Jean Raspail is the French author  of "Camp of the Saints" and of "Me Antoine de Tounens King of Patagonia," winner Grand Prize of the Novel 1981 Academie Francaise. Written by Raspail, the son of the Founder of Le Figaro French newspaper in 1973, Camp of the Saints is a book describing Raspail's extraordinary vision of how boats from Bengal would suddenly appear at French shores carrying millions of people from Bengal fleeing conditions of squalor and extreme poverty. 1971 was the year of the Bangladesh war with millions of refugees from Bangladesh at the time called East Pakistan pouring into India from Bangladesh, hit by massive floods the year prior, and then facing an army of occupation from West Pakistan's Punjab ethnic group dominated Army. While calling Raspail's Camp of the Saints "openly racist" Le Monde does not show the events described here as being entirely real- the squalid and the squalor into which Bengal had been plunged by a over a century of British rule in India that as Gandhi showed in the 1920's in "Young India" magazine spent most of the budget on policing, and very little on development except rail for logistics to hold the Empire together. On this the French Left or French Right or the European Left or Right is silent, preferring not to open up the similar situation facing China Hongkong, Shanghai as Treaty ports and Beijing after the Boxer rebellion, the Middle East with Sykes and Picot creating artificial states of Syria and Iraq, and controlling states of Iran and Egypt, and Indochina as French colony. It is not "racist" it only shows what Raspail might have seen on television at that time of the truly squalid conditions, including a famine in Bengal in 1944 that was aggravated by British policies. If Raspail imagined that boats from Bengal would arrive at the shores of France it is not something that is not connected to reality, it is the squalor and squalid conditions- except the reality the so called Right and the Left failed to say was a result of the centuries of colonization that made the region miss the Industrial Revolution. Western India around Bombay and Ahmedabad was far more developed by the 1970's and more so by 2003 when Camp of the Saints was republished. In 2026 Camp of the Saints is outdated. Northern India, Western India and Central India is in the kind of rapid modernization that happened in China, with bullet trains, ports and new highways, new industrial infrastructure, housing, going up every year under the Modi Government. In the paradox of today the Modi government is referred to as racist or religious right without reference to its essential condition, its very spirit of modernization based on science and technology acknowledging and revering the contributions of European nations and America. Bangladesh is eastern Muslim part of Bengal. West Bengal is part of the federal Union of Indian States, and has fallen into disrepair and industrial backwardness within Indian states because of the lack of the rapid modernization that India is going through, under mismanagement of the scale of Venezuela. Much of the media in the west does not report the scale of the mismanagement of some of the states in India that were built on the legacy of the early decades after independence of policy to slow down industrialization and corruption that destroyed infrastructure investment. The federal government of India and the states run by the party at the federal level in northern, western, central and north eastern India oppose migration to the US and Europe and are now growing at the fastest pace in the world, faster than China, growing at 10-12 percent a year. Bihar state in India is the home of Lord Buddha and the origins of Buddhist civilization of China and Japan. It has a population of 130 million and is growing at 22% a year in 2026. India needs its young people at home, even though it is willing to loan some of its technical people to Germany and Europe and the US. The Indian federal government policy and policy of these Indian states run under federal policy is to oppose migration and find jobs for millions in a rapidly modernizing economy at home. This then is the reality in India, as well as China, with 2.8 billion people. No one in India, not Gandhi if he were here today, not the government in the Indian federal union and states faults Raspail and others and calls them "racist," because of the extraordinary help first Japan, then China and now India receives from America and the European Union to develop and modernize quickly. In fact Indians look with admiration on the western leaders in science and technology, the scientists and inventors of Europe and the US, and are eager to emulate them in the future. And this is true also of the people of China, and reflects the aspirations of the new generation. ...

