Risks to China's banking system from the bond market in China. China's bond market has grown rapidly to 25.5 trillion yuan or $4.1 trillion yuan, especialy in the period following the stimulus. But it is not similiar to bond markets in developed countries, the U.S., Japan and France. It has a patchwork of regulators, is closed to foreign investors, and does not offer protections to investors. It also lacks an effective ratings system. Most bonds are held and traded by the banks, which concentrates the risks in the banking system. In developed countries the risks are spread out among investors. Bond markets offer the advantage of reducing dependence on banks for lending but with banks holding most of the bonds in China, including that of local governments, the risks if bond issuers default are concentrated in the banking system.

Vaccine mandates are becoming a favored action as companies and governments see the dangers of rapid spread of highly transmissible delta variant. Following the action by the French government to make vaccinations mandatory for all healthcare workers, and require health pass passe sanitaire showing one is fully vaccinated at restaurants, cafes, and trains, more governments are taking up this action. This is supported by French premier Castex showing that 97% of the 18000 average daily cases in France this week, up 150% from prior week, are from unvaccinated people. Similar situation prevails in the US making it critical that governments take action early, and not miss the right time for such action.

French 2025 Bayrou budget compromise deficit of 5.4% target is a fragile one. Le Monde says PM Bayrou is dependent on the goodwill of his opponents the RN National Rally and the Partie Socialiste PS. Cutting the budget slightly is not popular with RN or PS and it remains a compromise to avoid the worst of not passing the budget for 2025, a responsibility the public places on all politicians and parties. As in Germany France with fragile coalitions and lack of clear voter support for one program, is not able to invest in its economy as Biden and Trump have done in the US, slowing growth in the European Union.

Former Defense Secretary Leon Panetta's "Worthy Fights" provides a better perspective on the Syria-Iraq conflict- about a conflict in Syria that was the result of president Obama not acting when a "red line" of the use of chemical weapons was crossed. A similiar point is made by U.S. Secretary of State Clinton. Both advisors to Obama were ignored in favor of Mr. Donilon and other White House adviosrs who lacked the experience of Panetta and Clinton. On the Iraq conflict Maliki's misguided sectarian policies were not sufficiently constrained by U.S. effort to preserve earlier hard won gains under the Bush administration. At the end of the Bush administration Iraq was returning to a peaceful period and the war had largely been won against old Saddam loyalists in Anbar province. Ultimately Obama's lack of experience in foreign policy and his failure to heed the advice of people with that experience such as Panetta and Clinton, was the basis of the crisis inadvertently created in Syria by a tendency of inaction. The Syrian situation was not fully grasped as leaving Sunnis to suffer Assad regime air attacks creating 2 million refugees, something that should have prompted action by the international community. With Sarkozy gone in France and Cameron unable to convince the U.S. alone, or move forward with the French unilaterally, the inaction phenomenon of the Obama White House left the entire Sunni communty throughout the Middle East without any support as they watched the destruction in Syria. ...

This article in the Economist provides a detailed account on women in the U.S. armed forces. France, the Netherlands, Australia and Canada exceed the U.S. in the percentage of women in the armed forces. The U.S. is at about 15%. This is a good time for women to join the armed forces as rules are being put in place to protect women from sexual assault, women are increasingly accepted in combat units and are accepted for training in the U.S. Army's elite ranger school. Women are in senior positions in the Navy and Air Force. Getting the best people, intellectually capable as well as pysically capable is a challenge for the new forces. Technology has changed the nature of war, and intelligence, preparation, strategy are critical elements for success. Much needs to be done, as the article at about the same time in the NYT about Lieutenant Courtney shows to get intellectually capable women to stay and invigorate the forces. As this article does to some degree the emphasis on physical prowess, and the lack of enough women in the forces to create pressure to create a better environment for women, act as inhibiting factors. The rules are still set in a way that provides less psychic support for women than they do for men. Some of the psychic stress shows up in the higher rate of single parents for female service members, with 12% of active duty women bringing up children on their own compared to 4% for men, and the failure of marraiges of female service members 3 times the rate for male service members....

