US economic growth was 2.4% in the second quarter of 2023. Even though the Fed increased rates at 10 consecutive meetings by 5% since March 2022 to tackle inflation the US economy appears strong. Large investments in the trillions of dollars in US manufacturing and infrastructure, tackling climate change is what is different this time compared to the past 2 decades when bad decisions were made with twin wars in the Arab and Muslim world, and the supply chain was transferred to China, investments were neglected in infrastructure, education and health in public goods, and capital markets allocated money with decreasing advantage to the economy. This month president Biden signed into law 100% tariff on China made EV's and 50% tariff on solar panels. The Guardian describes the hollowing out of factory towns in England such as Sheffield and the same in the US and Europe, which was a disaster for these communities dependent on manufacturing. There is now a sense that heavily subsidized products made in Asia should not be allowed to deindustrialize the US and take jobs away from these communities across the US. Trade has to be fair before it can be called free trade. Wars in Asia,  trade that ripped up American manufacturing, monopolies and burdensome pricing of pharmaceuticals and healthcare, lack of investment in infrastructure and public services, shows the deeply flawed policy pursued by presidents from Reagan and Bush to Clinton and Obama that have reduced the standard of living of the American worker and the American people.

The final tally is Republicans 220 and Democrats 215 as all results are in for the 435 member House of Representatives in the US. This is the second smallest majority in US history- in 1917-19 Congress Democrats had  217-215 majority of 2 seats. Because DJT has appointed 3 US Congress members the GOP majority for months will be 217-215. Gaetz's and Waltz's districts are likely Republican but Elise Stefanik's in New York is uncertain. 

At 220-215 Republicans can lose votes of only 2 members of Congress. Washington Post says there moderates, vulnerable Republicans and retiring Congressmen who can express their concerns about legislation. About 12-20 Congressmen have scored less than 60% in Heritage Action's scorecard says Washingon Post. This means hasty,  or controversial legislation will face constructive opposition, be modified or rewritten to satisfy concerns of moderates.

Harris will visit United Autoworkers Union Local 652 in Lansing to remind autoworkers of the support of president Joe Biden for the labor movement in the US. And for the efforts for restoring jobs and wages after decades of neglect by both previous Democratic and Republican administrations. The U.S. government partially shutdown on December 22, 2018, after members of Congress failed to reach a deal on funding a border wall with Mexico that president Trump has supported. Mr. Trump is seeking $5 billion for constructing the border wall which he sees as needed for securing the border. Two bills in Congress provide $1.3 billion and $1.6 billion in spending. The shutdown comes at a time of Christmas holidays with Democrats and Republicans continuing negotiations for a deal. A House Bill provides $5.7 billion for the wall, but faces a hurdle in the Senate where 60 votes are required and Republicans have a slim 51-49 majority. The border wall with Mexico is part of Mr. Trump's core campaign pledge. Mr. Trump sought to blame Democrats for the shutdown.

China's central banks cuts the reserve requirement ratio, the amount of money banks need to keep at the central bank, by half a percentage point. Banks are required to use the money that is freed up of $100 billion to help heavily indebted companies and small business lacking collateral to get new loans.

This is a response to the Trump tariffs on $100 billion of Chinese goods with a equal response from China and the trade war between China and the U.S., so that the Chinese economy can be bolstered before the impact of the tariffs hurts the economy. In the past China was reluctant to reduce the reserve requirement. Chinese debt soared with local government debt and debt accumulated from the 2008 large stimulus in the financial crisis.

A crisis situation exists in state revenue and spending needs. According to a Census Bureau report overall state revenue in the US dropped 30.8%, to $1.1 trillion, between fiscal 2008 and 2009. The gap between the spending needed to provide services in the recession and revenues is very large. States fiscal problems along with housing losses, will be the two forces acting as a drag to the US recovery in 2011-2012. State payrolls will be cut back and contracts to private companies reduced to cut spending. Declining federal help in 2011-2012, with the new focus on reducing the federal deficit, will worsen the situation. According to the Center for Budget and Policy Priorities, even with large federal help 46 states had to raise taxes and make cuts to close a combined gap of $130 billion in their current budgets. And next year 40 states already have projected gaps totaling $113 billion. Even as revenues drop, the Census Bureau report says the state government expenditures went up by 3% to provide essential services, safety net programs and education. Illinois has a budget deficit of 45 percent of its overall budget, according to the Pew Center on the States. In California it is equal to 13% of te state's total budget, and in Arizona it is 15%. For 2009 tax collections fell by 8.5%, and were partially offset by a 12.9% increase in federal help, which was a total of $477.7 billion, according to te Census Bureau report....

