Former German chancellor Angela Merkel and foreign minister Steinmeier are singled out for their policies that likely emboldened Russia into its invasion of Ukraine. The DW.com says Merkel's tenure now shows deep seated flaws in leadership with her policies with Russia having gone too far in the other direction and leaving Europe in a vulnerable position. Merkel saw herself as continuing old policies from the period of SPD chancellor Willy Brandt of engaging with Russia, then called the Soviet Union. Yet looking at it closely the policy of Brandt was to reach accomodation with the eastern half of Germany, called the GDR, not to weaken Germany's position. By distancing herself from the US Merkel was in sense out on her own. Consider says DW.com that in 2014 Germany imported 36% of its gas from Moscow, by 2022 when Russia invaded Ukraine it was 55%. The SPD under Gerhard Schroeder and Steinmeier following Schroeder share responsibility with Merkel for this dependence.    A similar integration of the German economy with China's economy happened under the 4 term administration of Angela Merkel. This can be seen in the port of Hamburg. This may have similarly emboldened China in its relations with neighbors in the Indo-Pacific region and with Taiwan. German chancellor Scholz is by one report reading Cambridge historian Brendan Simms- "Europe The Struggle for Supremacy 1453 to the Present." This historical account of the relations of major European states in the 5 centuries before the present period shows the Balance of Power as critical to the liberty and freedom that Britain and Netherlands as well as other countries were able to keep. Sweden was attacked in 1700 with sign of weakness, Britain faced challenges from France in 1700 and in 1800, and allied with the Hapsburgs and German states to maintain its democracy and way of life. Merkel of CSU and Steinmeier of SPD may have failed to realize this when they ignored the history of Europe. The WSJ report on the miscalculations on the German and French side with Sarkozy, Hollande and Macron show that all these leaders failed to grasp that by leaving the issue unsettled of Ukraine's NATO admission they had created the situation that was bad for both Russia and for Ukraine, creating seeds for serious differences that could lead to future conflict and war. By not respecting and giving room to the lessons of history these leaders in Western Europe have created the conditions for the very opposite of what they intended to do.  ...

Compared to the situation in North Africa in 2016 with emigration to Europe and the migrant crisis happening without any preparation to prevent it in 2015-2016, Germany and France are acting in coordination with Russia and Turkey, Saudis, UAE, to provide stability to the region. Angela Merkel will host leaders Macron, U.S. Secretary of State  Pompeo, and representatives of foreign powers in Berlin to work out a deal for disengagement of foreign powers. Turkey and the United Nations support a government of National Accord in Tripoli which controls the west of Libya, and a Libyan-American Mr. Haftar has a militia that controls the south and east with the help of Egypt, UAE, and Russia. Earlier the U.S. under president Trump had distanced itself from the region, but Mr. Trump and his advisors now see the need to engage in the region to ensure stability, and support the Europeans in the effort to prevent the large scale emigration that threatens European unity. Europe following the 2015 Merkel migrant crisis is acting with the policy of heading off both wars, terrorism and economic dislocation that fuels emigration right at the points of origin, before it even starts. This shows that the French after action in Ivory Coast and Mali and the Germans with aid to Africa are remaining involved in development and stability programs in Africa, lessons learned from 2015. The goal of the Berlin meetings is to arrange high level agreement for foreign powers to withdraw from destabilizing the Arab regions in North Africa particularly Libya by supplying weapons and support to quarreling factions. ...

Harold Meyerson looks into the causes of the decline of white working class Americans by 2015. A whole section of society that was helped by the work of FDR is being undone by a combination of forces, from the decline in working class wages and jobs through globalized business, social structures unravelling, and support structures weakening. Meyerson refers to the Deaton-Case Princeton study on increasing death rates for this group. The white working class is much smaller now than in 1940 when he says 82% of Americans over 25 had only an high school education, down to 29% in 2007. The result is that it has less power to affect policies, yet is close to one third of Americans. Economic recovery, the American dream, all remain hobbled without efforts to tackle this problem. Trump's effort to appeal to this class, Meyerson points out, is similiar to the National Front's effort in France, making the political dialogue even more divisive by targeting immigrants.