EU leaders meeting in Brussels agreed on Dec. 12 for a single banking supervisor for large banks in the eurozone. The European Central Bank will act as the supervisor with powers to force banks to raise capital buffers and close banks it considers unsafe. The Federal Reserve, U.S.'s central bank, has similiar powers in the U.S. Germany's finance minister Schauble says the national parliaments would be able to ratify the new supervisor by Feb. 2013, and the new supervisor should be in place by March 2013. Differences between Germany and France on which banks should come under the supervision of the ECB were resolved by giving the ECB resposibility for banks that have over 30 billion euros in assets, are over 20% of a country's GDP, or operate in at least two countries. At least 3 banks in each country in the eurozone would come under ECB supervision. The remaining smaller banks would remain under national supervision as Germany had insisted earlier. The focus now is on coming up with a common resolution authority for winding down failing banks, a function performed by the FDIC in the U.S. These are two of the three major parts of the new European financial architecture to support the euro currency. The third is deposit insurance, which is provided by the FDIC in the U.S. system. It is a major step forward and clears the way for direct recapitalization of banks in Spain and Ireland, two countries affected by having to take on responsibility for failing banks. By breaking the link between sovereign debt and failing banks the new agreements makes it possible for these countries to return to economic growth....

Mr. Zelensky of Ukraine makes his first official visit to Warsaw, Poland in April 2023. He was welcomed in Poland with an outpouring of support. About 10 million Ukrainians have crossed into Poland since the war began in February 2022. Of this 1.5 million Ukrainians have settled in Ukraine, the rest have gone to neighboring countries or returned to Ukraine. Poland has also opened its market to Ukrainian grain causing unrest among farmers because of lower prices. Poland has a population of 38 million, Ukraine a population of 43 million. These two nations are now the countries that are in the frontlines of the war after Russia's invasion. Other countries that have seen Soviet invasion such as Finland in 1939, Czech Republic in 1968, are now part of the NATO alliance force that faces Russia across a long common border. The Finnish border with Russia stretches for 830 miles through vast forested regions. The US is building a vast warehouse complex in Warsaw that will store US and NATO tanks. As the war continues a year later the resolve of the US and of Ukraine and Poland remain undiminished to the Russian invasion. This is unlike the events of post 1945 when Europe as a whole had seen the effects of 5 years of war and America faced the Soviet expansion into war ravaged Eastern Germany, Poland, Hungary, Czechoslovakia, and Greece. In 2023 the economies of the US and European Union have survived the economic effects of the war and the US is embarking on a huge plan to rebuild its infrastructure and its manufacturing capacity. The US and European Union through NATO remain united to reject any nation changing borders with impunity by force- the issue they see in Ukraine and in Taiwan. On the issue of Taiwan the US, EU are joined by Japan, Australia, Philippines, Vietnam and India. The issue of impunity and allowing borders to be changed by force will remain a strong one for the US and EU, on which there may be little room for concessions because of the principle. In his History of Europe- The Struggle for Supremacy 1453 to the Present, Cambridge historian Brendan Simms has shown that no nation by itself or with its allies has been able to use its dominant position to exercize power with impunity without meeting formidable combined opposition of other countries  in Europe. Over 500 years of history France, Russia, Austria-Hungary, have in turn had to agree to give up claims after meeting a formidable opposition of other countries in Europe. The head of the European Centres for Disease Control ECDC, Dr. Andrea Ammon, says the Delta variant of the coronavirus will make up 70% of all cases in Europe by early August, and 90% of all cases by the end of August. ECD modeling shows that there is a risk of another wave like the one after last summer in Europe. The Delta variant is much more infectious than the UK Alpha variant and the UK variant much more infectious than the original variant. A 50% reduction in non-pharmaceutical interventions such as allowing the staging of events would lead to an increase in infection in all age groups. Latest ECDC data show 34% of people in Europe fully vaccinated and 57% with one dose. One dose offers much less protection. Younger individuals have a lower vaccination rate and are vulnerable. Also vulnerable are the older people not vaccinated yet. About 40% of people over 60 are not yet vaccinated, and 30% of people over 80 years are not yet vaccinated in the European Union. As in the US vaccination varies by region within the EU. All these vulnerable groups can be affected in another wave of the coronavirus similar to after last summer when restrictions were removed. Dr. Ammon is a former advisor to the German government. She says it is important for young people who are not vaccinated to continue to follow the strict social distancing precautions.  This is not happening today as governments are relaxing mask mandates in Britain, France and Spain. Soccer games are coming back to fan filled stadiums increasing the risk. Tourist spots in Portugal and Greece are now looking similar to the vacation spots in Croatia that increased infections in Europe after summer 2020. ...

