 U.S. Trade Representative Robert Lighthizer, views China's response in trade negotiations as one of conducting extended negotiations that lead to little change. This has continued says Lighthizer for over a decade putting the U.S. at a serious disadvantage in trade. At a White House meeting in August 2017 Lighthizer convinced president Trump that China was in his words "tap, tap, tapping us along."  This confirmed president Trump's own instincts about the U.S. trading relationship with China. Lighthizer is a veteran of trade negotiations, having experience in the Reagan administration as the Deputy Trade Representative in 1983 in negotiations with Japan, when Japan was in a similar situation that China is today. At the time trade negotiations with Japan were getting nowhere. Lighthizer is said to have turned one Japanese response in negotiations into a paper plane and sent it flying right back. Lighthizer does not seek the limelight but is serious about his role having published op-eds in the NYT and WSJ since 2000 about how U.S. trading relationships were putting the U.S. and U.S. workers at an unfair advantage. Many of these op-eds are in the Lyrarc archive and a Search with the term "Lighthizer" would bring up these articles. This report in NYT shows how the role of Lighthizer was not anticipated by China when it sent Liu He to Washington in November 2017 to negotiate with the U.S. President Trump made certain Liu He and other Chinese leaders would have to talk to Lighthizer first. In a session with president Jinping laid out U.S. views that the past negotiations had accomplished little and new negotiations had to be undertaken very differently from negotiations in the past. Earlier in July trade negotiations conducted by Commerce Secretary Wilbur Ross were "shut down" by president Trump because China continued to repackage earleir offers which meant little to the U.S. As a lawyer at Skadden, Arps, Slate, Meagher LLP Lighhizer represented steel industry clients hurt by subsidized Chinese steel industry imports. Mr. Trump and Lighhizer have bonded well because their instincts have been the same- that the U.S. had not been well represented in earlier negotiations by lawyers who saw themselves as speaking for American exporters.  Lighthizer is also a seasoned trade negotiator and has waited for the right time and situation to tackle the unbalanced trading relationship with China. For 30 years Lighhizer represented American manufacturers as he practiced trade law at the Skadden law firm. His strategy has been to get the administration to unite behind a clear trade strategy. He says "I try to be friendly in trade negotiations. I am not the theatrical type. The art of persuasion is about knowing where the leverage is." At this time the leverage lies in the huge trade surplus of about $300 billion China has with the U.S. The U.S. goal is to bring this down by $100 billion through this new negotiating strategy as earlier negotiations have failed. ...

GM plans to sell stock at a range of $32-33 compared to $26-29 planned previously. The total value of the offering could reach $22.8 billion. Under an overallotment option the IPO could reach 550 million shares, with a value of common shares of $18.2 billion. After the IPO the government's stake would go down from 61% to 26%. The US spent $49.5 billion to rescue GM, the government now expects to raise $13 billion. $9.5 billion was returned to the government earlier.

With him as deputy prime ministers are the leaders of the Northern League, Mr. Salvini, and the Five Star, Mr. Maio. 

The Northern League has taken anti-immigrant positions and sees the eurozone and euro currency as "a crime against humanity." The Five Star and the Northern League are in many ways polar opposites. Initially the anti-euro currency Paolo Savona was put forward as economy minister and rejected by the president.

Prince Mohammed bin Salman, son of the Saudi king Salman, oversees economic policy. He says stock sales of 5% of Saudi Aramco will be used to create a sovereign wealth fund of about $2 trillion that would help create the jobs with income from overseas investments and projects at home. About three times the jobs created in 2003-2013 will be needed with the demographic changes, according to McKinsey consultants. This will act as a diversification away from oil income dependence.

Studies that show coronavirus cases are just as prevalent in the younger age groups 15-34 years as with older Germans. One such study uses data from the Robert Koch Institute and published in Eurosurveillance, a journal on infectious diseases. In this study scientists conclude that relative risk (RR) for coronavirus for residents of Germany 15-34 years, and particularly 20-24 years, was noticeably higher than in all other age groups. This study also determined that similar patterns emerged in South Korea where 20-29 years old age group had the highest number of detected cases.

