GDP per capita would take 10 years to reach the stage at which spending power of the people equals that in China today. At one point in 1980 China and South Korea were closer in GDP per capita than India. It is only now that India is accelerating towards the scale and depth of modernization done in China.  India's growth rate of over 7% is likely to surge after some of the problems in bad loans in the banking sector are cleared up. A wave of technological advances would help accelerate growth. Ease of doing business and foreign investment are on upward trend, for absorbing new technology from advanced countries. A shift to very low prices for data use with rapid development of 4G services is one of the recent achievements. Manufacturing growth remains a challenge to be tackled to create the jobs needed.  Revamping tax structures such as GST and shifting the economy towards use of electronic cash has increased revenues needed to invest in infrastructure, health and education.  As much of the potential for future growth comes from people at the lower income levels, improving social indicators such as sanitation, cleanliness, farmer incomes, universal bank accounts, universal access to health care, are steps that lay the foundation for the future. ...

President Trump says he is considering restoring funding to the WHO, but reduce the overall funding by 90%. He told Lou Dobbs of Fox News he would reduce the funding to 10% of what the U.S. was paying, to bring it to the level China was paying. China pays only 10% of what the U.S. pays and has a much larger influence on the WHO. In this crisis this has affected the normal WHO response to virus epidemics as much of the pre crisis development was missed by the WHO, and the WHO failed to ensure transparency from all its members so that international cooperation could happen very early to prevent the virus from spreading quickly.

Chris Buckley in the NYT today makes no mention of the Bo Xilai episode in 2012 and what this meant for Xi's future policy actions. Cheng Li calls it the most significant happening since the Lin Biao incident in 1971 and Tianmen in 1989. Brookings Institution offers this discussion of the Bo Xilai episode with Cheng Li, China expert on its economic and political elites. Cheng Li rejected the idea that China at the time in 2012 reflected "resilient authoritarianism," instead anticipating problems such as Bo Xilai emerging as a demagogue putting China in an ultranationalist and uncertain direction. This happened during the transition to a new team of leaders led by Xi Jinping in 2012. Xi could see the corruption in the CCP and the hypergrowth in China causing problems of irreparable environmental damage (now climate change), regional inequality, and offering an opening for demagogues to step into this mix of problems. Xi  acted devising policy shifts away from Hu Jintao and Wen Biao of the Bush-Paulsen era and pushing away from focus on rapid growth, shifting to counter inequality, unstable dependence on construction and housing, and excessive debt of that period. Little mention is given to this in NYT Chris Buckely's version of US-China relations in today's NYT (November 13, 2023). ...

As Keith Bradsher of the NYT points out in this report too much may be made of the tariffs of 25% imposed by president Trump on steel imports. The effect Bradsher says on China is trivial because China imports make up a fraction of 1% or 0.1% of China's production, and only 2% of American steel imports. Most of China's aluminium is made into products such as auto parts and solar panel frames, and little of it is imported as raw metal. On the day the tariffs were announced, China's top economic official Liu He met with economic officials of the Trump administration and China's reaction was cautious and reflected the fact mentioned b.y Trump about its huge trade surplus with the U.S. of $375 billion in 2017. China's officials stated "that its dialogue with the U.S. was very useful, constructive, and helpful."  China's principal goals are first to preserve its broader trading relationship with the U.S. which gives it th $375 billion trade surplus for 2017 and creates millions of jobs in China, and to preserve its ability to invest in the U.S.  This has given China access to American technology and manufacturing expertise that would be difficult to develop independently. The Trump administration is meanwhile working with senior members of Congress to come up with new rules for tighter scrutiny of Chinese investments in the U.S. as a new phase of competition in technology takes place between China and the U.S.  ...