France and the UK are pooling resources to enhance defense capabilities at a lower cost. Joint development of submarine capabilities and satellite communications, and in other areas. A 50 year defense and cooperation treaty was signed by the prime ministers of the two countries in November 2010. A separate treaty on nuclear cooperation was also signed. The treaty has the support of the US. The interests of the two countries are similiar as budget deficits have restricted the ability of each country.

Michael Getler of the Washington Post gives an indepth look at former West German chancellor, Helmut Schmidt, who succeeded Willy Brandt as chancellor in 1974 till the fall of the SPD government from internal divisions in 1982. This was the period when West Germany emerged as the leading economy in Europe, and pursued policies of improved relations with East Germany (the GDR) under Honecker, and the Soviet Union under Brezhnev, leading to the period of German reunification under his successor Helmut Kohl of the Christian Democrats. Schmidt also pursued very close relations with France under Giscard d'Estaing, setting up the groundwork for what would become the Euro currency and European monetary system. In the years after 1982 Schmidt was active as co-publisher of the Die Zeit newspaper. This account of Schmidt and that period complements Jonathan Kandell's indepth assessment of Schmidt in the NYT. Today's world economic summits of western leaders- especially the critical ones following the 2008 global economic crisis- originated from the meetings Schmidt started in 1975 and broadened in 1979. During that period Germany, France, UK and the U.S. were faced with the global recession after the 1973-74 oil crisis. Here Getler describes Schmidt in terms used by Germans for someone who is action oriented but also overconfident and brushes off other people- the German word "macher." Another German expression "Mr Schmidt Schnauze," as Mr Schmidt the Lip, stuck to Mr. Schmidt for his tendency to offer strong criticism, while being less tolerant of criticism of his own policies and actions....

WSJ looks at the changes in the way medicine should be practiced in the light of what we have learned from the pandemic.  Medicine practiced before the pandemic and still today relies mainly on a visit to the doctor or specialist who is short of time. There is a shortage of doctors. Patients have many illnesses as a result of decades of neglect of proper nutrition, and exercize habits. Obesity is at about 40% in the U.S. about 30% in the UK and 17% in France, and high also in other parts of the world. These high rates were unknown throughout history and result in many illnesses and increase by four times the vulnerability to the coronavirus. One authority in medicine calls obesity pouring gasoline on a fire for effects of the virus.  A doctor's appointment with doctors short of time with no coordination around a whole range of factors related to obesity, illnesses, health checkups, mental health, is now seen as a heavily handicapped way to practice medicine or for patient healthcare and wellbeing. The alternative is discussed here as the way forward. A  team will be responsible for a patient's care not just an individual doctor. The team would care for general health after a patient's checkup, cover individual illnesses, weight issues, mental health, exercize nutritional needs and other good healthcare habits. Instead of relying on doctors at a time of shortages of doctors the team would be led by nurse practitioners.  A nurse practitioner is someone with a bachelors degree and a masters degree or doctoral degree in nursing with 1000 hours of clinical training. Studies have shown that they are effective and even more effective than individual doctors. Today particularly with the problem of doctors with limited time compounded by the built up problems of decades of bad habits in nutrition and exercize and poor "cultural" habits getting entrenched, there has never been a greater need for a better way to practice real healthcare for a person's wellbeing. Particularly in rural areas with an even larger shortage of doctors the health practitioner led team will play a big role. Patients will under this setting receive more care virtually and get more followup care by phone and video messaging. The numbers tell the story- there are shortages of doctors in USA, Europe, Africa, Latin America and Asia. In the U.S. shortage of doctors is 55,000 projected to 2033 by Association of American Medical Colleges. There are 290,000 nurse practitioners licensed in the U.S. and 131,0000 physician assistants. The goal will be to get an adequate number of nurse practitioners licensed in this decade to take care of these teams. The pandemic has made virtual visits to doctors and nurse practitioners popular. Medicine reimbursement should and would be practiced on the basis of how well a patient is doing not on a fee for each micro service that is delivered. For this to happen the teams led by the nurse practitioner have to commit to patient education of the benefits from good practices and good habits for nutrition, exercize, caring for oneself. A doctor short of time is hardly the person to carry on this patient education which is where the major opportunities for a new system arise. The virtual care also provides a new medium for patient education and awareness of the risks of getting illnesses, preventive actions to be taken in advance. One approach being tested in California and Texas is for a monthly fee for patients more payments by health plans to doctors or healthcare teams if the patient is healthier. Additional health professionals are added to the team including health coaches, dietitians and medical assistants to increase its effectiveness in counseling and education and monitoring.  The nurse practitioner team approach is already being practiced in parts of the U.S. including the example of New Hampshire shown here, and is predicted to be the approach for primary care in the next decade. ...