Chinese president Xi's determination to make good on the slogan "Housing is for living, not for speculation," by imposing a property tax on homes in 30 cities, is facing resistance within the Communist party and from local governments. Mr Xi hopes to squeeze out the excesses of the adoption of capitalist market systems in China since 2000. China's government opted to get feedback on this idea and the feedback is largely negative forcing the government to scale it back and look at other alternatives such as affordable housing to make home purchases accessible.  Some reasons for the pushback are that it is becoming a social stability issue and risks alienating officials within the ruling party and homeowners. The fact is that 90% of urban Chinese families own their homes and housing related industry makes up about a third of China's output. Also significant is that 80% of China's wealth is tied up in real estate. What could happen is that if housing prices drop in China urban consumers might cut back on spending because they feel poorer. Party officlals advised against introducing property tax in 30 cities. Now it is scaled back to ten cities, and a new law could take till 2025 to introduce property taxes in the whole of China. Cities that are likely to be used for the property tax now are Shanghai, Chongqing, where an annual charge is levied on second homes since 2011. Cities added to the list would be Shenzen, Hangzhou, China has financed much of its industrialization through land sales by the Communist local governments in a country where land ownership was with the national Communist government after the revolution in 1949.  Mr. Xi wrote in Qiushi party journal that "we should actively and steadily promote the legislation and reform of real estate tax, and do a good job in the pilot work." Local communist governments get about one third of their revenues from selling land to property developers, and they are anxious that a tax on real estate would make demand and price for the land they sell to drop drastically. China GDP growth forecast at 5% in 2025 and first half actuals at 5.3% with frontloading. The frontloading is because of surge in exporting before tariffs hit by May.  China is waiting to put fiscal stimulus as it fears tariffs will lower growth and increase unemployment. The housing sector is in deep slump. At this point fiscal stimulus is determined in Washington DC. The actual growth in 2025 may turn out to be much lower than 5% considering the weakness in the economy and the issues of tariffs and tough trade negotiations with the US and a changed environment for trade with the European Union.

China's GDP growth of 8.7% for 2009 is based on private sector investment in housing and infrastructure spending through the stimulus funds. Now with a asset price bubble developing from excesssive lending in 2009 the government is trying to slow bank lending. Experts see a situation similiar to Japan, as an asset price developed there in the 1980's after rapid industrialization. Even though China will still be a developing country after this phase of growth. Property prices are going up by 20% a year in the major cities. And with it making housing unaffordable for most people except the top 20% of the people who comprise about 120 million. This raises issues of equitable growth for Beijing. Much of the rest of the country is being left behind when it comes to housing and in other areas like health care.

Spain's central bank was lauded for macroprudential supervision before the housing bubble burst. Will China's central bank and financial authorites which have managed the housing bubble upto this point face similiar problems? Can China be the sole exception even as housing bubbles burst with wide repercussions in the U.S., UK and Spain? Nicholas Lardy, of the Peterson Institute of international Economics, says urban housing stock makes up 41% of Chinese household wealth in 2011. The same figure for the U.S. is 26%. Chinese buyers invest in homes because low interest rates on savings accounts cannot keep up with inflation. Real estate investment was 13% of GDP in 2011. Home ownership is a recent development in China, only since 1990, Chinese have never experienced large price declines. Household debt as a percentage of disposable income has increased significantly in recent years, up to 53.6% in 2011 from 31.3% in 2008, according to Lardy.

