Two law school professors at Fordham University, Kysar and Sugin, say the Republican tax bill is extreme because it was not based on working with Democrats. As a result not a single Democrat supported this tax legislation. The problem- when the Republicans lose their majority in Congress- a serious possibility after the loss in a Senate race in deep red state Alabama- the whole issue of tax legislation would come up again. This is not without precedent as the Democrats won the presidential election in 2008 and Republicans made a sweeping victory in Congress in 2010.This is why Senators Casey and Wyden (Democrats) and Orrin Hatch (Republican) head of the Finance Committee stated on the floor of the Senate on Dec. 19, 2017, that the next time and in future both parties need to engage in real discussion on taxes. The lack of serious discussion on the health care bill passed by Obama in 2008 has created some of the same problems today that this tax bill passed in a similar way without discussion with the other party is likely to face by 2019. No one needs to look further to realize that the political system is failing in its job of grappling and solving the nation's problems. Kysar and Sugin say this bill is like the 1981 tax cuts skewed towards high income Americans which failed to generate economic growth as intended an led to a swift reversal with tax increases in 1982 and years that followed in 1983, 1984. President Obama failed to address tax reform after appointing the Bowles Commission and not taking up its recommendations to reduce deductions. Another effort at changing the system was made without serious debate, a kind of Republican response to the way Democrats passed the Affordable Care healthcare bill in 2008. Real changes to update the tax laws may be put off till both parties can wrap their hands around the problem together. ...

This editorial in the NYT says Bill Clinton moved the Democratic Party to the centre in 1992. In 2016 about 25 years later, after the removal of the Glass Steagall Act led to the 2008 global financial crisis and a deep recession, after the trade relations with China led to loss of U.S. manufacturing jobs over two decades and the hollowing out of industry in the midwest, things have changed. The revolution led by Bernie Sanders, a shrinking middle class, smaller access to college education for the middle and working class, and wide disparities in income, are putting the Democratic Party closer to its roots and the days of FDR. The Democratic Party platform calls for a 21st century Glass Steagall Act to separate normal banking from investment banking, opposes the TPP to prevent any further export of jobs overseas, and goes for a $15 minimum wage. This was also evident at the opening day of the Democratic National Convention when Sanders told the gathering in Philadelphia that even though he was not the candidate, these are the planks of the platform that Hillary Clinton will be pushing for in her presidency. What the editorial does not point out is that the Republican economic platform also calls for reinstatement of Glass Steagall Act, opposes TPP and opposes any loss of American jobs to overseas locations. It differs on the minimum wage leaving it to the states, and it is likely to skew tax cuts towards the wealthy, but also possibly removing the lower income brackets from taxes as Britain has done under the Conservative Party. Both parties today are looking for support from the middle and working class and have directed their appeal to these two groups which are in upheaval. The election of Trudeau in Canada recently also followed this trend, after the hollowing out of Canadian industry in Ontario and Quebec in a similiar pattern as in the midwestern U.S.  ...

The use of cathedrals in Britain as vaccination centres is seen as a glorious way to bring people of all ages, particularly  the elderly in the community into a wonderful setting to preserve health. They came since the Middle Ages for a cure, and they come today for hope and care. The Archbishop of Canterbury thanks the cathedrals and the NHS for serving the community in such a beautiful way.

The famous cathedrals of England at Lichfield, Salisbury and Blackburn inviting people in for vaccination is the heart warming story of this month. Salisbury is one of the oldest and has copies of the Magna Carta, the historic document that put forward the rights of the people in a constitutional monarchy.

US District Judge O'Toole of Massachusetts allows DJT Musk DOGE buyout offer to go ahead on Feb 12, after freezing it to have enough time to study it. The buyout offer originally expired Feb 6. It was accepted by 60,000 federal employees. Of 2 million federal workforce about 8% are expected to take it. It is seen as a way for people doing remote work and now required to come to office 5 days a week full time to take early retirement, sort of an off ramp for these workers. DJT says some of these workers may be doing other second or even third jobs. This is part of a Republican effort to reduce the cost of the large federal bureaucracy, and make it more efficient. One of many actions including action on budget discipline at agencies of the government. PPBS or Zero Based Budgeting, since the 1970's is one of the managemt ideas which involves justifiying every item in the budget every year to cut costs and cut unneeded spending. The expected EU turnout in 2024 is at a high of 68 percent. Over the years since its formation the early enthusiasm and vision was replaced by dry directives issued by bureaucrats in Brussels leading to lethargy. 1979's 62 percent voter turnout contrasts with 2014's 48% voter turnout. Another reason for the sense of EU coming back to life comes from my visit to Germany, where after decades of disinvestment in infrastructure the rail station in Frankfurt is being rebuilt and new infrastructure is being built all over the city. The $1.8 trillion Biden Families Plan for workers, students and families takes on the unfinished work for the New Deal, says Binyamin Applebaum in the NYT. Women were not out in the workforce in the way they are today under Franklin Delano Roosevelt in the 1930's and US president Biden is making them and childcare a big part of his Families Plan. Women have been hit harder than men during the pandemic shouldering a greater burden of the home and childcare. Healthcare and education are essential for quality of living- never has there been a greater realization of this than today after years of underinvestment in infrastructure and the foundations of democratic society.

