With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Mexican president Sheinbaum's support will also ease its implementation in 2024 and cut down border crossings from asylum seekers to lows below 2500 till a new Senate bill is taken up and passed with bipartisan support that exists in US Congress. ...

The Carter Center finds that Democracy was thwarted in Venezuela when the Oppoostiion Candidate won by as much as 67% of the vote compared to 30% for Maduro and the Venezuelan regime. After over 300% inflation and 8 million refugees Venezuela's situation had deteriorated to the point that no government could win with such dire conditions for the economy.  Most essential goods and services difficult to find. This is the situation that the US faced as it asserted the Monroe Doctrine in the face of drug trafficking gangs in Mexico and Venezuela pushing drugs and migrants across the US borders. The drug and migration crisis in the US reached levels that led to the election of DJT in the US in 2025.

Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.

WSJ Editorial Board on 2025 DJT version of Eisenhower's 1954 Operation Wetback to curb foreign born employment. After the Biden years when foreign born employment surged the decrease by 773,000 shown by Trend Macro in foreign born employment for Jan- April 2025 in the WSJ, is an adjustment from the effects of Biden open border policies. This also prevents downward pressure on wages for American workers in construction, hospitality and retail- the story of the last 20 years. This is similar to what would have been seen in the Eisenhower years after Operation Wetback led by Gen. Swing and AG Brownell in 1954. Just as by 1956 the foreign born employment declined after years of uninhibited illegal migrant growth and open borders in the years of World War II. Note that Mexico's agribusiness owners were against open borders in that period and the Mexican government was also against open borders and the loss of labor from Mexico needed in agribusiness. Today the situation is somewhat different but in the sense of an adjustment it may be very similar. Just as in 1956 Eisenhower in 1952 and 1956 had a mandate for making this adjustment DJT has won a mandate for a similar adjustment in 2024. ...

Unintended effects of Title 42 law introduced by president Trump which quickly returns migrants crossing the US border with Mexico leading to repeated crossings by the same persons. This leads to a more complicated picture at the border.  About 2 million will have attempted to cross the southern border in 2022 fiscal year. About 22% of crossings involve repeat border crossers.Two thirds of the 182,000 migrants crossing in July 2022 were single individuals. The pandemic hit Mexico and Central America hard and the quicker economic rebound in the US is leading to a surge in migrants looking for work. In addition to Central America asylum seekers come from Cuba and Venezuela with repressive action by regimes. Mexico only takes some of these migrants back. There is also a flow of illegal drugs across the border from Mexico which continues to this day even after the Trump Wall at the border, as most of it comes through official entry points. Le Monde reports from Havana Cuba in 2026- 2 million people have left since 2021, the situation is looking increasingly hopeless. There is the 800,000 called the "walking generation" that walked to th southern border of the US during the Biden administration 2020-2024, How did this happen the country of Cuba losing so many people, a third of its population? In 1960 it was 7.1 million. Taking Mexico as an example Mexico's population was 37 million in 1960, it is now 133 million up threefold. At the same rate Cuba's today would be about 20 million in 2026, today it is about 10 million. Instead of 20 million it is half that. About 3 million left the country and population growth simply stopped as the country went from crisis to crisis. Was the revolution worth it, were people in Europe, the US and Latin America who looked to Cuba as a model completely mistaken and was the story oversold to the point where someone like Chavez would try to bring that revolution to a developed economy such as Venezuela as late as 1998, when Cuba was already without US cooperation a state that had fallen behind, by 2026 it was like going back in time 50 years. Could the US offer something better to these countries in the western hemisphere. Did Kennedy JFK promise so much in 1960 and did later US administrations leave Cuba  in a state where it would not get foreign investment and be sanctioned and blocked from access to new technology in so many ways. There is much to reflect on the failure of Cuba, the story of glorious narrative that was told that overlooks the poor condition of the country and benefitted the people the least.  ...

US president Biden visits the southern border with Mexico where there is a surge of migrants mostly from Nicaragua. He meets Texas Governor Abbott and visits the El Paso border area and El Paso county Migrant Support Center. He will then meet Lopez Obrador of Mexico and Justin Trudeau of Canada in a summit meeting in Mexico. This report in the WSJ says Mr. Biden is pursuing policy that will send back migrants including Title 42 used by the Trump administration. Republicans have made the border a top priority. Trump era policy requires Mexico to take back 30,000 migrants a month from Cuba, Haiti, Nicaragua and Venezuela. Biden plans to continue these policies for illegal entry to stem the surge.

