Prof. Admati, of Stanford, says that with the March 2012 stress tests the Fed has prematurely announced the banks are healthy. Prof. Cole of DePaul University, questions some of the assumptions used by the Fed as too optimistic even though it used a 13% unemployment rate and decline in stock and real estate values by 21%. He says the loss of $56 billon on home equity lines of credit and second lien mortgages, 13% of the portfolio, is highly underestimated. He says the legal liabilities of banks are also underestimated.

Pete Domenici of the Domenici-Rivlin deficit reduction commission and Sam Nunn are part of the initiative- Strengthening America- Our Children's Future. Other members of this initiative are Warren Rudman and Evan Bayh. Here they provide ideas on how to address the fiscal cliff of automatic cuts in spending that are approaching at year end under an agreement between Republicans and Democrats in Congress. The agreement was designed to offer the worst outcome for Republicans (huge cuts in defense spending) and worst outcome for Democrats (cuts in entitlemnt spending) as a last ditch effort to force the two parties to come to an agreement on deficit reduction. It comes after president Obama failed to accept the Simpson-Bowles deficit reduction commission proposals as a basis for working out a plan and as Republicans in Congress were dead set on avoiding any tax increases. In a recent WSJ editorial praising the CEO statement of 80 U.S. CEO's- organized by the Fix the Debt initiative inspired by Simpson and Bowles- the Journal called the CEO's support for tax increases encouraging and was critical of Republican "deadenders" who flatly opposed any tax increases. Domenici and Rivlin say kicking the can down the road again as Congress has a tendency to do is not the answer and a vigorous effort by responsible members of Congress is needed to come up with deficit reduction using the proposals of Simpson-Bowles commission and Domenici-Rivlin commission. This will end the uncertainty plaguing business confidence that is leading to decline in business investment- decline of 1.3% in the 3rd quarter of 2012- and a weakening of economic recovery. To this end Domenici and Nunn have brought together 35 members of Congress to push forward and held four public forums with experts including hearing from John Taylor, Martin Feldstein and Larry Summers....

The European Banking Authority has worked on an exam for European banks since October 2011- separate from earlier stress tests- to determine the capital shortfall at banks arising from potential losses on bank holdings of sovereign debt. The EBA says banks in the eurozone will have to come up with 114.7 billion euros in new capital by June 2012, to meet reserve capital requirements for core Tier 1 ratio of 9%. The EBA looked at bank holdings of European government bonds as of Sept. 30, 2011. Loss rates for government bonds were applied at current market prices for the debt, and banks that fell short of the Tier 1 capital ratio of 9% were identified. This is different from the stress tests in that the stress tests were designed for banks to withstand deteriorating economic conditions, where a range of losses were applied to test for resilience. Spain and Italy have capital shortfalls of 26.2 billion euros and 15.4 billion euros respectively. Germany has a capital shortfall of 13.1 billion euros, France 7.3 billion euros, Portugal 6.9 billion euros, Belgium 6.3 billion euros. Banks have till January 2012 to show how they will come up with new capital. EBA officials will ask banks to do this without restricting lending. Germany's Commerzbank has a 5.3 billion euros capital shortfall, and may need government funds. Italy's UniCredit SpA plans to make a 7.5 billion euro share offering to its existing investors which will address most of its 8 billion euro shortfall. Spain's Banco Santander is divesting assets in Brazil, Colombia and Chile to meet a 15.3 billion euros shortfall. France's BNP Paribas and Societe Generale have shortfalls of 1.5 billion euros and 2.1 billion euros, which they plan to meet by selling billions of euros of assets....

The transfer of high speed rail technology by Kawasaki to China, starting with deals made in 2004. Kawasaki did this fearing that other competitors would win the business. It transferred the technology believing that it would be years or decades before China would develop its own capabilities and compete with high speed rail manufacturers in Japan and Europe. Kawasaki says the understanding was that the transferred technology would be used inside China, and not for export. China insists it has improved on the technology that was transferred with its own innovations, and it has the right to compete in the world high speed rail market. A high speed rail line between Shanghai and Beijing is being built using Chinese technology by China South Locomotive and Rolling Stock Industry Corporation (CSR), to cut the time from 10 hours to 4 hours. This is part of a network that will be extended to 9700 miles by 2020 according to the government's plan. As part of its export of high speed rail China Railway Construction Corporation is developing a high speed rail line connecting Istanbul and Ankara. China is bidding for contracts in Brazil and in the USA. The issue of transferring technology is becoming a sensitive one for Germany, Japan and the USA. It means transferring the technology as the price of getting a share of the Chinese market, but paying the price later on with competition from Chinese competitors in the same industry. China is developing its own civilian aircraft that would compete with the Boeing 737 and the Airbus 320. Min Zhu, special advisor for the IMF and former deputy governor of the People's Bank of China, told the Wall Street Journal CEO Council, that China's share of advanced machinery manufacturing could reach 30% of global exports by 2020, from 8% today. ...

