Perpignan, France, is a small town at the foothills of the Pyrenees, near Spain. It was called Perpignan Catalan. Its mayor is Aliot who is from the RN National Rally party. It is one of the poorest regions in France. The RN was elected after several tries in which the other parties banded together against RN till it did not work anymore. This report in The Guardian looks a the change the RN brought and says it was about more police, cleanliness, and television. No structural changes have happened that would reduce poverty or bring more jobs and opportunity to the area, or improve the infrastructure and public services. As a result it is more visual but as one resident says I kept my doors open anyway, so that no real change happened. This change for the better has not happened under Macron and it is this frustration that led voters to give Aliot and RN a chance in Perpignan. Yet this report shows it has not changed much, that the poverty and lack of opportunity is real and other solutions than RN are needed. And still the LR and Macron's Renaissance party keep making derogatory remarks and labelling the alternatives from the Socialist parties as unrealistic even though the Socialist Alliance calls for investing $140 billion in infrastructure, public services and cost of living action to improve the lives of ordinary working people and families. ...

Under the Spanish constitution following the Franco period divisions, the king is thrust into the role of "arbitrating and moderating" between institutions. The Partido Popular of former premier Anzar and current premier Rajoy, is seen as performing poorly in interaction with regions such as Basque and Catalonia. Spanish public opinion, as reflected in a 2014 poll of the newspaper El Pais, show 75% of Spaniards supporting the king playing a role in creating a dialogue and facilitating agreements between politicians.

Spain's Constitutional Court suspended a planned Nov. 9 referendum in Catalonia. Arturo Mas, the head of the regional government of the Convergence and Union coalition, says he will go ahead with the referendum. One possibility is for new elections to be called in Catalonia, in which case a party Republican Left more determined to win independence could be elected. The political uncertainty is likely to affect Spain's recovery from a long recession and high unemployment. About 25% of Spain's exports come from the Catalan region. The pro-independence party of Catalan president Arturo Mas called an election two years ahead of schedule in an effort to increase autonomy for Catalonia in relations with the central government of Spain. He failed in negotiations to reduce the tax burden for Catalonia in relations with the federal government in Madrid. Arturo Mas's party lost seats in the regional election, ending up with 50 seats compared to the 62 seats it held previously in the 135 seat regional parliament in Barcelona. Other pro independence parties gained seats. The left leaning Esquerra Republicana de Catalunya party increased its seats from 10 to 21 seats. The Partido Popular of Spain's premier Rajoy won 19 seats, up one seat from the 18 it held earlier. There is considerable questioning inside Spain about whether this issue should be brought up at a time of 25% unemployment and negotiations with the EU for loans to restore the health of Spain's banking system.

Laurence Peter of the BBC News describes a meeting of EU leaders in December 2016. The new Europa building with its space egg shape will be the location of the next summit in 2016, adding to a sense of history that the EU idea has witnessed since the 1950's, even optimism about far it has come at a time of a few setbacks.  He points out that Theresa May was not without persons to talk to at the meeting, though some video clips showed her looking lonely. EU president Martin Schulz said he was emotional seeing students crying after the Brexit vote, but that it was time to find solutions and not be emotional today. Lunch was offered at the meeting by Spain and Portugal, to mark the 30 years since they joined. People forget how much the European Community meant to the two countries after decades of suffering under fascist dictatorships- it meant new hope and an opportunity to set things right. Problems facing the EU today include, the frustration at the carnage in Aleppo, Syria, how to deal with Britain and Brexit, setting up an asylum system that will work, dealing with Ukraine and Russia without making the situation worse, and remaining concerns about the Greece debt crisis. ...

Efforts to setup an autonomous Kurdish region in Syria based on the model set by the Autonomous Kurdish region of Iraq. An opportunity for Kurdish people to be able to live with their own language and culture within the framework of a federal state in Iraq and Syria. The Kurdish Autonomous region based in Erbil has acted as a mediator between Sunni and Shiite interests and worked within the framework of a federal state in Iraq. Turkey still fears the minority Kurds within its borders and seeks to assimilate them into Turkey. The government of prime minister Erdogan has shifted the political stance with Kurds by seeking Kurdish support in elections. There is the example in Europe and Asia of people in certain regions working within a federal state that tolerates the culture and language of the people within the state- the Catalans and Basque people in Spain are one example. This has come after years of repression of language and culture, and it has only changed as a new spirit of tolerance has prevailed in Europe after the pain of the period between the wars. A range of other communities with distinct language and culture have learned to function and prosper within a federal state- French Quebec within Canada is another example in N. America. In Asia, the best example is India, which is a federal state with many languages and cultures, varied enough to be amazing. A properly functioning democracy and economic system, with educational systems that support tolerant attitudes, provides the framework for this to happen. It is challenging at times but it is a better alternative to generations of conflict....

Brexit and Scotland's referendum both have similar consequences economically for Britain and Scotland. This hurts both countries in unwinding relationships built over many years, unwinding 44 year membership for Britain, and 310 year union for Scotland. Britain exports to EU are 45% of total exports, and for Scotland the number is 63% for exports to the rest of the UK.  Scots benefit about 1200 British pounds more for average citizen than a average citizen of UK, and pay 400 pounds less to the government. Scotland would start with a 90% debt to GDP ratio if it takes a proportionate share of UK government debt from the beginning of independence. Fidler correctly points out the economic risks to Britain and Scotland which are being ignored or not fully taken into account by politicians.

Efforts by prime minister Erdogan of Turkey to reach a peace agreement with the Kurdish PKK and its leader Mr. Ocalan who is in a Turkish prison since 1999. Mr. Ocalan is reported to be ready to reach an agreement. Prime minister Erdogan is keen on reaching an agreement because of the war in Syria, where a group related to the PKK and Ocalan is in control of the Kurdish northeastern region in Syria. This creates a situation where the Kurds in northern Iraq and in Syria could form a Kurdish state. Other reasons for Erdogan to push forward with an agreement are his intention to rewrite the Turkish constitution to setup an executive presidency. Erdogan would then be able to run for president. He would need Kurdish voters support for this move. In recent years Turkey has moved closer to Iraq, is its main trading partner and a destination for Turkish exports. Turkey now sees itself as a regional power in the Middle East after years of waiting to become part of the European Union. Turkey sees other advantages for this move to a peaceful Middle East- it sees benefits from trade with Egypt, and a new Syria after the fall of the Assad regime, making the whole region a destination for Turkish exports and foreign investment. As part of this move Erdogan's administration is lifting curbs on the use of the Kurdish language in the Kurdish southeast of Turkey and in the regional capital of Diyarbakir. This is an example of how trade, commerce and changing political conditions can create peaceful progress. It is reminiscent of the situation in Spain where the Catalan language was suppressed by the government of Franco till the 1980's, when the formation of the European Union and the changed political climate led to autonomy for Catalonia under a elected federal government....