Climate policy changes lead to $1.3 trillion savings according to analysis from DJT administration and EPA's Zeldin, with $1.1 trillion in savings from lower vehicle prices which addresses unaffordability of cars. Using the average price of a new basic Toyota Corolla the price in 2020 was $19,000 which has gone up to $23,000 a price increase of 21% by 2025 over a 5 year period. The cost in 2026 of operating a Gas powered vehicle is on average about $2500, for EV car about $1000 with $1500 in savings per year for EV's that need to be figured into the equation at gas prices that prevailed in 2024 of $4-$5 per gallon . At prices of $3 per gallon the gas costs come down to $1200 when driven 12,000 miles at 30 mpg for 400 gallons of gasoline consumed. This makes the difference between gas and EV yearly savings on gasoline costs down to about $200 from $1500. This makes gasoline powered cars attractive as car companies can reduce EV investments and pass on some of these savings in lower car prices in 2027 in exchange for favorable rules on emissions and EV transition dates.  Are there losses through the emissions and climate change? The DJT/Zeldin EPA analysis points to global climate emissions from China and India (the coal powered plants) continuing at a pace that would determine the overall change in climate for 2026-2027. In this kind of approach the goal is to make cars affordable over a 2-3 year period for US and European carmakers who would be expected to cut prices. It is about flexibility in fighting the Cost of Cars a big component in the Cost of living with housing as the next large component. It is not a long term strategy, simply one that offers a flexible approach. Will the US, Europe and Japan fall behind in EV's technology? Hybrids a focus of Japanese cars will continue to advance that technology which is becoming a preference where it is affordable for customers. Toyota for instance will have a wide lead in hybrids technology by 2030. Much of the Chinese market will have EV's and the EV's technology will advance in China in 2026-2027, and tariffs will be needed to protect European and American carmakers for 2026-2028. It is a strategy tradeoff to deal with the cost of living crisis in US, Europe and Japan answering call for a flexible approach that was also heeded by the Biden administration in relaxing carbon emissions rule changes. It will require automakers to step up and cut prices for gasoline models for buyers at the entry and lower range for affordability by 2026-2027. What about climate action? The strategy is based on the idea that climate action requires India and China (coal powered plants) on board to make a real difference so that over 2-3 years to 2027 the US, Europe and Japan need to address affordability for the lower end entry cars. There is an element of denial of climate change in parts of the DJT administration in the US but not in Europe and Japan. It is also true that leading DJT administration officials Secretary Bessent see the problem of climate as real and one that needs to be addressed yet leaving room for flexibility to tackle affordability crisis for ordinary workers with low incomes struggling to make a living. Bessent and others in the DJT administration are calling for using all of the resources to address needs of people struggling to make a living, and for a strategy for the US to get back its manufacturing capacity from China and for rebuilding the US economy after deindustrialization (caused by Clinton's huge US economy shattering failure to provide safeguards for abuse of the trading system by China in signing a poorly drafted agreement for China's entry into WTO at the end of his term in 1999-2000 just when he had fought impeachment.  ...

China believes Taiwan is part of one country with different systems, yet president Xi's words to former Taiwan president Ma in Beijing on March 9, 2024 suggest China is moderating its stance with Taiwan, reliant more on persuasion after the air and sea blockades during the pandemic. Xi met Ma in 2015 in Singapore when both affirmed the unity of both countries. Taiwan under the Progressives who now have won for a third time sees itself as a separate country and Xi sees Taiwan as a part of China.  Ma's colleague lost the recent election to  Lai Ching-Te of the Democratic Progressive Party. Issues in the election were cost of housing and the economy.  Xi said the 1992 Consensus still holds for Taiwan, a former Japanese colony just across the straits from mainland China under that consensus it was accepted as one country with different systems. Xi said: “Compatriots on both sides of the strait are Chinese... The difference in systems does not alter the objective fact that the two sides of the strait are of one country and one nation.” ...

The real estate bubble in China continues to grow even after th pandemic. Local governments depend on land sales for about 60% of their revenues. The government in Beijing also is unwilling to let prices decline too much because this could create unrest. As a result households have continued to add second, third homes in speculative investment. Unlike the U.S. where households invest in the stock and bond markets and residential property investment is one of several options, in China this is the only option people believe. The notion of continually rising prices is built into the mindset in China. This is happening even as those who do not have homes are still priced out of the market, and those with savings are pouring them into housing, more so as people save more in 2020. This can be seen in the vacant homes rising to about 40% for those buying second homes. People are also taking on more debt with consumer, mortgage and other debt of households getting close to 60% of the country's GDP, a high leverage ratio. This also means there is less capital to invest in productive investments in industry as more and more savings are tied up in housing with large vacancy rates meaning the housing is not even being used. Some of the speculative nature of this can be seen in this report in the WSJ for cities such as Tianjin, Shanghai and Shenzen. ...

