This article in DW.com says Russia's open intervention in Syria with bombing attacks on Aleppo comes with risks. It says the prevailing opinion is that Russia is trying to show its superpower  status in the Middle East and other areas. Other views are that it is showing that it will counter all civil society movements following the one that toppled Yakunovych in Ukraine, and sending a message to civil society movements in Russia. President Obama after meeting with Putin in Hangzhou in September 2016 for 90 minutes, said it appears that Russia is willing "to live with constant low grade conflict" for a long time. DW.com says this is risky for Russia, and it offers so little in return, with the loss of credibility with world public opinion. Compared to Georgia where ethnic Russian ties were involved, and Ukraine where Russia has historically had ties with the eastern part of Ukraine, Russia has no interests of this kind in the region of Syria-Iraq. In its ties with Iran Russia was historically one of the colonial powers like Britain and the U.S., with U.S. relations having worsened only after the 1950's, so no historic ties exist with Iran either.   ...

Efforts by president Macron to setup a meeting between Rouhani of Iran and president Trump in New York to reduce tensions of miscalculation and disproportionate response after the attacks on Saudi oil facilities by drones and missiles. Macron says the "maximum pressure" sanctions placed by the U.S. are resulting in Iran placing "maximum pressure" on its neighbors. The Yemen civil war is fought by proxy.  One outcome appears to be the Houthi rebels backed by Iran in Yemen announcing a unilateral ceasefire. And the Saudis announcing a ceasefire of their own. This gives the European Union, the U.S., Saudis, Iran, China and Japan, time to consider the implications of the counterproductive approaches of the different sides to give enough room for new talks. Iran nuclear deal, U.S. relations with Iran, and any new talks on these issues are now seen in a different way. The nuclear deal is now linked with other issues in the region, including building peace in the region. Countries that depend on oil flowing through the Straits of Hormuz such as Japan, China, South Korea, and India are now also involved as silent partners pushing for peace in the region.  ...

Lt. Gen Trainor and Michael Gordon describe the situation during the last months of U.S. presence in Iraq. President Obama is ambivalent about the size of the military presence he would like to leave, settling for 3000 troops and a few F-16's from a inital figure of 10,000. Obama sees the presidential election approaching and sets an objective of keeping it minimal. The military cooperation treaty with Iraq has to be approved by a Iraqi parliament with different factions in parliament not likely to approve it. Prime Minister Malliki decides not to move ahead. In the end no military cooperation treaty is signed after 8 years of war and a date is set for a complete withdrawal. Iraqi airspace is used by Iran to ship supplies to Syria's Assad regime, and the U.S. has less leverage in the region as the Arab world goes through a transition to popular government and elections. The Obama administration shifts most of its attention to Afghanistan where the U.S. has no vital stake in the long run compared to the Middle East region, with its large population, growing economies, move towards democracy and meeting the aspirations of hundreds of millions of young people. One Middle Eastern leader says the U.S. had no long term policy under the Obama administration for Iraq, and this applies also to the rest of the Middle East region, and mostly reacted to events as they happened. The Obama administration's committment to the war in Afghanistan, just as it focussed on winding down the war in Iraq, responded to the American public's waning support for the war in Iraq. It did not reduce the total cost of the conflicts because of the initial escalation of the war in Afghanistan and later slow progress towards a negoiated settlement to that conflict. A negotiated settlement is the best the U.S. could achieve, and the best desired objective considering the limited interests in Afghanistan. In Afghanistan most of the dynamics would be determined in the long run by the situation in Pakistan, and India-Pakistan relations, which the U.S. could influence constructively only through dialogue, promoting cooperation between the two countries, and economic relations....

DJT says Iran does not want to talk to the Europeans, it wants to talk to the Americans. He says it is hard to stop the war when one side is winning. Russia and the US have better relations than under the Biden administration which is proving to be an important factor in this war. As it is about nuclear proliferation, not regional powers- the Israelis, the Saudis and the Iranians. Both Russia and the US are technologically sophisticated powers with different interests, they are world powers because they have first and foremost important responsibilities in nuclear non proliferation and the health of the planet. By allowing regional conflict in Eastern Europe to cloud this fact and not engage with Russia as a world power the US under Obama and Biden had failed to grasp a key principle of peaceful relations since World War II. We argue that "western powers" is a concept of colonial powers France and Britain, and western civilization is the reliable concept that includes Russia, and includes China and India that have embraced the creation of the modern world by western civilization. ...

