Even after receiving 5000 complaints over ayear and half about aggressive short selling that amounted to market manipulation, the SEC did not bring any enforcement cases, according to areport by the SEC's inspector general. Of the 5000 complaints between Jan 2007 and Jne 2008 only 123 were investigated, and no cases were brought.12.5% of emails alleging insider trading prompted an investigation. About 1.38 million emails were handled by 4 staffers, showing horrendous understaffing. In a written response SEC enforcement staff played down the likelihood of naked short selling abuses. It noted that alarge number of cases settle over time. The SEC staff said that the agency needed to "intelligently leverage" its resources and alarge number of complaints provide "no support for the allegations". Morgan Stanley, Citigroup and other frims came under extreme pressure from short selling, and short selling has led to near collapse of many firms during the crisis since the middle of 2008, so its strange that the SEC takes this position. But it is not surprising as in recent years enfocement has been lax, regulation has been neglected almost by design, and resources and staffing are severely short of needs for the SEC's mission to be performed with some degree of confidence....

After winning a giant Pentagon cloud computing contract of $10 billion over the next decade Microsoft is mounting a challenge to Amazon's dominance in cloud computing. Amazon has 48% of the business renting out cloud infrastructure in 2018, according to Gartner. Microsoft has 15.5% and is gaining each year. Amazon took the lead by starting early by 2010. Microsoft and Google Alphabet were slow to start. Microsoft has an edge in its long history of working with business. These companies expand the business by building data centers called server farms around the world. Capital One Financial lost about 100 million in stolen customer records in 2018 with storage in Amazon's cloud infrastructure, safety being another issue in this business.

Xi Jinping used the phrase "self reliance in science and technology" five times as the US and EU gradually close the doors to shipping out advanced technologies to China, and limit flows of capital to concentrate on development at home.  A new section was added to his report for "Science and Education."

Xi told the Congress- "We must regard science and technology as our primary productive force, talent as our primary resource, and innovation as our primary driver of growth."

After the disaster of the Japanese Fukushima nuclear plant in 2011 following a tsunami and earthquake chancellor Merkel made the decision to close nuclear plants. Germany will close 3 nuclear plants in December 2021. Decommissioning will take 20 years and 1.1 billion euros per plant. In 2022 Germany will have only 3 nuclear plants in Bavaria, Baden-Wurttemberg, and Lower Saxony, equivalent to power of 4 gigawatts from 1000 wind turbines. Gas prices are up 10 fold in 2021 as Germany makes the shift to wind and solar. Economy and Climate Protection Minister Habeck of the Greens party in the new German government sees a continuation of the policy removing nuclear plants and shifting to wind and solar.

Apple will be opening 25 stores in China in 2010-2012. Its first store is a 16,000 square foot store in Shanghai. Apple was slow to cultivate the Chinese market. Most of its newest products like the iPad and the iPhone 4 are not available in China. Apple is moving aggressively in the Chinese market to make up for lost time. It has 2000 authorized dealers in China, with 800 added in just the first quarter of 2010. Official restrictions also play a part. For instance the iPhone was officially released in China 2 years after it was launched in the USA, because of the long time negotiating with state run telecom companies and restrictions. In the meantime 1 million iPhones came into China through tourists and smuggling.

As thrift is now an important habit for customers, a number of low cost items is what retailers are hoping to sell this holiday season, instead of a blockbuster gadget. Best Buy's executive in charge of looking at customers mindsets says frugality trend is the overriding sentiment and getting value for money is uppermost in the mind. The other factor in this years electronics is that they offer incremental technology and not the Nintendo Wii videogame console or Apple iPhone product that created a lot of buzz. Also most cosumers already have one of these products. An exception is the electornic book reader. And Best Buy is offering competitors to the Kindle by Amazon, for $200-$400, and launching new store sections to let buyer try them out.