Martin Feldstein says China is gaining control of three problems it faces of shrinking export markets, the effects from a large stimulus in response to the 2008 financial crisis, and inflation especially high real estate prices. The economy is shifting to higher role for services and less dependence on exports under the new five year plan. The real estate prices are levelling off after steep increases. And inflation is under control. New investment will go into infrastucture needs such as power development and low income housing. As the economic problems are being tackled, the political problems remain. Wu Yiebing is a worker in coal mining and his wife Cao works on farms nearby. He has managed to send his daughter Wu Caoying to college. She is a sophomore in college but fears for the future because of the lack of opportunities for new college graduates in China. She also feels the heavy burden as the parents spend half their income to get her through college and have no retirement savings. Wang Xiaofang is a former bureaucrat and writer who documents real life stories of corruption in China's bureaucracy by using fictional characters. A similiar approach by another Chinese writer Mo Yan in literary novels led to him being awarded the 2012 Nobel Prize for Literature. Censorship in China has not affected writings using fictional characters and literary novels of this kind. It may be seen by the government as a way to let the public ventilate some of its frustrations with corrupt bureaucrats and communist party officials in China. It also shows how widespread the problem has become and is a serious matter for the future of the Communist Party. Wang tells the Beijing Bookworm Literary Festival after he entered the official bureaucracy he felt the desire "not to be spiritually crippled." Wang is the author of the Civil Servant's Notebook, which is described as a guide for the 1.4 million people taking the civil service exams in China each year. This suggests that China's new leadership sees this as one of the ways to give right direction to young people joining the civil service, and comes with a new focus on corruption. Wang is also part philosopher in his musings when he says China has lost its traditional culture and cannot adopt western culture, and so it remains confused at a crossroad. This leads to his idea of operators in China's official circles as people who have lost their faith and spiritual home. ...

BJP Modi election win in West Bengal and upset by TVK party in Tamilnadu states of India are a result of existing state governments not meeting the aspirations of young people in India for jobs, lack of progress in industrialization and lack of investment in infrastructure. These are the pressing priorities in India. Whoever can deliver on modernization and industrialization, jobs and infrastructure to meet the aspirations of the Indian people is likely to prevail. This is also no different than the process underway in the US and Europe for reindustrialization and remodernization, updating infrastructure built in the 19th century, jobs and incomes. The BJP party of prime minister Modi has set the bar high for modernization of the scale of China and Japan for India, and to even surpass them.  It is definitely doable, particularly now that India has built trade links for import of new technologies with the US and the EU, and when it is already an economy the size of Germany or Japan. Most of the Opposition parties cannot believe this is possible, and most of the media that covers India has the same views. As a result the titles and the discussion in the media are like that of 15 years back when India was led by parties that lacked the will and drive for industrialization and modernization, corruption and mismanagement dissipated resources, could not create the master plan and execution needed,  and lacked the leaders at the ministerial level to accomplish this to deliver on every promise. In fact the elections of the last 2 years have created a new northeastern India - changed the map completely with the growth in a region half the size of the European Union of 300 million people that is able to grow at 20% a year for 10 years in Bihar, West Bengal, and Orissa, Assam regions, where the mighty Ganges and the Brahmaputra rivers flow into the seas from the Himalayas. There is that much potential and it means India itself can grow at rates of 10% once all the conditions are right in a few years to 2047 for Vikshit Bharat, Modernized India. The world economy can also grow with such a vibrant dynamic India. ...

The price of gas powered cars and EV's is closing, to about $5000 according to Cox Automotive. Tesla is cutting prices because of new competition from Japanese, Korean and German models in the US market. China's BYD is also in the global market with new battery technology that cuts cost. Batteries make up 40% of EV car cost. The cost of making EV's will drop to becoming the same as gas powered models by 2027 as companies get more experience in the new technologies, says Gartner.