Jack Healy, who the NYT says writes about the rapidly changing politics and climate of the American southwest, provides this report from the border town of Nogales, Arizona, on the border with Mexico. In this desolate isolated border region America's future is being decided- Biden being the only Democrat since Harry Truman in 1948 to take Arizona and by just 10,000 votes. There near Nogales the border wall Trump built ends abruptly at the Kelly ranch in a picture shown in this report. Rural Santa Cruz County is except for migrants a solitary and quiet place along the border. Mr. Kelly moved here in 2002 and runs more of a hobby ranch unlike the bigger cattle ranches in the area. Migrants make their way through this part of the border and the Kelly ranch. In the most recent episode a migrant is shot and Mr. Kelly reports the shooting to police. Healy looks at the lives of the rancher and the migrant to give a snapshot picture of what life is really like on the border. And the different sides of the story seen from the rancher's and migrant's situation.  A border area where in a vast dry mesquite region ranchers on the Arizona side live alongside Mexico with people facing high unemployment where people are looking for work and choose to take the risks of crossing the border illegally. Crossings that are made at points on the border wall that end in canyons and riverbeds where migrants and their smugglers make their way. It affects the lives of the ranchers and the migrants in many ways. Ranchers who are in isolated areas- the Kelley ranch is 170 acres- feel isolated and vulnerable as they see a threat in the network of smugglers sending migrants across the border. This is also where the future of America is being decided. After the overconcentration of manufacturing in China, there is the border with Mexico, two regions that have little to do with each other but determine politics and emotions in the US about workers, about migrants and about borders. By understanding both sides of the story president Biden became the first president since Harry Truman to win Arizona in the presidential election of 2021. He won it by just 10,000 votes with a recount showing about 360 more votes. Without Arizona and Georgia both won by Harry Truman in 1948 Biden could not have begun the process of tackling the major issues facing America in 2021. The DJT Executive Order removing birthright citizenship on Jan 20, 2024 applies to future undocumented immigrants, and is based on the part of the 14th Amendment to the US Constitution passed in 1866 by the US Congress and ratified by states in 1868.  The 14th Amendment came after the US Civil War and was aimed at giving emancipated black slaves citizenship. The US Supreme Court gave US citizenship to one Chinese immigrant in US vs Wong in 1898 following the Chinese Exclusion Act of 1882. This did not set a precedent as at that time immigration from Asia was extremely restricted and the case was not intended to apply to millions crossing borders as this did not exist. For most of the period 1900-1960 Asian immigration was negligible because of the laws in existence until the Kennedy administration. Immigration from Mexico was mainly for US agricultural farms. When this led to a surge in illegal crossing of the US Mexican border in 1944-1954 a similar situation to today existed when Eisenhower conducted Operation Wetback in 1954 to deport about 1 million undocumented immigrants. ...

Crime by violent street gangs with whole sections of cities controlled by different groups, some a remnant of the guerilla wars, has fueled the migration crisis. Many people have left central American countries of San Salvador, Costa RIca, Guatemala, because of the crime and extortion experienced and the lack of law and order in these countries. Criminal violence by these gangs hurts business which leads to even fewer economic opportunities for young people. This leads to a steady flow of migrants to the borders of Mexico trying to enter the U.S. Experts say 95% of homicides in these central American countries are not tackled, with severe distrust of police.  There are fewer emigrants from Mexico as the economy has improved and population growth has slowed. Most of the faces of migrants are now from the Central American countries. A program is underway to create jobs skills in Honduras. But this a small effort in tackling a much bigger problem of violence, lack of economic opportunity, and the legacy of the civil wars in central America in an earlier period that have left whole sections of urban areas under control of former guerillas and militia turned into gangs.  ...

Sheinbaum was mayor of Mexico City and was environmental chief during Lopez Obrador's term as Mayor of Mexico City. Obrador has remained popular throughout his 6 years as Mexican president with favorable ratings consistently of over 60%. Mexico limits a president to one six year term. Obrador's party Morena derives from Mexico's indigenous culture and reflects Mexico's history in the 20th century of passion for protecting its national assets including the oil industry from foreign domination or influence, and ardently seeks respect for dignity of Mexicans and Mexican culture. Under Obrador Mexico reached a level of living with organized crime gangs after decades of war against these gangs. The US needs support from Mexico for its border policies and control of border. Obrador was a son of a provincial shopkeeper and spent little time outside Mexico.  Sheinbaum sees him as her mentor after work supporting migrant welfare in California with Carlos Imaz, during a period when she finished doctoral work at UC Berkeley and Stanford. Her father was a chemical engineer and her mother a biology professor. Her grandparents were of East European Lithuanian and Bulgarian origin. Sheinbaum says she follows Obrador's principles, yet it will be Claudia that will run the government. Her policies include setting up 100 industrial parks for Mexico's development, and setting up professional police services to control crime throughout Mexico's different states. ...

