Germany's Constitutional Court says it will require some time to look into the issues related to plaintiffs complaints about the creation of the European Stability Mechanism on June 29, 2012, by a vote of the German parliament, and whether it is unconstitutional. Finance minister Schauble urged the court not to delay because it woud affect market perceptions about Germany's commitment to tackle the eurozone crisis. Petitions were filed with the Constituional Court by a group of academics led by Peter Gauweiler, a member of parliament from Bavaria, and a Social Democrat Herta Daubler-Gmelin, a former Justice minister on behalf of 12,000 citizens. The petitions say the creation of the ESM and the fiscal pact are unconstitutional because it forces parliament to cede powers over Germany's federal budget. Jens Weidmann, head of the Bundesbank, said a quick decision by the court is not likely to end the crisis, as this would not end without the necessary structural and economic reforms.

The European Central Bank says it will no longer accept Greek bonds as collateral for loans. A similiar move preceded negotiations in 2012 for revisions to loan conditions from the ECB-EU and the IMF. Greece's banks will no longer have access to cheap loans at 0.05% from the ECB. The banks can still use the Emergency Liquidity Assistance facility for loans without which Greek banks would face serious problems. The ECB's reason for this action was that it no longer had confidence that Greece would comply with the bailout terms and could not conduct an ECB review in the current conditions. Both sides are staking out initial positions in the negotiations. Greece's prime minister Tsipras says he wants to work within the eurozone rules and at the same time respect the mandate from the Greek people for better terms on the loans. Tsipras met with the EU's Martin Schulz, and the ECB's Draghi, as the EU and ECB begin discussions.

Uki Goni writes from Buenos Aires, Argentina, describing the chaos and poverty of the years 2001-2003 following Argentina's default on its debt. At one point half of the population was below the poverty line. Argentina eventually recovered in 2004 under a new government of Nestor Kirchner, but had already incurred a terrible cost. This was especially hard on the lower middle class who had only their savings to live on and could not access their accounts at banks which were closed. Barter stores were common in those days as the barter currency gained wide usage for exchange of services. It is not clear whether this was due to badly implemented economic policy or defaulting on the debt. Goni says Greeks should seriously consider the cost of such a steep decline in the economy as they consider exit from the eurozone, and carefully evaluate the policies of Syriza politicians who risk a break with the EU.

The arrival of GM here was a big turning point in 1982. The GM plant here can turn out 2000 sub compacts, small minivans and delivery trucks a day, now it is one of 7 GM plants in Europe to suspend production for 2 weeks in October to work off inventories. About 600 of 7000 workers were laid off. Young people here who have never seen anything but good times see this as a big shock. And its a sign of how things across Europe are shaping up. Spain's economy contracted by 0.2% this summer. The European Commission expects the 15 nation eurozone to be flat next year with no growth, but this is an early estimate and may be revised to show a contraction as the economic downturn is just beginning.

All sides had to make concessions to reach a new agreement on a restructuring of Greece's debt, and new terms for loans to Ireland and Portugal. The agreement was reached after negotiations between France, Germany, the ECB, and eurozone countries with a declaration issued on July 21, 2011. The powers and financing of the European Financial Stability Facility (EFSF) were expanded to be the main mechanism for channeling EU funding to reduce the burden of Greece's debt. Germany will provide new funding and be open to additional commitments, something German chancellor Angela Merkel had resisted since the beginning of the crisis in 2010. Earlier funding had come with high interest rates and only when the situation had reached a crisis, with Germany insisting on the punitive rates and conditions as a way to discourage countries from taking advantage of cheap borrowing. In exchange for commitment of German funds Ms Merkel had insisted that banks and private creditors share in the losses. Private bondholders resisted but finally agreed to take a loss of 20% of principal on a small portion of the bonds. Their larger concession was to take lower interest rates and extend the maturities to 15 years and 30 years on new bonds which are guaranteed by the EU. The specific terms of the agreement are as follows: The EFSF and the IMF will lend Greece 109 billion euros over 3 years at 3.5%. Private creditors including German and French banks will "voluntarily" turn in their old bonds for new ones that mature over 15-30 year periods. These new bonds include 15 and 30 year Greek bonds with varying coupons. Some of the bonds would have a 20% discount on principal. EU leaders say the private sector contribution amounts to 37 billion euros through 2014 and 106 billion euros through 2019. Another part of the program is for the EFSF to buy back some of the Greek bonds on the secondary markets, which would mean Greece would now owe a smaller amount to the EFSF on these bonds. The EFSF will now have additional financial support from Germany and other EU countries and be authorized to provide aid to countries before a crisis situation arises. It would also have power to buy Greek bonds at prices on secondary markets to reduce the Greek debt burden. Ireland and Portugal are also assisted in the agreement. The interest rate for EU aid to Ireland and Portugal is taken down to 3.5%. Ireland is paying about 6% on the EU portion of its 67.5 billon euros bailout and efforts to reduce the rate were resisted earlier. The main theme behind these concessions and provisions is to give Greece, (and Ireland and Portugal) a chance to grow. High interest rates came under strong criticism because it only increased the size of the debt burden of these countries with a shrinking economy and high unemployment. The failure to come together behind a broad and sensible agreement with all parties making serious concessions, the EU, the ECB and the political leadership in these countries especially Greece, was undermining confidence in the euro and the eurozone itself. By mid-July Italy and Spain were feeling the effects of contagion in the financial markets, U.S. debt ceiling negotiations were unsettling global financial markets, the pressure was intense to come up with the workable agreement achieved on July 21, 2011. ...