A senior Indian diplomat, and former ambassador to China, Gautam Bambawale, says China's action in the June 15 clash at Galwan Valley was the worst violence since 1967. He sees it as a premeditated and well thought out action. His view is that India's relations with China will deteriorate further. That this was an action by the PLA to take territory to what it sees as the LAC or border. For small tactical gains he says "China has strategically lost India." This will impact trade and other relations going forward in his view.  Nothing of this sort was expected says Bambawale. All the agreements put in place since 1993, everything for tranquillity at the border, all the mechanisms, have now collapsed. Bambawale has provided a very lucid and clear account of the relations and the border issues. He goes on to say that Chinese observers have given reasons for the Galwan clash with PLA- that India should stay away from the US and other democracies such as the European Union. Some reflection shows that the opposite has happened. And further reflection would show that the same situation was repeated in the period of transfer from British Empire to Republican India, and from Nationalist China to Communist China from the period 1947 onwards. Different perceptions and different leaderships that gave the perception of gaps between the two countries. In the 1950's after the Korean War Chinese perceptions about India could have led to the incursions that brought China to the borders of India in 1950, similar perceptions of gaps in development and capabilities could have led to the conflict in 1962. From 1993 peace prevailed with India after China entered the World Trade Organization under president Clinton in 2001 following a 10 year effort. Because the focus in China was on development after a series of crises, internal sense of a widening technological gap with the US and Europe, disagreements with the Soviet Union, and the experiments with market economy, internal struggles for democracy. With that period coming to a close as the new trading relationship has led to working class losses in factory jobs in the US, China is faced with protecting its economy as it and the US look at changing supply channels and how it affects both countries. It is a critical time for China as it faces governments in US, France, UK and Canada determined to protect their own interests in manufacturing jobs, renewing supply channels, and in technological advancement. The response is similar to that in 1962 when seen from the Communist party perspective as a gap has opened up with India following China's progress in the 30 year trading relationship with the US and Europe. That gap and the difficult situation China faces today with the US and EU in trade and technology has brought forward the Galwan clash and future clashes in Ladakh and at the border.  As Mr. Jaishnkar, India's Minister of External Affairs as well as former ambassador to China,  has pointed out this is a very different aspirational India that China faces. The same kind of grassroots development that happened in China and rapid pooling of capital, human resources and technology inputs for development is taking place in India, and will continue for the next two decades, quickly bridging any gaps in modernization between the two countries. The difference between a youthful population in India and aging population in China and Japan, is likely to add another dimension. China's Buddhist culture that came from India is not likely to go away, more likely is that China will see a revival of Buddhist ideas of wellness and living more as culture than religion. The experience with British colonialism that prevailed both in India and China, and which from its base in India caused so much grief to China during the Opium wars will recede from memory. Extending borders from historical memory of Japanese incursions into border areas in Manchuria could have led leaders after 1950 in China to extend borders to remote areas in the Arunachal region of India and communist theory books may have created the perception of defensive moves. In the context of an aspirational India similar to China, and no real intention on the part of India to extend itself in any way to China's provinces in Sichuan, this extending of borders as a defensive move will be seen as stemming from memories of Japanese incursions in the 1930's, but simply costly and not relevant in any way to China's own aspirational development and progress. ...

China's GDP growth for the 4th quarter of 2012 was 7.9% over prior year, increasing from 7.4% in the third quarter of 2012, according to the National Bureau of Statistics. GDP growth for 2012 was 7.8%, down from 9.3% in 2011. Growth is stabilizing at 8% which shows China is managing the economy, slowing the growth rate with a smaller stimulus planned in 2013, and working on sustainable growth for the longer term. This is a significant positive as a new leadership takes over in China and sets priorities for stable growth, and improvements in housing and health care.

