the target of Russian forces. Ukraine seeks to regain the Black Sea region in 2022 as its outlet to the world and to support its economic independence as a food exporting nation.

Enel, Italy's energy company, plans to invest $83 billion over the next decade to 2030 to increase renewable energy capacity from 45 gigawatts to 120 gigawatts. Renewable energy's share is expected to increase from 27% to 33% by 2025, according to IEA. Europe has committed to spend a third of its $750 billion recovery fund on addressing climate issues. ENel market share would increase from 2.8% to 5% by the end of this decade. With Iberdrola of Spain Enel was early in making investments and is the largest company in renewable energy in Europe.

After repeated surge across the U.S. from the northeast to the south and west mask use has increased in the U.S. Texas has made it mandatory and president Trump wore a mask at Walter Reed Army hospital. Ypu.gov and other surveys show mask use as high as 80%, not universal as health agencies want to see, higher than Canada, Finland or Denmark.

Other factors such as gatherings at beaches, restaurant and bars, and earlier sport stadiums gatherings are additional factors for a surge. Young people's cooperation has lagged behind accounting for about 50% of cases in some southern states recently being among young people.

Problems with the rural development and agriculture projects conducted by USAID in Afghanistan include overspending in 2009, followed by sharp cutbacks in 2010 and 2011 as budget cuts were made. In 2009 USAID made a grant of $300 million to Arlington based International Relief and Development (IRD) to help farmers in Kandahar and Helmand improve productivity over just one year, at the insistence of Richard Holbrooke. The focus was on paying for day labor jobs to clean canals, offer subsidized seeds to encourage switching from opium poppies, distributing tractors, and building gravel roads. Because many districts of the two provinces were considered unsafe for work, much of the money was concentrated on a few districts and in one year. As a result farmers in Kandahar got more seed than they needed and they in turn sold tons of seed and tractors in Pakistan for cash. A senior program official at IRD says it wasn't realistic to pour so much money in one year. But USAID officials say overspending and poor oversight made the program seriously flawed. There was also a difference in the views of the military and USAID on the value of day jobs. The U.S. military sees this as away of protecting its efforts, of literally protecting its flanks, as this keeps unemployed youth from joining the Taliban. At the same time senior USAID officials wanted to see multiple companies bid for the next $350 millon on a follow-on project. When the USAID team of specialists again awarded it to IRD, senior offficials at USAID decided to cancel the program. The program was then redesigned in the expectation that other companies would bid for it. In the meantime USAID gave IRD 3 quarterly extensions, the last expiring June 30, 2011. The US military sees the day labor program as crucial for its military efforts, so there is kind of an impasse with USAID reluctantly giving in. IRD meantime is shutting down activites in Helmand and will do this also in Kandahar probably by the end of May, as its contract has not been renewed because of problems with the program. USAID has a high staff turnover rate of 85% a year in Kabul which complicates things with the shifting priorities of different officials. Some programs are being scaled back- a job retraining program seen as requiring $125 million over 18 months is being scaled back to $40 million. Others such as a USAID project for coordinating disparate rural rehabilitation projects for $140 million is held back because of lack of agreement with the Afghan government about how it should proceed. India's Supreme Court ruled that Vodafone PLC does not owe $2.2 billion in taxes on the acquisition of a majority stake in Hutchison Essar Ltd. The Indian tax authorites were directed to return 25 billion rupees ($500 million) which Vodafone had deposited. With declining foreign investment in India and a lower growth rate of about 7%, this tax case had assumed larger significance. The Supreme Court decision emphasized that taxing Vodafone "would amount to imposing capital punishment for capital investment." Vodafone had difficulties in its Indian operations- a $3.4 billion impairment charge in May 2010 because of strong competition. Vodafone is estimated to have invested $26 billion in India since 2007, and in the fiscal year ending March 2011 showed only $115 million in profit on sales of $3.86 billion.

Whenever you are in doubt or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man (woman) whom you may have seen, and ask yourself of the step you contemplate is going tobe of any use to him or her. Will he or she gain anything by it? Will it restore him (her) to control over his (her) own life and destiny? In other words will it lead to swaraj for the hungry and spiritually starving millions? Britain's 2013 budget provides some benefits to home buyers. Chancellor of the Exchequer Osborne says the Bank of England will have more leeway with its inflation target to aid economic growth. Britain's Office of Budget Responsibility says growth will be down to 0.6% in 2013, and 1.8% in 2014. This is a result of weak exports to the eurozone and decline in consumer spending. The government now expects to borrow 240 billion pounds more than forecast for the 5 year period ending April 2016, as a result of the weaker economy. Debt as a percentage of GDP will not decline by 2015 as planned earlier, it will be 2018 before this happens. Osborne said: the plan "is taking longer than anyone hoped. But we must hold to the right track."

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. The cities are in addition to Paris region, Grenoble, Lille, Lyon, Marseille, Montpellier, Saint Etienne, Rouen, Toulouse.  Macron said "we have to act now." The president called for bringing the daily cases which have reached a high of 27,000 by October 14 to about 3000 or 5000. About 1600 of the 5000 ICU beds in France are now taken for coronavirus cases and the curfew is an effort to keep the numbers from jumping as they did in March  and April 2020. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

Indian finance minister Nirmala Sitharaman meets IMF managing director Kristalina Georgieva to discuss impact of the geopolitical situation on world growth especially oil prices. Sitharaman said India was pursuing a policy of strong federal spending with capital expenditures increasing by 35% for fiscal 2022-23 to continue a public investment led recovery, raising capital expenditures from 5.5 lakh crore rupees to 7.5 lakh crore rupees.
