Elected to the Politburo in 1980, Gorbachev became president of USSR in 1985. In the six year period to 1991 he launched a movement to free the USSR from the rigid constraints of communist party rule called Perestroika to improve productivity, freedoms and quality of life. He came from a peasant family with Ukrainian origins and was born in 1931 during the period of upheaval in Russia. The rapid removal of Soviet rule was something Russia was not able to adapt to in the early years with no experience in democratic process. By 2000 after drop in life expectancy and fall in the standard of living Mr. Putin emerged as president.  Russia's economy recovered under Putin's three terms till the miscalculations in the invasion of Ukraine in 2022, that were itself a result of a sense that Russia had lost something with the fall of the Soviet Union and the advancement of NATO and the European Union. Gorbachev's sense in his memoirs was that Russia would do best under democracy. Even in 2017 he wrote that Russia and its people were "ready for a real multiparty system, fair elections and a regular rotation of government." Yet he was too much of an optimist and not enough hands on to grasp that Russia was a large economy and safeguards had to be put in place for the rule of law to prevent lawless elements that could control companies, safeguards for the vulnerable sections of society such as pensioners and older people, and limited self government through elected assemblies and parliaments were needed for a decade before democracy to take roots. Gorbachev's knowledge of American and British democracies, constitutions and parliaments and their evolution over centuries was non existent, with little contact and education of this sort under the Czar or Soviets. The democracies in Germany and Japan were established with American power and extensive education, the Marshall Plan, and unlimited imports by the US from Japan to prevent economic catastrophes of the kind experienced by the Weimar Republic in Germany in the 1920's. No plan from western aid and assistance, limited self government of the people was introduced as training ground as in India. In India the British introduced limited self-government or Swaraj in the 1930's with elected assemblies in Indian states, in the pattern of Dominion states such as Canada and Australia. Mohandas Gandhi negotiated the rights of indentured Indians in South Africa in this arrangement and studied British law and constitutions. This led to the catastrophic failure of the rule of law in Russia after 1979, lawless elements emerging under Yeltsin  that controlled companies and the state, high unemployment, failure of the economy, and drop in life expectancy between 1979 and 2005. The 25% auto imports tariff goes into effect April 2nd 2025. How much will it increase prices in the US for automobiles? The average is about 10%, say some experts cited in WSJ. This includes price increases on higher priced brands such as German brands BMW's and Audis, Mercedes Benz, and VW cars made in Mexico to ship into the US. It also includes European car makers including Stellantis that make cars in Europe and Mexico to ship into the US which could lose market share to American car makers who make most of their cars in the US. Ford makes 80%, GM 60%.  Overall US international Trade Commission in 2024 looked at the 25% US tariff in a study and showed 5% increase in auto prices in the US. President Trump's call to GM and Ford asking for restraint in pricing may be coupled with the government returning some of the money in tariffs revenue pool to American or foreign manufacturers investing more to make more cars in the US including to Hyundai which announced a $21 billion investment. More such investment decisions are expected from Japanese automakers. For example Subaru has capacity for 450,000 cars in Lafayette Indiana plant and sells 650,000 cars in the US. One would expect it to increase the capacity of the plant or add a new plant in the US. The Japanese government and Japanese business will have additional incentives to invest in the US because of the US support for Japan in the Asia-Pacific, US openness to give trade benefits to Japan in the post war period, incentive to make the Republican DJT plan for tariffs to work as a united Japan-US effort. This would include restraint on pricing.  Toyota is in much better financial shape than VW and has a large market share in the US which it will work protect with pricing restraint and more US investment. Only VW and German luxury car makers BMW, Mercedes may not cooperate. Yet VW sells only 300,000 cars in the US compared to 2.3 million for Toyota. BMW and Mercedes sell luxury cars where buyers could absorb the additional luxury brand cost without impacting inflation overall. Some of VW's car sales would be absorbed by American and other automakers considering VW was losing market share and nearly exiting the US market. before this. ...

