Egypt plans to tackle the financial crisis after the pandemic and the war in Ukraine by increasing natural gas exports by one third. It has the LNG terminals to do this which are underutilized. The LNG could be exported to Asia or Europe at ten times the price buyers in Egypt pay for it. The way this additional natural gas is to be exported is to impose 15% cut in use of natural gas in Egypt similar to what the European Union has done with its 15% mandated reduction. This will then be diverted to LNG terminals. The max temperature for air conditioning is 25 degrees under the new plan and lights are dimmed or shut off after 11 pm in streets, shops and malls.  The war in Ukraine has doubled the price of wheat and other basic food necessities imported from Ukraine and Russia. This put a heavy burden on state finances in Egypt with subsidies on bread and other food for 70 million people out of 102 million people. Investment needs are also affected. Saudi Arabia has stepped in with help as no IMF program has been set. A 14% devaluation of the currency took place in 2022 and another devaluation of the currency is expected. ...

The Supreme Court of the US lets stand the ruling of lower courts and the National Labor Relations Board that says unions can organize and represent workers on the docks in container terminal at South Charleston. The Charleston terminal is in right-to-work state South Carolina. It is the fourth largest container terminal on the East Coast after NY NJ Terminal, Port of Savannah Terminal, and Port of Virginia. A new terminal is being built at Savannah on 395 acres to handle addition 2 million containers per year. Savannah, Georgia is another right-to-work state. Georgia Ports Authority now says it is talking to the ILA and the decision for union labor will not affect its plans for expansion. The Biden administration has supported cost of living action through increase in workers wages and helping workers organize through unions after a long period when labor was not able to push for a fair wage and the relationships between labor and employers were excessively drifting against workers. Rail strikes were settled with an agreement, auto strikes were settled with Biden on the picket lines in Detroit for the United Auto workers. International Longshoremans Association labor efforts at NLRB are part of this story of Biden and the changing face of labor in the US.   ...

Thomas Piketty is France's and Europe's best trained economist today with highly popular books, one on Capital, and one on Capital and Ideology. Piketty was trained at the London School of Economics, where Greens leader Annalena Baerbock of Germany was also a student, and today he is professor at LSE. His research has shown that for economic growth to happen after the pandemic European societies need to take the lead and build fairer societies where everyone has a decent living and a fair share of the pool of resources in each country. Piketty is respected by leaders that range from Biden and Scholz in US and Germany to president Xi in China. Biden's Families and Workers plan and Scholz's plan for dignity of workers and working class, and the Common Prosperity campaign of president Xi for greater investments in education, healthcare and housing are all inspired by Piketty and by the socially conscious background of these leaders. Prime minister Modi's plans for Jal Jeevan, cooking gas, to ease the burden on hundreds of millions of Indian women, for farmers with small land holdings in agriculture to improve output and use less chemicals, and for investments in infrastructure projects, housing, are also coming from similar concerns for growth and fairness. ...

California has gone to put residential solar panels big time. Consider 47 gigawatts of production of solar energy installed , can supply 13.9 million homes and cover 25% of California's energy use. From desert landscapes in the Central Valley to rooftops in southern California it has spread so fast that the power grid does not know what to do with it during the day when demand is not high and supply is plentiful, a duck curve. About 5% of it goes to waste unused, and solar energy during the midday period is now not worth much to the grid. Officials want to switch from the 0.20 or 0.40 cents incentive per kilowatt hour  California pays for solar supplies to net metering that means pay only what is of value to the grid. In the Spring months this can be a net zero value to the grid and zero payments. In summer demand picks up because of air conditioning use middday. This has raised alarm that it will lead to a 40% drop in solar installations in the next year. It shows the challenges that more states will face. Nevada with 23% solar energy power is facing this situation. So is Hawaii. The Biden administration has $7 billion in grants to support rooftop solar in other states, to power 900,000 low income households. ...

David Brooks says one of the good things about the ugly election campaign of 2016 and its depletion of moral capital, is the way people are responding to it by finding their voice for something better and uplifting. He cites Michelle Obama as one example of someone who acts not as a politician but as a mother in her behaviour and talk. He praises Hillary Clinton for adopting this Michelle tone and giving 3 answers he calls great in the final debate with Trump. The answers came on the questions about Trump and denigration of women,  on the contrast between the experience gained on a television show "Apprentice," and the experience of Clinton as senator and secretary of state. Brooks says they were given in a gradual understated manner, showing moral sentiment and a quiet contempt, similar to how a mother or parent would respond and not a politician. Another way to look at it is that the contrast was so great between her and her opponent's experience and respect for parenthood, and the campaign so long with so many people who had shown indifference when they should have known and done better, that Hillary Clinton simply stood her own ground based on her own Protestant Methodist faith and conviction.  ...