Spain's Finance Minister Luis de Guindos talks with reporters House and Perez from the Journal in March 2012. He says the situation Spain faces is very serious and the risks of declining growth are high. He points out that either way Spain loses, if the spending cuts and higher taxes lead to further decline in growth, markets are likely to penalize Spain with higher interest rates on its debt; and if Spain is seen as not doing enough to reduce its deficit, markets will penalize Spain. The yield on Spain's 10 year bond increased to 5.3% on April 2, 2012. The 2012 budget presented by Luis de Guindos calls for 27 billion euros ($36 billion) in cuts to reduce the deficit to 5.3% from 8.5% in 2011. Spain's situation is precarious because the cuts come when unemployment is at 20%, and youth unemployment exceeds 50%. A general strike in March 2012 over labor reforms brought protests drawing over 800,000 people. The government's forecast is for the Spanish economy to contract 1.7% in 2012. Luis de Guindos says half of the 2012 budget provisions have been implemented, with 15 billion euros of cuts implemented in December 2011, and new taxes presented in the 2012 budget implemented immediately. To help local governments with poor finances and owing suppliers 30 billion euros, the Spanish government has set up credit lines as a stimulus move. The net impact of the budget actions, stimulus move, and declining economic growth will be to increase Spain's debt to GDP ratio from 68.5% in 2011 to 78.5% in 2012, according to Luis de Guindos. The in-house manufacturing approach has benefitted Lenovo. This was especially evident during the flooding in Thailand when PC manufacturers were faced with a shortage of hard drives. Because Lenovo assembles its own computers unlike competitors Dell and H-P, it was able to move quickly to focus on products for which hard drives were available and emphasize high profit margin products. The additional flexibility and speed helped Lenovo increase market share from 13.7% to above 14% in the 4th quarter of 2011, and ship 13 million computers. H-P experienced a market share decline to 16% in the 4th quarter 2012 from 18% the prior quarter. Profit for Lenovo after several years of losses was $473 million for the fiscal year ending March 31, 2012. Lenovo co-founder Liu Chuanzhi and Mr Yang took control in 2009 and refocussed the company on China and emerging markets leading to increasing sales. Mr. Yang has been with the company since 1988, when it was not called Lenovo. He became CEO in 2001 and recently he has taken the post of CEO and chairman. Yang's four year plan in 2009 was focussed on increasing its network of resellers in China to the point that even in rural areas customers could reach a Lenovo store with customer service. At meetings in 2009 the decision was taken to increase in-house manufacturing to 50% from 30%. Lenovo hoped to gain an advantage with its own manufacturing capabilities in working closely with suppliers to come up with differentiation in key components such as display screens, battery and storage, and improve existing products for a market edge. Lenovo is also promoting its brand with increased advertising to promote customer acceptance of the brand....

GM's joint venture with Luizhou Wuling Motors has produced a win-win situation for both companies. Wuling was a small, regional manufacturer when the joint venture started. Now Wuling has more than 1 million in unit sales. And GM has benefitted from the rapidly growing sales. Year over year sales were 29% in 2010, and were slowing to 10% in 2011, with the end of government incentives. Wuling vans can now be sold under the GM brand in India, using lower cost manufacturing in China. Looking back this was good for GM. The future however has some twists and turns and could turn out to be different. Wuling joint venture will produce cars at a lower price point under the Baojun brand. These cars were shown at the Shanghai Auto Show, and will be marketed to customers who are looking for affordable cars in the second and third tier cities in China. The Baojun brand joint venture will have one difference. This brand involves intellectual property being held in common with Wuling Motors. This is part of China's new plan for American and European manufacturers in China- the price of access to the Chinese market is greater technology sharing with Chinese partners. In the long run this should enable Chinese manufacturers to be dominant inside China. This process is already underway. According to J.D. Powers, Chinese brands had 32% of the domestic passenger vehicles market in 2010, up from 18% in 2000. Something similiar happened with Japan, where Nissan was making Britain's Austin A40 series in the mid-1950's. By the 1960's the foreign tieups were replaced by Japanese manufacturers dominant in the home market and exporting their own models. ...

