The pace of traffic growth in Beijing is tremendous, especially in the last 5 years. Beijing had 4.7 million registered vehicles in Dec 2010. The rapid growth shows 700,000 new vehicles added in 2010, 550,000 in 2009, 376,000 in 2008, 252,000 in 2007. Beijing will be fully saturated by the time the number hits 6.5 million, say experts. A June survey by IBM shows Beijing has the worst traffic of 20 large cities in the world, only Mexico City has comparable traffic. In 2009, the government cut in half the sales tax on small engine cars, and spent billions in subsidies for rural car purchases. As a result car purchases have accelerated to new levels, with 2009 sales up by 46% over 2008, and sales through November 2010 up by 34% over 2009, according to the China Association of Automobile Manufacturers. In July, Beijing city officials said that rush hour traffic had slowed to about 15 miles per hour, and was headed for 9 miles per hour by 2015. Twenty years ago, Beijing was a city of bicycles and old alleys, and a single limited access highway made a rectangle around the city. In 2010 five freeways circle the city, and eight freeways spoke from the suburbs to downtown, and the subway will soon stretch to 10 times its 1990 length....

Yannis Stournaras, economcs professor at the University of Athens becomes the finance minister in the new administration of prime minister Antonis Samaras. He holds a doctorate from Oxford University in economic theory and policy, lectured at St. Catherine's College, Oxford and at the Oxford Institute for Energy Studies. He was special advisor on monetary policy to the finance minstry and Greece's central bank. His public official positions include vice chairman of the Greek natural gas company and board member of the public debt management agency. He is well qualified to lead the effort for Greece to remain in the European Union with modified terms that extend the achievement of deficit targets by 2 years to 2016, and offer tax cuts and other growth oriented measures to get the Greek economy back on the path to recovery and growth after 4 years of declining GDP. He also brings a sense of committment to the EU, because he was chief economic advisor to Greece's Finance Ministry in 1994-2000 and took part in the negotiations that led to Greece's joining the eurozone in 2001. Pete Pyhrr is interviewed by the WSJ's David Kesmodel 40 years after his zero based budgeting method became popular in the Carter administration. Pyhrr developed the method as a controller at Texas Instruments in the 1970's, and says it is a great tool in difficult economic times or periods of rapid technological change to make cost reductions. WIth zero based budgeting budget figures are not simply adjusted upwards or downwards from last years numbers, but the budget is developed from scratch to reflect purposes served in the current environment. It brings costs and benefits of each expenditure into focus, so that more profitable projects can be financed over less profitable projects. Pyhrr published "Zero-Based Budgeting: A Practical Management Tool for Evaluating Expenses," in 1977. It was used by President Carter in managing the budget process in the state of Georgia and in the Carter administration, but fell out of favor in the Reagan administration. Pyhrr says he sees the need for using the method in today's budget cost reductions for government agencies to help taxpayers. As with TQC under Deming, which came back to the U.S. following Japan's use of quality control methods developed decades earlier in the U.S., zero based budgeting is coming back to the U.S. through its use by private equity firm 3G Capital Partners of Brazil in its Heinz operation....