France's foreign minister Michele Alliot-Marie is criticized for vacationing in Tunisia during Christmas, when demonstrations were taking place in the country. Ms. Alliot-Marie also took a flight on a private jet owned by a Tunisian businessmen connected to the family of the ousted President Ben Ali. Reports in the French press say France had approved the export of police equipment and crowd control devices to Tunisia as the demonstrations were taking place, and that the French ambassador in Tunis had no idea of the extent of anger of the Tunisian people. Sarkozy later replaced the French ambassador. Ms Alliot-Marie said that it was her intention to spare the lives of Tunisians by supporting better police tactics. The Socialist leader in Parliament, Jean-Marc Ayrault, asked Ms Marie to resign. French President Sarkozy supported Ms. Marie, who has held positions as minister of defense, interior and justice. French prime minister Fillon says that calls for her resignation were "a purely political polemic."...

Germany recorded 9% growth, in the second quarter of 2010. Martin Wansleben, managing director of Germany's Chamber of Commerce and Industry, says the recovery pace is too fast and unsustainable. The spurt in growth may be shortlived and was mainly a result of a surge in exports to Asian markets. The countries that benefited from this growth are in Northern and Eastern Europe. France recorded 2.5% growth, Austria and the Netherlands 3.5% growth. Eastern European countries that help Germany export also did well, with Slovakia at 5% and Czech Republic at 3% growth. By contrast Southern European countries, Greece, Portugal, Spain, and countries like Ireland have not benefited. German growth has not resulted in markets for other countries as German consumer spending is tight. The new Rapid Response Force with a spearhead of 5000 troops deployable in 48 hours is intended to counter Russia's new aggressive position in Eastern Europe. Command centers will be established in the Baltic states Lithuania, Estonia, Lativia, and in Poland. Romania, Bulgaria. Leadership will rotate for this force between Spain in 2016, Britain in 2017, followed by Italy, France and Poland. Germany currently leads a temporary version of the new force. It is designed to give each nation time to prepare for further action. Within weeks an additional 25,000 troops could be deployed alongside the 5000 troops. U.S. Air Force Gen. Philip Breedlove, is NATO's top military commander. He says the U.S. will have officers in each of the 6 command centers, and in larger bases located in Poland and Romania. The U.S. will provide support for surveillance, intelligence, logistics and airlifts. Retiring Defense Secretary Hagel had called for the Rapid Deployment Force to be ready for action in the Middle East or in Eastern Europe....

Ukraine's conflict flares up again in Feb. 2014 with the flow of Russian arms and fighters into eastern Ukraine. The U.S., Germany and France call on Russia to respect an agreement made in September 2014 to end the conflict. Russian president Putin's proposal is for a new agreement that takes into account the new territory captured by the separatists, in effect creating a new conflict zone with which to influence the government in Kiev. U.S. Secretary of State Kerry says the great technology available today makes it possible to see the flow of Russian forces and arms into eastern Ukraine, refuting Russia's claims that it is not involved. U.S. stocks were trading at 22.7 times the total earnings of the companies in the index in March 2013, averaged over the past 10 years and adjusted for inflation, according to data developed by Yale University economist Robert Shiller. This is closer to the average of 19.5 times adjusted earnings seen in the last 50 years. In 2000 the level reached 44 times adjusted earnings. Using operating earnings according to data developed by Howard Silverblatt of S&P Dow Jones Indices, the S&P 500 is 15.9 times operating earnings in March 2013. This compares to 28.4 times in 2000 and a long term average of 18.8 times. The European markets are about 25% cheaper says Zweig, with European shares for Ireland, Italy, France and the UK trading at less than 15 times the average of their long term adusted earnings after inflation. By comparison Japan is at 19 times long term adjusted earnings.