After Islamic State was suppressed by US a fragile truce remains between Iranian militant groups, Iraqi Sunnis in the army, and Kurdish groups. This time the US cannot be naive about the different interests in nations created artificially to suit their colonial empires by the British and French out of the ruins of the Ottoman Empire after World War I by 1921- it is important for the US to not get involved in the region except to prevent nuclear weapons development and ballistic missile development that would endanger world peace, and get worldwide backing and support, and limit its involvement specific to its carefully made goals that are matched by US strengths. This is a serious matter as US has important goals in its own western hemisphere which require America's full attention including with the Monroe Doctrine in its modern form- the Bush/Obama policies were a disaster for America and bad policy that created the conditions for lack of attention as drug states began to form in the western hemisphere and for illegal immigrants and drugs to enter through its southern land border with Mexico fraying America's social and economic fabric. ...

This report in the Economist points to the improved situation for Mexico after the scare from Trump's plans to build the wall and deport large numbers of immigrants. The peso dropped by 15% between mid November 2016 and January 2017, but has since recovered, and non-oil exports were up 5.5% in February 2017 over prior year with the manufacturing growth in the U.S.  Growth forecasts are now up from about 1% GDP growth previously to 2% for 2017, close to the 2.3% in 2016. Much of the change in mood in Mexico is a result of the failure of the early travel bans being blocked in the courts, the failure to get health care legislation through Congress, and the effort by the trade advisers and economic advisers around Trump to move Trump's positions more to the centre and closer to traditional Republican party positions. Wilbur Ross, the Commerce Secretary, says " a sensible agreement" can be reached with Mexico. Peter Navarro, trade adviser, talks about making "a mutually beneficial regional powerhouse." Robert Lighthizer, a veteran from the Reagan days, is likely to be made the new U.S. Trade representative. Still as the Economist points out the "20% border adjustment tax" continues to be supported by Paul Ryan in Congress to pay for tax cuts. But certainly the mood has lifted in Mexico in the first 100 days. This is true for economic policy in relation to China and Germany, and the close circle of Ross, National Economic Council head Gary Cohn, and Secretary of State Tillerson is moving Trump to the centre in policy statements to get things done. Mexico is faced with internal challenges of reestablishing the rule of law, improving infrastructure, reducing red tape and corruption, addressing problems in the education system, to promote economic growth. The campaign rhetoric for renegotiating NAFTA and building a wall at the border has had a sharply negative effect on growth in Mexico. Growth slowed in 2016 and is expected to be close to zero in 2017 with declining foreign investment in the economy. The uncertainty is leading to sharp decline in foreign direct investment of 24% in the first 9 months of 2016, according to the Bank of Mexico. Further declines can be expected in 2017. The decline in the value of the peso of 16% since May 2016 has led to 6 interest rate increases in the past year. Inflation on annual basis was at 4.72% in Jan. 2017 and is rising. As Mexico depends on exports for one third of its output growth, and 80% is sent to the U.S., there is a need to diversify with trade agreements made with the European Union and other countries. Mexicans now question the value of NAFTA trade agreement as average growth of 2.6 since NAFTA was signed is below the 4.6% in the 2 decades prior to that. And poverty level is the same with about 60% of people in the underground economy. In addition crime, drug trade, a weak education system, weak rule of law, political corruption, show that Mexico has not made the progress since NAFTA that it should have made. ...

This report in WSJ shows how Mexico is planning to receive hundreds of thousands of migrants returned back to Mexico by the DJT administration in the US. The deportation program has led to a 90 percent drop in jungle border crossings across Panama into Mexico from Central and South America. Migrant entry from other countries is also expected to drop similar to this. Previous Mexican administrations allowed the flow of migrants through Mexico from Central and South America helping create the problem of illegal migration to the US of such large numbers of people, without carefully looking at the consequences of such policies. This happened also after World War II leading to president Truman appointing a Commission on this issue in the waning days of his administration and the Eisenhower administration putting the Attorney General in charge of the Operation Wetback in 1954 which returned about 1 million migrants back to Mexico. At that time as happened in 2024 the US was no longer able to cope with flow of such migrants across borders. US legislation has fallen behind the times in addressing immigration issues and this has placed an inappropriate burden on the American people. Bipartisan legislation has to be done as was agreed by Biden and Senator Lankford on the US Congress Republican side, with changes that DJT Republicans sought to have in that bill on numbers of entry and other points. ...

For a decade America's leaders remained silent on taking action on all fronts including trade on countries that were sources of fentanyl. The largest and most advanced economy in the world did not take action to protect its people when countries acted with impunity on fentanyl flows. That action is being taken now. A 25% tariff will be imposed on imports from Mexico and Canada, an extra 10% tariff on China, till the illegal flow of fentanyl and smuggled migrants from these countries stops.