This DW.com report attributes this higher coronavirus cases in younger age groups to work in high contact jobs in service industries, and to greater use of public transport. Laxity early on in following social distancing guidelines is also mentioned as a cause. Other causes could be greater attendance in sports stadiums and music venues.

Mr. Trump has a firm resolve not to get the U.S. involved in wars in distant places so that he can focus on important economic and other issues including the current confrontation with China on trade. He has relied on advice from General Keane as he forged American policy on Iran and other foreign policy issues. Mr. Bolton the National Security Adviser holds strong opinions on Iran and this is seen as a problem that could accidentally create more tensions or war with Iran. He was passed over with the job going to General McMaster in the earlier part of the Trump administration.The use of an aircraft carrier moving to the Persian Gulf region was merely a precautionary measure says the Trump administration, and the U.S. continues to look for ways to work out its differences with Iran even as it imposed sanctions on Iran. This brings the U.S. closer to its allies in Europe.

The US booster vaccine drive is lagging behind as only 30% of Americans fully vaccinated have taken the booster vaccine, according to CDC. Only half of Americans over ager 65 have taken the booster shot. In New York City only 1.5 million Americans out of 8 million have taken the booster vaccine. This report in NYT shows Dr. Oshita's 3 urgent care clinics in Sacramento, California, and no rush of people to get the booster vaccine. It is scary, he says, of the lack of a rush of people into the vaccine centers. This is happening as the new omicron variant is spreading.

As Iranian Foreign Minister left Pakistan before arrival of American negotiators showing lack of interest in negotiations on nuclear issue and navigation on which US has insisted, the talks are on pause. The US goal is only for the safety of the Iranian people and the peoples of the Gulf kingdoms, and the Arab world divided into unmanageable countries in some situations by colonial Empires of the British and French in 1921 (Syria, Iraq), the wider Arab world from Egyot to Libya, Tunisia, Algeria and Morocco, to be free of nuclear weapons. Because these colonial policies not of the US but of the British and French and the counter response of Arab nationalism, have created 5 decades of wars in the world. It is then to remove these nuclear materials to another country such as Russia. The misperceptions created in the media appear in some parts to cast the US as a colonial power which it never was in the way of the Spanish, the British, the Dutch, the Portuguese, the French, the Danish. In fact exactly the opposite. One cannot think of an American who felt deeply for the situation the Chinese people were left in with the Japanese invasion than Gen. Joe Stilwell, as shown by Barbara Tuchman in her book Stilwell and the American Experience in China. Stilwell amazingly risked his life in railroad cars behind Imperial Japanese Army enemy lines in north eastern China in the 1930's because of his deep ly feelings for China at that time. Ever since the US differed with the British and the French on reparations during the Boxer rebellion of 1902, with Woodrow Wilson using the funds to create Tsinghua University in Peking (Beijing), the US has been benevolent in its intentions and as shown in its policy to Africa a partner for nations in Asia and Africa- with China, India, Indonesia, a large part of the Asian population, and now with Africa as shown in the investments in Angola, Congo, Zambia on this page. During a public dialogue during the federal government's open day German Chancellor Scholz takes time to go over the origins of the war in Europe as he understands it. Of Russia acting "clearly with the intention of conquering its neighboring country," in an imperialist manner. Here is what he said- On Nato During talks before the war started in February when he met Putin in Moscow Scholz assured Putin that Ukraine would not join NATO "in the next 30 years." NATO was never a threat to Russia even though Putin says NATO's increasing eastward expansion was to the detriment of Russia's interests. On the origins of the war in Europe- Scholz says Putin launched the war for "completely absurd reasons." During his talks with Putin for example he says Putin told him that Belarus and Ukraine should not be independent states. "This is a war that Putin, Russia, started, clearly with the intention of conquering its neighboring country. I think that was the original goal." "Putin actually had the idea of swiping a felt-tip pen across the European landscape and then saying, 'This is mine and this is yours.' " Something Germany could not accept. Scholz condemns Putin's imperialism. He compares Russia's actions to the early days of imperialism. Scholz was reported to be reading Cambridge historian Brendan Simms book Europe- The Struggle for Supremacy in Europe from 1453 to the Present, before the war started. Simms shows a Europe that fought intermittent wars for supremacy between European powers Spain, Britain, Dutch, French, Germany, Austria- Hungary, Russia, Sweden over most of the period 1450 to 1950. The last part of the period was marked from 1850 to 1900 by an openly imperialist land grab for territory in Africa and Asia between Britain, France, Japan and Germany.  The period 1950 to 2000 marked by the Cold War between the US and the Soviet Union and China.    On planning for the war in advance- DW.com reports that Olaf Scholz is convinced that Putin planned this war long before the Russian invasion of Ukraine on Feb. 24. On the future of the war- Scholz says he will not end the dialogue with Putin. Scholz and Germany, Biden and the US want to show that the imperialist type of expansion into neighboring states is no longer accepted, not for Russia or China. Scholz says Russia is currently engaged in gaining territory in eastern Ukraine, but it is not certain that it will stay that way, so giving in is not a sensible strategy.  Ukraine needs the Black Sea ports and the area around Kherson on the Dnieper river to maintain its economy through exports of foodgrains. There is international consensus that these exports are essential to most of Africa and other parts of the world. The war in the remaining part of 2022 into the winter is being fought in this area. Another area of international consensus is that of the refugees mostly women and children in other parts of eastern Europe, and the displaced people within Ukraine moving from the east and south to the west. For the first time the US and Germany are providing Ukraine with the air defense systems that it needs to protect refugees, something that was missing for the many early months of the war leading to millions of refugees inside and outside Ukraine.       ...