NHK Proportional representation exit polls for Japan's  2025 elections for parliament show twice the number of people in 20's 30's and 40's voted for Sanseito over voted for the LDP. The LDP is the party that has run Japan's government for mostly all of the past 75 post war years. It is losing its touch with the common man as issues of cost of living, migration, and income mobility affect the Japanese people as they have done in Europe and the US. The two opposition parties are the Sanseito and the Democratic Party of the People formed in the last ten years to fight the entrenched LDP governments, and the Constitutional Party of Japan that has acted till now as the main Opposition Party. Not just LDP, the Constitutional Party of Japan also draws most of its support from the 50's, 60's and 70's people age groups and are being trounced by Sanseito and Democratic Party of the People with younger age groups. This is a significant observation on the direction Japan is taking with resistance to too much tourism, too much migration, and not enough attention to Japan's national interests. The LDP under Ishiba is now navigating a new environment as it looks to running the government taking credit for the US Japan Trade Agreement and working with the new parties. ...

Tesla suffered from production issues in 2017 and CEO Musk was not his usual upbeat self.  In early 2018 Musk is back to his usual style predicting big things for Tesla. Just after his company Space Exploration Technologies sent a powerful rocket with a Tesla car into space,Musk predicted making one million vehicles a year in 2020. In 3 months he says a Tesla will cross the U.S. He says Tesla will now be able to make 5000 cars a week of the Model 3.

Another of his predictions is that he will revolutionize production systems and leap over existing car companies. Analysts asked Musk if the Toyota Production System had not already achieved that, Musk says "we don't think so." This report points to changing moods of Musk and periods when he feels high and low, and changing according to the unrelenting stress he finds himself in or indulges in.

DJT 50% tariff on Brazil called Moraes tariff after Brazil Supreme Court  judge Moraes who put restrictions on social media to clear hate speech on the internet. DJT says the tariff is intended to stop the trial of former president Bolsanaro who lost the election to Lula da Silva a trade unionist, in an extremely close runoff election 50.9% to 49.1% margin of 1.8 percentage points. DJT's margin over Kamala Harris in 2024 was 49.9% to 48.4%-margin of 1.5 percentage points. DJT compares Democratic prosecutors who prosecuted him in the US after his election loss to prosecutors in Brazil who are prosecuting Bolsonaro.

Brazil imports about $50 billion from the states and exports $42 billion with a trade deficit of about $8 billion with the US.

The Christian Democrats (CDP) under Angela Merkel received only 23% of the vote in the 2011 Berlin elections. The Free Democrat party (FDP) with 2% of the vote did not reach the 5% threshhold for seats in the Berlin legislature. This was the fifth time the FDP failed to win enough votes to get seats in the regional parliaments. This endangers the CDP-FDP coalition. The FDP campaigned against Merkel's policy of financial support for Greece. The Social Democrats support the euro currency union and issuance of euro bonds, which suggests voters are not choosing parties based on opposition to bailouts of troubled European Union countries. The Social Democrats-Green coalition will have a majority in the state legislature, as the Greens won 18% of the vote. The Pirate party of internet free-speech activists and leftist voters dissatisfied with existing parties were expected to win 9% of the vote, which is a first for regional parliaments for a party of this type. Some of this vote could have increased the Greens vote....

Ford executes new strategy for reaching the younger first time buyers of small cars in India. The car is a hatchback called the Figo designed with the help of Indian engineers for the Indian and overseas markets. It has done a$500 million expansion of its plant in Chennai, India, doubling production to 200,000 vehicles ayear, and 250,000 diesel engines a year by 2010. Mullaly says: "literally India is designing the small car for the world." Separately Ford is building a new car plant in Chongquing, China, for 300,000 cars, midsize and suv's. The change is huge and dramatic for car production. CSM Worldwide predicts car sales in India 45% higher in 2011 compared to 2007, and 39% growth in China, 26% in Brazil. In contrast, car sales in North Americaand Europe will not have returned to 2007 levels by 2011. Considering declining levels in Japan and Germany sales may be on a slow downturn. See links to this. Voters overwhelmingly oppose the tax increase in 2015 taking the consumption tax from 8% to 10%. The Abe government plans to postpone the tax increase and call snap elections in December 2014. Two thirds of people surveyed said they did not see why new elections are needed. For prime minister Abe this is an effort to win a vote now rather than later when the opposition is weak. In 2012 elections Abe won 295 of 480 seats in the lower house of parliament. LDP party officials say even if this dropped by 20-30 seats it would be a win for Abe reaffirming that his economic policies are taking Japan in the right direction towards growth, and extending the length of his mandate. They point to growth in tourism, and the addition of 1 million new jobs. Further action to stimulate the economy would reduce unemployment further and end Japan's deflationary tendencies.