Mark Gilbert, a visiting associate professsor of European History at the John Hopkins School for Advanced International Studies in Bologna, describes the crisis of the political culture in Italy that goes deeper than the economic crisis and has lasted for most of the post war period. Gilbert says the political parties have avoided implementing financial discipline and opening up the economy for most of the last two decades, except for brief periods, and did not take the opportunity of joining the eurozone to make serious changes. Italy has many parties with the Democratic Party having 25-30% support in the polls and Berluconi's People of Liberty (PdL) having the support of 20-25% of voters. There is also the Northern League, the Third Pole of centrist Catholic parties, the Italy of Values party, and the Ecology Freedom party. Italy lacks a national consensus on making the changes. The risk is that Monti will not have enough time to make the changes, as new elections may be held by April 2013. His government was formed as a government of technocrats led by former EU commissioner Mario Monti, after President Napolitano forced the PdL, the PD, and the Third Pole to work together to support the new government. Changes are needed in the legal system, local government, the health sector, and in the university system. One factor favoring Monti is that 90% of Italians voters are dissatisfied with the political parties, according to Italian think tank ISPI. For Italy the EU crisis has in this sense a positive aspect as it has forced Italy to come to grips with economic and cultural changes under a leadership from outside the political system....

German industry says a complete shutoff of Russian gas to Germany would be catastrophic. Paul Krugman, an expert on international economics, looks at it in this NYT report. He says estimates show a worst case scenario drop of 2.1% in GDP for Germany to shutoff Russian supplies of energy. This estimate is from ECONtribute a thinktank from the Universities of Bonn and Cologne. This reluctance says Krugman to take the tough decisions such as turning off Russian energy supplies prolongs the war in Ukraine and its painful consequences in food scarcity and inflation all over Africa, Asia and Latin America. By comparison Greece, Ireland, Spain and Portugal went through severe downturns as a result of debt crises and economies that were mismanaged, with 27% loss of GDP in Greece, says Krugman.  Merkel's government argued for strict austerity policy during the eurozone financial crisis. By comparison says Krugman the shutoff of Russian energy supplies only imposes 2.1% loss in GDP that the German economy could handle.This estimate is also similar to estimates by Bruegel Institute and International Energy Agency, says Krugman. It would also speed up climate change action in Germany and set an example for Europe. German Economy minister Habeck's plan on alternative sources of renewable energy goes part of the way to accomplish this yet more needs to be done to correct the errors of policies from the Merkel administration that allowed German dependence on Russian energy to reach 55%. It is hard to comprehend why the Merkel administration could not be uneasy with something that would give Russia a huge leverage over the German economy and limit its voice in world affairs. It is now left to chancellor Scholz to correct the errors of the Merkel administration and of past members of his party the SPD, such as Mr. Steinmeier and the Schroeder SPD administration that preceded Merkel. Difficult questions have to be shouldered by the Christian Democrats and the Social Democrats. It is only through the courage shown by Annalena Baerbock of the Greens Party, in laying bare what these German policies were leading to, that Germany is recovering her voice in the world. In his speech to parliament making a U turn from the old policies Scholz credited Annalena Baerbock for the hard work in convincing Germans of the need for action.  ...