Renewed warnings about the bubble in housing prices in China. Earlier warnings came from Krugman, Lardy, John Taylor. This one comes from Nomura economists Zhiwei Zhang and Wendy Chen. Could the government's action to curb rising housing prices not be adequate leading to a financial crisis as early as 2014, is the question posed by Zhang and Chen. They cite the rise of housing prices by 84% from 2001 to 2006, before the financial crisis of 2008 in the U.S., using the Case-Shiller housing price index. One problem- the government statistics may have underestimated the extent of the bubble. China's official index shows housing prices rising 113% in major cities from 2004 to 2012. Zhang and Chen say this is much smaller than the actual rise because it includes older, lower quality housing property. They cite an academic paper that adjusts for this and finds prices jumping by 250% in the period 2004 to 2009. Another problem is that China's housing prices growth slows after government action but then resumes the growth, leaving the risk exposure at the high level as before. Because the local governments are tied up in the housing bubble the problem would hit the banking system. About 14.1% of the outstanding bank loans are to local government financing vehicles, and 6.2% to property developers, according to Nomura economists. The declining potential growth rate in China means there is less room for bad loans to be absorbed by hyper growth levels than in the past. Errors in policy can magnify the risk including loosening monetary policy and exacerbating the bubble at the wrong time. In the absence of errors the risks still remain requiring the sale of public assets to bail out local governments and banks. The argument made by Krugman and other economists has been that China is not immune to the risks of a housing bubble going bad, in any way less than Sweden, the U.S., Spain and other countries, requiring bailouts of banks....

Gregory Zuckerman report in the WSJ on Jan 15, 2008 commented on the bets against housing that netted $3 billion to $5 billion for a financial firm that bet against subprime mortgages at the right time. It also commented on Alan Greenspan who joined the firm as an adviser after engineering a period of low interest rates that created conditions in the housing market for such speculative boom bust behaviour. The 2009 financial crisis marked a period of 10-15 years when the US lost its competitive advantage against China as a result of such speculation and poor leadership at the central bank. And leadership from the Reagan presidency in 1980 through 2009 that defunded infrastructure, manufacturing and public goods services in favor of deregulation and financial firms.

President Xi Jinping to introduce regulation into what was once an essentially unregulated economy, including a housing sector with financial risks built on ever increasing leverage, are expected to slow the economy to 6-7% growth rate. This is seen as acceptable to address the other goals president Xi sees as essential for the long term future of China. China urban is what most people in the US and Europe see. This is only 60% of China. The other 40% is stuck with lower incomes at about a third of urban areas and with few opportunities. Within urban areas there are the people with moderate incomes who are spooked at housing prices and living in small flats, and now with the pandemic there are many more who are unemployed as China lacks an unemployment insurance system like the US. This and Xi's close connections to farmers in Hebei, and other provinces where he has spent time as party secretary, mean he will now give all of China's people an even chance for a better life. China's housing developers are increasing the issuance of high yield bonds in 2013. European and American companies have issued $120 billion in junk bonds for Jan-March 2013. Chinese companies issued $8 billion to overseas investors for Jan-March 2013, increasing from $2.3 billion in junk bonds issued in the same period for 2012, according to Dealogic. Yields are dropping. In the U.S. yields have dropped from an historical level of 10% to 6% on junk bonds. The same pattern is seen for China's junk bonds. Yields for bonds issued by Chinese housing developers have dropped from 11-12% to 7-8%. Investors are taking on higher risks on these bonds and the current yields do not reflect higher risk, as the bonds are issued from overseas subsidiaries for foreign investors. As with the bankruptcy of Suntech Power, foreign bondholders could lose everything. These junk bonds are not backed by the company assets in mainland China, and local banks and creditors in China come first in getting their money back. ...