Tensions were high, an attack on oil facilities was not expected. About half of Saudi oil production was put out of use in the attack by low flying missiles that evaded radar defenses. Saudis plan to meet oil export commitments by importing oil. President Trump imposed sanctions on the Iranian central bank, and at the same time said he would meet with Iran's president Rouhani for talks if arranged.  The European Union called for talks to renegotiate the Iran nuclear deal considering all issues nuclear, oil, and political issues in the region. The effect of Trump administration sanctions on Iran's economy have led to worsening relations. Japan, South Korea, India and China are affected by the U.S. effort to limit imports of Iranian oil. As tensions rose Japan with limited reserves made efforts to reduce tensions and bring the parties together. Mr. Trump fired his National Security Adviser in an effort to open up ideas for a renegotiation of the Iran nuclear deal on a comprehensive basis including oil and political issues in the region. ...

This WSJ editorial says the Corker-Cardin compromise that requires the U.S. president to submit any nuclear deal with Iran to the U.S. Congress for debate, is the best option for both Democrats and Republicans who are skeptical of such a deal. It says amendments by senators Cruz and Rubio will not be effective. What the Corker-Cardin compromise developed by senators Corker and Cardin of the Foreign Relations Committee accomplishes, is letting the American people through their elected representatives get a full and complete debate on the merits and demerits of the deal. Democrats in the Senate are also concerned about their election chances after Mr. Obama leaves office, and will want to have a fair debate of the pros and cons before voting, says the Journal. This debate will bring more light to the questions that worry critics the most- how will compliance by Iran be secured, and can snapback sanctions work if China, Russia and other European nations go the other way. Congressional review puts a higher level of scrutiny for any agreement before it moves forward. A requirement that the government submit a review every 90 days on compliance to Congress also gives president Obama's successor a chance to reassess the situation....

This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. The Iran Saudi talks had already taken place and there was a sense of fatigue on both sides after the prolonged war in Yemen. The Chinese mediation was able to build on this to get the two sides to discuss their differences and come to an agreement. The situation in Russia and Ukraine is very different. China's interest in ending the war in Ukraine comes from its need to not let relations with the European Union deteriorate any further, as this will affect China's economic growth. The pandemic and supply chain shift to home country manufacturing is not likely to change even if China finds a way to keep its relations with the European Union from deteriorating further, as this shift is seen by the US and the European Union as part of the new way of meeting their own strategic interests in the new world following the pandemic.

This exceptional report by Chulov in the Guardian shows the changes in the war in Iraq and Syria in 2015-2016 since the downing of a Russian jet by Turkey in late 2015. It says that the Syrian government's future was uncertain in late 2015 with Turkish support for rebel forces in the north. During this period Russia curtailed trade and tourism relations with Turkey, and improved relations with the Kurds. Russia intervened in northern Syria directly to prevent a collapse of Syrian government forces in the north. Kurdish forces were already controlling large parts of the Syrian territory adjoining Turkey, and Turkey was concerned about the support to Kurds within Turkey from Kurds in Syria and a historical movement for  Kurdish independence. In April 2016 Russia made a move to win Turkish support by saying it would support the territorial integrity of Syria, so that no support would be given to the Kurds. As the U.S. consistently supported the Kurds in the fight against ISIS, Turkey under prime minister Erdogan changed its policy of support for rebel forces in Syria to focus on what it perceived as the threat fom Kudish control of the region at its Syrian borders. Rebel forces were told to focus not on the Syrian government forces but on ISIS, leading to withdrawal of support in Aleppo. What remains now of the war in Syria and Iraq is Iranian influence in Iraq, the Russian influence from support of the Syrian government in Damascus, and for the first time U.S. ground forces in the north with 900 troops supported by artillery on the side of the Kurds. The next stage in the war to take ISIS controlled Raqqa is being negotiated between Russia, Turkey and the U.S., according to this report.  ...

