So we need lobbyists and food producers and cola producers out of the schools. Here is an alarming fact- the current standards that govern whats served at all public and many private schools haven't been upsdated in 14 years. And the current standards don't even mention calories should be limited to 650-850 calories for lunch and 500-600 for breakfast. With the Institute of Medicine recommendations for more fruits and vegetables and healthy whole grain foods for school lunches comes cost its estimated that schools get $2.68 for the free lunches served to poor students, which cost $2.92 plus overhead and labor costs. The Obama administration is expected to add $1 billion but more is needed. Here s another place where money is needed at home that can be saved from expanding the war in South Asia-

President Obama is acutely aware of Republican concerns of waste as the government increases spending to support the economy. He told the US Conference of Mayors, that "if there are wasteful projects" he would "call them out on it." He also said the preceding administration had paid too little attention to urban problems. His years as a community organizer in the urban environment of Chicago gives him aunique perspective of waht is happening on the ground level in cities across the country. Mayors spoke with Cabinet secretaries during their visit to the White House, and had avariety of projects in mind from new community health centers, new water towers, sewage treatment plants. Republican Mayors are also responding positively to the stimulus, now that the money is there, Mayors like Patrick McCrory of Charlotte, N.C., support finding the best way to use the money.

The withdrawal of the U.S. from the Middle East under the Obama administration led to the collapse of the fragile situation in Libya, Iraq and Syria, and the unraveling of these countries, a direct cause of the massive refugee crisis in the region with about half the Syrian population and large parts of Iraqi, Kurdish, and Libyan population dislocated. The result is a massive humanitarian crisis, turning the hopes of the Arab Spring into something no one could have imagined across North Africa. In a small Lutheran church in Frankfurt, Paulskirche, is the German story of a popular movement that spread throughout Europe in 1848, for a transition from autocratic governments to parliamentary democracy. Aspirations similiar to that expressed in the Middle East and North Africa in 2013-2014 in the Arab Spring were expressed in Germany and many parts of Europe in 1848. In the centre of Berlin on the Kurfstendamm lie the bombed but preserved ruins of the Kaiser Wilhelm Memorial Church, telling the story of the intervening years 1848-1949. It took many years before the same aspirations for liberty found shape in Germany's Public Law of 1949, finally finding a safe resting place after years of failing to unify a people around the ideas of liberty and justice for all, and not nationalism. Germans who had the hardest time waging that fight, by embracing the refugees in a spirit of openness carry on that fight into this century. Paul asks the question- who will lead? Fiat-Chrysler's Sergio Marchionne tells an automotive conference that the new fuel efficiency targets proposed by the Obama administration will be "an incredible stimulus for the American auto industry." He is confident that the new 2025 standards can be achieved. He said the industry had a bad habit of crying wolf and emphasized the need to get there so that the U.S. auto industry could be at the forefront of the changes taking place. He also cautioned the industry to not get comfortable with China's role as an emerging market that helped increase global sales. Proposals being considered by the Obama administration for overhaul of Fannie Mae and Freddie Mac. One proposal being considered is to keep Fannie and Freddie in a reduced role with safeguards such as an insurance pool of money created by a fee the firms would charge mortgage lenders and banks. The insurance pool would act as a fund to cover losses before the government stepped in. Another safeguard would be to require the firms to hold adequate reserves to cover potential losses. The earlier preferential advantage for Fannie where it ony needed to keep a fraction of the reserves banks had to keep would be eliminated. Under this proposal both firms would shrink their mortgage portfolios over coming years. The White House says it wants to see a winding down of Fannie and Freddie and let private capital be at the heart of a new housing system.

The average of vehicles on the road reached a record of 11.1 years in 2011, according to R.L. Polk research company. Using the average of 15,000 miles driven a year used by the EPA for cost calculation on fuel economy labels, shows that car are being driven for much longer nowadays, over 150,000 miles. In the 1960's and 1970's the average was closer to 100,000 miles. Because of the EPA mandated fuel emissions standards and technological advances the newer cars in 2012 have better life than the older cars in the 1970's. Toyota's, Honda's and Volvo's frequently get 150,000 or 200,000 miles and still have some usage left for example. In addition the tighter fuel efficiency standards of the Obama administration and technological advances now underway are likely to bring a new generation of cars that provide another level of improved performance.