Ms. Claire Goldin, labor economist, wins the Nobel Prize Economics for her work on gender gaps. Claire Miller of NYT looks at the research done by Goldin that shows how women starting out from way behind in education, work and professions have caught up in education and are working in different careers and not letting marraige affect their work. Women Goldin says are now not having the same pay and opportunity only because they cannot work long and inflexible hours men do.Goldin points out that the 1940's period of women growing up missed out on opportunities but generations after that and after 1960 have pursued opportunities that were opening up with time saving appliances at home, Roe vs Wade, and Equal Pay legislation.

The British public is very conservative when it comes to reopening. 73% support prioritizing the health of citizens only 17% say prioritize the economy. This is the highest of industrialized nations, Japan being the next highest with 60% supporting prioritizing health only 16% in Japan saying the economy.  For Boris Johnson as he makes the speech on Sunday May 10 on reopening the political margin for error in decision is nonexistent. Britain's tabloid press and other media simply took the idea that to heck with it lets reopen reflecting a lack of caution in the headlines after Mr. Johnson expressed his intention to reopen. After seeing this Johnson and his closest advisers met without his hawkish ministers to reflect on what was happening in the country. The British government's scientific advisers say whether there are 100,000 deaths by the end of the year depends on many factors including testing, contact tracing, the way the lockdown is eased, the situation at nursing homes, and other government action  to prevent a resurgence in infections. At the meeting with Gove, Sunak Raab and Hancock, Mr Johnson stepped back and reversed any plans except for mild reopening- giving people more time outside for exercize, opening limited locations such as garden centres and advising strongly to wear masks on public transport. Both Johnson and Dominic Cummings his adviser had coronavirus, and Johnson spent some time in ICU. They know the impact of the coronavirus from their own personal experience.  For Johnson there is only one chance, Tory senior advisers say the public will forgive mistakes going into coronavirus, but will never forgive mistakes getting out of cotronavirus. He told Keir Starmer of Labour in parliament that he bitterly regrets what has happened in nursing homes. The scientists have warned him that the staff at nursing homes could seed communities once again. And that the coronavurus R ratio (1 being the level it starts growing again) could go up back to 1. This is the situation on May 10 as Johnson prepares to speak to the nation on Sunday at 7 pm, as he shifts to "maximum caution." ...

As the Nation looks to take care of it's farmers, a look at two farms in Wisconsin dairy country. One is a milk farm Norm Lane in Chili Wisconsin which supplies 200,000 pounds of milk to a cheesemaker Nasonville Dairy in Marshfield, Wisconsin. Shown in this story in NYT are the Master Cheesemaker Ken Heimann who runs the Nasonville Dairy which produces Colby, Cheddar and other cheeses. Also shown are Josh Meissner whose grandparents started the mil dairy Norm Lane in 1946.  The economics of dairy farms are such that they depend on the government to set the price and with all the competition the margins on milk are quite thin. This is true for cheese also where there is the West Coast production of cheese that has larger output and greater mechanization than Wisconsin's cheesemakers. What keeps the dairy industry going these days is the production of whey protein a byproduct of the cheese making process. This has much higher margins with prices up from $3 a pound of whey protein to $10 a pound. On a typical day the Nasonville Dairy can turn out 150,000 pounds of cheese, and 150,000 pounds of liquid whey protein. ...

Zanganeh calls the effect of sanctions and the mismanagement of the previous government as "a catastrophe," and he has tried to instill anew discipline in the oil sector. Iran currently produces about 1-1.2 million barrels a day under sanctions, half of earlier levels before sanctions were tightened in 2012 because of the nuclear weapons development issues....

And part of this drop is that there is a short supply of hot seeling small cars like th Honda Fit, Ford Focus, Toyota Prius, aand the Honda Civic.Honda's new plant in Indiana will increase its output of Civic by 200,000 per year. Honda sold 53,000 Civics in May 2008. According to JD Power Prius sell within 4 days of reaching the dealer. Ford has a 20 day supply of Focus cars, and it takes a month after putting a deposit on Honda Fit to have it available. While Honda has flexible production lines Ford cannot produce anything but SUV's at its Wayne SUV plant in Michigan so Ford has a lot of changes to make. About 20% of cars are small cars up from 12.5% and moving up quickly as supplies increase with the demand.