President Trump announces the U.S. withdrawal from the Iran Nuclear Agreement of 2015 signed by president Obama. He calls it a bad deal and "a one sided agreement, that "didn't bring, calm, didn't bring peace, and never will." Since the signing of the agreement the conflicts in the Middle East have increased and relations between the U.S. and Iran have deteriorated under the Trump administration. During the election campaign candidate Trump and Republicans had criticized the deal and deal never gained Republican support. It was also not initially supported by France which called for stronger safeguards on nuclear weapons development. The appointment of John Bolton as National Security Adviser, and Mike Pompeo as the new Secretary of State, who were strong critics of the Iran nuclear deal also influenced president Trump. He was also influenced say aides by the success of his policy with North Korea of imposing strong bargaining pressure with tough sanctions on North Korea including Chinese sanctions, which led to the talks between North and South Korean presidents and the planned Trump meeting with Kim Jong-Un of North Korea. Iran's president Rouhani says Iran will stay with the agreement as the EU countries Germany, France plan to support the agreement. This could also leave an opening for future talks with Iran on a new peace agreement as  president Trump talked about Iranian people deserving a better deal at the end of his 11 minute announcement. As Stephens points out in a op-ed in the NYT Iran's economy needs the removal of sanctions so that focus could shift to economic development, as the lifting of sanctions have yet to result in increasing living standards and building infrastructure neglected during the sanctions years. ...

Senior officials from Russia and OPEC producers meet in Jeddah in April 2018 to work out plans to continue cuts in production to reduce inventories and lift oil prices. The deal was first made in 2016 to reduce the glut then prevailing that led to a slump in oil prices to the $50 per barrel level. The agreement has worked to remove about 2% of world oil production. Healthy demand in 2018 from economies of Europe and America has helped lift oil prices with the cuts in production in place to $70 per barrel. A reinstatement of sanctions on Iran could limit supplies from Iran. Venezuelan production is down in its current economic crisis. Russia says it is 100 percent committed to compliance with the agreement with Saudi Arabia and OPEC countries. It was the lack of agreement between Russia and Saudi Arabia with each going its own way following the Russian intervention in Syria favoring Iran that increased the glut in oil supplies in 2015 leading to a fall in oil prices. For some time this hurt the Russian economy and Russia responded by actively devaluing its currency to maintain economic stability and internal growth. The Saudis were hit too by the fall in oil prices limiting new investments in the economy. The new agreement between Russia and the Saudis/OPEC comes after mutual interest has prevailed in the relations of OPEC  and Russia over the geopolitics in the region between Iran supported by Russia and the Saudis. With $630 billion in foreign currency reserves the Saudis are following a long term policy of full production. Gasoline subsidies are being reduced, IPO of Saudi Aramco being discussed to raise additional capital, and other steps being taken to plan for long term oil prices. Flexibility for a change in policy is diminished with the addition of Iranian oil production to supplies following the lifting of sanctions. The events in 2015-2016 of Russian bombing campaign in Syria, and the cutoff of diplomatic relations with Iran, have worsened the standoff with Iran and Russia in the Middle East conflict. As a result it appears that the Saudis are settling down for a long term policy of full production which would keep oil prices low for the long term. India, Japan, China, the U.S. and the European Union, Turkey and other countries benefit from low oil prices when their economies need a boost in 2016-2017....

Former U.S. Defense Secretary Robert Gates points out in this intervew with Holman Jenkins of the WSJ, that Iraq's prime minister, Nouri al-Maliki, who worsened Shiite-Sunni relations, was the principal cause of the unraveling that happened in Iraq during the first term of U.S. president Obama. He says President Obama failed to do what was done by president Bush to persist and obtain Status of Forces Agreement with Iraq, to maintain a U.S. foce presence in Iraq. Presence of U.S. forces would have prevented the spread of Islamic State in Iraq and Syria. U.S. force presence would have provided a more even handed treatment of Sunnis in the region, creating the conditions for peace by having Sunnis, Kurds and Shiites continue talks about the future of Iraq. Gates grew up in Kansas in the 1950's, attended the College of William and Mary for undergraduate studies, studied Russian and Soviet history in grad school at Indiana University and Georgetown University, before joining the CIA. Gates was selected by Brzezinski to work in the White House, worked under Brent Snowcroft, and as head of the CIA (1991-1993) during the elder Bush administration. He was Secretary of Defense from 2006-2011, under presidents George Bush and Barack Obama, succeeding Donald Rumsfeld. He was succeeded by Leon Panetta, Chuck Hagel, and Ashton Carter. ...