Jeff Bezos's letter to employees of The Washington Post shows why Graham family members, Donald Graham and Katherine Weymouth, who own and run the newspaper, see Bezos as the right person to continue the family's legacy from 80 years of stewardship. Apart from saying he has known Donald Graham for over 10 years and knows no finer person, Bezos also said about the critical role journalism plays in a free society: "I would highlight two kinds of courage the Grahams have shown as owners that I hope to channel. The first is the courage to say wait, be sure, slow down, get another source. Real people and their reputations, livelihoods and families are at stake. The second is the courage to say follow the story, no matter the cost." Bezos also pointed out the major changes in the journalism field from the arrival of the internet. Changes he will now address as owner of the newspaper and one of the business pioneers in the field of internet retailing, starting with books and following this up with the Kindle reader. Bezos sees the changes coming from three sources: "shorter news cycles, eroding long-reliable revenue sources, and enabling new kinds of competition, some of which bear little or no news-gathering costs." Hurt looks at the study of the impact of changes at Boeing between 1996-2006, by Greenberg, Grunberg, Moore and Sikora, in a book titled: "Turbulence: the Pain of Change at Boeing." Boeing is an iconic American company, a pioneer in aviation manufacturing, and one of only two such companies in the world. How have workers and managers felt about the changes from teams (concept imported from Toyota), outsourcing of manufacturing to different locations around the world, and other changes, and how has this impacted the company that is Boeing. The authors tracked 525 workers and managers at Boeing in 4 separate surveys. Many workers worry that outsourcing will lead to giving away the farm, as one engineer with 27 years of experience put it. Eventually Boeing would put work out to 135 sites in two dozen countries to cut costs and gain access to foreign markets. It ends up pushing the Dreamliner 2 years behind schedule. Many managers worry about the loss of engineering and jobs to global partner companies, which would hurt the US in the long run. Even the team model imported from Toyota has a negative effect, by affecting employee morale. The career ladder becomes compressed and opportunties for advancement are no longer there. Employees expressed a sadness that the old feeling of the value of contributions, as a source of the company's competitive advantage was missing....

For the first time since the 2008 global financial crisis a initiative has been put to voters for tackling executive pay and bonus. A large majority of 68% of Swiss voters supported the 24 item Minder Initiative which restricts executive pay and bonuses. The Minder Initiative sends a signal to the rest of the world, says Christa Markwalder, a legislator for the pro-business Free Democratic Party. It provides other countries with a distinct approach to corporate governance and executive compensation. The EU decision to impose strict limits on executive pay and bonuses influenced Swiss voters. The EU decision bans bankers bonuses from exceeding fixed salary without shareholder approval, and limits flexible pay to twice the salary. The 24 item Minder measure gives shareholders the right to block proposed executive pay and bonuses. It also has penalties for violators of 6 times annual salary or imprisonment of upto 3 years. Businessmen and politician Thomas Minder has worked for three years promoting his Initiative and it was finally put to voters in 2013. For the first time since the 2008 global financial crisis, serious action is being taken to limit excessive executive compensation and bonuses in banking and other industries. It comes as austerity measures and high unemployment are influencing public opinion in Spain, UK, Italy and other European countries which have suffered banking crises....

Says El-Erian, CEO of PIMCO, the future, which he and his colleagues at PIMCO like to call the "new normal," will be quite unfamiliar. Most people had become conditioned by the experience of what is normal under a finance driven economy, deregulation and globalization. Now he says things will not revert back to their previous states in spite of all the government's efforts to restore the normality. With all the flexibility and regenrative forces at work, these will not be sufficient to offset the disruptions that have taken place. For one thing the growth rate will slow. Annual trend growth rate won't look like the previous number. He says forget the 3% annual growth rate of the last 15 years. The number will be more like 2% or less when the economy recovers. The financial system in the US will be carefully regulated, and look more like a utility. And the anglo-saxon model of capitalism, which gives finance a central role will be seen worldwide as too crisis prone and risky. With global growth shifting to India, China and Brazil, the shift of wealth and economic dynamism to these countries will accelerate, in a context of lower worldwide growth....

To see the changes in East Germany after the fall of the Berlin Wall one has to go beyond the larger cities like Dresden, Leipzig, and Berlin. One has to go to the smaller towns, which are rapidly losing population as young people leave for jobs in the western part of Germany. The government says the gap is closing between the western and eastern parts of Germany. It says $60 billion was spent on infrastructure and to support businesses in 2006-2008. ANd economic activity per person is now up to 71% of western part of Germany from 67% in this last decade. But look at the smaller towns in the east and you see young people leaving, the average of the people going way up, the population dropping, and with this unneeded or abandoned apartment buildings have to be bulldozed. Unemployment is double that in the west. In some areas the number of women between 20and 30 has dropped 30%. About 1.7 million people or 12% of the population has left East Germany since the fall of the Berlin Wall. About 2000 schools have closed because of ascarcity of children. The demographics were such in the early years after the fall of the Berlin Wall, that for a number of years East Germans stopped having children, says the Director of the Berlin Institute for Population and Development....