The concerns over far right parties expelling immigrants in states such as Thuringia has caused a wave of protests across Germany including Berlin and other cities in January 2024. It is also impacting the East where anti immigrant sentiment is based. Germany has a shortage of workers in parts of Germany that formed the Federal Republic before reunification- immigrants fill these gaps. The East has not been the success story it was supposed to be because reunification of the Federal Republic and the GDR (Communist East Germany around Leipzig and East Berlin) led to a flight of young people to the western parts for jobs and opportunities. Leading to a mostly older and retired population in the east -leaving it struggling and feeling unwanted. This is the background of the anti immigrant sentiment in the east where there are far fewer immigrants than in the western and central regions. Resentment about being ignored as settled around the immigrant issue in the east even as Germany has benefitted through some of the middle class educated immigrants from Turkey and from Ukraine, and Syria. Similar resentment has taken place in parts of England in the north which led to fear of immigrants being used by Tories party leading to Brexit. In a similar way in France in the north, and in the US with neglect of rural areas and factory communities in the east and midwest. The communities that were left out that have made choices with far right as in Britain have ended up with leaders from immigrant families that have accomplished little or much in the reverse direction for the English people in the north. The leaders of Germany, Britain, the US, the Nordic countries such as Denmark, and gradually in France have learned that it is right to go back to their roots, that they had forgotten where they came from and are now fighting for the dignity of workers (Schulz), standing in picket lines for the autoworkers (Biden), and following the Biden example in the UK (Starmer). With it comes the realization that this started with the Thatcher and Reagan era that created the conditions and culture that were repeatedly embraced by Democrats in the US, Labor in Britain and Social Democrats in Germany alike leading to financial crises and levels of inequality and lack of educational opportunity not seen since the Great Depression. With it by 2024 comes the unwinding of the economics and culture of the Reagan era. Even in China and India the shift is away from that culture as the economies of these countries with half of humanity are shifted to serve a broad base and to include rural, agricultural and other parts of the population. It shows that the educated parts of the population in these countries have the ability to create the conditions that in Lincoln's words are for the people, by the people, of the people, for a brighter future, if only they will try hard enough for their children's and grand children's sake.  ...

Foreign investment in the auto industry is having a significant impact in the growth of Mexico's middle class. VW has plants in Puebla, General Motors in Silao, Chrysler in Toluca, Nissan in Aguascalientes. Production increased by 24% in February 2012 over the prior year. The growth is likely to continue. Facilities in Mexico have high productivity and are technologically equiped comparable to plants in the U.S., Europe and Japan. Nissan plans a $2 billion investment in a plant in Aguascalientes. Because of the lower cost of living, with food, transportation and health care costing less, even though household appliances cost more, workers at a Mexican plant earning $4 an hour in pay and benefits or $130 a week can still have a decent standard of living. Foreign investment is likely to grow with Mexico's emphasis on technical education - about 130,000 engineers graduating each year according to Mexico's president Calderon- the work ethic of young Mexicans joining manufacturing plants, the productivity of these lower cost plants, and a growing market in Latin America. Nissan plans to produce 1 million cars in Mexico with an investment of $2 billion in Aguascalientes. Nissan has succeeded in taking over from VW as the preeminent manufacturer in Mexico, and has 32,000 workers in the Aguascalientes area, once a small town but now a thriving city of 700,000. Drug cartels have no interest in places like Aguasalientes, which is why foreign investment continues to come into Mexico. The lack of economical credit- interest rate on car loans is about 10%- and the flow of about 600,000 used cars each year into Mexico from the U.S. has restricted growth in Mexico's automobile market. Jose Munoz, Nissan's senior executive for Latin America sees this changing as more credit including Nissan's new financing center in Aguascalientes make lower cost credit easily available to a growing middle class....