As the US and EU find other ways to act on cost of living action to reduce the impact of higher oil and gas prices, curb pharmacy and health costs, and grocery bills, tackle housing costs, the role that lower retail prices of goods from China play a diminished role. More important are jobs and wages in this economic structure and perceptions are being followed and shaped by policy of Biden, Scholz and other leaders of Democratic and Socialist parties. Biden and Yellen have raised the alarm over China's export based manufacturing strategies being revived one more time, there is also a new perception of the advantage of such lower retail goods from China coming at the expense of jobs and wages, loss of manufacturing technologies as in chips in the US, which is seen as clearly unacceptable. In the period approaching the 70th anniversary of the Communist Party of China and its role in the revival of China after centuries of decline, confrontation with European and Japanese invasions, and poverty, China is taking a long view of Hong Kong protests. Carrie Lam stated China was too conscious of Hong Kong and China's international reputation and was pursuing "the long game," in dealings with Hong Kong protesters and its relations with the U.S. and Europe. This approach sees the need for China to create a positive image as it seeks to settle the trade dispute with the U.S. that hurts China's efforts for improving the standard of living and continuing its modernization. This means keeping relations with the European Union on a good footing as it pursues tit for tat tariffs and resumes talks with the U.S. without giving up what it sees as its sovereignty for industrial policy and trade matters.  A new sign of this is changing the focus of Hong Kong protests from the Chinese government to Hong Kong tycoons who China says have created the housing shortages through their policies. By not releasing land they own for building new affordable housing and driving up prices because of the greed for returns the tycoons in real estate are asked to take some of the responsibility for the mess in Hong Kong and anger of protesters. The social and economic tensions have contributed to anger of protesters for which the government has become a easy target says China as it looks for ways to tackle the issues underlying the protests and separate the negotiable issues from the issue of "sovereignty" or China's right to decide its internal affairs. In the light of the Communist party's struggles against European colonialists and Japan's Imperial Army, "sovereignty" is a sensitive topic in China.  As part of this approach Carrie Lam, Hong Kong leader held a Chinese version of Town hall meeting to listen to the complaints of Hong Kong leaders for the first time after weeks of protests, to let people vent out their feelings and complaints.    ...

This WSJ report on developers and home buyers in Tianjin show how the government policy of controlling speculation in housing prices affects ordinary home buyers when prices drop. A homebuyer from Hebei province hoped to find a better life in Tianjin, better education for her children. She used her entire savings and borrowed from relatives to pull together funds to buy an apartment for 1.5 million yuan. She is desperate paying the mortgage of 3700 yuan, works several part time jobs, and is mortified at the drop in price of the apartment, in this report. For decades housing prices were going up, now the government has sent clear messages that housing speculation has to stop and home prices for the first time are moderating to increases of about 4% a year and are falling in some cities including Beijing, Tianjin, and Guangzhou. The governments message is that people should use apartments for living, not for speculative price increase and profit. Retail sales in China dropped sharply. Retail sales dropped from double digit increases for most of 2014-2017 to single digits in 2018- sales dropping to 8.1%. Government restrictions to prevent a housing bubble restrained housing sales, and policies to control corporate debt limited growth. Higher inflation for food and housing, have led to asharp pullback in growth of consumer spending.  Trade tensions with the U.S. have hurt consumer sentiment. The approval of 254 investment projects in China, accelerating investments in infrastructure and construction as part of a second stimulus plan in 2012, folllowing the first stimulus in 2009. The risks are higher this time because of the inflated housing prices in China, the increasing lack of affordability of housing for average families, and the continuation of policies that emphasize infrastructure spending at the expense of consumption and earnings on savings for ordinary families. The Economist magazine points out that even without the one-child policy birth rates would have declined in China because of rising participation of women in the work force, education, delayed marraige, and the high cost of education and housing for more children. As China pursues a two child policy starting in 2015, many of the same factors are at work and many women are seen as unlikely to have two children. The Economist says the right policy would have been to scrap this policy altogether. This may actually happen as China sees the social and economic factors behind the falling birthrate continuing to operate limiting the size of families, and creating problems of rapidly aging society as in Japan. Latin America provides strong evidence to support the Economist magazine's point because of the falling birthrates in Brazil and Mexico for social and economic reasons.

Scientific American says 8-11% impact larger emissions under the One Big Beautiful Act than the 61%-66% emissions cut under Biden IRA in 2035 over 2005. What is the reasoning behind DJT Republicans approach? 

Remember that the wealthiest House districts are now in the Democratic party and the working class, rural and poorer districts are now in the Republican party as shown in the recent WSJ analysis.  In this situation after  30-40 increase in the price of groceries, new and used cars, and housing costs 2019-2024 the argument is that American working families need relief. Another factor was the grasp of the fact that for climate change action to work China could not be allowed to build one coal plant a week (95GW of coal electricity capacity in 2024). In 2024 US represented only 12% of global emissions and EU only 6%, China, Russia, India, Brazil etc emitting the rest of 82%.