Martin Caparros describes the deadlock in Spain with no two parties on the right Ciudadanos and Partido Popular, and on the left, Podemos and the Socialist party, able to have enough seats i parliament to form a government. An agreement between Ciudadanos and Partido Popular of prime minister Mariano Rajoy, has brought the 2 parties close to 170, 6 short of a majority in the 350 member parliament. New elections will have to be held for the third time in December 2016 as a result of this impasse. The two main parties in Spain the Partido Popular and the Socialist party, alternated in forming a government during the period since the restoration of democrati government after Franco's dictatorship. Following the deep recession in Spain since 2012 two new parties have been formed Podemos on the left, and Ciudadanos a centre right party. Both parties are critical of corruption, and the cuts in spending for education and healthcare following the financial crisis in Spain and bailouts by the European Union. Caparros describes the cynicism that voters express about not just the two main parties, but also for Podemos and Ciudadanos, as voters voice their rejection of politicians and parties on the left and the right. A similiar process is taking place in other countries, in Britain most recently with Brexit and the departure of prime minister Cameron. There is a marraige strike in South Korea. Daycare centers and kidergardens are being converted into nursing homes. Hawon Jung, former Agence France-Presse reporter in Seoul, is the author of Flowers of Fire. Here she says feminism is not the problem when it comes to declining birthrates in South Korea with the lowest fertility rate in the world at 0.79. She says feminism that gets women a better deal in raising children and better quality of married life is the solution. Violence against women in South Korea's existing culture, women doing three times the chores for raising children than men, and sexism at work that discriminates against young women who are married, are problems that need to be tackled for women to accept marraige as an attractive option, says Ms. Jung.  There is little realization in South Korea that the UN warning of South Korea's population dropping to half of the 51 million today requires solutions of behavioural change more than money ($210 billion have gone to encouraging marraige and births). She says today's response of the Yoon government leveraging the sentiment against women's activism is not going to reverse the marraige strike in South Korea.  Looking at it from the outside world from Europe and the US, from India, Indonesia and Japan, there is no room for  violent gender based violence in modern society. ...

Zelensky admits something that was evident for the last year that Ukraine could not take back Crimea and Donbas. Zelensky's own popularity is down to 20% in December 2024 and he is not seen as providing a solution to Ukraine's problems for securing a peaceful settlement. The Russian border regions in the east of Ukraine had voted for pro-Russian parties before the invasion by Russia. They share Russian language and culture. This makes this a situation that requires close understanding without generalizations that prolong the war. Crimea also has a different history till it was made part of Ukraine. Russia faced a military bloc such as NATO only during the Cold War with Eastern Europe under the influence of the Soviet Union 1950-1990. The shift of Eastern Europe to be part of the European Union and some parts in NATO put NATO forces close to the Russian borders. The invasion of Ukraine by Russia created a situation objected to by the EU and US, where a large power invades a neighbor. Yet the other facts above remain which presents the Russian view that NATO and the EU were too close to its borders given Russia's history of invasion from France in 1812, and from Germany in 1914 and 1940. A settlement can come only by both sides recognizing the overall facts in Europe so that all sides feel secure for peaceful coexistence under different forms of culture, government and economic structures. ...

Renault SA sales increased by 3.2% to 2.7 million cars in 2014. Renault does not sell vehicles in the U.S., and it has only a small operation in China. Sales in emerging markets outside of Europe declined from 50% of sales to 46%. Sales in Brazil were up 0.3% and sales in Argentina declined by 40%. Sales in Russia declined. The sales outlook in emerging markets Brazil and Russia is poor for 2015. Renault has been a laggard in China, and plans to make large investments to catch up with competitors. Sales in Europe were significantly better. Sales were 577,601 in France for 2014, an increase of 5.5% over prior year. The most popular model is the Dacia, with sales up 19.1% in 2014 to 511,465, now making up 18.9% of total sales. Renault plans to introduce 5 new models in 2015, and forecasts sales growth of 2%.