The first presidential debate in Denver, Oct 3, 2012. For the first time Romney came out as a recent Republican governor of Massachusetts, the most liberal leaning state in the U.S. For a reason that remains a mystery, except that Romney had to shore up support with the conservative base of the Republican party, Romney did not aggressively adopt positions that would appeal to the vast majority of Americans- from people on foodstamps which he said in this debate had increased by millions under the Obama administration, working class Americans, ordinary Americans about to lose insurance with higher premium costs from the unending increase in the cost of healthcare, seniors on Social Security, workers insecure or losing jobs as the economy fails to recover, and young people who cannot find work. As governor of Massachusetts Romney had to be able to address the needs of different income groups, the middle class and working Americans, and his own father who is his role model was a governor of Michigan, a liberal leaning midwestern state with the largest number of autoworkers in the U.S. He asked Obama directly how he could have focussed on Obama care and passed it without a single Republican vote when 23 million Americans were out of work and the first priority should have been high unemployment. Obama responded by saying he would defend the middle class but did not say what he would do in the next 4 years that was different from the economic policies between 2004-2008. Romney made clear that he was not going to reduce taxes if it would increase the deficit even though Obama said Romney planned to increase taxes by $5 trillion and worsen the deficit. At one point Romney said looking at Obama that he could own a house, a plane, but could not own the facts....

This report in the WSJ  shows that president Xi is pulling back from his signature economic policy to reduce wide gaps in wealth and opportunities in China. In 2021 this was a policy that Xi pushed to reduce inequalities that have built up over decades of hypergrowth. One tenth of the population owns 68% of the wealth in China creating an highly unequal society. Concerned about the future of the Communist party as disparities kept widening and 40% of the population was left behind, Xi early on in his first and second terms made tackling corruption and inequality part of his policy.  Yet the way China's economy is structured, its dependence on the construction industry for growth, and on local governments for investment, it is easier to tackle infrastructure projects than address widening gaps in society. Xi's efforts have led to slowdown in growth to 5% or less. With the US and Europe moving to shorter supply chains and moving supply chains to less integration with China, slowing growth to less than 4-5% presents a major challenge for China. Leading to a pull back from the Common Prosperity policies that Xi initiated and which are part of Communist party policy in its early period after 1949. A major problem for China says WSJ is that social security contributions revenue is 6.5% of GDP compared to 9% for advanced countries in the OECD, the Organization for Economic Cooperation and Development. Personal income taxes are 1.2% of GDP compared to 10% in UK and US. This prevents the better funding of programs for maintaining a better safety net and social support for the less well off in society. The pandemic followed by Ukraine war have added new urgency to the acceleration of the effort to build new supply chains, leading to new manufacturing innovation and manufacturing leadership in the US and European Union, and in countries such as Japan, India, and other parts of Asia. This too has made the goals of reducing inequalities and addressing the wide disparities in Chinese society more difficult with sharply slowing growth in China. This was also the experience of Japan and South Korea with decades of fast growth followed by sharp slowdown with unanticipated problems. ...

This analysis in The Guardian says US president Biden is reversing 3 decades of policy since president Reagan that looked with skepticism at government intervention in the economy. The $1.9 trillion aid package Biden has pushed through Congress is a big game changer in the way government operates to help rebuild America after the pandemic. The 2009 response by the government under president Obama was done without conviction that the government response was the best way to help the economy. By 2016 voters turned to a Republican, Mr. Trump, to help working class voters with a USA first policy, after decades of presidents from both parties Republican and Democrat failed to protect American interests in manufacturing, jobs and incomes.  US president Biden is continuing Trump's policies to protect working class Americans. And bringing new conviction that government not only has a positive role, but has an essential and vital role to play in protecting workers and households struggling to make ends meet. President Reagan had introduced such a deep skepticism of government, that it took so long for people to remember FDR and the role of government before the second world war and afterwards under the Truman administration.  What changed? The health care crisis exposed the weak areas in the governance and policy mindset in America. China had advanced mainly through strong government role of the Communist Party  in steering the economy and business to gain competitive advantage. The health crisis from the pandemic further devastated America's lower middle and working class following the banking and financial sector mismanagement by 2009. The pharmaceutical and health care sector similar to other sectors had shipped manufacturing overseas. In 2021 there is a deep sense that theories don't work, one has to act based on the needs and the situation the country is facing. The way competitor nations such as China are building new infrastructure, gaining manufacturing advantage, dominating key sectors and industries, and creating jobs, requires America to respond. In this situation posing the threat America faces as well as the social dislocation of decades of misguided policies, the US government is the only one capable and having the resources and capacity to respond.  ...

