Senator Mitch McConnell, the U.S. Senate Majority leader, and Speaker Ryan, achieved a win in the U.S. Congress which is expected to set a new trend of bipartisan cooperation, as the House passed the bill in Dec. 2015 for $1.1 trillion spending with a vote of 316 to 113, and the Senate with vote of 65 to 33. The persuasion on the Republican side was based on giving Speaker Ryan a strong hand in negotiations with the White House in 2016. Ryan secured a lifting of the oil export ban for the Republican side in return for flexibility in spending. Ryan deftly sent the issue of Puerto Rico having access to bankruptcy laws to the committe chairmen to come up with a plan in March to get the needed votes. Democrats had pushed for aid to Puerto Rico. Also included in the bill that passed is giving more voice to emerging market countries China and India in the running of the IMF.

The story from the side of an Shiite Iraqi Brigade commander who served in the Hussain army in the Iran-Iraq war, that shows how the Americans under General Petraeus persevered and won with a new counterinsurgency strategy of clearing an area of militants and then carrying out humnanitarian projects by living in the same areas where the militants lived so to speak spread out among the people, This has worked in the insurgency areas around Ramadi and also in the Mahdi areas in Basra and gives the Iraqi army the confidence to bring safety and law and order to Iraq. The perseverance of the Americans and corrective actions like in this case letting former Iraqi army soldiers enlist and work in the new Iraqi army and letting some of them rebuild their brigades as is the case with Al-Azawi. Gaining the confidence and support of tribal leaders has been another element of this strategy as well as getting some of the insurgents on the American payroll under the Awakening groups. And quite a lot of credit goes to Petraeus for leading this effort against the odds and using unconventional methods that helped get the job done and bring some sense of safety throughout Iraq in an unbelievable turnabout of events....

The Vineyards Wind project in New Bedford harbour in Massachusetts sends 5MW of energy to the New England grid this week. The Operator says 5 850 feet tall turbines will be operational early this year. In all 62 turbines will generate wind energy, enough to power 400,000 homes. The White House's and president Biden's target is for 30 gigawatts of wind energy to power 10 million homes by 2030. Understand how Danish companies are leading the effort which is also why Danish companies were invited to India for its nascent wind energy industry. Copenhagen Infrastructure Partners is the developer with Avangrid of Spain. South Forks Wind is a smaller 12 turbine project off the New York coastline which s being developed by Orsted of Denmark. This Guardian report says some of the opposition to these projects in other parts of the country are coming from fossil fuel companies that seek to prolong the use of fossil fuels in the face of warnings of climate change by scientists and other leaders in government and industry. ...

A new survey of senior lending officers of 45 emerging market banks by the Institute of International Finance is similiar to surveys done by central banks in U.S., Europe and Japan. The IIF is an asssociation of large global banks. The IIF's chief economist says the survey shows strong demand for loans in these countries. Emerging market banks are becoming cautious, but its difficult considering the strong demand for loans. In China and Brazil, banking authorites are trying to cool the huge increase in loans as asset bubbles are developing. The IIF's first survey shows strong demand for loans aross the board, especially in Brazil. Similiar information from Turkey shows strong loan demand. An index of loan demand for consumer loans in emerging markets- with a score of 50 indicating expansion of loan demand and below 50 contracting loan demand- is at 64.1. Similiar indexes for the U.S. are at 50.1, for Europe 49.8, Japan 48.5, according to the recent surveys by central banks. While 56% of emerging market banks say corporate loan demand has grown in the 1st quarter 2011- the similiar number for the U.S. is 35% in the Fed survey, and 28% for Europe in the ECB survey. The IIF survey looked at the bank's lending practices and found banks in emerging Asia were tightening standards while banks in Eastern Europe, Latin America and the Middle East were lowering the standards. 25% of emerging market banks tightened corporate lending standards, 16% relaxed standards, and the remainder left things as they were. A similiar Fed survey for the U.S. showed no banks tightening corporate lending standards, and 16% relaxing standards. And an ECB survey shows more banks tightening standards than relaxing them....