Areddy describes the choices facing China's president Xi Jinping as he faces protests in Hong Kong demanding the resignation of Chief Executive Leung Chun-ying. Protestors are also calling for canceling of a plan to limit nominations for chief executive to a committee loyal to Beijing. Xi Jinping has experience with Hong Kong affairs as he held the portfolio for Hong Kong affairs as part of the leadership when he was vice president. There are precedents where Beijng has changed course, as it sees it important to put memories of Tiananmen protest suppression behind. In 2003 six years after Britain handed Hong Kong to China -under an agreement for "one country, two systems," that granted separate status and system of government to Hong Kong- an anti-subversion law was pulled back. And the unpopular Chief Executive Tung Chee-hwa, a shipping magnate, resigned after 18 months. Beijing has to balance its concern for the "contagion effect" of protests on other parts of China, with the need to maintain the right climate for business and investment in Hong Kong and other financial centres. With slowing growth and limits to overexpanding credit, a crackdown in Hong Kong would further exacerbate problems with the international community, and create tensions in Taiwan about future reintegration with China. China warned foreigners not to interfere, and the American Consulate in Hong Kong stated it "strongly supports Hong Kong's well-established traditions and Basic Law protections of internationally recognized fundamental freedoms, such as freedom of peaceful assembly, freedom of expression and freedom of the press." The British government also pointed to Hong Kong's "fundamental rights and freedoms, including the right to demonstrate," which were in the spirit of the 1997 transfer agreement....

Building extensive subway systems in large cities is the next focus for China's infrastructure building effort. China's prime minister, Li Keqiang supports "new urbanization, with people at the center." Building convenient mass transit for cities with subways and light rail is seen as a way to improve living in urban environments. Other related priorities are water supply, garbage disposal and more sidewalks. Subway lines reaching further into the fringes of cities helps push population out further and lead to less overcrowding and pressures on limited space in core areas of cities This also takes pressure off increasing automobile use inside the centre of cities, reduces overall automobile use in urban areas, and frees up money for consumers to spend on products other than automobiles. This fits in with the plan to urbanize China, by taking pressure off property prices, reducing air pollution from automobile use, and improving quality of life. It is also seen as a way to stimulate economic activity in the fringe areas as subways extend further to outlying urban areas. An example is the $300 million three station line to Kunshan, an extension above ground to Shanghai's subway, which is expected to connect with a line to Suzhou. China's cities have spent about 22% of the total debt of $1.76 trillion in 2010 on transportation infrastructure, according to national audit. The subway and light rail effort is taking place in 26 cities with new or expanding lines, according to the Transportation Technology Development and Planning Research Center. Subways charge much less in China compared to New York- 2 yuan or 30 cents compared to $2.50 base fare in New York city, and will need local government and state subsidies. ...

Case-Shiller home price index shows 18.5 % drop year over year for December 2009, for single family homes in 20 major metropolitan areas. The Conference Board Index for consumer confidence dropped from 37.4 in January 2009 to 25 in February 2009. Of the 5000 households surveyed more 90% said they expected conditions would be the same or worse in the next 6 months. The Obama $275 billion plan for homeowners does not address the weakest cities in the market which are in places like Phoenix, Las Vegas, and much of Florida and Southern California, where prices have fallen 40% or more from their peak. This is because mortgages that are under water are not included, these are mortgages where more is owed on the house than the house is worth, and is ocurring faster in places where price declines are the steepest. One expert Martin Feldstein who is also on the Obama advisory panel has insisted since early 2008 that these homeowners under water have no rational incentive to continue making payments. What this does is to make consumers to postpone purchases like autos and hold back or cut back on all kinds of spending. In this global economy this means places like China's coastal regions which export to the US get hit hard and in turn exporters to china like Germany also get hit hard as what starts in the USA gets passed on theough the global economy from one region to another. Which also means US exports to Asian and other emerging market countries of tech goods and aircraft are in turn hit hard. As Republicans and Democrats follow their ideological leanings they cancel each other out in the debate, as Prof. Potter at Harvard an expert on economic strategy points out in a link, resulting in necessary actions not being taken and no clear direction. ...