Maruti Suzuki plans to introduce a new model to replace its best selling Alto model in India. Declining demand for gasoline powered cars compared to diesel in the Indian market, because diesel costs 4% less, led to total sale decline of 11% in the fiscal year ending March 31, 2012, to 1.01 million cars. Maruti sold 308,228 units of the Alto, which also declined by 11%.

GM sells just 30,000 Cadillacs in China. It is one of 8 brands with total GM sales of 2.8 million vehicles in China. The luxury and premium vehicle market is growing in China with 8.5% of the total vehicle market in 2012. GM's 30,000 Cadillac sales makes Cadillac at only one tenths of one percent of its China sales volume, and way behind luxury car makers Mercedes and BMW. GM plans to take a larger share of this market and increase Cadillac sales to 100,000 by 2016. To do this GM will launch a new advertising campaign in China with actor Brad Pitt and increase dealers in China to 200 by the end of 2013. A new Cadillac will be introduced every year through 2016. Cadillac comes in the SRX, a small sport utility vehicle, and the XTS, a full size sedan. A 8 cylinder Cadillac, the SLS, will be discontinued.

According to preliminary estimates of the UK Office for National Statistics, gross domestic product fell 0.5% in October through December 2010, after expanding 0.7% in the third quarter of 2010. The UK inflation rate increased to 3.7%. At the same time the money the UK needed to borrow in December 2010 came in at 16.8 billion pounds, down from the 21 billion pounds in December 2009, showing an improvement in public finances. The two main drivers of UK growth are now set to slow down. Consumption spending down because of higher unemployment and inflation, and tax increases equivalent to 8% of GDP over 4 years. And government spending cuts leading to a reduction in spending for the 2011 fiscal year of 23 billion pounds. UK economic growth is 2010 is 1.4%, after contractions of 4.9% in 2009 and 0.1% in 2008. The UK Treasury chief George Osborne said the government will "not be blown off course by bad weather." Central bank governor Mervyn King pointed to the choppy recovery. Referring to the austerity policies King said, "the right course has been set and it is important to maintain it."...

In its May 2011 special report on international banking the Economist points out the need for banking regulators to take stronger action than they have so far. What it calls "pre-emptive insurance" it says is needed - stronger regulation, larger capital cushions, and some form of separation of different kinds of banking. Without this the dangers of excessive risk taking and banks that are "too big to fail" will continue to threaten the world's economy. Banks that are smaller and better capitalized says the Economist can fail more gracefully than the large mega banks that exist at this time. In fact the banks today in the U.S. are larger than at the time of the 2008 crisis. Other analysts also point to the lack of major changes in banking and financial structures today compared to the situation before the 2008 crisis, both in Europe and the U.S.

U.S. presidential candidate Hillary Clinton sees negative perceptions increase after media scrutiny of fund raising efforts in a WSJ/NBC poll April 26-30, 2011. The poll shows negative perceptions increased to 42% from 36% in an earlier March 2015 poll. Innovation Network Corporation of Japan will invest 140 billion yen in Renesas and take a two thirds stake in the company. This is an effort to restore and strengthen Japan's semiconductor industry. Renesas has struggled to cope with falling chip prices and the effects of the tsunami. The company posted a loss of 150 billion yen for the year ending March 2012. Renesas was formed in 2003 by merging the chipmaking operations of Hitachi, Mitsubishi Electric and NEC Corp.