THe Thirty Years War that was fought between 1618 and 1648 devastated Europe and led to the deaths of 8 million people. TMedieval cities like Magdeburg were wiped out. The book by Wilson shows that it was areligious war between Catholic Hapsburgs and Protestant monarchs but it was also awar in which countries like France and Sweden tried to make territoial gains and in which armies simply used the war as apretext for plunder. The ruinous inflation of the small territories in Europe that made up the Holy Roman Empire as aresult of funding this war led to armies being left without pay and supplies, leading them to resort to plunder and not disbanding themselves. Its useful as it adds perspective to the current wars of religion in South Asia and in the Middle East and the perceived threats to US and Europe. Is it only religion or are there other factors in play.

Many of the 255 Comments on this article in the NYT say it is misleading or grossly misleading title. Michael Crowley of NYT quotes Wertheim for his conclusion that there seems to be a sense that the world is out of control, there is chaos under president Biden. This is subtly presented and clearly wrong. Wertheim is the author of a book that questions America's exceptionalism, and says "isolationism" was somehow concocted by policy makers such as Eisenhower and Dulles, both Republicans for a postwar world built on American supremacy. What Crowley and Wertheim do is put their very idea of asking questions about policy which is a part of the discussion into misrepresenting through misinformation about what happened. Biden has acted with courage to close wars no other president not Reagan/ Rumsfeld who started the conflict with Iran by arming Iraq's unprovoked war on Iran, not Bush who initiated the war in Afghanistan, not Obama and Trump who did not close the war in the mountains around Kabul that is a "graveyard for Empires" - the Maratha Empire in India in the 1700's that opened the door to British rule in India, not the British Empire wisely staying out of it, the Soviet Union beginning its decline there, and the US mired in it similar to the Soviets. Crowley/Wertheim are only making things worse- Netanyahu was emboldened by the former president and made a major security failure. Putin miscalculated in Ukraine, Biden simply acted in the way any wise American president would -strengthened NATO with Finland and Sweden, providing reasons for Russian restraint yet without escalating the conflict. To say this is chaos is to misinform and misrepresent, and favor the very Supremacy that former president Trump proposes as policy based on US power. By contrast Biden' approach is peace through strength from building close relations between partners in Europe and Asia, not provocation or supremacy. Wertheim is only one voice in a larger discussion not the authority he is presented as. For Wertheim to say "isolationism" was a bogey and point to 1950 as the point when it was created is simply wrong. It existed in some form from the early days of the Republic. Washington was an advocate of not involving the fledgling Republic in foreign entanglements of France even though it was an ally. It is not that response to isolationism is the cause of America embracing the role of leading the Free World as it is now. It is simply the situation leaders faced. Truman faced it when Soviets planned insurgencies in Turkey and Greece which would not exist as democracies today without Truman. And across Eastern Europe Hungary 1956 Ike acted cautiously. Czechoslovakia 1968 LBJ Johnson acted cautiously already in the wrong war with Vietnamese nationalism.  ...

This WSJ report sees Angela Merkel as leaving an international legacy of cooling relations with America. It says Angela Merkel turned down US president Biden's first call after his election as president because she was going to her cottage in the country that weekend. This report says after 4 terms Merkel is to be seen as dramatically increasing her country's economic dependence on China, pushing through a energy deal with Russia, joining France in challenging US political influence in Europe, rejecting American requests on economic policy and setting Berlin's openness to Chinese technology.  What happened with her youthful fascination with America during the years growing up in East Germany asks the WSJ? It also says of the Bush years of unregulated banking leading to the 2009 US banking crisis- that left her with a distaste for Anglo-Saxon banks and Wall Street lobbying. Of the Obama years it says Merkel found Obama unsteady, verbose, and sometimes meddling, with the spying on Merkel's phone also giving her a sense of disrespect to Germany. The result was that Merkel increasingly was fascinated by the Chinese experiment in development, visiting China 13 times while in office, studying Chinese history, politics and economics.  Merkel over this period met with the Dalai Lama and had questions about one party rule by CCP. Yet she became more and more resigned to Germany as a country of 80 million, not the EU and Europe as one group united in vision with a population of about 500 million, larger than America that could be a force for good in its own right. She said "we can be as hardworking, awesome,  as super as we like, but as a country of 80 million we won't be able to prevail if China ever decided that it no longer wants to have good relations with Germany." She ignored the experience of Sweden and Scandinavian countries in their relations with China. In saying this she ignored the potential of India and its neighbors in south-east Asia that make up about 2 billion people or about twice the population of China. She also seemed unaware of the role Woodrow Wilson, FDR, have played in realizing the democratic vision of the German revolutionaries of 1948 who failed to bring democratic government to Germany. And she had forgotten of the role Harry Truman, the commoner president of the US, who played a major role in establishing German democracy and its dignity during the Berlin Crisis after the blockade of Berlin by the Soviets in 1948. The mediocrity of presidents from Bush to Trump has bothered Merkel. Yet it may very well be that there is nothing mediocre about Mr. Biden and America's vision about its future as it grapples with the social and economic problems of the last three decades, as it has done before in its history and come through. ...