Egypt's new prime minister, Hazem el-Beblawi, in July 2013, is a professor of Economics who received his doctorate from the University of Paris in 1964. He has taught economics at universities in Egypt, Kuwait, France and the U.S. After 15 years teaching at the University of Alexandria, he worked in development banks in the Middle East for another 15 years, joining the Finance Ministry in 2011. He resigned in protest against military shooting of protesters at the time. Egypt has about $14.9 billion in reserves according to Egypt's central bank, less than the $15 billion needed for three months of imports. Egypt needs to negotiate a $4.8 billion loan from the IMF. Earler negotiations were stymied by the military in 2011, and el-Beblawi will now be negotiating with the head of the Constitutional Court as president, after the ouster of president Morsi of the Muslim Brotherhood.

Dan Balz, chief correspondent of The Washington Post, says the stakes have hugely escalated in the 2016 presidential election with the rhetoric on immigrants and Muslims entering the U.S. following terrorist attacks in France and California offered by Donald Trump. He cites experts who point out that establishment voices are being ignored as a section of the American public supports Trump's opinions. An earlier article in the Post points out that about 30% of Republicans in a PPP poll support Trump's views, and 21% unsure. Other polls show American who are older, working class and not college educated support Trump in large numbers, compared to the support from college educated and higher income people who support Sanders on the Democratic side and who oppose American intervention in the Middle East- both Trump and Sanders supporters preferring to focus on problems at home than involvement in overseas entanglements.

Jared Bernstein of the Economic Policy Institute points to trade barriers reducing competition and free trade that should raise an outcry when free trade and competition advocates focus alone on the Trump steel tariffs. He points to estimates that show $90 billion in additional costs to Americans from the barriers that prevent Americans from paying world market prices for surgeries and medical treatment, prices similar to what is paid in advanced countries like Germany, Britain and France. A bigger barrier in pharmaceuticals prices being sheltered from market competition worldwide costs a huge $370 billion in additional costs to Americans. These two costs in healthcare would help Americans by a magnitude compared to tax cuts that do not work for average Americans with the business tax cut going more into share buybacks than into increasing wages or capital investment in 2018.  Bernstein points to Neil Irwin's column in the NYT that flags statements such as Senator Mike Lee, Republican, that the steel tariffs are a huge job killing tax hike, as being misleading. Bernstein says two actions were never taken that would have used benefits of free trade to help affected communities that lost jobs in industries such as steel and textiles, other industries affected by foreign competition.  He lists these steps as sectoral employment training, apprenticeships ,and job creation efforts in the worst affected areas. Basically no one really knows what is good trade policy, the textbook concepts and theories are out of date when countries can subsidize particular industries such as steel and dump products into the American market. At a press conference on CSPAN with the Swedish prime minister Mr. Trump stated that China was exporting more than what is officially shown as there are transshipments from other countries, some of them with no steel mills.  As Mr. Trump stated at that press conference he was elected partly because of the worst affected communities- in places such as Michigan and other states in the midwestern U.S.- that suffered from unfair trade. Bernstein admonishes the economists and politicians, media, for the headlines that are misleading in showing that bad trade policy is being pursued and trade wars are being started. This deserves attention because the Trump administration and advisors such as Lighthizer who served in the Reagan administration seek fair trade, and the Commerce Secretary Wilbur Ross successfully pushed for NAFTA trade deal renegotiation not the outright rejection of NAFTA that was mentioned in the election campaign. Ironically no one is helped by this trade rhetoric and misleading headlines. In fact the strengthening of the U.S. currency as the huge trade surplus of China goes into U.S. assets, and with the election of Mr. Trump, gives foreign competitors a continued advantage. And in fact Japan, South Korea, China, had a mild response to the tariffs as reported, because these countries are aware of global overcapacity created especially by China which produces 50% of the world's steel, and as China shifts to higher technologically value added products closing many older steel mills. ...