Prakash and Ghosh in the Hindusthan Times remind readers that even though India has ambitious plans for renewable energy much remains to be done in shifting to clean coal technologies. An estimated 80% of India's coal plants use obsolete technologies, making this an obvious area for improvement. India plans to make solar the source of 100GW of 175GW it plans to generate in renewable energy by 2022. Yet it must not be forgotten that coal is a dominant source for the foreseeable future and shifting to clean coal technologies is an area that should get top priority from the government. Today India is the third largest in terms of carbon emissions after the U.S and China.

The expected EU turnout in 2024 is at a high of 68 percent. Over the years since its formation the early enthusiasm and vision was replaced by dry directives issued by bureaucrats in Brussels leading to lethargy. 1979's 62 percent voter turnout contrasts with 2014's 48% voter turnout. Boris Johnson, Donald Trump and Vladimir Putin have each in their way created new surge of interest in EU and the parliament in Strasbourg, says Caroline Gruyter from her conversations in France, Switzerland, Netherlands, Czech Republic. Today 74% of EU citizens polled say they support the European Union. Similar numbers even in the UK as Labor party is about to come back in a big way.  What happened? The war in Ukraine, Russia and NATO, US and NATO, the UK drift back to EU in sentiment, Italy's conservative parties called Right wing are supporting the EU under Meloni. Another reason for the sense of EU coming back to life comes from my visit to Germany, where after decades of disinvestment in infrastructure the rail station in Frankfurt is being rebuilt and new infrastructure is being built all over the city. "There is'nt another planet to export to," is what Paul Krugman of the New York Times says, when referring to the impossibility of all countries keeping up exports and reducing imports at the same time. In crises similiar to what the US faces today, countries have increased exports as a way to stage an economic recovery. But this time countries are depressing their currencies to gain or preserve a large share of global demand achieved through high exports. China has resisted demands for a significant revaluation of the yuan, and persists in efforts in currrency markets to keep the value of the yuan low. This cuts off one avenue of recovery. Bloomberg Business Week and Bloomberg News interviewed Edmund Phelps, Jan Hatzius, Krugman, and other economists, with the idea of figuring out how the US could stage an economic recovery. Krugman is not optimistic, considering the effects of the financial crisis being really protracted. Krugman points out that when comparing the US currently to the eaarly stages of Japan's lost decade, the US is doing worse. Unemployment is worse, and overall he says, a weaker policy response. And he says Japan is still a depressed fragile economy 18 years after its financial crisis. Jan Hatzius of Goldman Sachs, predicts that the unemployment rate will rise back to 10% in early 2011, with a 30% chance that the economy will fall back into a recession. He says that in the postwar economy, there has never been an increase in the unemployment rate of one third of one percentage point that did not result in a recession. Phelps and Hatzius see one way the US could stage a recovery is with replacement old structures and equipmet as wear and tear and obsolescence takes place. Phelps sees the possibility of technological innovation resultig in a new burst of activity. Robert Gordon of Northwestern University, is less optimistic about this, and predicts a lower growth rate of 1.5% over the next 20 years. ...

Simon Denyer's interview with Vinod Rai, the Comptroller and Auditor General of India. Rai has persisted in uncovering corruption in India. He was appointed by prime minister Manmohan Singh from India's Finance ministry five years ago, and runs an organization with 63,000 employees with accountants in all Indian states. Reports by his agency have uncovered giving away of natural resources and telecom licenses worth billions of dollars. He describes the amounts involved as huge and attributes the increase in accountability of politicians and ministers to active citizens groups. The Indian media and Supreme Court have supported efforts to increase accountability. The CAG has constitutional protection. Rai sees the CAG's role as examining government spending to uncover irregularities and make it accountable to parliament. India is rare in this respect compared to China, Russia and other emerging market countries because of its vibrant media and democracy. A 2010 report uncovered corruption in giving away mobile phone network licenses and a 2012 report uncovered allocation of coal land without a competitive auction, with loss in government revenues estimated at $30 billion. The reports showed prime minister Singh aware of the irregularities but unable or unwilling to call for transparency and proper process. Rai's six year term expires in May 2013. ...