Station from Christopher Beanland published in the UK shows unique rail stations from all over the world. They tell a lot about the place, modernistic art in Shibuya, Tokyo, curvy modernistic in white purple in Chengdu Metro, China, to the classical European facade in Helsinki and Prague, and mix in St Pancras of the industrial age, glitzy orange in Los Angeles Union station, and reviving the 1930's Soviet era in Ivanov northeast of Moscow.  This includes rail stations of Helsinki, Prague for architectural significance from the period after 1900. St Pancras in London which was saved from demolition and was restored mixing the modern with the historical setting. As it says in the Times the upper levels are quiet and pianos are playing at the lower levels with a gateway to Belgium and France. The Ivanova station 150 miles northeast of Moscow is restored to 1930's style along with hammer and sickle murals and design of that period with wooden benches rehabilitated. The glitzy Union station in Los Angeles is all orange looking ceilings that have a flower sculpted design. Next there is Shibuya station in Tokyo with huge mural modernistic paintings. ...

A general strike is planned in Catalonia, Spain to protest police action preventing a referendum vote on independence called by Mr. Puigdemont, head of the state government. The government in Madrid sees the vote as illegal and could take away the regional government's powers under Article 155 of the Constitution. There are varying reports on how many people voted, with this BBC report saying that Mr. Puigdemont's estimate of 90% of people having voted is inaccurate. BBC News says turnout was relatively low at 42%, weakening Mr. Puigdemont's position. Talks are now taking place with Pedro Sanchez of the opposition Socialist party and Albert Rivera of the centrist Ciudadanos party. Mr. Puigdemont now calls for talks with the Spanish government, and mediation by the EU. The European Commission calls this an "internal matter" for Spain, that should be tackled using the Constitution. Other regions of Spain including Galicia where prime minister Rajoy comes from also suffered under the Franco dictatorship following the Civil War, including his family so that Mr. Rajoy does not represent Madrid so much as the new aspirations of the different regions in Spain to try to write a new chapter in Spanish politics. That chapter shown in a book by Mr. Rajoy on Spain's future clearly shows respect for autonomous regions as the direction for Spain. In Valencia and Catalonia one finds the regional languages used and this is respected under the Constitution. Yet the period under General Franco rankles many in Spain, more so in Catalonia and the Basque region, when the regional language could not be used. As in Scotland smaller parties that were not in government for decades now enjoy more support. Yet it is not clear that all the people of these regions want to permanently break the links with Spain or England under separatist parties that have only recently come to power. This is why the European Union is reticent on this issue.  ...

Statements made by Boris Johnson, the new Foreign Secretary of Britain, and former Mayor of London, have gained wide attention in the media.  He has made controversial statements about Obama, Putin, Hillary Clinton, the European Union and written a poem on Turkey's president Erdogan for The Spectator. Theresa May, Britain's new prime minister, is described as making an astute move by making Boris Johnson the Foreign Secretary, as this keeps him  away from the Brexit negotiations, while at the same time including a leader of the Leave campaign in the cabinet.  Foreign ministers of Sweden and France expressed dismay after learning of his appointment. Johnson said of Obama that he was motivated by an anti-imperialist agenda because of "an ancestral dislike of the British Empire," following Obama's recent visit to Britain. Obama's grandfather was a Kenyan porter in British run Kenya. On Trump he says " he is clearly out of his mind," about some of Trump's comments on Muslims. He has apologized for comments on Hillary Clinton. He is in person quite different say people who know him. As Mayor of London he remained popular and helped host the Olympic games in 2012, and setup the city's bike sharing program. He is a prolific author, journalist, and a contributor to the The Telegraph newspaper, with fees of 275,000 pounds a year. ...