Army General Martin Dempsey is expected to become the next chairman of the Joint Chiefs of Staff in the U.S.. He brings a low key intellectual approach to the job, and was recently appointed chief of staff of the Army. He has worked in key roles in training and transformation of the military, led a combat division in Iraq and supervised the training of Iraqi security forces. Between 2001-2003 he managed the Saudi Arabian National Guard Modernization Program, an internal defence force guarding the Saudi royal family and the holy cities of Mecca and Medina. Robert Gates, U.S. Defense Secretary from 2006-11, says the West should provide a strong response to Russian president Putin's actions in Ukraine. He says settling old scores is not the way to peace in Asia or Europe. A study by Chris Whalen, managing director of Institutional Risk Analytics, of 7000 regional and community banks from data presented for the second quarter to the FDIC, shows that the bank's financial picture is deteriorating. Institutional Analytics put afailing grade on 1,882 banks as of June 30, 2009, up 16.5% from the end of March 2009. He says even the best run banks are feeling the bad effects of declining employment and asluggish economy. Whalen says this calls into question whether the stress tests for the "big banks" by the Obama adminsitration are adequate to control the crisis. Whalen says the asummption in those stress tests was that thes big banks had tohave enough capital and earnings to withstand a 9% loss rate, but what he is seeing in the industry is that we are already at a 9% loss rate , and the cycle has not peaked yet. He says any reduction in loss rates as assumed by the government may be shortlived as he sees things worsening in the fourth quarter of 2009. What about the good news that the big banks have raised capital in 2009. He says banks face operational problems, in addition to loan losses and low recovery rates on unloading assets they face rising expenses to carry these properties that generate little revenue. This cuts into earnings and what they can allocate to reserves. In this period banks are setting aside only half of what they would normally put in reserves to offset expected losses....

As the Obama administration plans a large stimulus spending plan that may approach $1 trillion over several years, considering also the second phase of the $800 billion first phase stimulus, there is a concern that there may be wasteful spending and social costs of borrowing and spending by the government of such proportions. In economics jargon this hinges on whether there is amultiplier effect of spending, higher if its efficiently and well spent with less impact on private consumption and investment, and lower if the opposite were true. The assumption behind amultiplier of 1.0 for an additional bridge or road is that resources like manpower and capital that would be otherwise idle are deployed to produce something useful. An increase in one unit of government purchases increases by one unit the real gross domestic product. The government has effectively created the additional bridge or road without a cut in anybody's consumption or a businesses investment. The other contrasting approaches are to say there is a multiplier of zero, meaning there is a social cost in two ways. One the reduction of consumption and the crowding out of businesses investing in new products and technologies for example, and second in the inefficent use of resources if a government bureaucracy is put to work allocating money and the additional dangers of favoritism and corruption. To say that there is a multipier of 1.5 would mean that the government figures out a way to get private investment through conversion of plants for automotive parts say to make wind turbine blades by giving incentives, tax benefits and grants, spends on a dilapidated road and public transportation infrastructure that may provide benefits in increased growth capacity over future years. The limits of a government bureaucracy and inefficiency of government would in this case be addressed by transparency rules adopted and measures that track progress that are freely available to all citizens say on a website on the internet, and by bringing in fresh management talent from the private sector. There appears to be no generalization that can be applied for one multiplier for all projects. It may be that the multiplier will vary with the project. Some projects like the conversion of a factory making unneeded auto parts to a badly needed wind energy part, to change the dynamics of energy market pricing, to meet energy needs and cut emissions, may end up having a multiplier much above 1.0. A redundant or less needed bridge has a lower multiplier than a bridge rebuilt before it leads to breakdown. And also the complication that too large a movement in one direction say of stimulus spending, might result in a shift of the curve towards a smaller multiplier and diminishing returns, as the resources to track such a large expenditure and the talent to adminster are overextended. The social cost of private investment not making that investment in new technology, new product or improved product has to be figured into all this, both at the conceptual level as all costs and benefits may not be picked up in the analysis, and at the macro level keeping in mind that the animal spirits, as they were once described, may just not be there to absorb the huge outlays which a government can make. These do not come without an opportunity cost and borrowing costs. All this leads one to to conclude that spending has to be carefully evaluated and projects assessed on a case by case basis for costs and benefits. The spending has to be balanced to provide just as many incentives for private investment to invest in new products and technologies. One way the Obama team is attempting to address this is to include a $300 billion tax cut for businesses and individuals. The business tax cuts are aimed at helping small business with losses, and for future investments and making hires and forgoing layoffs. There are some major problems in the American jobs market which suggest a long drawn out effort to reduce the high unemployment rate. One is the divergence between the vacancies that are developing and the rate at which firms are filling these vacancies. With vacancies remaining, unfilled and firms remaining cautious about the economic outlook and leery of hiring, the increase in economic output or GDP growth of 3% expected on the optimistic side in 2011 is not translating into lower unemployment. Structural problems are causing a great deal of difficulty in reducing the jobless rate. The recession hit manufacturing and construction very hard. And those who worked in these industries are not those with the skills and training to take up jobs in health care and education or other similiar fields- here skill mismatches are the problem. Geographic factors and the property prices drop are creating additional barriers. About 25% of mortgage borrowers owe more than their property is worth, and their are fewer buyers in regions with depressed job prospects like Michigan. There is a large increase in long term unemployment- over 27 weeks. Those out of work for more than 6 months see their skiils, job connections and confidence erode. A Brookings Institution paper estimates that this rise in long term unemployment by itself can cause labor market recovery to take twice as long as after the 1982 recession under Reagan, when unemployment reached a high of 10.8% and took 2 years to get back to 7.5%. Add to this the fact that a lot of jobs were lost in 2008 and 2009, with a six percentage increase in unemployment in a short period unmatched by anything since the Great Depression, with long term unemployed reaching 6.5 millon or nearly half of the total. And the 3% growth rate estimated by the government is anything but certain. It is questioned by the IMF as a stretch. This does not take into account the problems in the banking sector, as home equity loans gone bad show up on their balance sheets in latter part of 2010. According to a CreditSights report (see the US economy in 2010 in Group search for more information on this) with estimated losses of $33 billion. A struggling banking sector and tighter credit will add a structural dimension from the banking sector to the wobbly hiring. The "muddle through" approach to banking problems of the Obama administration in tackling bank's bad debt will continue to pose risks....