There are problems with TikTok as social media app that are shown under The Enemy Within in Movement for Global Literacy of Lyrarc.com that relate to global literacy of children spending many hours on the app taking time away from homework and reading, when over half of American children 12-18  perform below basic requirements on reading proficiency tests. Similar loss of reading comprehension in UK and France. China can regulate its internet by restricting it in ways that won't hurt literacy in China. India has banned the app.  There are problems with TikTok that relate to literacy and cultural literacy that Democrats or Republicans or the Supreme Court have failed to bring up let alone address. These concerns should grow in the minds of Americans concerned about preserving the cultural literacy that has existed in the US for the last 200 years- it is about who Americans are as a Nation of immigrants from Europe of the Renaissance and the Modern World. US is a mix of population from European nations of 204 million, of a black population of about 48 million in 2025, 7 million native Americans, and Spanish speaking Americans of 62 million, Asian population of 25 million. The US is at a critical juncture in deciding what kind of a nation it will be. Will it lose it's basic character of a nation which draws its inspiration from European civilization's defining characteristics of the Renaissance, the evolution of science and democratic forms of government leading to creation of the Modern World. The 25 million Asians immigrated to the US for a large part seeking this kind of modernization of society from what they left behind and this is largely true of Spanish speaking immigrants and Spanish settlers who settled California, Texas and Florida as Spain settled the American colonies before the English and French. TikTok ban opposed decreased from 2023 to end of 2024 by 18% from 50% to 32%, according to Pew Research. Pew does not say that this is the result of growing use of TikTok by teenagers and children for entertainment by 12-15% in the period 2023-2025. Between 2021 and 2023 use of TikTok in the US increased by 12% from 21% to 33% from which we can extrapolate that it increased by about 12-15% between 2023 and 2025 if it is growing at the same pace. Politicians oblivious of the effects on cultural literacy in the US are allowing it to be embedded in the US in ways that hurt basic reading and cultural literacy skills. ...

One of them is an uninsured poor farmer, Mr. Woosley,  income about $18000 who gained benefit from expanded Medicaid under the Affordable Care Act,  one Mr. Smith, 32 years, a personal injury attorney who faces paying $10,000 if he did not take insurance and $10,000 if he took insurance because of high premiums so a wash either way deciding to do without it, one a tech worker Mrs. Powers, 62 years, income $22,000 on year and $4000 the next, from middle class during the tech boom but facing fewer opportunities and uncertain income from part time work, hit by the deep recession facing fewer opportunities as she gets older and now the prospect of losing insurance without government subsidies, one who is from the middle class who sees little benefit from the Affordable Care Act and is forgoing insurance because of the high premiums yet faces a penalty for not being insured under the ACA, another Mr. Blanchard, 52 years, is from the middle class, a computer programmer who lost his job in downsizing, earns $100,000 as a consultant self-employed, pays $767 in premium a month and relies on the Affordable Care Act which helps him gain freedom from working at a company that could downsize,  another is a middle class programmer Mr Riffle,age 44, and his wife, who does not qualify for a subsidy with a $71,000 family salary from working 4 jobs between himself and his wife- this person finds it too expensive for his salary to buy insurance $900 a month and $14,000 deductible under the Affordable Care Act. His views are worth listening to as they go to the crux of the problem- he says he may not be any better with the Republican plan. He sees the real problem as the high cost of health care in the U.S. and the only way this can be fixed is for members of Congress to be asked to use the insurance exchanges they create. If this sample is representative it shows that there are real problems with both the Affordable Care Act and the Republican plan, that the high cost of health care the problem lurking behind every plan that does not squarely address this, and till that happens and members of Congress experience what ordinary people face, this problem can never by fully solved.   Woosley, Smith, Powers, Blanchard, Riffle, and their personal experience is at the crux of what is right and wrong  with the Affordable Care Act, and also with the new Republican plan of Speaker Ryan and the House of Representatives. For every Woosley, Powers and Blanchard who benefit, there is a Smith and a Riffle who are indifferent or are affected by the high cost under Affordable Care Act and the current system of medical care with its high cost. The Affordable Care Act does not  tackle high cost, for that to happen the culture in America that makes it possible and acceptable to charge high prices must change. Another problem apart from bringing health care costs is that any solution needs to have the whole country behind it. If the notion that all people are entitled to basic health care is to stand, the whole country needs to believe it as they do in countries like France, Britain, Germany and Japan. If this has to be made a workable proposition health care has to be offered at a price that makes this possible to achieve, and that idea also needs the deep and broad sense of support from the culture in America similar to that in these other countries. Until that happens politicians in America will get elected and turned out of office in turns on issues such as health care, based on which side they take and which problems they choose not to face squarely and responsibly. ...

