Walmart comes out in favor of requiring employers to provide health insurance to all workers, a central feature of President Obama's effort to provide near universal coverage in the USA. As the country's largest private employer, employing 1.4 million Americans, this change is significant. In a letter to the President, Walmart CEO Mike Duke, joined by Andrew Stern of the Service Employees International Union, and John Podesta of the Center for American Progress, who also signed the letter, say they are for an employer mandate which is fair and broad in its coverage. Walmart had a couple of reasons for doing this. For one Walmart needed to join the negotiations, as the Senate Finance Committee is considering other proposals that are less favorable to Walmart than employer mandate. Already Walmart is covering 52% of its employees, and has improved health benefits in recent years in response to criticism of the company. The industry average is 45%, according to a 2008 Kaiser Foundation study, and some companies do not provide the health benefits that Walmart does, so this helps level the playing field by requiring all large companies to share the burden. Walmart wants to see effective cost controls to keep costs down, and Rahm Emmanuel, the President's chief of staff, assured Walmart that "cost control and employer mandate are heads and tails of the same coin." Under the plans considered by the Senate Finance Committee under Max Baucus, small businesses are exempted from the employer mandate. Republicans have opposed employer mandate. And the U.S. Chamber of Commerce has opposed it saying it would make companies lower wages and cut jobs. Walmart's shift has been gradual. From a company used to providing skimpy benefits, it has evolved as it improved benefits, and two years ago it joined the SEIU union to call for affordable health care for all Americans by 2012. It has Mr Dach as its governmental affairs vice president, and this is significant, as Dach is an advisor to Democratic party politicians....

Walmart opens its first store in Amritsar, India, as part of a long term expansion in India. It is a 50,000 square foot Best Price store, a rarity in India. Walmart and its Indian partner Bharti Enterprises plan to open 15 stores in India in the next 3 years. Mike Duke former head of Walmart's international operation is now the new CEO. He has recruited local managers who understand and grasp how to market in India. Walmart India CEO, Raj Jain, has worked for 20 years with Unilever and Whirlpool in India. Unilever India, has a strong local presence in India for decades. Big wholesalers can be a poltically sensitive issue in India, where the retail industry serving 1.1 billion people is mostly an estimated 10 million mom and pop stores, who fear being overrun by these large wholesalers. Walmart operates as a wholesale store selling to local merchants, a cash and carry business selling 10,000 products to licensed store owners, schools, hospitals, hotels and other institutions. Even now under Indian rules governing foreign retailers, this Walmart venture cannot sell directly to consumers....

Consumer buying habits at Walmart in the last 6 months since the sharp downturn in the economy hit in October 2008. Executives in merchandising at Walmart, Target and other stores discuss trends with the WSJ. There is adisciplined shopper with less browsing on the aisles. FOod is up on the list. Private label groceries at lower cost are selling well. At Walmart sales are up for refrigerated pizza,lower grades of meat. Ground beef and chicken sell way better than steak and beef. And carbohydrates are doing better than protein foods, so that pasta is doing well. Car maintenance and repair is big, sales of motor oil, filters and tires. are some of Walmarts big sellers. Whatever makes the car last longer is considered attractive by customers. And home repair items are selling well at Home Depot....

How to get smaller supply chain companies with less than investment grade ratings to shift to renewable energy contracts that last 5-10 years when banks have strict lending criteria. Walmart has a solution working with Schneider Electric. Consider that companies are tackling emissions across their entire supply chain. For Walmart this means cutting one billion metric tons of emissions by 2030. Under Gigaton PPA Walmart suppliers can form a group to buy energy. So that Amy's Kitchen, Great lakes Cheese, and Levi Strauss collectively purchased a12 year renewable energy purchase agreement  from a wind farm in Kansas operated by Danish energy company Orsted. Energize is a similar program funded by drug companies Pfizer, Biogen and others for their supply chain and delivered by Schneider Electric. Consider that for Microsoft's 13 million metric tons of carbon dioxide emissions, 96% come from the supply chain. It needs to cut emissions by half by 2030, a big challenge. In the European Union the solution being considered is for the European Commission to offer state backed and market backed guarantees for deals. Guarantees would be offered by member states of the EU or banks and insurers to provide backing for purchase agreements buyers to overcome credit constraints. ...

One can say DJT's warning to US retailers not to increase prices have worked overall. Overall retailers have increased prices only slightly, about 2% since March when DJT announced tariffs. So called old fashioned jawboning did work, as it has with Walmart shown below when DJT admonished Walmart on price increasing strategies. Harvard Pricing Lab experts say retailers have acted cautiously and incrementally because of a lack of clarity on what the tariffs would eventually be, and what impact it would have if it was a negotiating strategy. Here are price increases shown in WSJ Analysis on less expensive items from March 2025 when the DJT tariffs were put in place to July 2025, some of them on basic canned foods made in the US by Campbell Foods and others. Amazon  5% Target      3% Walmart   -2% On less expensive items the prices were reduced slightly- Amazon  cut prices 2% Walmart cut prices   4% Target cut prices       6% Amazon and Target, Walmart operate in slightly different environments. One third of Amazon revenue comes from inexpensive products and it costs more as a percentage of price to ship these products. Walmart and Target operate as brick stores so that some of the lower priced items can get compensated by sales of higher priced items when a shopper makes a trip to the store. Walmart CEO Mike Duke talks with Journal reporters Ann Zimmerman ans Miguel Bustillo. He says customers are under alot of pressure, and he sees what they buy, delaying purchases and the buying at midnight on the first of the month. Apparel sales are down and so are discretionary purchases and basic necessities and things like vitamins and the $4 generic pharmaceuticals are up. Walmart sees 140 million customers in stores every week, and has information systems to show how customers are buying, which gives it a unique lens through which to see changes in buying behaviour after the financial crisis and increasing numbers of jobless. Customers are saying he says that I will invest in basic needs and defer discretionary purchases. Among other things he talks about sustainability as something his company is paying attention to.