The 2009 budget of the Obama government has some optimistic assumptions built into it for the deficits in future years. For 2009 the GDP declines by 1.2%, for 2010 the GDP growth is 3.2%. With these assumptions its possible to bring the $1.75 trillion deficit in 2009 to less than $600 billion by 2012, and getting to that point requires GDP to rise by 4% a year by then. This is assuming the growth quickly returns to the growth rates of the 1990's. In one area the administrations' forecasts are more optimistic than the Fed's and may turn out to be too optimistic. The administration's assumption is for unemployment to average 7.9% in 2010 when it may be close to 9% or higher. For example Goldman Sachs economists expect the unemployment rate to be at 9.5% by late 2010. And Goldm,an's growth rate for 2010 is just 1.3%, and that also may prove to be optimistic whereas the budget assumes 3.2%. What all this means that money has to be spent on the priorities outlined by the President, but the most buck for the money has to be obtained because further outlays will be needed in future years. This is a very important point, and a lot of checks and transparency and careful monitoring of projects has to be put in place throughout 2009....

Robert Frank, an economist at Cornell and visiting Professor at the Stern School of Business at NYU, says this deficit increasing our debt burden is entirely different from the way in which the Bush administration increased the national debt. During the last 8 years the Bush deficits increased the national debt by almost $5 trillion. But people went for larger mansions, and consumers went on aconsumption binge, and the Bush tax cuts were skewed to help the wealthy. Now to address the economic crisis a similiar amount of about $5 trillion will be needed but it will be spent quite differently. Money spent on ropads and building infrastructure that is needed is money well spent on any dimension. Especiallyfor America's crumbling roads and bridges and highways. If postponed these would cost more or twice as much to fix. Frank's point is that alot depends on what you do with the money. At recent interest rates servicing $10 trillion in debt costs about $400 billion annually. He says thats quite manageable. Just by instituting agasoline tax of $2 agallon as the Europeans do and are not alot poorer dfor this, the US could generate $100 billion ayear. When Americans are using mass transit in the largest numbers in 50 years, it also makes sense to build better faster transportation systems between major cities, like the high speed trains in Europe....

Sweden's new government elected in 2006 after years of Social Democratic governments, is not in favor of state involvement in industry. The enterprise minister Oloffson says, the Swedish government is not prepared to own car factories. Southwest Sweden where Saab in located, in the town of Trollhattan, will be hard hit if Saab closes. It has 54,000 people, with 4000 employed at Saab. Saab turnedout its first car here in 1947. But its not the same Saab that became known for its engineering. Under General Motors Saab lost its edge as a car with advanced engineering. And last year Saab sold 93,295 cars, 21,383 in the USA, and this year demand will drop steeply. Already losses for 2008 are $343 million. No matter what the label meant in the past, the hard facts are that here is a neglected car company, which may sell only sixty or seventy thousand cars in the years ahead and keep going down in numbers, with no money for investment in new technology in these credit markets for declining numbers, and offering huge losses that may approach half a billion dollars in 2009. Even a Social Democratic government might think to pause. Given Sweden's generous employee retraining, would the money for rescue be better spent in some new field with better prospects....