Heathrow was built haphazardly as traffic increased since its opening in 1946, with a capacity to handle 45 million passengers at its 4 terminals it was congested and handled 68 million annually. The building of Terminal 5 will ease congestion and increase capacity by 45% making a big difference for British Airways which will operate out of T5 and a big difference in baggage handling ( a million bags weren't ready for passengers at destination in 2006), in the lounges and lounge environments for waiting passengers 2500 at a time) ., and after an annex is built by 2010 passengers will not have to be taken by bus to waiting planes. other airports like Schipol with 4 runways compared to Heathrow's 2 and built with a better layout and plan, and airports in Asia of Singapore Airlines and in the Middle East at Doha are upgrading so BA will only be doing what places are doing. Because the terminal hangups have been costly for British Airways leading to a shrinking of about 20% of its flight network, as it concentrated more on upscale customers, and lost passengers to more efficient airlines., ithe cost will likely be paid off quickly for BA. Demand. is so high at Heathrow that a pair of takeoff and landing spots can cost as much as $50 million and would be going up as Star Alliance and Skyteam member airlines move ito BA's old facilities. Considering the losses from th inefficient setup at the old terminal BA's estimate that T5 savings would cover its cost of 330 million pounds ($660 million) to equip the new building in in the next 10 years may even be understated. Of this 62 million pounds was spent on the new lounges. BA leases the T5 Terminal from Heathrow's BAA owned by Spain's Ferrovial SA, which spent $4.3 billion to build T5. ...

Does the government need to take on GM's pension fund obligations? Based on the hopeful signs that the GM fund has been managed conservatively with mostly interest earning bond investments and stocks only 26% of the portfolio, and yearly interest exceeding the $7 billion owed to retirees each year, it appears that the GM pension fund for retirees is adequately funded for now. Says Charles Millard , Director of the Pension Guaranty Corporation, " we would maintain that GM can afford to keep its plan intact." The strategy changed after the 2000 tech bubble crash and the shortfalls in 2002. That year GM sold $14 billion of bonds and put in the proceeds of the sale of the Hughes Electronics subsidiary for a total contribution of $18 billion eliminating any shortfalls, and then proceeded to overhaul its investment portfolio replacing stocks with bonds. This is now one of the few bright spots in the GM picture offering a glimmer of hope for resolving the crisis. But were additional burdens to be placed on the obligations through large numbers of early retirements as restructuring goes on for a number of years then this may lead to large shortfalls. Which is why the country and GM and other automakers need to create other new jobs in infrastructure and energy with large infusions of government investment supporting the private sector, like the closed Maytag plant employees in Newton, Iowa who shifted to making wind energy generation wind blades at a new plant that the city attracted. It also points to the need for rapid action from government and a new management at GM that can bring a new vision and the energy to execute it, to transform the auto business that Detroit plans to hold onto....