A study by BuzzFeed shows that all but three of 20 fake stories by hoax sites or hyper partisan elements with likes on Facebook spread fake news with stories on Trump or denigrating Hillary Clinton. During the last 3 months of the campaign in 2016 the fake stories or bogus news stories appearing online and on social media had a greater reach than authoritative reporting by mainstream news outlets, according to a study of Facebook activity by BuzzFeed. President Obama and chancellor Merkel took aim at the fake stories on social media and hate opinions in talking to the public in Berlin at their final meeting in November 2016. Obama said "because in an age when there is so much active misinformation and it is packaged very well and it looks the same when you see it on a Facebook page or you turn on television." He added it is a big problem that 43 percent of eligible voters do not vote and when "we are not serious about facts and what's true and what's not, particularly in age of social media when so many people are getting their information in sound bites and off their phones." Merkel compared the situation today with digitization to the social disruptions during the Industrial Revolution and gave her own warnings. ...

The Chief Correspondent of BBC News points out the dangers facing May and the British economy as the deadline of March approaches for invoking Article 50 to leave the EU and start negotiations. The possibilities of a "disorderly break" cannot be discounted, he says. There are many hurdles. The negotiations could get bogged down on the issue of settling outstanding obligations for which Britain owes 50-60 billion euros. Consumers will feel the effects of higher prices on their budgets as prices creep up. Already tech goods prices are reflecting the drop in value of the British pound. There is little solace to be found in the 6 months of steady economy following the Brexit vote as inflation has not hit consumers hard so far. Chancellor Merkel of Germany has said that there will be "no cherry picking" allowed in the negotiations. And the French right and former Gaullists have never concealed their views about Britain being on again and off again on the idea of Europe. The City of London, British business, and large parts of the Conservative Party do not favor Brexit, even the civil servants expected to implement it are skeptical, creating an additional layer of complexity and uncertainty and difficulty.Under a "disorderly break" Britain would revert back to the tariffs set under World Trade Organization arrangements. ...

Another clear warning from Britain under Boris Johnson the failures from that time could still affect the US if it copies Johnson. Krugman looks at Project 2025 that has received the backing of the former president. He points to one aspect of this blueprint for a Trump second term, how civil service would be overhauled to remove civil servants not meeting the requirements put forth by the new administration. He says this takes America backwards. Till 1883 when president James Garfield set up an independent civil service in the US people employed by the government were routinely chosen from the winning party leading to flaws and much instability, weak administration. In Britain this type of effort of Project 2025 was tried under Boris Johnson by using an adviser who wanted to blow up parts of the British civil service for not cooperating. That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. It may come as a surprise that changing retirement age in France faced huge opposition yet was enacted into law for moving it from 62 years to 64  years in 2023,  but was never acted upon in China where it is 60 years. China raises its retirement age for men to 63 years from 60, to be done incrementally a few months at a time till 2040. For women it goes from 50 to 58 years, 55 years for blue collar workers. Why the hesitation. It appears that there is much age related discrimination in China so that many workers feared they would be laid off in their fifties and not get pensions till 60-64 years. This could have created much unrest as it did even in France where there is more discrimination for age than other parts of the EU.  When countries have aging populations do they have an alternative? How could they support pensions at 60 or 62 years as in France and in China? In China the social safety net is weak which leads to more resistance and caution by the government fearing unrest. Yet it is not the best time to tackle this problem as the economy slows, resources are constrained, and there is higher unemployment. ...

The work on the Martin building is underway for 2 years now. Issues include asbestos contamination, toxic waste on site, and design changes. Immigration and drug flows became an explosive issue in the US by 2016, yet between 2016-2024 Venezuelan people outflows added up to 7.1 million migrants including about 1 million to the US, as Venezuela collapsed and Russia intervened to keep the regime.   None of this could have happened with major powers US Russian cooperation. The Monroe Doctrine of president Monroe, 1824, warned European powers to not restore colonial influence in the Americas. By 2024 Syria sent 14 million of its population to Europe, and Venezuela sent 7.7 million migrants to Colombia, Brazil, and the US, as their economies and democratic institutions collapsed. Missing was working cooperation with another military power Russia. Clinton, Bush, Obama, Western financial interests, failed to grasp the importance of US Russia cooperation and mutual respect. Obama denigrated Russia as insignificant because of its GDP.   Russia intervened in failing states but gained little, straining the good relations mutual respect from earlier periods of its history and interactions with the US.  DJT tariff on all importers of Venezuelan oil affect China to which Venezuela sent 55% of its oil exports over half a million barrels a day. It also affects India and other importers. These importers say experts, will shift to Russian crude preferring it to heavy oil from Venezuela. This is a sore point for Americans affected by violent crime from Venezuelan gang members reflected in recent election results. This also affects the sense of safety in American neighborhoods and in towns across America. The Linken Riley Act was passed in the US Congress as action on this issue. People in China, India, and in Europe, and some even in Silicon Valley in the US fail to grasp the way this has affected communities across the US when after decades of deindustrialization and shipping jobs overseas by American business, these communities are affected by a sense of lack of safety in their neighborhoods. There is also a failure to grasp the harm done by migration of 7.7 million people from Venezuela, almost a fourth of the country's population, because of mismanagement of the economy and crippling inflation, and the failure of democratic institutions to function effectively. A failure to grasp the extent of the economic and human disaster in Venezuela. DJT says- "Venezuela has been very hostile to the US and the Freedoms which we espouse...Venezuela has "purposefully and deceitfully sent to the United States, undercover, tens of thousands of high level, and other, criminals".    ...

