The tough job President Obama faces as he faces opposition from politicians who have interests to protect, and healthcare businesses with interests to protect. The President has to come up with a plan that is deficit neutral, because financial markets could see a healthcare bill that further widens the deficit as a signal for higher interest rates that would deepen the recession. At the same time each of the three sources of revenue puts him at loggerheads with political leaders in Congress or groups with interests to protect. Limiting income tax deductions for high earners could raise $267 billion in 10 years. It would require taxpayers in the top tax brackets deduct their mortgage interest, state and local taxes, and charitable donations, at the 28% tax rate instead of the 33% and 35% tax rates. The opposition is with democratic leaders that it would hurt charities, universities that depend on tax deductible donations, and taxpayers in high tax cities like New York city that are the home base of Democratic leaders. Yet only 1.4% of households would be affected says the nonpartisan Tax Policy Center. The Center on Philanthropy at Indiana University, says charitable giving would decrease by 2%. The other opposition on this comes from the preference of Senators Baucus and Grassley, who head the Senate Finance Committee, for tax increases or cost savings to come from the health sector. Specifically they want to see the value of workers' employer provided health benefits subject to income taxes. It is a situation in which every sensible person admits the need for healthcare reform and would see the current pace of healthcare costs as unsustainable and dangerous; and after that will just go back to his group and try to preserve as much of the status quo as possible, so as not to disturb by much the benefits or compensation they have secured from the system over the years. Then there are political leaders in Congress with their own preferences, and Congressmen who are the subject of heavy lobbying by these interests. The administration and the Presidents job is to navigate this stream with a workable deficit neutral plan, without any requirement for any group to make sacrifices, and in some situations even small sacrifices for the public interest. Would charitable institutions be hurt that much, what if charitable institutions were exempted, why would other interests the try to obtain the same exemption. Its like the unions trying to keep the old unsustainable goldplated healthcare and other benefits at GM even as the ship was going down. Taxing employer provided employee health benefits as income would raise $2.5 trillion over a decade. The opposition here is from unions which are a force in the Democratic party and which count tax free health benefits as a legacy of the labor movement. Employer provided health insurance covers 160 million American employed and their dependents under the age of 65, so it has a wide impact. Yet most economists favor ending the tax break. They say it mainly goes to upper income taxpayers, and discourages cost consciousness among consumers of health care, thus encouraging excessive spending and surging health care costs. Senior Obama advisors, Peter Orszag, the budget director, and economist Jason Furman favor this approach. So do Republicans in Congress. Senators Baucus and Grassley are not asking for the complete removal of the tax break, what they want to see is capping the value of benefits that go untaxed. If the tax-free limit is $13,000, a policy worth $15,000 would pay income taxes on $2000. A third spource is to spend less on Medicare. About two thirds of the $948 billion in savings Mr Obama has proposed over 10 years comes from a number of reductions in Medicare spending. $177 billion comes from insurance companies bidding for government reimbursements for offering private plans to seniors. $106 billion comes from cutting the subsidies to hospitals serving the uninsured as universal coverage should remove this need. And $110 billion in reduced payments to hospitals and doctors because of productivity gains. A range of industries insurance companies, hospitals, doctors drugmakers, nursing homes, home health care companies and medical device makers, all stand to lose from reduced payments from Medicare and Medicaid. And these groups with interests to protect are another factor in this process of working out a healthcare plan. ...

The Italian government's austerity measures and changes to promote economic growth are facing criticism including the threat of a general strike by the CGIL trade union. Italy's business lobby Confindustria, said the government plan for new taxes on incomes above 90,000 euros of 5%, and on incomes above 150,000 euros of 10%, over three years, risks sending Italian management talent overseas. Ferrari chairman told the daily, Corriere della Serra, the government's plan does not address tax evasion and other structural problems in the Italian economy. The head of Italy's largest trade union, CGIL, expressed her opposition to the plan to let companies and unions make their own contracts that opt out of rules that make it illegal to fire an employee without "just cause."