Amazon expands during the pandemic when retail on line delivery has helped people reduce trips to the grocery or retail stores. Amazon hired 427,000 people to expand its workforce to 1.2 million people by November 2020, 9 months into the pandemic. Almost doubling the employee workforce. These workers are mostly at warehouses, with some software engineers and hardware specialists. This includes hiring in India and Italy and is worldwide hiring. This does not include 100,000 temporary workers for the holidays, and 500,000 delivery drivers working for contractors.  Only hiring of 230,000 people by Walmart about 2 decades a ago in one year comes close. Walmart hired 180,000 people during the pandemic. Walmart has 2.2 million employees. With the expansion underway Amazon looks to become the largest private employer in the world in 2 years, say experts.  Amazon pay is $15 an hour after an increase of $2 recently. Its coronavirus safety practices have been upgraded after early criticism in April and May. Recent expansion in Italy and in India are also part of worldwide expansion after Walmart has pulled back from its worldwide expansion. This also shows how quickly major aspects of life are changing during the pandemic as some companies in online business are becoming more prominent than others. Target and Walmart have also increased in size. Best Buy has changed its focus with its conversion into a company that leads with personal service in online plus store hybrid retail and a focus on seniors and older people for healthcare service and product delivery. Companies are changing the way they run or getting a new life in remaking their business. This is also a time when other aspects of business such as social media are becoming evident. Subtle aspects such as reports of higher rates of mental depression through use of social media platforms. There is also the awareness that information technology companies in Silicon Valley generate most of their money in advertising and this advertising of $100 billion is only a small fraction of the $12 trillion U.S. economy. Should Silicon Valley based in California decide priorities on where capital allocation should go through the part it plays in moving startups based less on America's priorities than other considerations. Healthcare, education, cities, and infrastructure have not received funding they need and capital allocation by financial markets has failed the American people, as it has failed in Europe and other parts of the world for similar reasons. This has hit hard communities and people across the U.S. and Europe and also in Latin America, Africa and Asia, with the loss of manufacturing to China and other countries from the U.S. India and Europe. ...

After the failure of its venture with Redi-Clinic , which put its clinics business in reverse, Walmart is rebuilding this business. In 2008 Walmart talked of having 400 clinics by 2010. But of the 78 that were running in 2008, all but 17 closed. Now Walmart is partnering with Hospitals. And Redi-Clinic is doing the same. Walmart now has 33 clinics, with 26 having a hospital affiliation.

Walmart will issue these changes to its supply chain at a global supply-chain summit in Beijing this week. Companies like P&G and Walmart in Mexico, and Lever Brothers and Cadbury in India, are taking developing markets seriously and going after the low price points for products; selling in areas away from the large cities. See the links to Nestle,P&G and Walmart. Cadbury is adding another element, by investing in the growing of cocoa in southern India, to have access to a cheaper supply to meet those low price points. Cadbury Dairy Milk Shots, are pea sized chocolate balls with a sugar shell to protect them from the heat. This product was launched this year. It sells for 2 rupees or 4 cents for a five gram packet. The low price makes it accessible to more people. For Cadbury emerging markets are crucial for new growth, and affordability a critical way to go after this market. Emerging markets account for 35% of Cadbury's sales and 60% of the growth. The potential is huge considering India's low per capita consumption of chocolate. Half of the people in India have never tasted chocolate in their life. And India's total chocolate consumption is $465 million compared to $4.89 billion in the UK. Growth has been at about 20% for the last 3 years. Cadbury controls over 70% of the chocolate market and 30% of the confectionery market in India, with combined sales of $338 million, according to AC Nielsen. Nestle is next with 25% of the chocolate market. To keep prices low the company is moving factories to lower cost locations and improving its supply chain. It has setup 20 nurseries in southern India, from where saplings are sent to nearby farms for cultivation. Cadbury provides the saplings, technical expertise, and advice on where to get free government assistance in fertilizers. This is called the Cadbury Cocoa Partnership and has planted 5 million saplings in India in 2008. Another 7.5 million saplings are planned for 2009, and already Cadbury imports only half of its cocoa needs. Local coca costs 30% less because of a 30% tariff on imports....

US inflation in May was up 1% over April 2022, and 8.6% above a year earlier. Of the 1% increase in May over April about half was from increase in prices of appliances and furniture and consumer items bought from stores such as Walmart and Target. The trend is shifting quickly as buyers are shifting purchases out of this category and spending more on travel and eating out, entertainment. Retailers such as Target are stuck with excess inventory and plan to discount items. This will result in an easing of inflation.

Shortage of semiconductors for cars are persisting but should ease at some time. Service cost continue to increase. Overall there should be an easing of inflation but not enough for the Fed to change its policy of interest rate increases.