Bret Stephens of NYT shows a lack of knowledge of European history and remains oblivious of the disastrous consequences of Reagan's policies that he lauds. He cites Reagan as saying to his own audience - "My idea of policy towards the Soviet Union is simple, some would say simplistic. It is "We win, you lose."  The US did not win through Reagan policies, it began three decades of US involvement in wars in Iraq, Afghanistan, the Middle East, with Iran, that have wasted trillions of dollars and many lives, a period in which it created space for the emergence of China as a world power with newer infrastructure built in a period in which China could quietly rebuild and modernize while the US frittered away its vital resources to the point that funding was missing for vital infrastructure rebuilding and education was not financed by the government as it had done in the early postwar years. The classic European History book by Cambridge historian Brendan Simms, "Europe- The Struggle for Supremacy 1453 to the Present" shows that every time any country became too powerful, the others regardless of religion, old ties or other affiliation joined together to counterbalance and restore the balance- Britain, France, Russia, Austria-Hungary were never allowed to become too dominant. The idea that the Soviet Union collapsed because of Reagan's policies is incorrect- it would have collapsed a decade later without Reagan as by the 1980's the people running the government and the ordinary people had realized the system was not meeting the aspirations of Russians. By buying into this myth Americans were embroiled in useless wars and in so doing probably destroyed more wealth in a short time than any period in world history- the trillions of dollars of oil wealth transferred not to countries such as China or India that had to pull themselves by the bootstraps but to Arab desert regions that were itself not benefitted because they went to fight wars and destruction. ...

The G7 countries including the US, France and Germany  and the European Union now support setting a oil price cap of $60 per barrel for Russian oil. This price cap of $60 goes into effect December 5, 2022, and require western companies that do most of the shipping and distributing for Russian oil worldwide to comply. The US favored oil price cap of $65 set at what Russia earned historically on oil exports. Eastern European countries such as Poland wanted to set the price cap on Russian oil much lower at $30 what it costs Russia to produce oil so that it would crimp Russia's ability to wage war in Eastern Europe that has brought millions of refugees to Poland in 2022.  There were also other prices of between $65 and $70 that were proposed by the European Commission. The US wanted to give Russia some incentive to continue its oil exports which it had threatened to stop if the oil price cap was set -and avoid a situation in which oil prices that hit $120 a barrel early in 2022 would not jump to hit $140 a barrel.  Poland has called for a review every 2 months of the oil price cap so that it is close to the market cap. In November 2022 Russian oil is being sold at about $48 per barrel discounted from Brent crude at $86. The $12 difference between $48 and $60 is the US saying to Russia that it is working with moderation just as it had supported Ukraine with air defenses but acted with restraint to limit that to avoid provocative attacks on Russian soil. What does a cap on Russian oil price mean and how is it possible? Western shipping companies ship the oil out of Russia and distribute it around the world. This advantage of the G7 countries is what it intends to now use to bring an early end to the war in Ukraine by cutting into Russian oil generated funding for the war. Shipping an insurance companies that insure shipping based mostly in the west are now required to comply and not carry supplies bearing a price higher than $60.  ...