Fragmentation based on regions, has led to lack of economic development and enormous poverty in Asia over hundreds of years. The civil wars in Japan's history before the Meiji period, the civil war in China during the period between the wars with Japanese invasion and warlords controlling different regions, acted as barriers to development. The wars between different kingdoms with invasions across Afghanistan and the Punjab in India in the period before 1800, led to British divide and rule, and lack of investment in development by the British for 200 years. It created the fragmentation that acted as a barrier to industrial development and modernization, a barrier to the spread of education, science and technology in these regions. All three regions in East Asia and South Asia have Buddhist/Vedanta civilizations. All worked to create national unity before they could modernize and build societies based on advanced science and technology to meet the aspirations of their people in all regions of their countries. ...

Greg Ip points out that Saudi Arabia's effort to get back market share is not working so far as shale oil producers continue to increase production. OPEC now confronts a very different competitor in the U.S. shale oil industry- 77 different producers produce 75% of American oil production, each acting like a tech startup, with access to capital markets which are continuing to provide capital. These producers can increase or reduce production with agility, and act differently from state owned oil producers or the major western oil companies. He cites Goldman Sachs figures showing average rig in Texas Eagle Ford shale yielding 5000 barrels a day in the first year compared to 2000 barrels in 2011. This analysis also shows shale oil production cost on a declining curve- $80 in 2014 and $60 in 2015, which could upset Saudi calculations with the advances in technology. Majors such as ExxonMobil are also moving forward with the technological advances.

The smaller iPads like the Apple Mini 5S iPad are gaining in popularity. Apple has 32% of the iPad market. Samsung is gaining market share moving up to 18% in 2013 second quarter, up from 7.6% the prior year quarter, according to IDC. Apple is making the new iPad Air thinner and lighter from 1.4 pounds to 1 pound. The iPad Mini gets the high-resolution Retina display and goes for $400, $70 higher than the previous mini ipad which will now go for $300. Both iPads get faster processing chips, the A7 and the M7, and better antenna wifi connections. The new products will go on sale in Nov. 2013. Gartner estimates smartphone shipments at 1 billion and tablet shipments at 184 million for 2013. Tablets are expected to outsell PC's in 2015, according to IDC. The growth is rapid paced, with 2012 sales at 120 million tablets, increasing from about 17 million in 2010 when the iPad was first introduced.

Netflix reported a small profit for 1st quarter 2013 of $2.7 million compared to a loss the prior year quarter of $4.6 million. Netflix had 27.91 million paid streaming customers at the end of March 2013 compared to 28.1 million for the Time Warner HBO premium cable channel, according to SNL Kagan. Netflix sells $7.99 monthly subscriptions. Netflix is investing in original programming, including $100 million for the political drama series "House of Cards." It has $5.7 billion in longer term content commitments. High content acquisition costs resulted in $42 million in negative cash flow for the 1st quarter of 2013. Netflix generates revenues from a $7.99 subscriber plan. The DVD by mail business, Netflix's original business, is shrinking with a loss of 240,000 subscribers in 1st quarter 2013, and 7.98 million subscribers remaining. Netflix raised $500 million through a bond offering in Feb. 2013, with $225 million going towards refinancing existing debt and the rest for expanding its business....

Senator Bennet used three figures to make his point about the failure, from 2000 the annual median family income declined in the US by $300, health care costs went up by 80%, and the cost of higher education went up by 60%. By contrast to this the so-called Millenials, born between 1982 and 2001, just want to see what works and get on with it, says Stefanie Sanford, an education expert. One graduate from the University of Kentucky, Julie Meador, a marketing major, is earning $7.50 an hour as part-time sales associate at Gap. Her view is that what she most thinks of is finding a good job, and not thinking of saving the world just yet.