Retail sales in Vietnam for the first 2 months went up by 21% from same period in 2008, down from 32% growth the prior year, but still holding up. At its height Vietnam's consumer price index went up by 28% in 2008, now its down to 14.8% in February 2009. This gives a big boost to disposable incomes. As a result Vietnam expects growth of 5% a year, according to the IMF. It was 8.4% in 2007, 6.2% in 2008. Vietnam is less dependent on exports and this has helped sustain growth. The inflation shock acted as abigger brake on GDP growth, and now this is easing. And exports were down by 5.1% for the first 2 months, not the steep decline in countries like Taiwan and S. Korea. The Philippines has 30% of growth dependent on exports compared to 70% for Thailand, and it has a steady flow of remittances from workers overseas employed in stable fields like health care and education. These remittances go into disposable income and are spent quickly so they acted as a stabilizer. Indonesia also has a growing domestic market, and is not as dependent on exports. Domestic consumption in both countries should help them see 4% growth according to government estimates for the Phillippines and Indonesia. Negative interest hurt the vulnerable the most- consider how much in interest would have to be deposited in retirement accounts savings of retirees to make up for lost interest over two decades. It could be in the hundreds of billions of dollars. It has added to the poverty in the Nation as interest income went gradually to negligible amounts. It also disincentivised savings,  and reduced the cost of capital so that hundreds of billions of dollars of retirees and other people's income was shifted into startups and dubious investments that did little to add to essential public services, education, healthcare, that would improve the quality of life for workers, families and children.It was in effect a misuse of economic policy to serve one section of the population at the expense of the large majority of the people in the Nation, and a shift of hundreds of billions of dollars over two decades from the vulnerable who needed it most to other uses. And aggravating the situation resulting from the failures in investing in manufacturing in the US that put whole communities at risk, neglecting the investment in infrastructure that helps ordinary people the vast majority in the nation the most. Only now are these investments being taken up by the Biden administration reallocating funds to infrastructure, manufacturing and clean energy, to retirees, and to communities across America. During this time of two lost decades for America, and into the future, the great nations of Asia, China and India, have advanced and are advancing with focused attention on the needs of all the people in their nations, and most importantly of all in advanced infrastructure and advanced manufacturing.  ...

The Minnesota Governor has modest income and wealth compared to recent presidential tickets. The former  high school teacher and congressman’s assets are mostly limited to pensions, whole life insurance and college savings. Tim Walz and his wife, Gwen Walz, have net worth between $112,003 to $330,000, as of his 2019 financial disclosure, according to WSJ. The value of  federal pension benefit about roughly $800,000 to add to their net worth, based on The Wall Street Journal’s analysis. Poland's collapsing birth rate at 1.0 compared 1.62 in France another Catholic country, and Spain's 1.1, Germany's 1.3- 2.1 is the replacement rate per woman. This has profound consequences for Poland. The future workforce will be 20% smaller compared to 4% smaller in France in 2 decades. Many schools will close in rural areas which are hit hard. There are more deaths than births in many small towns. At this rate 1.7 million homes will become vacant in 2 decades.This report looks at Warsaw as well as rural areas near Belarus where the war has created much anxiety. The population of Poland will shrink from 36 million to 31 million over three decades if these trends continue. By 2000 the birhtrate dropped from 2.1 to 1.3 and the government introduced payments of 190 euros per child per month and expanded the childcare system. But this has not helped as the rate dropped to 1.03 in 2025. Under the Communist system industries were located in small towns and men stayed there while women moved to cities leading to a mismathch for men and women. The economic boom that doubled per capita income led to less interest in having children. The economy was supported by long hours of work which led to less interest in bearing children for women. Other reasons are a lack of interest in sharing and making the effort, the cost of raising children in a hyper competitive society like South Korea where births are at 0.7. ...

This editorial from the Times after the New Hampshire Republican primary- in which rival candidates attacked Bain Capital- says that leveraged buyouts by private equity firms like Bain Capital were only one of the causes of the growing income inequality, and by no means the principal cause. And they had little to do with the subprime mortgage crisis that led to the financial crisis and recession in 2008, which aggravated the income inequality. A serious factor was the lowering of wages in manufacturing in competition with lower wage countries in a globalized economy and the decline of good manufacturing jobs over three decades. The increase in low wage jobs in the retail and service sector with the decline in manufacturing did little to arrest the growing gap in wages.

The importance of free school meals in the UK is shown in this report in The Guardian. It shows about 100,000 school children are suffering in the UK from lack of proper lunches because low income parents cannot afford it and are coming short. It says school teachers are shocked at the pitiful packed lunches children are bringing to school. The Liberal Democrats education spokesperson says the Tory government is snatching school lunches from children by stealth, as it has neglected to increase the limit on household earnings from 7400 pounds to 8575 pounds where it would be if increased for inflation. That would have made 110,000 more children eligible. This appalling and callous situation is the front page story in The Guardian today.

Sure Start is a child education program for the early years to provide community centres and services to children started in 1998 under Labor prime minister Gordon Brown and later reduced in funding by the Tories. Efforts to revive the program under Labor party with high degree of child poverty in Britain. Results of the program show children improved in later grades in their learning ability and educational level proficiency. Children from low income households and mothers could benefit from such programs in the US and UK. This is part of an overall effort under Starmer in the UK as Labor returns to government with an expected majority and as Biden continues efforts to raise levels of educational opportunity for children in the US.

Wages for factory workers actually declined over the last two decades. Outshoring led to reduced wages in manufacturing. The auto industry crises after 2000 increased this decline. This trend is finally being corrected after the pandemic exposed the risks of a supply chain dependent on unrelaible partners overseas. The Biden administration has also eased the way for unions to win wage increases, similar to the role of the Scholz administration in Germany for German unions to win wage increases. Both presidents say this is important for the dignity of workers and for workers to earn a living wage. The cost of living crisis has further increased the sense that worker incomes have suffered for too long. Germany's transport union negotiated wage increases of 410 euros a month with Deutsche Bahn this week, and the UAW union is negotiating a new wage agreement with Stellantis, Ford and GM.