Two professors from Northwestern University from Slavic Languages and Literature, and from Economics, look at the cultural outlook of Russians in the recent period of the Bolsheviks and of Putin, that takes on a attitude of ruthlessness in the Bolshevik period writings of Sholokhov and Lenin. They contrast it with the works of other writers in Russian literature such as Tolstoy, Turgenev and Chekov, which provide the basis of humanism and concern for individual suffering. Morson and Schapiro say Russia is different in that unlike the US and to some extent Britain and the Netherlands which are commercial societies based on a shopkeepers mentality of trade and commerce, Russia tends to look at the state in a different way. Individual interests are not paramount according to this view in Russia, it is the state that matters.  Yet this has limited use as theory because it is also true that a lot is shared by all human beings and societies. There is a English saying that "power corrupts, and absolute power corrupts absolutely." Leaders start out differently and change over long periods of power, the power tends to isolate them and corrupt them. Mistakes are made after decades in power that can push back the country's development. The Russian president is no exception and may have understood history and literature in a Russian context but long periods of power may have led to the kind of isolation that led to the severe miscalculation in Ukraine leading to a prolonged war and so much destruction on all sides. This has extended to the effects of the war in countries that depend on wheat from Russia such as Turkey, Egypt and much of the Middle East and Africa.         ...

U.S. president Trump's 2017 budget is an effort to reshape spending priorities by the Republican party. Apart from Medicare and Social Security all other entitlement programs from the days of Lyndon Johnson's Great Society are subject to cuts. Deep cuts to Medicaid and food stamps, including introducing work requirements. The philosophy behind it is that compassion will now be measured not by how large these programs are but by how much the government can get people "off these programs and back in charge of their lives,"  according to Budget Director Mulvaney.  The cuts are $616 billion to Medicaid and Children's Health programs, $193 billion in cuts to Food Stamps, $143 billion in student loans, $72 billion in disability programs. The overhaul of the Affordable Health Care Act is part of this change. The reallocation would put more money into infrastructure for $200 billion, and in tax cuts, $19 billion in a parental leave program and $29 billion for veterans programs, plus added spending on the military. William Hoagland of the Bipartisan Policy Center, a Republican who worked on budget issues says it will be politically difficult as the cuts to lower income groups come with tax cuts for small businesses and higher income individuals.  Beyond the policy priorities there is an area where both Republicans and Democrats are skeptical of the budget. This is how it impacts the U.S. debt. Under Congressional Budget Office estimates the U.S. debt as a percentage of GDP which rose to about 75% after the Great Recession starting in 2008, is projected to grow to about 85%. In sharp contrast the Trump administration estimates of the Office of Management and Budget are for it to drop to 65% based on rosier estimates of 2% inflation, 3% growth for the decade ahead. Experts say this is unlikely once the Fed raises interest rates and the unemployment rate currently at 4.4% leads to rising inflation, undercutting growth which has remained below 2% for a long period. These concerns are also voiced by Hilsenrath in the WSJ based on the experience of other countries such a Britain that cut corporate taxes without seeing an uptick in economic growth. ...

Economists now say that these economic mistakes slowed the recovery from the 2008 financial crisis caused by faulty mortgages of banks and excessive leveraging. The second wave of the coronavirus is bigger than the first with the U.S. exceeding 100,000 cases a day for many days in November and hospitalizations doubling to 93,000 from the beginning to the end of November. There is also the fatigue with the virus for healthcare workers and the people, and loss of income for workers leading to income and food insecurity. In this situation a second stimulus to help people and businesses is a urgent priority for Congress. A group of bipartisan senators have put together  $908 billion stimulus plan to get through the Congress by December 11. This is a compromise between the two parties. Supporting the bill are Cassidy, Romney, and Collins for Republicans and Manchin, Warner, Cassidy for Democrats. It would provide- 1. $300 a week in federal unemployment benefits for 4 months. 2. $160 billion for state and local governments. 3. Temporary moratorium on coronavirus related lawsutis. 4. Additional funding for small business, schools, health care, transit, student loans. There is growing agitation among influential senators against the leadership in both parties of McConnell and Schumer, with the sense that the leadership has failed to recognize how critical the issue of emergency relief is for tens of millions of Americans. This is its only hope for passage with the bickering of the leadership on both sides. ...