It costs Israel about $200 million a day. Building repairs from buildings damaged by missiles might coast $400 million. A month of war could add up to $12 billion. Air defense systems cost $700,000 for incoming drones and missiles per interception for the David system. For the Arrow system it costs $4 million per interception for ballistic missiles. This is why the ballistic missiles and drones launched against Israel from sites in Iran are big hit first. It is also why US -Russia and relations are so important in any of these regional conflicts. One foreign policy expert says president Trump tried to reverse everything in Obama's foreign policy almost to the point of an obsession. He visits Saudi Arabia before visiting Mexico and Canada, close neighbors, as other presidents have done. The relationships with Mexico and Canada deteriorated. Yet Mr. Trump has a good personal connection with Trudeau of Canada and Macron of France.  Taking the advice of advisers including Commerce Secretary Wilbur Ross, president Trump despite tough talk on the North American Free Trade Agreement, takes a moderate approach on NAFTA renegotiation. Trump also softens some of the rhetoric on China as he seeks Chinese help to restrain North Korea. An international coalition of states supported by the U.S. reverses gains by Islamic State, with Iraq and Iran gaining over Islamic State. President Obama's policy of not taking decisive action, reversed towards the end of the second term, had led to the rise of Islamic State and the refugee crisis in Europe as refugees left Syria and Iraq. NATO or the South Korean defense was not significantly weakened as feared at the beginning of the first year. Missile defense proceeded in South Korea with U.S. missile systems. The appointment of a senior senator from Texas, Kay Hutchinson, signaled that the NATO policy had not changed significantly. As a result it could be said that the year 2018 began with a bang about the risks internationally with president Trump's unconventional approach, and ended without some of the worst fears being realized. Relations between North and South Korea improved as Koreans decided to work together for peace in the peninsula- with North Korea agreeing to participate in the Winter Olympics in South Korea.   ...

Relations between Iran and Arab Sunni states Saudi Arabia and UAE are improving especially as Arabs distance themselves from the Bush Administration after faulty inelligence estimates about Iran were corrected by the CIA concluding that Iran wasnot pursuing a nuclear weapons program. The Arab Sunni states arenot altogether happy with the US policy in Iraq and Palestine. Note that that even before this there is a stron economic link between UAE and Iran. About 400,000 Iranian expatriates live in the Emirates and 9000 part Iranian owned firms are registered with the Dubai Chamber of Commerce and Industry. One look at the map show why Dubai is closest to Iran just a short strip of water dividing the two countries. This bodes well for oil prices as any volatility in the region would only increase pressure on oil prices. Peace in the Gulf region would do a lot to decrease the volatility affecting oil prices. It would also give Iran confidence to address its own role as a supplier by modernizing its oil industry. He now becomes the new Secretary of State for the U.S. after winning Senate nomination 57 to 42. He comes to a State Department that lost top diplomats and suffered from a downsizing effort that has left it demoralized during the period former Exxon CEO Mr. Tillerson headed the department. Pompeo has to meet several challenges including restoring morale in the State Department, better relations with the UN Representative Nikki Haley, setting the best course on the Iran nuclear deal which he now supports, negotiations with North Korea where he was sent as an emissary recently. King Salman appoints Mohamed bin Nayef, 55 years-old, as the deputy crown prince in Jan. 2015. The crown prince is Muqrin Abdulaziz, 69 years-old. Mohamed Bin Nayef is the son of the Interior Minister, who worked under his father from 1999 till he became the new Interior minister in 2012. Nayef has pursued an aggressive program to remove Al Qaeda in Saudi Arabia. By taking action against all dissent inside Saudi Arabia Nayef has also jailed human rights activists, including the flogging of a blogger critical of the government. The defense minister Prince Mohamed bin Salman, is a son of King Salman. King Salman was defense minister till he succeeded his half-brother Abdullah. Ali al-Naimi continues as Oil minister, a position he has held for decades. Saudi Arabia established a panel in 2006 to work with future kings after King Salman to appoint an heir to the throne. Even with the appointment of Nayef, a grandson of Saudi Arabia's founder, Abdulaziz ibn Saud, as deputy crown prince, the leadership of the country remains within a small number of princes of the royal family. Under the Obama administration the relations between U.S. and Saudi Arabia have become strained with president Obama's failure to intervene in Syria. The Saudi have pursued their own policies since then, in first Bahrain and then Egypt the Saudis supported the monarchy and the military respectively to maintain power in the face of the Arab Spring. The danger is that Saudi policies may be contrary to the U.S. position supporting freely elected governments and basic rights, particularly when it comes to suppression of all dissent including peaceful dissent and normal criticism of government, and yet with the rise of Islamic State the U.S. puts itself inadvertently behind these very policies. The Saudis would say this has happened because U.S. president Obama failed to support the effort for freedom in Syria and a transition in Libya and Iraq (with the added complication of Maliki's sectarian policies), creating a war torn neighborhood in which the Saudis had to act on their own. These are the hidden costs of the policy of the U.S. president for the U.S. and for the Middle East- more sectarianism with Shiites and Sunnis openly in conflict, reversal of hard won gains in Iraq, reversal of the Arab Spring except in Tunisia, war torn Libya and Iraq- with a withdrawal that never truly happened because it required a firmly guided transition period of support in the region with lower cost and involvement of an extended period leaving no room for reversal of gains. It leaves both the Saudis and the U.S. in a more precarious position than a decade ago....