Germany faces a huge shortage of workers. Even without the current loss of workers in sectors such as restaurants, hotels, airports, elderly care and other sectors, the Germany economy loses 350,000 people every year a the baby boomer generation born after World War II retires. Today there are 1.7 million open jobs in Germany. By 2035 there will be seven million fewer workers, according to labor experts.  No longer can Germany depend on Eastern European countries to fill shortages of workers. Incomes are growing in these countries and there are demographic changes in these countries. Some say the party is over. Skilled labor is in short supply. Only 30,000 which officials called a "disappointment." This article in DW.com cites experts who point out that the Republican Party always had tensions within it because of the diverging interests of three groups that have allied together to form the party- Wealthy businessmen and corporate interests, evangelicals, and white working class people who have seen their incomes decline for several decades. Procter & Gamble, America's largest maker of soaps and detergent increased sales during 2020 by meeting demand for higher priced soap and electric tooth brush costing $300. P&G also makes diapers and Gillette razors. The company is making more high end products to boost sales. Consumers stuck in their homes are willing to spend more to keep themselves and their homes clean. This is also a requirement during the pandemic and considered a wise consumer spending item. Higher oil prices help the U.S. oil industry which is on track to be larger than the oil industry of Russia, now that prices exceed $70 a barrel. Yet another $10 or $15 increase in oil prices could lead to reducing economic growth. Efforts by OPEC to cut production and coordination with Russia has taken most of the excess supply out of the global oil markets, and the economic growth in U.S. and Europe has increased demand.

A major problem for parents and the schools may be knowing this and use this knowledge to keep increasing prices is that the true value of education is about your own effort and the quality of teachers, that the major state universities provide everything one needs for a good education, one just has to work hard at it. There is nothing about a Northwestern or a Brown that cannot be done by studying in the UC state system universities or state universities across the Nation, yet paradoxically the idea is kept up of the added value of a prestige name when much of a good education can be achieved at state universities costing $13,000 a year or $52,000 for 4 years at a UC Riverside or UC Santa Barbara. Michigan state instate at $16,000 and Arizona State at $13,000 a year are similar to other options.Upper middle class families struggling to pay for colleges that charge anywhere from $38,000 a year to $96,000 a year for so called elite. A shocking 40% increase in college tution is not justified by the colleges who seem to be impervious to the impact of these price increases when no such price increases were seen in the post war decades that followed 1950. Here a father who works as a director of a manufacturing company with incomes in the range of $200,000-$250,000 a year faces the difficult decisions of letting children make the decision and yet having to make sober choices about affordability. With about $200,000 set aside for tution expenses for 2 children parents face tution that can cost for 4 years $160,000 to $250,000 for 1 child. In this situation Brown cost $93,000 a year but reduced it to $65,000, Northwestern and Cornell wanted $96,000 and $81,000 a year, Notre Dame $38,000 a year and UC Berkeley $52,000 for instate tution. This means there is little left for the second child's college tution when the first child 4 year cost is in this case $65,000 a year for Brown University and $260,000 for 4 years.  ...

Feldstein says that for the 85% of the people who have healthcare the Obama proposals are not a good deal. The Obama proposals mean higher taxes in the long run to pay for the $1 trillion cost of healthcare for the uninsured group over 10 years. This lower income group has no coverage despite the $300 billion Medicaid program. Feldstein says there surely must be better and less costly ways of getting this lowincome group healthcare. Raising the top income tax rate to 45% from 35%- as a result of letting the Bush tax cuts expire and adding aproposed health surcharge on higher income individuals- would actually lower revenues for the government, as it would change behavior of high income individuals in ways that lower their taxable inome. The result is higher deficits and higher taxes when even without this large deficits are projected for the future. How to slow the rapid growth in healthcare spending? The Obama plan is to cut spending on Medicare. Feldstein sees the govenment's effort aimed at reducing the amount of medical services, as reduced spending comes from fewer services, not reduced payments to providers. Will this result in enough of acost reduction to make the system work. And if the cost reductions are too heavily weighted towards reduced services and not reduced payments to providers would this result in large cuts to services to affect the quality of healthcare for the 85% who are accustomed to a different pattern of healthcare, even though it is structured to allow cost escalation. Feldstein offers no solutions to the problems of cost escalation except to suggest that the Obama plan does not really tackle the cost escalation issues directly with providers, and instead burdens the national finances to an extraordinary degree. And the need for apause and reflection....

The Bush tax plan simplifies the tax code and cuts the highest rate from the current 39.6% to 28%. It reduces the corporate tax rate to 20% and favors business investment. The tax on income earned by companies overseas is gradually phased out in the plan. It is designed to jumpstart growth. Jeb Bush balances his plan by creating some element of fairness by doubling the standard deduction, expanding earned income credit, limiting itemized deductions to 2%, and ending loopholes for hedge funds such as "carried interest." Jeb Bush has lamented the loss of income and economic mobility for the working class and lower middle class in the U.S., more than most of the Republican candidates, and this tax plan takes this into account, by betting that working class and lower income people benefit most from higher growth, better job mobility, and wage growth, as well as an element of fairness in taxes.