The European Union has a massive surplus of $147 billion with the U.S. President Trump is making this an issue in trade negotiations. A 20% tariff on German cars imported into the U.S. is part of the tariff response from the Trump administration. 

To settle this dispute Germany is making new offers with the visit of European Commission president, Jean Claude Juncker, to Washington. France sees little room for compromise as it sees Trump's efforts designed to break European unity by driving a wedge between France and Germany.

Laurence Peter of the BBC News describes a meeting of EU leaders in December 2016. The new Europa building with its space egg shape will be the location of the next summit in 2016, adding to a sense of history that the EU idea has witnessed since the 1950's, even optimism about far it has come at a time of a few setbacks.  He points out that Theresa May was not without persons to talk to at the meeting, though some video clips showed her looking lonely. EU president Martin Schulz said he was emotional seeing students crying after the Brexit vote, but that it was time to find solutions and not be emotional today. Lunch was offered at the meeting by Spain and Portugal, to mark the 30 years since they joined. People forget how much the European Community meant to the two countries after decades of suffering under fascist dictatorships- it meant new hope and an opportunity to set things right. Problems facing the EU today include, the frustration at the carnage in Aleppo, Syria, how to deal with Britain and Brexit, setting up an asylum system that will work, dealing with Ukraine and Russia without making the situation worse, and remaining concerns about the Greece debt crisis. ...

This columnist opinion in Le Monde reflects the view in Europe that the US is in retreat, and in some quarters such as NYT that the new US foreign policy that sets the Monroe Doctrine as key aspect of foreign policy is a retreat- US setting the rules in the Western Hemisphere around democracy and governance. It says the US has set aside the ambition first proclaimed in 1945 and revived in 1991 after the fall of the Soviet Union. US administrations under Clinton and Bush took this posture after 1991 of dominant position but it did not reflect reality. US like Russia was dragged into many remote conflicts that had little to do with the standard of living, and economic advancement of the US. The US has a dilapidated infrastructure, broken healthcare system, and operates in a world trading system that has deindustrialized the nation and shipped out jobs and factories for 20 years, and worse is exposed to drug and people trafficking gangs in Mexico and Venezuela. The Monroe Doctrine 1823 asserted the US right to keep European colonial powers out of America, and it was possible only because the British also supported it in the 19th century till the US built up its Navy under TR and FDR. With Russia recognized as a European power the US is able to get its support for the US to tackle the situation in the Western hemisphere presented by drug and people trafficking gangs in Mexico and Venezuela. Tariffs are intended to get a new world trading system with new rules. Infrastructure building is underway on a scale that will far surpass China by 2030. This is not a retreat but an advancement for the Nation and the American people after three decades of failed policy. It lets the European powers Germany, France and Britain deal with Russia's requirement that NATO withdraw from its borders and recognition of Russia as a Northern European power. European history has shown that since 1700 that when faced with a majority of nations in Europe any dominant power in Europe is forced to negotiate a peaceful resolution of conflict because of it's limited resources to carry on a conflict. This should lead to a peaceful resolution in Ukraine, that allows rebuilding, and also gives the US an opportunity to rebuild its economy and standard of living for the American people. This will be a win-win for both the Russians and the Western Europeans, and both Latin America and the US, China and the US, India/Japan/Brazil and the US. ...