President Trump outlines a plan for Afghanistan that increases the U.S. troop presence from about 8500 with an addition of 4000 more troops and advisors, in addition to a counter terrorism force. To war weary public in the U.S. he says: "I share your frustration over a foreign policy that has spent too much time, energy, money- and most importantly, lives- trying to rebuild countries in our own image instead of pursuing our security interests above all other considerations." About his criticism of the war when president Obama was in office as a huge costly waste of resources Trump said: My original instinct was to pull out, and historically I like to follow my instincts... I heard that decisions are much different when you sit behind the desk at the Oval Office." After resisting the advice of his own advisers Trump decided to fire Bannon who had supported use of American private security contractors for the war in Afghanistan, and used parts of the media to question national security advisor McMaster's views on this. Gen. Mattis, completed a strategy review that showed the mistake of creating a vacuum would repeat the situation of Iraq where president Obama withdrew forces in 2011, leading to a sequence of negative events- with Russia, Iran and Islamic State moving into the vacuum, making American intervention in the war necessary, increase in terrorist incidents worldwide, and a flood of refugees into Europe. Ironically clearing the path for an outsider's bid for the White House, with Brexit in which refugee fears and uncontrolled immigration played a part, and the news of terrorism and the war in Syria-Iraq creating a sense of insecurity. A key difference in the Trump approach with Obama's approach is that "conditions on the ground, not arbitrary timetables will guide our actions from now on," in line with Trump's criticism of Obama's approach. The military in the U.S. has long maintained that the best approach would have been to insist on U.S. presence in negotiations with the Iraqi government under the sectarian prime minister Nouri Maliki. Gen. Mattis was head of Central Command under the Obama administration and must have pushed the view of the military to president Obama to no avail. Failure to do so led to the growth of Shiite militias and the alienation of Sunnis in Mosul, leading to the fall of Mosul to Islamic State thus creating the current crisis. Gen. Mattis and Lt. Trump call his policy "principled realism."  The roots of the crisis are in the India-Pakistan conflict. Like the conflict in South East Asia the conflict in South Asia extending from Iran to India and Pakistan, may take a generation to overcome. A rapprochement between India and Pakistan, beginning with trade and economic relations, is not only in America's interest, it also provides the basis for a realistic American withdrawal. ...