US president Biden's $2 trillion infrastructure spending plan is being compared to the New Deal infrastructure plans of Franklin Delano Roosevelt in the 1930's. FDR was preceded by Republican administrations under Hoover and other presidents who followed policies that can be compared to the Reagan administration policies when public sector spending was not seen to be as efficient as private sector spending. By the time of the economic collapse in the 1930's it had become clear that only the federal government could save the country in the depression. During the pandemic and collapse of the health systems it was clear that only the federal government could save the country. It is now also evident that infrastructure building led by the government can rebuild America. In the 1930's and during other periods in American history such as the building of the Erie Canal and other public sector infrastructure projects in the 19th century it was the federal government that led the way to building America. ...

Stuart Stevens, the chief strategist of the Romney campaign points to the Romney campaign's success in getting a majority of votes of people making over $50,000, a majority of white voters under 30 by a 7 point margin, winning the votes of a majority of America's middle class, and falling short of a win of the Electoral College by 320,000 votes. He says Obama turned Democratic party weaknesses of being too liberal and too dependent on minorities into advantages. The Pew Research Center and other expert opinion cited as the principal reaon for the defeat, Romneys failure to empathize with voters. He appeared callous in his image with Hispanic voters with his self-deportation stand, and similiarly his position on the auto bailout was shown as callous in a barrage of political ads by the Obama campaign in the midwestern states, the remark about the 47% dependent on government help simply reinforced this notion of being insensitive to concerns of the less affluent. The candidate never succeeded in shaking off impressions in the minds of voters of being a private equity executive who could not empathize with weaker sections of the community, which were reinforced by heavy negative advertising in the 2012 election. Stevens says nothing about the short sightedness of a callous immigration policy of self-deportation adopted by a former governor of Massachusetts, in the face of Census statistics showing more children of minorities, especially Hispanics, born each year than children of any other demographic group in the U.S. The changing demographics may have made a crucial difference in many states....

The U.S. plans to withdraw from the 1987 Nuclear Treaty with Russia that banned development of missiles that fly from 300 to 3400 miles. The 1987 Treaty was signed at the height of the Cold War by presidents Reagan and Gorbachev. The U.S. says the missile system set up by Russia in 2017 violates the Treaty and puts the U.S. at a military disadvantage. Russia denies it is violating the Treaty. The withdrawal will take place over 6 months. If Russia does not restore compliance with the Treaty in 6 months the U.S. will withdraw.

U.S. president Trump says the U.S. will not remain constrained by the Treaty while Russia misrepresents it actions. Russia has placed importance in the deployment of the Novator 9M729 missile and insists it is in compliance with the Treaty.

Swiss say they can't import chocolates from the US, the US thinks they can take in oil and LNG. This story by Asa Fitch of the WSJ shows how NVIDIA co-founder Jensen Huang, built NVIDIA into a major semiconductor company. He did this by developing faster chips for graphics and other uses using parallel processing instead of sequential processing. It is now a rival to Intel as it plans an acquisition of ARM Holdings in Britain. Huang started NVIDIA in 1993 when computer users wanted faster computer graphics.  NVIDIA has about $10 billion in sales compared to larger rival Ital with $72 billion in sales. With its efforts in AI and other tech fields NVIDIA now surpasses Intel in valuation. Softbank bought ARM Holdings in 2016 for $32 billion. It is now looking to sell ARM to NVIDIA or another buyer. Problems it faces in the acquisition is British laws that may decide to prevent approval for sale of the company and the loss of jobs. ARM based in Cambridge has 6700 employees. ARM makes the chips for smartphones. The trade war between the U.S. and China and the sale of ARM chips to Huawei are also factors that will be considered in British approval or disapproval of this sale of a British company owned by Softbank of Japan.  ...

This report in WSJ shows how people are adapting to coronavirus pandemic taking the long view and settling down with new arrangements that will continue into 2021. Some software engineers are shown redesigning their homes to setup offices for working dads and moms where they previously worked out of temporary arrangements in the home. Physicians used telemedicine in the early months of the pandemic. They still see patients only once or a couple of times a week in specially designed arrangements where patients stay in the parking lot till they their appointment and waiting rooms are largely empty. It is a season of deeper adaptation as people realize they are in this for the long run into 2021. Workers are setting up new routines and home offices, families are trying new rituals, and businesses are trying new ways to energize their employees, all with the objective of making it work in the long term. Though the economy has reopened office buildings are largely remaining empty, schools and colleges are remote teaching as cases are climbing with the daily average at 40,000 a week in the U.S. and over 70,000 in India each day. ...