Government bonds will be purchased by central banks of each country roughly in proportion to the size of their national economies in the eurozone. Risks for 80% of the purchases of bonds in the $1 trillion program will be borne by the central bank of each country. For 12% of the remaining bonds purchases will be made in the European Investment Bank bonds, here risk will be shared with the ECB. For the remaining 8% the ECB itself will make bond purchases. This avoids a situation where the risk of bonds going down in value is borne by that country and not passed on to other countries in the eurozone, as a matter of fairness in distributing risks. This also limits moral hazard where painful budget decisions are not made by countries in need of budget overhauls because risk can be passed on. A big reason why this can work in 2015 is that the eurozone has already emerged from the crisis period of 2012-2013, and is beginning to experience growth in 2015. Just this kind of boost to lending was provided by the U.S. Federal Reserve when the U.S. emerged from its crisis period in 2009-2011, and helped the economy grow in 2013-2014....

GM executive Mark Hogan had candid discussions with Akio Toyoda when Hogan began a second five year stint at NUMMI in 1997, and Akio was executive vice president at NUMMI in 1998. NUMMI was a joint venture between Toyota and GM. He now joins the Board of Directors at Toyota, the first outside board member, and only the second foreigner to do so after Jim Press. His role is to help counteract the insular culture at Toyota based in Nagoya, Japan, where most decisions end up coming to Nagoya. This was a problem that led to poor handling of the recall crisis in 2010, when Akio Toyoda brought Hogan in as an advisor to Toyota. He will listen to voices outside Japan and have direct access to Akio Toyoda. Hogan told the media: "I see my role as listening to global voices outside of Japan and then sharing insights that will help Toyota to respond more quickly to changes in society." His role also includes looking at Toyota's Brazilian operations, where Toyota has only 5.2% of the market and lags far behind Fiat, VW, and other competitors. Hogan headed GM's Brazilian operations in the 1990's and says he would kid Akio about Toyota's underperormance in Brazil. In 1994 Hogan left GM to become president of Magna International, a Canadian auto parts maker....