King Salman appoints Mohamed bin Nayef, 55 years-old, as the deputy crown prince in Jan. 2015. The crown prince is Muqrin Abdulaziz, 69 years-old. Mohamed Bin Nayef is the son of the Interior Minister, who worked under his father from 1999 till he became the new Interior minister in 2012. Nayef has pursued an aggressive program to remove Al Qaeda in Saudi Arabia. By taking action against all dissent inside Saudi Arabia Nayef has also jailed human rights activists, including the flogging of a blogger critical of the government. The defense minister Prince Mohamed bin Salman, is a son of King Salman. King Salman was defense minister till he succeeded his half-brother Abdullah. Ali al-Naimi continues as Oil minister, a position he has held for decades. Saudi Arabia established a panel in 2006 to work with future kings after King Salman to appoint an heir to the throne. Even with the appointment of Nayef, a grandson of Saudi Arabia's founder, Abdulaziz ibn Saud, as deputy crown prince, the leadership of the country remains within a small number of princes of the royal family. Under the Obama administration the relations between U.S. and Saudi Arabia have become strained with president Obama's failure to intervene in Syria. The Saudi have pursued their own policies since then, in first Bahrain and then Egypt the Saudis supported the monarchy and the military respectively to maintain power in the face of the Arab Spring. The danger is that Saudi policies may be contrary to the U.S. position supporting freely elected governments and basic rights, particularly when it comes to suppression of all dissent including peaceful dissent and normal criticism of government, and yet with the rise of Islamic State the U.S. puts itself inadvertently behind these very policies. The Saudis would say this has happened because U.S. president Obama failed to support the effort for freedom in Syria and a transition in Libya and Iraq (with the added complication of Maliki's sectarian policies), creating a war torn neighborhood in which the Saudis had to act on their own. These are the hidden costs of the policy of the U.S. president for the U.S. and for the Middle East- more sectarianism with Shiites and Sunnis openly in conflict, reversal of hard won gains in Iraq, reversal of the Arab Spring except in Tunisia, war torn Libya and Iraq- with a withdrawal that never truly happened because it required a firmly guided transition period of support in the region with lower cost and involvement of an extended period leaving no room for reversal of gains. It leaves both the Saudis and the U.S. in a more precarious position than a decade ago....

