The European Union's Advocate General says he wants to open a third way so that MP's who support Britain remaining in the EU in the face of unsatisfactory Brexit can do so. This is legal advice usually followed by the European Court of Justice so that litigants who are MP's favoring Remain to unilaterally revoke the notification of the intention to withdraw. Prime Minister May is expected to put her EU agreement for vote in parliament in a week.

Sinn Fein is very different today from what it was decades earlier as the political wing of the Irish Republican party. When Ireland became independent Britain retained a third of the country as part of the UK as Northern Ireland. Sinn Fein's goal was to reunify the country.  It is popular today along the border and in regions struggling with poverty, including rural areas. As a left of centre party it is unique in Europe as both the main parties are right of center. Housing is an issue for Sinn Fein because it is the first to call for government to play a role in building new housing to tackle a severe housing shortage. With social policies that include government involvement to support social programs, Sinn Fein is likely to be the largest party winning 25% of the votes, with Fiana Fail the current party getting 24%,  and Fine Gael 20%. Yet rival parties are not likely to form a coalition with Sinn Fein. It also shows how much has changed when Irish reunification is now on the agenda with a referendum in 5 years proposed by Sinn Fein, as an accepted feature of the political landscape with Britain leaving the European Union. Under Mary Lou Macdonald who is from Dublin, replacing Gerry Adams, the image of the party is very different today, compared to the violence tinged past of the links to the Irish Republican Army. Most supporters today have few memories of that period, growing up in the period after peace was established in Ireland between different factions.  The exit of Britain from the European Union has provided momentum to the idea of reunification of Ireland from all sides for the first time. The links to the EU are popular in all parts of Ireland and Northern Ireland. The links to the economic crisis of 2009 and free markets have tainted the record of Fiana Fail, long the dominant party.  In Northern Ireland Mr. McGuiness is succeeded by Michelle O'Neill, who was just 21 when the peace deal was signed. In Ireland Mary Lou McDonald entered politics after the peace deal and has a Dublin accent.  The new generation looks at the EU as a natural partner, distancing itself from England. It also thinks and acts differently than Sinn Fein of the past. Even as huge losses continued at RBS bank bonuses remained high. After $15 billion in losses at RBS in 2013, banker bonuses were $960 million for the year. Banker bonuses declined from 679 million pounds in 2012 to 576 billion pounds in 2013. New CEO Ross McEwan, says "I need to keep people engaged." He announced another reorganization. He says RBS "is the least trusted company in the least trusted sector of the economy." This follows public criticism of RBS for not lending enough to small business and unfair treatment of customers. The new plan is for cost cuts to save 2.2 billion pounds by closing 16 corporate call centers and 11 offices in London. Sales and restructuring cuts are planned for 3.1 billion pounds in savings.

This Buttonwood column in the Economist after the British 2015 general election says the election results show serious dissatisfaction with the political class. Labor was never forgiven for the 2007-2009 financial and economic crisis, and the "lost decade" in terms of decline in real wages and no improvements in the standard of living since then. The SNP because it is not tainted by these actions did better as a fresh face and authentic voice in Scotland. The Liberal Democrats suffered from their participation in the coalition government and the austerity years. The Conservatives benefitted from the problems and the crisis of confidence faced by the other major parties. The column asks the question about whether austerity can ever be a vote winning strategy. And it points out that the Conservative party won 37% of the vote compared to 36% in 2010. Labor went from 29% in one of the worst results ever in 2010 to 31%. UK Independence Party gained 13% vote share with increase in English nationalism. Behind all this it says is the general disillusion with the political class in Europe. And the Conservatives should take care lest the dissensions in the party with the EU referendum lead to a divided party. ...

Immigration, welfare and membership in the E.U. emerge as issues in Britain's 2015 election, making it harder for the Conservative party under Cameron to get a majority. Polls show Labor running neck and neck with the Conservative party at 36%, and UKIP at 12%, the Greens at 5%. The Conservatives introduced proposals to make it difficult for E.U. citizens to get welfare payments, but this is seen as not enough action. E.U. rules allow free movement making it harder to curb immigration. Prime minister Cameron has higher personal popularity than Ed Milliband, and is campaigning on the theme of having set Britain on the right path to economic recovery after spending by Labor had increased the national debt.