PM Modi's win in Maharashtra, India's second largest state, and commercial center Mumbai with Ahmedabad, puts Vikshit Bharat plan to modernize India like China and Japan, on a firm footing. Some observers such as this one were of the view that the Chief Minister during Covid had done a good job, and that splitting his party with defections was not the right thing to do. Yet this view does not look at the infrastructure needs of the state and the nation which require effective government and government that can concentrate on delivery. It overlooks India's need to do what China and Japan have done to modernize their country in the last century. Vikshit Bharat is real, it is within reach, and Maharashtra senses this like the rest of the Indian nation. It is similar to Bumrah like Modi telling the Indian team that it had prepared well, now one should trust the process- which leads to Vikshit Bharat modernizing the nation - and give one's best. This led to Jasprit Bumrah taking the Indian team to a 297 run win over Australia at Perth after losing 3 Tests in New Zealand. A 14% vote margin for the NDA alliance called Mahayuti that is PM Modi's effort in Maharashtra, one of India's largest states which includes the city of Mumbai. This report says waves such as 2019 or ones in which Rajiv Gandhi won in 1985 were felt on the ground. This one was not anticipated. Yadav says in just 5 months after PM Modi's party lost in the Maharashtra Lok Sabha elections by 1-2% the shift is 15-16%. He says there is an additional 5 % deficit when a party contests a state election after a national election, widening the vote margin to 20 percent.  Of this he says the welfare schemes for women account for only 2-3%. Prof. Mohammad Ayoob of Michigan State University looks at the tit for tat military responses of India and Pakistan and tries to interpret the mixed signals of the Pakistan military and civilian president Imran Khan. He says Imran Khan had the difficult task of being in line with the top generals of the Pakistan military and at the same time responding to international pressures to de-escalate the crisis. Imran Khan asked India not to take the confrontation further or Pakistan would have to retaliate, and at the same time emphasized de-escalation as the goal with pressure from Saudi Arabia, the U.S. and China. The nuclear doctrines of the two countries which differ from the manner in which the U.S. and Soviets operated during the Cold War, also make escalation dangerous. Prof. Mohammad points out that the military in Pakistan plays a different role in the state since it was created in 1947. With military control of nuclear weapons any danger of losing control of the state and its position in the state since 1947 could lead to reckless strategies, says Prof. Mohammad. Mr. Imran Khan had to speak in different terms to different audiences in a kind of double speak in this situation. Mr. Khan spoke in terms of development and the need for Pakistan to fund the needed infrastructure always at the back of the mind in the current situation at the outset of the crisis. Much of this was lost in the ensuing hours of the crisis. Yet this remains the dominant need in South Asia as Mr. Imran Khan faces the challenge of meeting his promises for development as much as Mr. Modi faces the challenges of development to catchup with Asian neighbors South Korea and China who have shown how this can be done. A longer memory does show China and South Korea falling behind in the fifties and sixties before making great progress in the last 3 decades by pursuing peaceful cooperation with earlier adversary Japan,  and in the case of China the U.S.  Anyone familiar with the role played by the U.S. in China's civil war, and the Japanese invasions of Korea and China, during four decades of conflict,  followed by the cooperation offered by Japan and the U.S. to first South Korea and then China can see that progress is possible and lays the foundation for development. A recent article in The Guardian reports that China now lays more concrete every 2 years than the U.S. did for the entire twentieth century. None of this would be possible had Chinese leaders in their wisdom and passion for development not pursued development first and foremost, setting aside historic wounds. ...

Example of a aluminium company in Quingtongxia which disconnected from the national electricity grid and connected to the local electricity grid with the consent of the regional government to bypass the increase in electricity prices mandated by the central government in Beijing designed to discoutrage electricity consumption by energy intensive industries. As a result of this type of activity China has seen only a 2 % decrease in electricity consumption in the first half of 2007 by official estimates. To meet the goal of a 20% reduction in energy consumption per unit of output by 2010 China would have to see reductions in the range of 4% per year. This example of Ningxia Hui Autonomous Region is an interesting one. Ningxia is in the western region of China and unlike the coastal regions which were the early beneficiaries of China's manufacturing boom years, this part of the country lagged behind. Its near Inner mongolia and far to the north west of the country near Gansu province. its one of the samllest o the provinces and autonomous regions, having a population in 1949 of about only 1 million, its since grown with migration and indutrial development but is still lagging behind. It has plentiful coal and so it is felt here that this is a natural resource asset that would help it grow in energy intensive industries like aluminium and help it close the gap with the coastal proivinces. The industrial development came to Ningxia only in the last 10 years so that its local economy and regional government officials feel they would be left out if they aren't allowed to catch up. So to them it all makes sense. Several other factors play a part. The rapid economic growth means more opportunities for relatives and friends of regional government officials. This is happening across China in coastal provinces and in the provinces of the interior. How can senior government officials in the coastal and large cities in the east point a finger at hese offendors when they are all beneficiaries of the same system and are using it to their benefit. And then there is the factor that rapid economic growth is considered the main objective if it slows down and there is social unrest from unemployment or other worker or farmer unrest then all government officials and communist party officials lose out if the communist party loses control. And the fear of chaotic years following social unrest create a common interest in pursuing rapid economic growth at all costs. So its a roller coaster that while the leaders in Beijing and Shanghai and the big eastern cities are aware of the risks and costs to the environment and other costs they are not able to control regional and local policies and actions....
