Economic aid from Qatar enables the Morsi government in Egypt to defer agreement for an IMF loan of $4.8 billion which requires Egypt to cut social programs, further aggravating a difficult economic situation for the people of Egypt. It also comes as Egypt's economy has suffered a decline from two years of protest and its foreign exchange reserves have hit new lows. Qatar gave Egypt $3 billion in low interest loans at 3.5%. Earlier Qatar deposited $4 billion at the Egyptian central bank, and gave $1 billion in grant aid.

The WSJ's Laurence Norman talks to Yukiya Amano, head of the UN agency, the International Atomic Energy Agency (IAEA), which has the responsibility of verification and inspection of Iran's nuclear development and facilities. Amano describes the issues raised by a 2011 report which outlined 12 sets of concerns to which Iran has to explain, a condition included in the final nuclear agreement. Iran has to respond by mid-August, IAEA then responds, and does work in Sept and Oct, and submits its report by Dec. 2015. Yamano says he has to fill in all the missing pieces in this jigsaw puzzle to get a full picture of Iran's nuclear development. Iran has denied access to military sites and Mr. Amano couldn't say if he has access to the Parchin military site. A concession that was made in the agreement is the long interval of three weeks before access to a particular site that arouses suspicions-the agreement gives Iran the right to appeal an IAEA request to visit such a site to a special commission. The U.S. and its European allies have a majority on the commission yet three weeks are allowed in which Iran could move material to some other location. For critics the question will be why such a concession was needed if Iran truly has decided not to develop nuclear weapons technologies. The U.S. president's response at a news conference on July 15, 2015, was that with the laws of physics the U.S. monitoring tools would detect nuclear activity at that site. The agreement also gives Iran an earlier than planned lifting of a ban on sales of arms and missiles and missile parts if the IAEA says Iran's nuclear activities are peaceful. Iran could conceivably wait till the ban is lifted and its economy in a much stronger position to withstand any future limited sanctions to pursue nuclear weapons development. This would have delayed development for a few years during which time the hope is that Iran has changed into a more peaceful nation pursuing economic development in its region, yet even if this is the case as as happened with India and Pakistan it could still pursue nuclear weapons development. The alternative is a status quo till a better agreement is reached with the leverage of tight economic sanctions and continuing dialogue during which time Iran continues to get closer to a nuclear weapon, or the use of force to prevent this. Iran added the arms embargo issue during the last weeks of the negotiation in June, a controversial move on Iran's part, as this may have complicated the picture with ballistic missiles technology exports to Iran approved after 8 years in the final agreement, compared to the agreement reached in April 2015 which made no mention of the lifting of the arms embargo. Iran played on the notion that if Zarif returned to Iran without an agreement hardliners including Khamanei would veto any agreement, yet this could just be the Iranian negotiating strategy. U.S. president Obama stated at the July 15, 2015 news conference that it would be hard to hold sanctions for longer. Critics might argue that China was already benefitting from the small easing of sanctions by increasing Iranian oil imports by 30% in 2014, and would have less incentive to withdraw from sanctions, as it is dependent on the U.S. and the EU, major markets for its exports and access to technologies. A WSJ/NBC poll in July shows almost half of the people polled in the U.S. saying they do not know enough to express an opinion, a steady 36% support an agreement, showing that the public has not been educated and taken along during the different steps in the largely secret negotiations....

David Brooks of the NYT comments on the Hillary Clinton interview by Goldberg in the Atlantic magazine, where she criticized U.S. president Obama for a weak foreign policy and failure to act in Syria. Brooks says Obama's failure to act in the robust manner Clinton is advocating only leads Obama into situations where he is forced to act later as the situation deteriorates with more serious consequences for the U.S. By not acting in a timely manner the U.S. may be forced into greater involvement later, which makes Obama's "don't do stupid stuff" less of a sound idea than it appears. As Clinton points out not leading to better decisions in the same manner as the Bush-Cheney jingoistic policy making.

Trofimov provides this report on the conflict in Syria and Iraq. Islamic state fighters from other countries are paid $800 per month compared to $400 for local fighters in Syria and Iraq. Fighters in the Free Syrian Army are paid $100 by comparison. Many of the fighters coming from Russia, western countries, and Arab countries see this as part of a visionary effort to create a new Islamic society, an experiment of sorts. In the process dislocating many of the local population and turning them into refugees going to Turkey and Jordan. Many of the 20,000 fighters crossing into the region from the Syrian border are veterans of other conflicts and bring previous experience. The Syrian city of Raqqa is described here by Trofimov as dominated by these fighters with much of the local Syrian population turned into refugees.