After an emergency cabinet meeting and a vote in the Spain's Senate prime minister Rajoy imposed direct rule on Catalonia, dismissing the government of Mr. Puigdemont in Catalonia. He set local elections in Catalonia for Dec. 21. Rajoy was responding to a vote in the Catalan parliament with 70 in favor, 10 against and the rest abstaining, in favor of independence. As the BBC points out Catalonia has 16% of Spain's population and generates 25% of exports, 20% of foreign investment, leading to a feeling among Catalan people that they are sending resources to other parts of Spain. The vote was still far short of the large majority that would show Catalans overwhelmingly support Mr Puigdemont's move for independence. As the reality of the consequences of such a move- when the EU and other parts of Spain have shown little support -begin to be felt it is possible that new elections could bring a result like that in Scotland where the Scottish Nationalist party lost ground to the Conservative party in the recent British parliamentary election. It is significant that the BBC cites a recent poll which shows 41% of Catalans favor independence, 49% opposed. Particularly now that Catalans may have time to consider carefully the difference between redressing a grievance and making a complete break into an uncertain future outside the European Union. Also relevant is that Catalonia enjoys a high degree of autonomy, and that other parts of Spain including Mr. Rajoy's home region of Galicia also suffered under the Franco dictatorship. Even the Basque region has come to terms with the past from the period under Franco and has opted to be part of Spain. ...

The Social Democrats leader Sigmar Gabriel is Economics Minister in the coalition government of Angela Merkel in Germany. He is sympathetic to French premier Manuel Valls effort to reduce austerity in the 2015 French budget now being reviewed by Brussels. Here he takes the initiative to call for discussion on the issue of growth and austerity facing the European Union, by joining French Economics minister Emmanuel Macron in asking two economists Pisani-Ferry and Enderlein at the Berlin Institute of Governance for advice on generating growth. The process started in late summer with the defeat of the centre right government in Sweden which supported Merkel's strict austerity policies for balanced budgets. The elections to the European parliament showed the dire situation facing Cameron in Britain and Hollande in France with the unpopularity of austerity policies, higher taxes and cutbacks. The Socialist Hollande government has the lowest public opinion ratings of any postwar government in France, at 18%, and it is unwilling to go further down the road with austerity. At the same time Valls has found a partner in Italy with the growing popularity of Matteo Renzi in Italy who won 40% of the vote in Italy for the EU parliamentary elections of 2014. ECB president Mario Draghi, has generated the debate by saying at a October 2014 Brookings Institution conference in Washington D.C. that countries that have fiscal space (referring to Germany) should use it. He added that governments that did not take action in the economic crisis facing the eurozone of no growth will be swept away by public opinion. IMF president Lagarde, a former French Finance Minister under Sarkozy, has also questioned policy of strict austerity. For the first time since the start of the eurozone crisis in 2010 there is an opportunity for open discussion on future policies for renewal in the eurozone....

Greg Ip provides useful insights into the nature of the economic recovery in Britain compared to the U.S. by 2015. The recovery in Britain has done better than in the U.S. in job creation, but has lagged behind in productivity gains. The labor force participation rate is 72% in Britain compared to 68% in the U.S., going back up to 2007 levels in Britain, whereas in the U.S. it has steadily declined with some older working class Americans too discouraged to look for work and left behind. Stagnant wage growth is a major issue in Britain, more so than in the U.S. where wage growth is slow. Economic austerity is not the main cause of the economic difficulties as the coalition government of prime minister Cameron relaxed earlier goals for austerity by 2012 with tax revenues and growth below forecasts. The structural budget deficit has been reduced by 6.6% of GDP since the peak, and the Office of Budget Responsibility estimates the UK economy was 1.5%-2% smaller by 2013 because of the austerity policies. Britain was also affected by the eurozone crisis to a larger degree than the U.S. Productivity remains a long term challenge- with needed investments in housing, education and infrastructure, improved lending for new business, and higher tech improvement exports....