Christopher Power talks to three former IMF officials. If offered the Greece portfolio at the IMF, Simon Johnson, (a former IMF official) says he would ask for a transfer to Iceland, because Greece is incredibly complex, with the IMF unlikely to impose conditions. Especially with IMF chief Dominique Strauss Kahn's aspirations to become President of France. The ECB controls Greek monetary policy and there is no chance of a devaluation with the Greeks in the euro currency. This leaves Greece locked into an unsustainable currency rate. Kenneth Rogoff and Michael Mussa, both agree that the IMF can help buy time for Greece with bridge loans and laying a framework for confidence. Mussa points to the Greek problem- the credit markets won't buy their bonds forever and at the same time its a nasty business to have a sovereign default in the euro currency area. Mussa sees the situation as much like that of GM. Bush bought time for an orderly transition should GM have to declare bankruptcy, which is what happened under Obama. With the European recovery weak, Portugal and Spain fragile, an orderly arrangement is critical not to upset markets. Its like kicking the can down the street, says Mussa, but that can have some advantages. ...

A major problem for President Hollande of France in the 2014 budget is how to handle the deficits in the country's Social Security System. Over the years the deficits were transferred to a vehicle called the Cades, which is approaching its legal ceiling of 270 billion euros. The vehicle was originally set up in 1996 with the idea of separating past deficits, so that the state could balance its budget every year for the Social Security System, which covers health care, pension and family allowances. Previous governments have for the most part bypassed this and added new deficits to Cades instead of making cuts in spending. The Hollande administration says it is controlling health care expenses and increasing pension contributions as a way to bring the deficits under control. It will not assess a special tax for the deficit in Social Security in 2014, as new taxes are highly unpopular. Cades lifetime has been extended twice, first in 1997 to 2014, and during the 2009 financial crisis to 2025. In 2010 following the crisis, Cades chairman, Ract Madoux says, the short term borrowing had reached 60 billion euros. It is down to 30 billion euros, which he still considers too high....

One foreign policy expert says president Trump tried to reverse everything in Obama's foreign policy almost to the point of an obsession. He visits Saudi Arabia before visiting Mexico and Canada, close neighbors, as other presidents have done. The relationships with Mexico and Canada deteriorated. Yet Mr. Trump has a good personal connection with Trudeau of Canada and Macron of France.  Taking the advice of advisers including Commerce Secretary Wilbur Ross, president Trump despite tough talk on the North American Free Trade Agreement, takes a moderate approach on NAFTA renegotiation. Trump also softens some of the rhetoric on China as he seeks Chinese help to restrain North Korea. An international coalition of states supported by the U.S. reverses gains by Islamic State, with Iraq and Iran gaining over Islamic State. President Obama's policy of not taking decisive action, reversed towards the end of the second term, had led to the rise of Islamic State and the refugee crisis in Europe as refugees left Syria and Iraq. NATO or the South Korean defense was not significantly weakened as feared at the beginning of the first year. Missile defense proceeded in South Korea with U.S. missile systems. The appointment of a senior senator from Texas, Kay Hutchinson, signaled that the NATO policy had not changed significantly. President Macron of France puts forward the basic building blocks for an agreement to reduce tensions with Iran. In a speech to the General Assembly of the United Nations he says that there should be negotiations between Iran, its regional neighbors, the U.S. , European countries and China. The Obama period nuclear deal of 2015 failed because of a lack of a comprehensive settlement and including Iran's neighbors in the region. Macron pointed out that the U.S. approach under president Trump of "maximum pressure" with tighter economic sanctions has produced a response from Iran of maximum pressure on its neighbors, including the attack on Saudi oil facilities with drones that took out half of the Saudi oil supplies. Macron put forward five issues for negpotiations to focus on: certaity that Iran never acquires nuclear weapons, solution to the Yemen civil war, a regional security plan that addresses other conflicts, ensuring security of maritime navigation especially in Straits of Hormuz, lifting of economic sanctions. He pointed out that "today we have a risk of serious conflict based on miscalculation and disproportionate responses." Mr. Trump even alluded to this when he told reporters after the dismissal of John Bolton as National Security Adviser, saying Bolton made Trump look like a voice of moderation. A lot depends on who are the advisers and whether moderation is exercised on all sides.  Macron, Merkel and Britain's prime minister Johnson met with Rouhani on the sidelines of the UN meetings to encourage dialogue.