Iraq he points out survives as a democracy under Abadi with free elections unlike most of the Middle East. Even pro-Iranian militia leaders who fought U.S. troops are willing to concede that after many mistakes by the U.S. in the region there is hope and the U.S. action led eventually to this positive outcome.  Under prime minister Haidar Abadi Iraq has an opposition with TV channels opposed to the Abadi government freely operating. Abadi is a British educated engineer and says here that he believes in a multi ethnic democracy for Iraq. He was chosen to replace the openly sectarian government of Nouri Makliki which led to the loss of parts of Iraq to Islamic State. With that part of the conflict coming to a close and Iraq regaining most of what was Iraq before the conflict Mr. Abadi's stature has risen. Abadi says he will bring all pro-Shiite militias under government control. The lessons of the last couple of years, the failures of sectarianism under Maliki leading to the rise of Islamic State are not lost on the Abadi government. It is taking steps to maintain friendly relations with Turkey and Saudi Arabia, and present a multi ethnic image. Abadi and Maliki both are from the Shiite Daiwa party. During the recent dispute with the Kurdish government of Mr. Barzani, the legitimacy of a democratic government played a role in winning over Kurdish politicians so that control of the oil rich province of Kirkuk was reclaimed by the central government. Mr. Barzani was seen as overstaying his term by 2 years. This has further increased the credibility of the Abadi government. Particularly as it lets a free press and freedom of expression operate in Iraq through the media and respects this. Abadi says: "We suffered a lot under a dictatorship. We should never allow dictatorship to come back." New elections are to be held in Iraq with Mr. Maliki representing other parts of the Daiwa party, elections in Kurdistan region with politicians opposed to Mr. Barzani taking part, and in other parts of Iraq. Iraq's democracy is still struggling, but there is hope if the lessons of recent years of sectarianism are not lost for the leaders and peoples of Iraq's different ethnic regions. Just as Iranian election gave a new term to the moderates under prime minister Rouhani there is a sense that the elections will do the same in Iraq. Rouhani won 57% of the vote with 23 million votes to 38% for the other candidate Mr. Raisi who won 15 million votes. Except for the eastern part of the country Mr. Rouhani prevailed in all the provinces of Iran.  ...

In response to bellicose speeches by Republican presidential candidates Mitt Romney and Rick Santorum at the American Israel Public Affairs Committee conference on March 6, 2012, President Obama stated at a press conference: "This is not a game..The one thing we have not done is we have not launched a war.. If some of these folks think we should launch a war, let them say so, and explain to the American people." The U.S. president, advisors and intelligence officials believe that Iran has yet to acquire a nuclear weapon, that there is time for sanctions to work and make the Iranian government give up any weapons programs it is working on. Their view as stated by the U.S. President is that this time cannot be measured in two days or two months. Recent elections in Iran show divisions in the government between the Ayatollah Khamanei and premier Ahmadinejad, with the elections favoring candidates supporting Khamanei. There is also the dynamic of changing relations in the Middle East- between Iran and other countries such as Iraq, Turkey, Saudi Arabia, India- which have strong ties to the U.S., and Iran's relations with China and other countries which have close economic ties to the U.S. In addition in a country with a demographic skewed heavily towards younger people and a third of the people under 15, the democracy protests in 2011 about a flawed election in 2009 are supported largely by university and college students. That election may actually have been stolen by Ahmadinejad from Mr. Moussavi, who in an election eve television debate accused Ahmadinejad of "adventurism, illusionism, exhibitionism, extremism, and superficiality," (Nazila Fathi, NYT 6/4/2009). These factors are likely to be behind the Obama administration's sense of a "window of opportunity," to use Mr. Obama's words. Recent polls by the University of Maryland's Prof. Telhami show only 19% of Israelis favored a military strike without U.S. backing in Feb. 2012, and Israeli public opinion experts see Obama's position as reflecting a sound judgement. Research by Citigroup shows that at a price for Brent crude of $120 with an escalation in Iran, it would take 9% of the world's GDP to support the higher energy costs, hitting Europe especially hard (Liam Denning, WSJ 1/6/2012)....

The Obama administration started the first term in office with efforts at reaching agreement on reducing nuclear arsenals. By the second term of the Obama administration the talks were already faltering. The war in Syria and Iraq and other conflicts in the Ukraine led to worsening relations with Russia. During the first year of the Trump administration that followed the two Obama terms in office the situation is completely reversed from what it was in 2008, showing that more than good intentions are needed to pave the way for reducing nuclear weapons. The expansion of NATO to Russian borders, the conflict in the Ukraine, the sanctions that hurt the Russian economy in Obama's second term did more to destabilize relations. The Trump administration's ambivalence towards Russia is not seen in the way the U.S. is responding to Russia'a policy actions to expand its nuclear weapons capabilities.