This report in the WSJ makes the America centric thinking mistake of forgetting where China started from in assessing progress and China's new priorities. In 1960 the World Bank shows China per capita at $90 which does not change much till 1990 when it was $300, the Deng opening to western technology and capital pushed it up to $3000 the year 2000 (US $36,000) and $4500 in 2010 (US $50,000) when the global financial crisis hit. Since 2010 the Chinese economy was burdened by high local government debt and struggled to get to $10,000 in 2020 under Xi Jinping's first two terms as president. Yet it paid a huge price for this -the chance of Bo Xilai (2014) upsetting the twin banners of Science and Modernization of the May 4th 1919 movement that set the course of China for 100 years uninterrupted through the Nationalists, the Japanese occupation, the Maoist CCP, the Deng CCP opening and Jinping CCP pullback. The huge inequality was seen as an opportunity for Bo Xi Lai or some other leader to capitalize on moving China in an unknown direction that posed risks for the future of China. Even then the first preference of Xi would be to carry on with what had worked after Deng. Yet it was clear that working class votes were shifting the dynamics of elections after the Trump election and closing the doors to open access to western capital, technology, and investment. With Trump in erratic and uncertain ways, with Biden after the elections of 2020 consistent and with single minded determination to limit flows. Not just Xi, any other Chinese leader would have had to have the internal discussions about the need to shift back to a model China was familiar with and one that worked before- that of state intervention in the economy, that of reducing the inequalities that posed risks for the CCP's survival as forging a path for stability to carry out the twin banners of the May 4, 1919 Movement - Science and Modernization as China's salvation. Unlike the hysteria about China posing a challenge to the US these internal debates of Xi and the party may have concluded that the US with about half the population of China's as it grows with immigration in the future and multiple times the per capita GDP was a country that no other country was going to come close to. In this sense the supply chains are deceptive as these are likely to be completely redone under the Biden administration to bring most important manufacturing back to China. It is in this context that Xi had limited room to manoeuvre and decided to focus on stability for the long term to fulfill China's dream of the May 4, 1919 Movement of the last 100 years for Science and Modernization casting aside the risks associated for instability of the inequality that comes with more of the western type of growth, and with the climate change risks also associated with it. Lower growth gives China a chance to correct some of the flaws of the hyper growth that was partly of its own making and partly thrust upon it by investors from the outside, so that the new climate would best serve the goals of the May 4, 1919 Movement of keeping high the banners of Science and Modernization. This kind of rethinking is also going on in the US in the same manner about inequalities and hardships for workers and families, with some of the anger directed at China as internal political sentiment- hence the trillions of dollars moved by the Biden administration to address the flaws of growth under free markets and intervene in the economy where needed as in climate change to give firm sense of direction. In a sense the direction taken in different contexts the American and the Chinese are the same - address the problems of workers and families, of the people, as Lincoln had pointed out and striven so hard for, so that Labor is the more important than Capital, and workers and families vital to the nation.   ...

By drawing a comparison of China's aggressive flights close to Taiwan to the invasion of Ukraine, president Biden brings clarity to the US position on Taiwan. He says in Tokyo during his Asian trip that China "was flirting with danger" through its aggressive posture on Taiwan. President Biden made his remarks during a press conference with prime minister Fumio Kishida of Japan in Tokyo. This is what the BBC says about his remarks-  The US president began the press conference by directly linking the China-Taiwan situation to the Russian invasion of Ukraine, saying that the Russian president was "attempting to eliminate the identity of Ukraine." If there was rapprochement eventually between Ukraine and Russia and sanctions were not sustained, "then what does this signal to China about the costs of attempting to take Taiwan by force?" "They are flirting with danger already by flying so close and all the manoeuvres they are undertaking," Biden said, referring to increasing reports of Chinese warplane incursions into Taiwanese airspace. This suggests that the Asian trip of president Biden is bringing with it America's new Asia policy of building strong economic and defense partnerships in Asia. The US president also looks beyond today's conflict in Ukraine to an eventual rapprochement and end of sanctions as a possible scenario in Europe, and sees Asia as the region for America to build new supply chains that strengthen America and its partners, with a new partnership being formed with India, Indonesia and Vietnam, and with other ASEAN nations. In a way Biden and Republicans see the challenge from emerging powers in Asia as similar to the one from Japan in the thirties and the eighties, to be met with the combined economic strength of the US and Europe.  ...