With the use of technology we have a system of Direct Benefit Transfer and in 10 years have transferred $400 billion to people's individual bank accounts, and prevented $33 billion into falling into the wrong hands. This has eliminated leakages of funds. Our culture is that our efforts should match the opportunities before us. Mission Life is a new road we take for the climate. When we look at the future every government faces many questions by international interdependence and national sovereignty, the international rule of law, and how to contribute to the global good, and bring the wisdom of our culture to this good. As we transform our countries should we not transform global financial and governance institutions? For this we require future planning, that brings cohesive, collaborative effort. This means Global South voices must be heard. And its priorities moved up front. Haruhiko Kuroda, 68 years old, a senior finance ministry expert who ran the ministry's currency policy as vice finance minister for 4 years in the early 2000's, is prime minister Abe's nominee for central bank chief. He lectured at Hitoshibashi University for two years before becoming the head of the Asian Development Bank. His book "Success and Failure in Fiscal and Monetary Policy," is critical of the Bank of Japan for mistakes in being first too accomodative in monetary policy to set up the 1987 crash, and then tightening too quickly leading to the deflation and recessions of the last two decades. By choosing an expert with a long experience in the field of monetary policy and a vigorous advocate of getting things right to shake off the deflationary trends, Abe is sending a strong signal to financial markets. Kuroda says he is looking at a shorter time frame to achieve a 2% target for inflation- about two years. In essence Kuroda is taking a page from the policy book of a small group of MIT trained economists, Bernanke at the U.S. Federal Reserve, Draghi at the European Central Bank, and Mervyn King at the Bank of England to boost domestic economies in the context of increasing global growth. The yen weakened to 94.77 to the dollar on Feb 25, 2013, after the announcement. Abe's nominee for one of two deputy governor appointments is Kikuo Iwata, a 70 year old economist who was also critical of Bank of Japan monetary policy since the 1990's. The Abe administration has also carefully communicated this message. Speaking at the Centre for Strategic and International Studies in Washington D.C. Abe said Japan's goal was to increase exports, but at the same time it will increase imports which should benefit the U.S., China, India and other countries. He described a recovery in Middle America from the Dakotas to the Carolinas and sees something like this happening also in Japan. Even the appeals to nationalist sentiment are also coupled with the message to China and S. Korea of not climbing up the escalation ladder and seeking good relations to promote mutually beneficial development. Abe's focus is on building the U.S.- Japan relationship....

Questions raised about the government's committment to serious health care reform. New leaders of China who took power in 2002 and 2003 with concern for the poor, did not put discuss reform till 2006 and during this crisis there isn't the urgency that is needed. Recent documents, says the Economist, that were circulated secretly within the bureaucracy for 3 weeks before being made public, provide no clear target about how much people would be reimbursed for medical treatment. The other concern is that the central government provides only 40% of the 850 billion yuan allocated for additional spending on health care in the years 2009-2011. This is about $125 billion. Burt local governments may not be keen on spending on health care as officials are still judged by how much they can boost employment and GDP growth. Over three years the central government's annual share of the additional spending on health care of 850 billion yuan is 111 billion yuan, according to Caijing, a business magazine.But the 2009 budget on health care is 118 billion yuan, so its not clear that things add up. The central government's additional spending in each of the 3 years is only $16 billion. How this can provide help to the 200 million uninsured, the insured who still pay a large amount for health care, and pay for essential pharmaceuticals on a list prepared by the government, and pay a portion of the expensive diagnostic tests that hospitals like to make money from, is not clear. The whole system will have to be overhauled so that hospitals do not have the incentive to prescribe these expensive tests and pills that cost more. The government says it will be 2020 when 90% of Chinese are covered by agovernment financed health insurance system- 11 years away. This only means that domestic consumption may remain depressed for a decade or so. With export markets collapsing, this leaves China dependent on infrastructure spending for growth for a long time, and lower growth rates with higher unemployment. ...