The Reagan Memo released by WSJ and the June op-ed in WSJ by Glenn Hubbard, a Romney economc advisor, point to the way an economc recovery like that accomplished under Reagan could be achieved if Romney takes office. Krugman points out that contrary to thinking Reagan actually increased spending, partly through defense programs and partly achieved by federal transfers to state governments that increased spending when the deficit had not reached the levels it has today. Also important is the cause of the economic slump when Reagan took office, which was deliberately caused by Federal Reserve increasing interest rates to control surging inflation. The Federal Reserve reversed policy and lowered rates during Reagan's term in office and supported the other growth inducing policies of the Reagan administration. Improving business confidence by promoting expectations for consistent growth and stable policy was part of the game plan of the Reagan economic team led by George Shultz, as is evident from the memo. Krugman says the situation is different this time as interest rates are approaching zero and the U.S. is recovering from a housing bubble at the same time that spending by local and state governments is declining as the Stimuus spending of 2009 fades. Under Reagan in the first quarter of 1984, and for Obama in the first quarter of 2012- compared to 4 years earlier, real per capita government spending was 14.4% higher than previously for Reagan and 6.4% for Obama. ...

Feldstein's thoughts in April 2009, on Treasury's Public-Private Investment Plan. First, he says this plan will only remove $500 billion of impaired assets. The banks he says now own $3 billion of residential mortgages, $1.5 trillion of corporate real-estate loans, and $1 trillion of consumer debt. Not all of this is impaired but the banks will have to sell much more than $500 billion to regain confidence in their solvency. And with one third of all residential mortgages exceeding the value of the houses, and thie many homeowners under water, likely to default, the negative feedback loop of foreclosures begetting falling prices begetting foreclosures, threatens the whole effort to shore up the defences. If no workable solution is executed quickly to prevent this then even larger pools of mortgage debt will be impaired irretrievably. Feldstein suggests that the Obama administration seriously look at his plan suggested in March 2008 to provide government loans at low rates of interest like 1- 2% for 20% of the principal amount of the mortgage and then reduce the mortgage principal by 20%, thus keeping millions of homeowners above water. But this needs to be done quickly. All voluntary efforts have failed and have become asmokescreen for banks and lobbying groups with support from Congress to make it appear that this problem is being addressed. Thirdly Feldstein says that if banks sell these impaired mortgage assets at a loss- say 40-60 cents on the dollar on the upside with government and the FDIC picking up alot of the risk and financing for private investors under the new plan- they will now have to show the loss whereas they could have previously shown these assets at unrealistic price levels but still not taking losses. This might push banks into insolvency, so banks will need more injection of capital by the government to make this possible. What are the risks in this situation? Without an effective plan to prevent the negative feedback loop of foreclosure waves and falling houseprices, the quantity of impaired assets will simply grow larger. In effect even if some private investors take out some of the impaired assets from the banking system, it is possible that a new set of assets equal to or larger than these assets that are taken out are added to impaired assets in the banking system as house prices fall steeply from new foreclosures. That only means the economy is in the same hole as before, or in a slightly larger one, even with all the well intentioned steps. At some point the private enterprise argument has to be seen in the correct light. It is not that there is any argument that private enterprise can function better or far superior, it is only that the banks as private enterprises are in such an enormously stressed situation that the bank executive's cannot execute a way out of this mess. ...

WSJ says that administration officials are considering aplan whereby on the first day of bankruptcy the government would announce the setting up of a "new GM" with Chevrolet, Cadillac, and good assets as part of it and a separate "old GM" that would hold the bad assets, retiree and health care obligations, Hummer and Saturn. The "good" GM would have responsibility for $20 billion in government loans. THe old GM could stay in bankruptcy for longer till buyers are found for parts of it or as it is wound down, with proceeds from the sales of assets going to creditors claims. WSJ sources familiar with the developments and the administration's views say that the administration prefers this route, and GM will likely will be forced into filing for bankruptcy protection in mid-May. That would be 45 days into the 60 day period President Obama has given GM to come up with a new plan that will work. The submitted plan was rejected by Obama's team on grounds that the assumptions for sales were too optimistic, none of the concessions from bondholders and the UAW that were needed had been made, the Chevy Volt was not going to pe price competitive, and fuel efficient car production was not a critical part of the plan. The government has asked Fiat to scale back its planned ownership of Chrysler to 20%, as part of an agreement for more government loans....

New rules in 2016 for U.S. bonus pay require banks and other financial institutions to defer at least half of executive bonus pay for 4 years, one year longer than industry practice. The rule also sets a period of 7 years for the largest firms to be able to "claw back" bonuses if the executive's actions have led to the financial institution having to restate financial results or hurt the institution. The Obama administration is making up for lack of earlier stronger action in this area during the last year it is in office. Excessive risks were taken during the financial crisis of 2008 because of executive compensation structures that incentivized this. The definition of "risk taker" is also widened to include high earners at banks who are not in senior management- to include the 5% of employees at banks that are highest paid and get a third of compensation from incentives.