The new interim board chairman of GM i Kent Kresa, 71 years old, who was CEO of Northrop Grumman Corporation between 199o and 2003, and previously served on the board of Chrysler. He is described as being very down to earth, pragmatic, who is expected to do well dealing with the government, by a senior partner at Korn Ferry International recruiters. Mr Kresa said in a statement that a new slate of directors will be submitted at the next annual meeting that will include a majority of new directors. That meeting is scheduled for August but might be pushed up. Kresa and Philip Laskawy, Ertnest & Young's retired CEO, had tried for 2 years to persuade fellow directors to replace Wagoner. They felt that Wagoner had fialed to change GM's corporate culture but were opposed by George Fisher, retired CEO of Eastman Kodak, and Eckard Pfeiffer retired CEO of Compaq. Of the 11 outside board members, seven are in place since 2003. Interestingly they are all retired CEO's except for Kathryn Marinello, CEO of Ceridian Corp. This has prompted one remark at ameeting of the administration task force that the board was "a collection of failed CEO's". Many experts advising the taskforce and the bondholders put some pressure on the task force to replace the board because of its complete failure....

Class of 1977 was first after the Cultural revolution. In 1977 China held its first competitive national university entrance examination since 1965. A period of 12 years of the cultural revolution till 1977 were a lost decade in terms of education and getting the best minds and training them for careers in various fields for development and modernization. The year 1977 with the reinstatement of university entrance exams was remarkable in the outpouring of energy as young people prepared for entrance exams in a period of a few weeks. Textbooks were hard to find, for over ten years most had no schooling and worked in rural areas doing farming work. Students scrambled to find teachers to guide them. 273,000 were admitted to universities that year- only 4.7% of the the students taking the test. In comparison 58% of nine million students in 2007 were admitted to universities three decades later in 2007. Li Keqiang is one of these students who worked really hard to get into Peking University. He is the new prime minister, part of the new generation of leaders in China. The Volcker rule is named after former chairman of the Federal Reserve, now 82 year old Paul Volcker. In its complete form it would ban banks from investing in trading activities. But with Treasury Secretary Geithner and economic advisor Summers being part of the team that supported deregulation in banking, the Volcker rule was put in a diluted form in the proposed financial reform bill. Only after it was supported by financial leaders with long years of experience, such as John Bogle, Nicholas Brady and William Donaldson, and with active participation by Volcker, did the Volcker rule in a modified form get the support of Congress and the White House. What grade does it get from Paul Volcker? A B not even a B+ says Volcker. Volcker regrets his earlier silence on this issue. His view is that there is a sense of nervousness about the long term, and this is justified. He says a lot will depend on a 10 member regulatory council that is created by the bill, and all depends on how tough and vigilant it is on a day to day basis with the banks. Analysts share Volcker's concern about "the certain circularity in this businesss," where things are going well for some time followed by another crisis. Volcker's concern is that the bill doesn't prevent bank's from getting into activities such as investing in hedge funds and other similiar activities....

This report shows pictures of Starmer and Xi meeting at the Plough Pub in UK in 2015 and reflects on how this has changed 11 years later with China now  a dominant power with the world's 3rd largest economy and a third of world's manufacturing and logistics. How does this change the relationship with China in 2026 for UK and Canada, and the EU? Miroff describes the situation for Mexico's middle class in the face of rising crime, a deep distrust of the police that extends to neighbors. This is seen through the lives of a middle class family, Alfredo and Lilia Hoyos, in the town of Cuernavaca, 50 miles south of Mexico City. Long known for its quiet neighborhoods, a second home to many civil servants in Mexico City, a university town famous for its language schools, Cuernavaca is now caught up in the struggle with drug gangs and rising crime. The Mexican government sent marines in helicopters to kill drug gang leader Beltran Levya. The level of trust in the police with rising crime is low making the situation worse. In a recent poll, only 6% of respondents said they could trust the police, 40% said "little" or "none." An OECD survey in 2008 showed Mexico at the bottom of the list of 34 countries for citizens expressing trust in their neighbors and community. The drug war has taken a serious toll on trust in the community since then. Hoyas had a difficult time setting up a neighborhood watch for security because people feared to participate. As Mexico modernizes and the middle class expands the situation on this basic parameter of development deteriorates....