U.S. president Obama invited NYT's columnist Thomas Friedman to the White House for an interview on Saturday afternoon April 4, 2015. Here Friedman gives president Obama's response to his questions, and Obama's concerns about the heated rhetoric in the U.S. and Israel on the negotiations with Iran detracting and distracting from his key goals of protecting U.S. interests and Israel. On the Sunni states, Saudi Arabia and Egypt, Obama points out that there are some tough conversations needed about changes inside their societies which pose a greater threat to the governments than Iran. Obama says he understands perfectly that Israel and the Jewish people after their experience of the last hundred years are determined to not let Iran develop a nuclear weapon, and their right to be concerned that the agreement could let Iran clandestinely develop one. Obama says the verification is extensive and covers any facility in Iran, any suspicion about secret facilities, yet it leaves the subsequent decisions if Iran created difficulties, to a international body over which the U.S., UK, France, have no control. This is a principal issue for critics of the negotiated agreement. No mention is made of why Iran simply discarded the option of sending the atomic material to Russia to be processed into nuclear rods for the Bushehr nuclear plant built by Russia only a few days before the final outline was developed. And why the U.S., with allies Germany, France, UK and Japan, did not offer the Iranians an economic aid package if needed in return for the billions Iranians invested for that atomic material, to ensure that the atomic materials are shipped out of the country- to create a nuclear agreement that would be credible to all parties. The economic aid would benefit Iran modernize its oil industry, including refining operations, meet basic import needs, and provide tangible proof to the Iranian people of our best intentions for the future, that president Obama strongly espouses in the interview. The interview does show the quandary president Obama faces in Iran for strong action, that is a result of failed policies with Iran since the Eisenhower administration's intervention 1953 during the Cold War that displaced the elected government of Mosaddegh in Iran and setup the Shah's regime in 1956, the support of Saddam Hussein in Iraq in the war against Iran, which Obama mentions in this intervew. In the light of the repeated failures of the U.S. policies a Democratic party leader faces increasing reservations for taking strong action against Iran's development of nuclear weapons capabilities, preferring to exhaust every diplomatic channel, and take risks in the hope that time will give the Iranian people an opportunity to to reintegrate in the global community and pursue the peaceful development of nuclear energy. This strain in president Obama's thinking is evident throughout the interview with Friedman. Other aspects of president Obama's policy in the Middle East shared in the interview are about supporting the Sunni states in some areas, and Iran in some areas, at the same time as the nuclear issue is "put in a box" and separated from the regional conflicts. Friedman presents this as the Obama doctrine, yet it appears to be coming after a series of improvisations in foreign policy following a failure to act in 2011-2013, when the "once in a lifetime" opportunities presented by the Arab Spring were not taken up by the Obama administration, leading to the region's current disintegration....

Joseph Stiglitz describes policies and programs of the Obama administration that favor banks and avoid a government takeover of over leveraged and badly managed banks in the U.S. President Obama's policy transfers financial assets to banks on highly favorable terms even though some of the banks made bad decisions and highly overleveraged assets creating the 2008 global financial crisis. The policies avoid a government takeover of banks, policies which the U.S. aggressively pushed for in other countries such as S. Korea during the 1997 financial crisis with Rubin, Summers and Geithner at Treasury. These policies would come under strong criticism because it rewarded risk taking and kept in place an incentive system that led to such behaviours- creating "heads I win, tails you lose" psychology. It also delinks the performance-reward relationship that is the basis of free enterprise in western economies. A problem that would be left from the crisis and the Obama administration's response to it is "Too-Big-To-Fail," with banks larger than before. The FDIC and U.S. Fed's plans for banks to have living wills for an orderly windup under Dodd-Frank legislation only goes a part of the way in tackling this problem. In the U.S., and in Britain, France, Germany, Switzerland, the related problem of high bonuses continues into 2014, with RBS bank in Britain one of the egregious examples and highly unpopular with the British public. The lack of similiar government help to homeowners, advocated by Reagan economic advisor Martin Feldstein and FDIC chairwoman Sheila Bair from the beginnings of the crisis stands in sharp contrast to the response of the Obama administration.   A look at European history shows even in the religious wars between Catholics and Protestants France took the Protestant side when it was in its national interest. Other European nations also did the same in the Thirty Years War 1618-1648. China shifted out of the Soviet Bloc in the 1970's. There is no monolithic way in foreign policy. US sees it in its interest to get a European population Russian on its side or separate from China in meeting the challenge from China. After 3 years of war in which the US relations with Russia deteriorated because of the Ukraine war and US supplying Ukraine under the Biden administration, DJT reverses US policy to improve relations with Russia. The goal is to improve US-Russia relations. Because this also involves ending the Ukraine war that is destroying a whole generation of young men in Russia and Ukraine, US is exploring ways to end that war through early discussions to get a sense of Russian perceptions.This is why the US does not need the Europeans or the Ukrainians at the table. Ways in which US will restore relations-Restore staffing levels at embassies and consulates. Find ways to cooperate on economy and foreign policy issues.   ...