The new fiscal 2012 budget proposed by the Obama administration projects this years deficit will reach $1.6 trillion. This includes the renewal of the Bush tax cuts and the temporary cut to the payroll tax that was part of the tax deal reached in December 2010. This is up from the $1.3 trillion deficit in 2010. At this time both the Democrats and Republicans are choosing to leave Medicare and Social Security out of the picture as they deal with the 15% of total spending that is discretionary and unrelated to defense and security. Both parties are hesitant to propose changes to the popular Medicare and Social Security programs without getting the other party to join in the proposed changes. As this could affect voters perceptions. Social Security, Medicare and other entitlement programs will take up 60% of all federal spending or $2 trillion next year, not counting the interest on the federal debt, according to the Congressional Budget Office.

Experts say Chief Justice Roberts somehow found a path through in bridging the ideological divide and avoiding a show of partisanship in an election year. He somehow navigated and found a path through in his vote on the U.S. healthcare law letting it stand. Early on Roberts advocated "judicial modesty and humility" in jurisprudence. He compared the judge's role to that of an umpire in baseball during the 2005 confirmation hearings. The umpire would not pitch or bat, his job would be to call balls and strikes. It was seen as a determmined show of independence at a time when Justice Kennedy was seen as the swing vote. He has also earned political capital to be able to vote independently on other issues before the court instead of becoming embroiled in controversy about the role of the Court in overturning the work of Congress during the early part of the Obama administration.

Friedman draws attention to a very important thing that a perceptive eye like his has grasped, there is too much rhetoric on the democratic and Obama side about focussing on Afghanistan without knowledge of whats going on in the field and all the risks in haphazard involvement and expansion of the war, reminiscent of the small war that was going on in south east Asia when Kennedy assumed office. Another young and inexperienced President who needed to show that he could be tough and just as the cold war was taking shape with the Berlin airlift and other events in Europe. The early years of the Kennedy administration led to an haphazard expansion of the war without fully understanding the situation in the ground. Scweich and Rory's account and the cable by the British ambassador in Kabul and other links show that the war there has to be very carefully handled by the most capable people knowledgeable about what is happening in the ground.

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

Britain's National Health Service IT initiative failed because of a top down emphasis and focus on procurement. The project was started by Labor in 2002 and budgeted for 12 billion pounds. Lohr talks with Dr. David Brailer, and Dr. David Blumenthal, who headed the program for health IT in the Bush and Obama administrations, and with Richard Alvarez of Canada Health Infoway, which is the nonprofit corporation setup for conversion to electronic health records in Canada. Dr Brailer says the program in the UK was forced top down on doctors and nurses, and seen as a procurement program, ignoring the human aspects related to doctor preferences. Dr. Blumenthal empasized the need for collaborative effort all the way with doctors and nurses in a program of this kind. The confrontation that resulted from the lack of participation by health care professionals led to failure. Britain's new Cameron government ended the program.

The decision to replace Gen. McKiernan with Gen. McChrystal and to have Lt. Gen David Rodriguez as his deputy, was made by Defense Secretary Gates and Jt Chiefs chairman Mullen, after thinking about this during the transition to the new Obama administration. The failing war effort in Afghanistan with the Karzai government controlling only pockets of Afghanistan and Kabul and leaving the countryside to the Taliban has alot to do with this. Gates feeling is "we can and must do better." That it took so long, with the Taliban only 50 miles from Islamabad, Pakistan, and the question of Paksitan's nuclear weapons falling into thier hands vexing the adminstration, shows that things slowed down with the transition and the economic crisis. The decision was not adifficult one considering that McKiernan had little to show for his efforts, and the rapidly deteriorating situation by all accounts. McKiernan was a senior officer who spent his entire military career commanding conventional forces, serving in the Balkans and the Iraq war in 2003, and has the wrong midset and background for counterinsurgency warfare. McChrystal has experiences suited to counterinsurgency warfare, having commanded commando teams that took out leading insurgents. He is also director of the Joint chiefs of staff, so known to Mullen for his abilities. Rodriguez commanded the 82nd Airborne Division in eastern Afghanistan, is seen as aleading expert in counterinsurgency warfare. He is also Gates's senior military advisor so known to Gates for his abilities. The new strategy is to go with counterinsurgency warfare to turn this thing around. This puts 2 commanders with this kind of experience in Kabul, and close communication with Gates and Mullen because they worked together before. With additional troops, and shift in resource acquisition at the Pentagon that Gates is trying to secure for this kind of warfare, this creates the kind of combination that could help the US in Afghanistan and Pakistan, and achieve more modest goals.