Serious issues raised about Ford management, strategy, new product, and a potential credit default. Is management upto the task? Ford employees say CEO Bill Ford also less visible around the automaker. They say that he is no longer at the employee cafeteria where he used to go frequently. What does one make of this and the soft marketing stuff coming out of Ford, when deep and big changes are needed. Goldman Sach's auto analyst Robert Barry say Ford's transformation is especially difficult because Ford has underinvested in cars for years and it is trying to make up lost ground. Couple of things are hitting Ford in particular- 1. Are sales in a free fall? Ford Explorer- down 30% from last year, even the Mustang down 8.5% 2. Cars sell at a steep discount -consider Focus $3060 less than average compact according to JD Power, Freestar minivan $3000 less than the Honda Odyssey, Ford Fusion $3100 less than average vehicle in that segment. The Fusion $20,150, Accord 22,200, Impala 22,100 3. While GM is weaning itself off of fleet rentals to build image, Ford is too weak to do this, fleet sales in April 30-40% of total !!! 4. Ford Credit earnings drop with the rest of the business. 5. On the probabilities of Ford credit default or bankruptcy- a chart made by J.P. Morgan in April 2006 shows the credit markets see a default more likely at Ford than at GM in two, three or five years than at GM. The probability of default in three years is 34% at GM compared to 43% at Ford. ...

Spain's central bank was lauded for macroprudential supervision before the housing bubble burst. Will China's central bank and financial authorites which have managed the housing bubble upto this point face similiar problems? Can China be the sole exception even as housing bubbles burst with wide repercussions in the U.S., UK and Spain? Nicholas Lardy, of the Peterson Institute of international Economics, says urban housing stock makes up 41% of Chinese household wealth in 2011. The same figure for the U.S. is 26%. Chinese buyers invest in homes because low interest rates on savings accounts cannot keep up with inflation. Real estate investment was 13% of GDP in 2011. Home ownership is a recent development in China, only since 1990, Chinese have never experienced large price declines. Household debt as a percentage of disposable income has increased significantly in recent years, up to 53.6% in 2011 from 31.3% in 2008, according to Lardy.

The campaign in German schools "Smart ohne phone" or "Smart without a phone"  for school children in 2025. One student at Dalton High School in Alsdorf, North Rhine Westphalia, Klara Ptak, is cited in this report by  Oliver Pieper in DW.com. Klara 17 years old says- "A total of 51 phones were seized — that's a fairly significant number considering we have 700 students. And you can really see a difference, especially in the younger kids. They used to stand around in a circle staring at their screens, and now they are playing football, badminton, or board games together. It's a dramatic shift." A survey by the Körber Foundation, and pollster Forsa, says that parents of children ages 12 to 18 complain that their children's time spent on social media is out of control and is their leading source of stress. The German National Academy of Sciences Leopoldina is for banning phones upto tenth grade, it wants to keep children under 13 away from the internet for social media completely. It is interesting to note that the younger student are fine with it and adapted quickly seeing the benefits. This shows that a new generation of student can be trained for a different lifestyle. Today in the Washington Post Linda McMahon and RFK Jr. team up on an article saying just this that time spent on screens lifestyles along with nutrition and food fail school children badly, reminding people about the saying in Latin since the 2nd Century by poet Juvenal -"a healthy mind in a healthy body." Germany's SPD Deputy Chancellor says in Kiev on August 25, 2025 after the abortive effort by DJT in Alaska for peace talks that improved Russia -US relations as two leading world nuclear powers but did not have the basics in place for Ukraine- Russia direct talks, with Putin asking for territory in the east. "In the three and a half years that this war has been going on, we have always shown that we are not ducking away, but stand by the side of the Ukrainians. And that will also apply to security guarantees."  The big change is that the SPD under Klingbeil in Germany is now working with CDU's Merz to build up Germany's defense forces to act as a deterrent for Europe. There is a change in the mood in Germany and in Europe, from Sweden and UK , France, Italy, for concerted action in Europe that was not seen before. By taking on responsibilities for Europe with 2-5% defense expenditures this has removed the differences between the US and Europe. It means a prolongation of the war but also means this may lead to a stronger Europe, better Russia- US relations, and a Russian and Ukraine more willing to come to a peace agreement based on terms where no side appears to be the loser. Klingbeil added- It is important to have a "really strong Ukrainian army that is also capable of defense. And the second thing is that armaments production is also being ramped up here in Ukraine as well, thereby putting Ukraine in a position to defend itself and deter attacks." If European history since 1400 is any guide when the powers on either side were eventually counterbalanced the power that took a an aggressive position early had to settle for a peace settlement with both sides not appearing the loser. ...