A steady decline in the price of Brent crude from $115 to $92 in the period from June to October 2014. Slow or no economic growth in Europe, and declining growth in China was the main reason. A cut in oil price by Saudi Arabia in September with lack of coordination in OPEC to control supplies when prices are declining, and increasing supplies from the U.S., provided additional basis for price declines. This price decline comes as large energy companies invested heavily in mega-projects to bring more oil supplies when prices were up to $128 by mid-2012. Consulting company EY estimate is that there are 163 such mega projects worth $1.1 trillion underway, most behind schedule and over budget. The projects were based on oil prices being over $100. Oil field development costs are increasing rapidly. Douglas Westwood, a consulting firm, estimate is that productivity of upstream capital spending has fallen by a factor of 5 since 2000, declining by 5% a year, as oilfield equipment and services demand exceeds supply. Greater technological sophistication also adds to cost such as Shell's Nobel Bully platform for deep sea drilling. See link- Noble Bully. Oil majors are now cutting spending, and some planned big projects are on hold. About $300 billion in assets may be up for sale. Shell plans to cut spending by 20% in 2014, Exxon and Chevron 5-6%. Shale oil projects in America need about $57 to be profitable with an internal rate of return of 10%, by one estimate. Yet this is an average and does not reflect differing producer costs. Chinese companies are building railways, power projects, airports and other infrastructure in East Africa. This report looks at work in Uganda building infrastructure projects and exploring for oil near Lake Albert. Chinese state owned banks provide access to financing for projects and other infrastructure companies build projects using about 60% of labour from China, on low interest rates but with payment over shorter periods than with World Bank projects. The U.S. lags far behind in investing in African infrastructure which badly needs modernization. 

The drawback of debt load is being balanced by exploring for oil in Uganda and keeping the debt load manageable. CNOOC is exploring for oil near Lake Albert. Uganda received $1.4 billion from 200 to 2014, in 2015 another $1.9 billion for 2 dams, and now $2.2 billion loan for new railways.

Watch Macron take the world on a tour of Notre Dame cathedral. "Sublime," "much more welcoming,"  "more light," are words used to describe the renovation that makes the cathedral more beautiful than before. It was become more touristic before the pandemic, dark spaces inside and cluttered outside in the years before the pandemic. The restoration could not have come at a better time from my personal visits to Notre Dame over 25 years, with the organ music lifting one's spirits in the earlier years. It was restored in 5 years, considered an "insane" challenge. The cost 700 million euros. Donations in euros raised from 150 countries raised 846 million euros. 250 companies and hundreds of experts were involved in the renovation. The organ is restored and will be heard in all its joyful music.  The stained windows have regained color and wall reflect light, dark spaces have more light, brightening up the space inside the cathedral. Pipes system with water is installed that will be used to reduce the damage form a fire. Admission will remain free at the insistence of the diocese of Paris. 14-15 million will now be welcome inside the cathedral form all parts of the world.    ...

The U.S. and China sign Phase 1 of the trade agreement in a sign of reduction of trade tensions between the two countries. Difficult issues of state subsidies under China's state enterprise model of development, and technological competition were put off for the future. China made the deal possible by agreeing to double its purchases of agricultural products, and offering to purchase about $200 billion in American goods and services over the next two years. This gives relief to farmers, a key part of Mr.Trump's support base. This also helps achieve a key Trump and U.S. goal of cutting the U.S. trade deficit with China quickly, just as happened decades ago with Japan.  See the related article and link on how for the first time in decades China's trade surplus with the U.S. is now set on a path for permanent decline. It dropped significantly in 2019 by 12.5% even though China's imports from the U.S. dropped by 21%, based on Chinese customs data released for 2019. With China increasing these imports significantly and the U.S. holding on to tariffs of 25% on $250 billon of China's exports to the U.S. which are outside the Phase 1 agreement, the downward course is set for the next few years for correction of a dangerous trade imbalance. That imbalance was allowed to develop over successive Republican and Democratic administrations. China already has the European Union as its first leading trading partner and south east Asia as its second. China plans to not be so closely intertwined with the U.S. in trade, and yet preserve its state sponsored development model and drive to compete in technology. China's increased purchases from the U.S. of $200 billon are broken down in terms of farm products- $32 billion, manufactured goods- $80 billion, energy products- $50 billion, services $35 billion. In effect the U.S. gets its goal of cutting the unsustainable China trade surplus quickly and with certainty in 3-5 years. China uses the period to transition for less trade linkage with the U.S. yet preserving its state sponsored model of development and drive for technological advancement.   ...