Technological progress is leaving more people unemployed and widening income gaps with the benefits going to a few people, says the Economist in this research based essay. It will require carefully managed governance to invest in infrastructure, raise skills of less skilled workers through education, and wage subsidies for those left behind to ensure our current system works in the future.

Von Mark Schieritz of Germany's Zeit Online describes the changes underway following the election campaigns in the U.S., and France, and the Brexit vote in Britain, all signalling the discontent of people left behind by the tech, capitalism, trade and globalization changes of the last two decades. The appeal of one time fringe politicians using racist slogans and divisive rhetoric to appeal to those left behind, appealing to people lacking intergenerational mobility, and without much hope for a better future, is a serious concern. People who are gullible enough, lack college education, or racially isolated so that they are not likely to look carefully at what is being offered in terms of programs and change of competing parties, and likely to overlook the hard and difficult road for corrective course of action, because of anger and pentup fears. Schieritz cites as part of this change the unanimously approved conclusion in its final declaration at the G-20 meeting in Chengdu, China- "The benefits of growth need to be shared more broadly within and among countries to promote inclusiveness." Yet this can be a sort of "too little, too late."  Bankers who are cited in an email going around Wall Street lack credibility with groups on Main Street, to people adversely affected by tech, trade and globalization changes that have been persistently ignored for over a decade, close to two decades. More convincing is the tone of Theresa May, the British prime minister's first statement outside 10 Downing Street- who spoke of the "burning injustices" and her determination to make this a top priority of her government. Still more convincing are the programs to invest $275 billion over 10 years in infrastructure put forward by the leading candidate in the U.S. presidential election of 2016, to provide easier access to public universities and colleges to those left behind, as a sure way to create new jobs and address intergenerational mobility. In fact every leading candidate had made the loss of upward mobility their central plank already in 2015, long before Trump and Sanders started their campaign. The real hope lies in western leaders Merkel, May, and Clinton, all keenly aware students of changes, all women by the way who have sensed the injustice and have the ability to come up with something new and promising for the future, after learning the lessons of the past. ...

Krugman points to the connection between the failure to achieve debt reduction through debt forgiveness and the sluggish economic growth in the eurozone and U.S., five years after the global banking and financial crisis of 2009 and four years after the beginning of the eurozone debt crisis in 2010. In the U.S. debt reduction for homeowners was delayed with a wave of foreclosures, and in Europe austerity budgets were the norm as Germany pushed hard for austerity policies. In 2014 small relaxation of austerity to give relief to voters took place in Greece, France, Italy and Spain, with austerity budgets still in place. Growth also slowed in Germany to slight contraction in the third quarter and no growth in the fourth quarter of 2014. This is leading to the formulation of new policy to address growth challenges in the eurozone. Five rules the editors of the WSJ say should be followed when working on cleaning up the banking system. A clear no, as Krugman and other experts point out is for the government to make the rather imprudent move to take on all the debts of the banks as in Ireland. A second rule is not to underestimate the size of the problem and delay action till the problem gets much worse, when its harder to deal with. ECB president, Mario Draghi, pointed out the problem at Spain's handling of Bankia bank as a clear example, telling the European parliament recently: "There is a first assessment, then a second, a third, a fourth. This is the worst possible wayof doing things. Everyone ends up doing the right thing, but at the highest cost." A third rule is to set clear rules about banks, who gets rescued and who gets closed and why- so that its not left upto the discretion of officials. On this rule Spain's outgoing Zapatero administration gets good marks from WSJ for settting clear rules to the cajas svings banks. A fourth rule applicable to Europe is to first setup the expertise and conditions for a European banking regulator before setting up a banking union and direct injection of funds by the EFSF into banks of individual countries. A fifth rule is to avoid creating even larger mega banks by consolidating failing banks with large banks, and continuing the government's implicit guarantee of the bank because it is "too big to fail" and creates systemic risk- this is the situation after action by the U.S. Federal Reserve, regulators and the U.S. Treasury....