In the days when cross border technology flows were limited and the investment in India was small, India's technological capabilities at an early stage H1-B visa program acted as an exchange program where Indian engineers could gain experience and skills, learn new technologies in the US, that would benefit both India and the US taking a long term view. In 2025 when cross border technology flows to India from the US are large and significant, when Indian investment is large India's economy fastest growing and from a much larger base, with ability to absorb talented engineers in expanding Indian business, the H1-B program is one that drains both the US and India. India as a huge brain drain of 60,000 of its best engineers every year to 2030 or 300,000 of its best engineers and the 3 million engineers they would have trained locally through their creative talents. For the US it means the loss of 300,000 engineering jobs to 2030 for locals in 51 states in the Nation. Both make no sense. Business practices once set do not change. This is why an executive order by DJT was signed by the president to impose a $100,000 fee that Tata, Meta, Google, Microsoft, Apple can choose to pay every year for 6 years if they want to hire someone on H1-B Visas. To call this group of Indian H1-B of 60,000 engineers "dreamers" also makes no sense because 3.3 million engineers knowledge base and skills to India's growth capabilities and modernization could increase economic growth, modernization of Indian infrastructure, to make India a Dream State to live in. And the same number of American born engineers would make each of the America's 51 states Dream States through repowering America's new modernization of infrastructure and power economic growth. ...

Most of the credit card companies in the US base these operations in places without usury laws such as Nevada, and charge exorbitant rates on credit cards, a practice that is going on for 6 decades since the 1960's. It makes it harder for families to get out of poverty and living from paycheck to paycheck. It is another aspect of the affordability crisis. A society without social mobility is one in decline can be seen in the way Spain went into decline after 1700 and Britain emerged to lead the Modern World and the Industrial Revolution. This is the crisis America faces today- change or cede leadership to China or some other nation. Razak is given a15 year jail sentence in a scandal that has rocked Malaysian politics and reduced confidence in Malaysia's investment for modernization. irreparable harm is done to the nation's British inherited institutions for law and order, responsible parliamentary government, following the long premiership of Mahathir, ethnic nationalist "putra" movement of the UMNO, and the governments that followed Mahathir including Razak. Similar problems have affected other countries with ethnic nationalist movements in Sri Lanka where corruption and mismanagement of the state finances and treasury led to lack of funds for essential imports, and in other countries in Asia. Corrupt practices and misuse of state funds intended for development became a feature of government in Indian states following the rule of the Indian Congress party under Jawaharlal Nehru, with ethnic nationalism creating ethnic states in India, and causing irreparable harm to development and modernization with lack of capital and policy decisions. This has led to the lag of modernization in India with China of about 10-15 years that also affects defense at the Himalayan border with China as China's hybrid state capitalist economy surpassed India and matched the US in 2 decades 2000-2025. Only now is India under responsible governance pushing to close the gap and modernize rapidly under a new government in it's third term. Much of the thinking that accompanied post independence decolonization is now under question with it's assumptions that decolonization alone would lead to development is debunked. Modernization as China and India has learned comes from the good and responsible use of abundant capital, abundant labor, and abundant management resources, abundant technological access, good policy and plans at the federal and state levels, and good sustained leadership from the top. ...