The major provisions of the Republican House healthcare bill that passed by a vote of 217-213 are- 1. To help people buy insurance coverage the bill offers $2000 to $4000 a year, upto $14,000 a year in credits based mainly on age, reducing them for families making $150,000, individuals making $75,000. 2.  Under the Affordable Care Act insurers cannot charge older Americans more than 3 times for same coverage they offer to younger people, the new bill makes this 5 times. This would increase premiums for older Americans and reduce it for younger Americans. This is the most controversial part of the bill. Older Americans supported the Republican party in the presidential election. 3. The new bill ends Medicaid as an open ended entitlement and places this on a budget with cuts of $880 billion over 10 years. 4. To mollify conservative Republicans a provision allows state to opt out some provisions of the ACA that requires minimum benefits such as maternity care and emergency services. It retains coverage for pre-existing conditions to mollify moderate Republicans. The bill provides states with $138 billion over 10 years to subsidize premiums, provide coverage for pre-existing conditions, mental healthcare and drug addiction. 5. The bill removes the taxes imposed under the Affordable Care Act (ACA) on high income people of about $300 billion over 10 years by repealing a payroll tax increase and tax on investment income. This bill and the ACA offer 2 competing visions on healthcare, both bills passed only by a margin of 4-5 votes in the House. The ACA overlooked the impact on premiums causing discontent among middle income Americans. The new bill lets premiums rise for older Americans in order to keep premiums down for other Americans. This shows the many tradeoffs involved and choices being made, and the lack of a consensus on the issue of healthcare in the U.S., becoming a highly politicized issue instead of the way it is treated in western Europe.     ...

Even though ambitious targets are being set by the government raising from 50 million to 80 million in 3 years the target for new LPG connections to shift rural households from firewood to natural gas use, more needs to be done. The head of the Economic Advisory Council to Prime Minister Modi of India. Bibek Debroy, asks questions about the Ujjwalla program in India to shift rural homes from firewood to gas use. Is the fixed subsidy of Rs 1600 enough? Is a 5kg cylinder what the market wants instead of the 14.2 kg cylinder? Are there externalities that favor use of firewood? Will rural households replace the cylinders at this subsidy level because the costs are still high?  The PMUY, or Pradhan Mantri Ujjwalla Yojana was launched in India in 2016 in Ballia, Uttar Pradesh under the Modi administration. The target for LPG gas use for firewood using households was 15 million in the first year and 50 million for the next 3 years. The government pays Rs. 1600 subsidy for a new connection reimbursing the oil company making the connection. The refill and cost of stove, is the rural household's responsibility. Separate guidelines were made for urban households. The government website mygov.in shows 41 million households have used Ujjwalla to get LPG and stop firewood use. The new target of 80 million means the goal post is moving higher. The 2011 Census is cited showing the rural household use moved up from 6% to 12% by 2011. For All India it was from 17% to 29%. About 100 million rural households use firewood, 62.5% of all rural households in 2011. A big issue is how this affects the health of women using firewood for cooking, and who collects this firewood. Firewood is still cheaper says Debroy, and there are negative externalities associated with firewood not understood enough. Changing the face of rural India is a project in motion, with new issues to tackle, new hurdles to overcome, every bit of progress showing how much more needs to be done. ...