Iran plans an ambitious $50 billion investment program to expand oil and gas output in the next 4 years. About half of that coming from Iran and the rest from outside oil companies. Iran expects to earn $54 billion in oil exports in 2006 vs. $47 billion in 2005. Iranian production represents 5% of global supply, about 4 million barrels a day. Only about 2.5 million of this is available for export. Iran has 2 problems in oil use and production. Gasoline use is growing at about 10% a year. And oil production is declining by about 5-6% a year from existing fields. The investment program over the next 4 years would increase production from new fields by about 1.3 billion barrels, but with existing fields generating less each year this will only generate about 500,000 barrels of additional output beeyond the 4million barrels today. And with domestic use growing rapidly and new refinery capacity being added to meet domestic demand of 500,000 barrels a day even this would leave no more for export than the current level of 2.5 million barrels a day, or probably less with growing gasoline use inside Iran. These are Iranian Oil Minister Vaziri Hamaneh's numbers. What this means is that with economic sanctions the whole global supply picture and the world price of crude oil would be seriously affected by economic sanctions in the next 4 years, as the 2.5 million barrels a day export number would be reduced by the increase in domestic consumption of gasoline by 10% a year, and the decline in existing fields of 5-6% a year. In the short term two year horizon this adds upto loss of some 700,000 barrels a day, about 400,000 from decline in existing oil fields and 300,000 in increased domestic use, which are no longer available for export. Hamaneh pointed to the investment as evidence of Iran's good intentions as a supplier in an interview with te Wall Street Journal. He says Iran sees the importance of preserving its credibility as a reliable supplier. It does not want to cause hardship to consumers around the world. Another reason for the pragmatic position taken by Hamaneh is that Iran depends on oil exports for 40-50% of government revenue....

One of the favorable factors for Iraq in recent years was the surge in oil production, adding 1 million barrels a day to reach 3.3 million barrels a day. It surged to an average of 3.7 million barrels a day in December 2014 after a deal with the Kurdish region in northern Iraq for an additional 550,000 barrels a day in exchange for Kurds getting a 17% share of federal revenues. This helped Iraq overcome other problems. The drop in oil prices has led to a 40% drop in revenues and the invasion by Islamic State in a loss of some production.The federal budget of $101 billion planned revenues is based on an oil price of $56 and exports of 3.3 million barrels a day, resulting in a $20 billion deficit. It assumes $10 billion in new tax revenues which may be hard to achieve with a lack of strong central government. Experts on Iraq's oil industry say large investments are needed to offset declining oil production from older oil fields in southern Iraq. Oil exports were 2.5 million barrels a day in 2014, and experts say even this will be hard to achieve for 2015. Investments could come from western oil companies, but Iraq and the Kurdistan region are behind in payments to oil companies. Iraq is considering issuing bonds for $10-$15 billion....

U.S. Defense Secretary Panetta describes plans to support forces of the Free Syrian Army during the summer of 2012. The efforts had the backing of key members of the National Security team and Secretary of State Clinton. The plans were rebuffed by president Obama and the election campaign team because of the approaching November 2012 election and the president's hesitation to get involved in the Syrian war. Plans were developed by CIA director Petraeus, supported by General Demsey of the Joint Chiefs, and Leon Panetta. Plans were to vet forces in the Syrian resistance, to provide training and arms. After Petraeus resigned because of an extramarital affair and Clinton had a concussion, these plans were not taken up again. This shows that by summer 2011 the consensus was for supporting Syrian democracy forces in the Obama administration, only to be held back by president Obama. This is likely to be a question for future generations of Americans as they assess the record of the U.S. in the Middle East and the missed opportunity. ...

Israeli prime minister Netanyahu retracts his statement about rejecting a two state solution in an interview with Andrea Mitchell of NBC News. He says he meant that it was not possible under the current conditions with terrorism in the Middle East, Iran pursuing a nuclear weapon, and the Palestinian Authority having an alliance with the militant Hamas movement. In 2009 Netanyahu said he supported a two state solution in a speech at Bar-Ilan University, and the statement before the election was meant to bring out larger number of right wing votes. He also clarified his comments about Israeli Arabs "voting in droves," as meant to bring out large numbers of his own voters to vote, saying Israeli Arabs voting was "sacrosanct." The White House response was to say that it was free to support a two state solution at the United Nations, and U.S. president Obama discussed the comments on Israeli Arabs- seen widely as racist baiting- with Netanyahu in a phone conversation. The rift between the two leaders is now seen as irreparable and bigger than ever....