This NYT report covers the period around 2019 and since when Tesla established its first factory in China.  It is the remarkable story of how the intuition and rapid decisionmaking  of Huang Li, a top Shanghai official and now premier since 2022, helped China create its own EV industry from scratch. He did this by giving Tesla a start with a new factory in Shanghai with $1.5 billion in incentivized loans and building it in 1 year 2019-2020.  A top Shanghai official Huang Li hoped to attract Tesla to China in 2019 after contacts were opened through California officials. Tesla had its only factory at Fremont, California, and had worked with the state government on a program of emissions credits as a form of financing that it could use. California officials  advocated for a similar policy in China in 2019. With Mr. Li's backing the Tesla factory in Shanghai was built in 1 year, California style emissions credit were put in place in China. What Mr. Huang Li's intuition told him was that China was at a turning point it had to take strong steps for a emissions free auto industry to tackle climate change. A company like Tesla offered an opportunity to do this. The factory was built faster than Chinese time in 1 year and loans of $1.5 billion helped finance this. Li correctly sensed that local supplier chain had to be built giving China a way to build its own EV industry. CATL was a lead supplier to Tesla. By providing assistance to CATL and other suppliers and using China's rapid development model Li was able to build an entire EV vehicle industry from scratch. BYD became through work in the pandemic years the largest EV maker in the world, and CATL the largest battery maker. Tesla provided the impetus which Li took on with the idea of building its own versions to soon overtake Tesla in 4 years between 2020 and 2024. BYD went even further and developed its own in house battery technology to cut costs and bring prices down. ...

The U.S. trade dispute with China takes a new turn after tit for tat tariffs, with the U.S. president Trump claiming that China was interfering in the U.S. midterm elections. This plays into the narrative in China that the U.S. does not want to see China's ascent as a global power. President Trump and Trade Representative Lighthizer have singled out "Made In China 2025," China's plans for tech leadership as a serious issue for the U.S. President Trump made his claim in a speech at the United Nations, saying that he was "the first president ever to challenge China on trade."

Many of China's tariffs on U.S. exports are targeted at agricultural products such as soyabeans and corn in heavily pro-Trump states, and in rural areas where the Republican party has a significant base.

China is going through a long period of debt reduction or deleveraging in which income is diverted to payoff debt and debt reduction. Debt has piled up at local governments, households, and the private sector during the period of heavy borrowing to expand the economy and build infrastructure. BIS data shows total debt in China at 295% of GDP in September 2022 compared to 257% in the US and 258% in the Eurozone. This report in WSJ says consumers are hoarding cash and refusing to take out new loans, private businesses are barely investing, and local governments are paring down debt for all expenses including worker's salaries and roads.

Xi Jinping is seen in this WSJ report as putting China on a course as a competitor of the US compared to other leaders such as Hu Jintao and Jiang Zemin, yet these prior leaders faced a enoromous gap in technology and capital to make it ludicrous. The shrinking of this gap is a result of free markets theory that took no account of the national interests of the US or of the European Union in shifting manufacturing lock stock and barrel to China.  A deeper look at China requires looking at it from putting oneself in China's situation since the period of the 1912 revolution and the 1919 May 4th movement for Science, Modernization and Democracy, to better understand its motives and realities. Jiang Zemin could not pose the question of competing with the US at the time because China's per capita GDP was less than $100 in 1990 and by 2000 during Hu Jintao's term still about a tenth of American per capita GDP.  Even today with population in North America of about 500 million in the economies of US, Canada and Mexico, China lags far behind in technology and capital resources. The Biden administration does not believe in this idea of free markets theory, wrong from the beginning that prevailed incredibly and puzzingly for too long, that it does not matter where you make as long as it is made at the least cost anywhere. It ignored what China and the US under Biden both believe for the US or China that the US is its people and the people is the country. For the US the Civil war itself as Lincoln said in rallying people to the Union, was fought because labor was more important than capital. When looked at the situation in China as stated by Xi at the party congress recently is for having made progress for the overriding goal of Modernization to build a moderately prosperous socialist economy. Huge problems in China remain hidden- ensuring self governance that is honest and accountable to the people, creating jobs and opportunities for hundreds of millions of young people even as supply chains shift after the pandemic in Europe and the US, India and other countries to their home countries for Made In USA, Made in Europe, and Made in India. China is not such a believer in the flawed free markets theory of the non existence of national interest to not grasp the natural aspects of the US and EU, India wanting to build their own manufacturing up again to the fullest.