Indian finance minister Nirmala Sitharaman describes the task of lifting hundreds of millions from poverty in India done over the last 10 years. When China did this for about 400 million people by 2000 it had the support of the people of the US and Europe and the US opened its doors to favor China in its supply chain. How will the US and European Union respond to the same situation in India? This was accomplished in the US and Europe by the 1930's building on the work in the 1900 period. "We are reaching near saturation in providing the basic facilities to the people of the country. Have we removed these many number of people from poverty and lifted them out." "And that is to give them some good house to live in which is made of concrete and not of thatched roof with toilets in them, with drinking water reaching them through pipes, electricity, and a good road, not just the village, but also to streets in the village, and then connect them to the nearest highway; connect them with good transport facility and so on. And financial inclusion so that each member of the household has a bank account and they get every such benefit, which has to reach them, but directly into their bank account rather than through a middle agency. On skilling people "We are now focusing very much on skilling people, each according to their level. Skilling centers are now spread all over the country. The gradation of the skilling varies according to the individuals. Businesses and private sector entrepreneurs are also tied into it so that there is a link between the kind of training businesses want and actually those who are getting the training so that immediately they can get recruited. There will be a lot of skilling emphasis. On expanding the formalization of the economy getting rid of "the grey layer" India's digitization programme will be going on at full throttle and it'll cover most aspects of our lives. Today it covers health, education, and financial transactions. We expect it to move on to other areas as well so that there is greater ease of living and transparency, the economy gets even more formal. As the final Republican tax bill is debated in Congress on December 19, 2017, Senator Bob Casey cited the following points from the Joint Committee on Taxation Report on the floor of the Senate.  1. Americans building their hopes that their pay checks in February 2018 will be increasing are in for a big disappointment said Senator Ron Wyden of Oregon, a senior member of the Finance Committee. The Joint Committee on Taxation estimate is that for the 57 million families making less than 100,000 dollars a year the tax cuts in the Republican legislation will either not reduce their taxes or reduce the taxes by about $100 a year. 2. The bill does little for the big tasks facing America of rebuilding failing infrastructure. Senator Casey cited 4500 bridges needing repair or replacement in Pennsylvania alone. It also does little for health care access for middle class families and is likely to lead to 10% increase in health care premiums. Affordability of college and other hurdles of middle class and working class families remain unaddressed.   3. The $9 billion in the estate tax cuts would finance the Children's Health Insurance program which has expired.  4. The $36 billion in tax cuts for corporations comes at a time when corporate profits are at the highest they have been in 15 years, according to Vanguard founder Bogle. He also points out that wages as a percentage of GDP are the lowest in 15 years. The tax cuts in the Republican bill are not likely to correct this imbalance.  5. The share of GDP of people making more than one million dollars in 1980 was 11%, this is up now in 2017 to 20%. This has led to questions about the wisdom of these tax cuts which disproportionately benefit a very small percentage of Americans who do not need these tax cuts, and come with significant sacrifices for the middle class in terms of what is available in public services, and the cost to their children as infrastructure and access to health and education is made more distant because of a growing U.S. debt from this tax cut. The big problem then with this bill is that it further damages intergenerational mobility in the U.S., undermining the foundation of a democratic society. Damage has already happened in the past three decades as Federal Reserve chairman Janet Yellen pointed out at a conference on Economic Opportunity and Inequality on Oct. 17, 2014, saying-"The past several decades have seen the most sustained rise in inequality since the 19th century after more than 40 years of narrowing inequality following the Great Depression." This is why there is substantial agreement in the media from the Wall Street Journal's Greg Ip to Krugman in the New York Times that the bill fails to correct a harmful trend, and goes further in the wrong direction for a democratic society.       ...