Robert Mueller, the special counsel, says the Mueller Report and his investigation into the 2016 presidential election does not exonerate president Trump. If we had exonerated the president we would have said so, said Mueller in a public statement. "If we had confidence the president did not commit a crime we would have said that," Mueller said. He said the constitution of the U.S. does not allow a sitting president to be charged by the special counsel. Because the special counsel office is under the Justice Department and the department policy set the manner of the report, charging the president was not an option he had. The Republican party controls the Senate and the Democrats control the House of Representatives. Any effort by Democrats in the House to impeach the president would fail in the Senate. Democrats and Speaker Pelosi are wary of impeachment proceedings. Mr. Mueller's statement suggests there is also growing discomfort in Congress about taking no action at all that would be construed as exonerating the president for what happened during the presidential election, because it might set improper precedent for the future. This increases the pressure for impeachment proceedings in the House of Representatives from some Democrats for more information to let Congress decide. ...

One survey of corporate leaders show that 82% of them now plan to allow at least some time remote working from home, and 47% to allow full time remote working from home. A Microsoft survey of managers shows 82% support more flexible work from home policies after the pandemic. About 53% of workers work from home in the U.S. as of July 12, down from as much as 70% in May.  One of the lessons learned is that in remote work overcommunicating is important because more signals are picked up in person to person face to face communication. U.S. president Trump admonished GM for delaying the delivery of ventilators with negotiations, and called it  "always a mess." GM offered varying numbers, initially says the president saying it could supply 40,000 ventilators but later saying it could supply 6000 by late April. As a result the president used the Defense Production Act to order GM to make ventilators for the government. The Trump administration then pulled together other companies that could make ventilators for the government. The president has publicly criticized GM in the past for closing factories and laying off workers in midwestern states.   The president said yesterday that the administration was working to sign contracts with other companies including, General Electric, Philips, Hamilton, and Medtronic. In all the administration wants to get 100,000 ventilators in a short time frame to meet the needs of hospitals in states with need. Any surplus ventilators could be sent to UK, France, Italy, and other friendly countries that cannot manufacture on their own. At his daily press briefing Friday Mr. Trump said he called Boris Johnson of the UK and the first thing Boris told him was "we need more ventilators." ...

"There is'nt another planet to export to," is what Paul Krugman of the New York Times says, when referring to the impossibility of all countries keeping up exports and reducing imports at the same time. In crises similiar to what the US faces today, countries have increased exports as a way to stage an economic recovery. But this time countries are depressing their currencies to gain or preserve a large share of global demand achieved through high exports. China has resisted demands for a significant revaluation of the yuan, and persists in efforts in currrency markets to keep the value of the yuan low. This cuts off one avenue of recovery. Bloomberg Business Week and Bloomberg News interviewed Edmund Phelps, Jan Hatzius, Krugman, and other economists, with the idea of figuring out how the US could stage an economic recovery. Krugman is not optimistic, considering the effects of the financial crisis being really protracted. Krugman points out that when comparing the US currently to the eaarly stages of Japan's lost decade, the US is doing worse. Unemployment is worse, and overall he says, a weaker policy response. And he says Japan is still a depressed fragile economy 18 years after its financial crisis. Jan Hatzius of Goldman Sachs, predicts that the unemployment rate will rise back to 10% in early 2011, with a 30% chance that the economy will fall back into a recession. He says that in the postwar economy, there has never been an increase in the unemployment rate of one third of one percentage point that did not result in a recession. Phelps and Hatzius see one way the US could stage a recovery is with replacement old structures and equipmet as wear and tear and obsolescence takes place. Phelps sees the possibility of technological innovation resultig in a new burst of activity. Robert Gordon of Northwestern University, is less optimistic about this, and predicts a lower growth rate of 1.5% over the next 20 years. ...

Cheney says this would enhance America's credibility in that part of the Arab world. This shows Cheney was out of touch with sentiment in the Arab world. As such a strike- when according to President Bush's memoirs there was low confidence about the presence of a Syrian nuclear weapons program- could only create more anti-U.S. feeling. Syria today, and the Arab world today, is more interested in democracy and economic development. The Arab ruling dictatorships used such events to fostered anti-U.S. feeling to divert attention from the ills of economic stagnation and suppression of civil liberties. This was clearly not in the interests of the U.S. in that part of the world.

Plans for the Quad countries to launch a new effort in the last quarter of 2021 to produce 1 billion vaccines in 2022 for adding to supplies in the Indo-Pacific region that includes Indonesia, Malaysia Thailand and Vietnam. Japan would provide the financing for the manufacture of vaccines in India using American technology and raw material supplies. It made 1.8 new energy vehicles in 2023 through August and 83% increase over 2022.