Dana Goldstein of the NYT looks at the big problem in education today- the failure to teach reading and writing skills to students in American schools. Goldstein cites two alarming statistics. About 40% of students who took the ACT writing exam in the high school class of 2016 lack the reading and writing skills to pass a college level composition class in English. 8th and 12th grade classes in the U.S. have 75% of the students lacking writing skills proficiency, according to the National Assessment of Educational Progress. Of the 1204 comments to this article in the NYT, many of the 17 selected by NYT say the problem is that students lack reading skills. Other problems shown here are the handicaps created by technology, yes technology. Mobile phone use is common and this is done quickly with the least attention to write good sentences, little attention to punctuation, spelling or grammar. Half or incomplete sentences are easier to type on mobile, so a new generation grows up thinking that this is normal. As a result a whole generation of kids have not learned to read or write well, constructing sentences with limited vocabulary. Steve Jobs and Apple may say that iPads and iPhones, smartphones and other tech devices have advanced reading with the beautiful display technology screens, but this is not what is really happening. Google may say that its search helps people access good reading materials, and this too is not what is really happening.  Equally alarming is that there is no clear agreement on how to tackle this problem. The No Child Left Behind 2002 law set a program emphasizing reading and use of multiple choice questions to test reading skills. This was followed by the Common Core standards now implemented in schools for 6 years that shift the focus to writing. Yet the results are still the same, showing little progress. Goodman cites as examples of disagreement, the Writing Revolution project which focusses on grammar and other writing skills, and the Long Island Writing Project that focusses on students finding their own voice by freewriting. A student in the freewriting class which encourages finding your own voice, expresses her frustration by saying she doesn't hear a voice- what voice, she asks.  One of the problems is that teachers themselves lack writing skills. A look at 2400 teacher preparation programs shows little attention paid to teaching writing. The head of the Reading and Writing Project at Columbia University's Teachers College, says Common Core failed in implementation of massive teacher training, which is required to address the problem. As a result remediation programs are needed badly in colleges to fix literacy skills, when better teaching would have prevented the problem in the first place. Little understood or debated is that every generation has to learn about the country's democratic institutions, every generation has to make its own effort to gain civic literacy- it is not something that can be taken for granted or handed down from one generation to the next. Without reading and learning about how these institutions function, young people lack the skills for participating in our democracy and in the global economy. ...

US president Biden feels the tax system is not fair for most Americans and the Trump tax cuts favored the wealthiest Americans. Detailed studies from universities Chicago, Harvard, Princeton and Treasury Department on 2017 Trump tax cuts lowering taxes for corporations from 35% to 21% for top corporate tax rate, and accelerated investment spending deductions, show much of the investment that took place after tax cuts in 2017 would have taken place anyway. And that the tax cut did not pay for itself, adding $100 billion to the national debt of $34 trillion each year. Striking was the point in the studies that said that instead of $4000 the average American only benefitted by $750 per year, most of the benefits going to the wealthiest and corporations. Many of the largest corporations tech and oil companies pay less in taxes than any notion of fairness would call for sometimes much less than ordinary workers.  Biden now proposes the tax increases for corporations to go up to 28%, higher taxes on foreign profits, and the corporate minimum tax increased from 15% to 21%. And for employees paid more than $1 million corporations not to be able to take deductions. ...

The new bipartisan sanctions on Russia agreement in the U.S. Congress has the support of key senators, McConnell and Corker on the Republican side, Schumer and Cardin on the Democratic side. The only way the Conservatives can form a majority to govern in Britain is by getting the support of the Democratic Unionist Party with its 10 seats, and this would still give Conservatives 328 seats in parliament, with 326 required for a majority. This very thin 3 seat majority could lead to a fall of the government if a couple of Conservative party members defected. Here Davies points out that though the Democratic Unionist party supports Brexit it is of a very different nature. The party is based in Ireland and originated with Rev. Ian Paisley. With its Irish roots it wants free movement of goods and people across the border with Ireland which is an EU member, access to EU funding and protection for farmers. Ireland has shown serious concern about the Brexit vote, and Northern Ireland voters voted against Brexit 56% to 44% for Brexit. This open border and EU support is close to what is currently in place. As Davies points out this puts the whole Brexit negotiating process in doubt, with no coherent position for Britain at all, leading to a collapse of the talks and no deal with the European Union. Another reason the doubts about Brexit are likely to grow is that a large part of the UK Independence Party support has disappeared, with UKIP getting 1.8% of the vote compared to about 11% in 2015 election. The combined vote of the parties that see Brexit as a priority for Britain was in fact about 45.1%, combining Conservatives 42.4%, Democratic Unionist 0.9% and UKIP 1.8%. The parties that did not see Brexit as a priority for Britain won over 50% of the vote this time- Labor 40.0%, Scottish National party 3.0%, Liberal Democrats 7.4%, according to BBC. Davies says the increasing uncertainty is bad for the British economy. In coming months doubts are likely to grow about whether the referendum was a priority for Britain, and how this is a distraction from the other serious issues facing the British economy to ensure a better future. ...