Prime minister Matteo Renzi focussed on some critical aspects of how other Europeans see the negotiations in the Greece bailout in June 2015. Considering that the EU had relaxed conditions for the surplus, a critical condition for reducing austerity programs in Greece and focussing on reforms, and considering the high unemployment not insisted on further cuts to the public sector employees, the conditions put forward focussing on reforms such as collection of taxes are seen as essental by other eurozone countries, including Spain, Portugal, Ireland and Italy. Renzi told II Sole 24 Ore- "The point is that Greece may get different conditions, but it has to abide by the rules. It's not the case that we have taken early retiremnt pensions away from the people of Italy just to allow the Greeks to have them! We have brought in labor reform, but it is not the case that, with our money, a number of Greek shipowners can continue not to pay taxes.. I could go on." If he went on he would cite the tax collection laws and methods in Italy which were changed under prime minister Monti to tackle tax evasion in Italy, with no effort to collect the $11 billion in estimated taxes that are not collected in Greece. Italy banned cash payment above 1000 euros and started a cross referencing initiative to tackle tax evasion under premier Monti. Greece took up tax evasion legislation in 2010 in parliament but opposition from many groups led to no action. In 2012 Labor minister Elsa Fornero broke down in tears as she described raising the retirement age for women to 66 in the private sector from 60, saying this was to prevent "collective impoverishment." Italy lacks childcare and older women help with childcare for grandchildren. Renzi was probably thinking of these changes in Italy. He went on to say- " If there is a mass get-out clause over the rules, what will happen in Spain in October? And in France in a year and half? It is one thing to ask for flexibility amid abidance by the rules. It is another thing to think that one is the craftiest of them all, in other words to be the that does not abide by the rules. We want them to save Greece. But the people of Greece also have to want that." Axel Weber, former head of the Bundesbank, did economic and monetary research at the University of Siegen, Germany, where he received his doctorate. He joined the economics faculty at the University of Bonn in 1994. This is unlike others in central banking who rose through finance ministries or national central banks. He was made head of the Bundesbank in 2004. He resigned recently after expressing his dissent when the ECB made the decision to buy the government bonds of Greece and other financially troubled eurozone countries. In his view the ECB should stick to its mandate for setting monetary policy and not get involved in fiscal policy. He returned to academia and will teach central banking at the University of Chicago till May 2012. He brings an unconventional approach by his willingness to talk to the media and express his dissent over issues that affect Europe and the global financial system. Merkel visits China in August 2012 with a large trade delegation including heads of SAP, Siemens, VW and BASF. Germany's largest export market is in the eurozone, at the same time growth in exports has surged to China and India. Between 2005 and 2011, German exports to the EU countries increased by 24%, to the U.S. by 6.3%, and to China by 206%, according to German government data. German investment in China was 26 billion euros in 2011. By contrast China's investment in Germany is small- only about 1.2 billion euros. The impression is that large firms such as VW and Siemens make up most of the investment. In actual fact the German Chamber of Commerce in China says 5000 German companies operate in China, employing 220,000 people, and three fourths of this is from the German "Mittelstand," midsize family owned companies. The Foundation for Family Businesses, representing 400 German Mittelstand companies says it needs more help regarding intellectual property protection in China and is not as well represented in the German trade delegation....

The problems in Chase bank's Investment Office unit were first reported in the WSJ April 5, 2012. Large positions were taken by Mr Michael Iksil, a trader in the London office that ruffled credit markets. Iksil reports to Achilles Macris, head of the European operations of the Investment Office unit, and Macris reports to Ms. Drew. At the time CEO Dimon and other executives reviewed trading positions and made no changes in strategies. After April 13 earnings call losses increased to $200 million a day, and review teams assigned to look into this found errors in the way the hedges were conducted. In early May Chief Risk Officer John Hogan and Europe head Daniel Pinto monitored the situation. The hedges were designed to reduce risk in the eurozone financial crisis, but the complex transactions based on relationships between a number of derivative indexes for investment grade and junk grade corporate bonds in U.S. and Europe worked in ways that led to large losses, and were so complicated that they were poorly understood....

Matteo Renzi, recently elected chief of Italy's ruling Democratic party, is likely to be the next prime minister as current prime minister Letta resigns. Letta's administration had come under increasing criticism from business and public opinion about the slow pace of economic changes in Italy. Italy's 2 trillion debt, or about $2.7 trillion, at 130% of GDP, and the declining GDP with little or no economic growth, is a problem for the eurozone. At the current pace of economic change the IMF forecast estimates only 0.5% annual growth in GDP till 2018. Foreign direct investment 2005-2011 is about one third of the eurozone average, according to the IMF, and Italy has failed to attract foreign investment for the last two decades with its weak political system and lack of competitiveness. By comparison Spain has seen an increase in exports and increasing foreign investment as it positions itself for a recovery. The austerity measures adopted by the Monti and Letta adminstrations in 2011-2013 helped to improve confidence in capital markets and lower borrowing rates, however this is clearly not the answer to Italy's problems of slow or no growth in the economy for the last decade. This is the problem Matteo Renzi, the 39 year old Mayor of Florence, is pushing to tackle as the mood in the country calls for aggressive action. Renzi's economic advisor is Filippo Taddei, who has a doctorate from Columbia University. He says at the core the issues are about what kind of "productive identity" Italy should have. Taxation that promotes higher rates of business investment is needed to promote growth, and creating a business climate that encourages investment in human capital and new technology. Payroll and business taxes take up about two thirds of a company's earnings leaving less for investment. Renzi is planning to take the centre left Democratic party in a new direction, "the road less travelled," as he put it in a televised speech, with innovative solutions including pro-market approach. As a first step he negotiated a deal with former premier Berlusconi for electoral reforms that would give a party or coalition winning electoral support a strong mandate to make and execute policy, without being hobbled in the way previous administrations were in the post war period. Lucrezia Reichlin, former head of research at the ECB, and Lorenzo Bini Smaghi, a former member of the ECB executive council, are candidates to be the economics minister in the Renzi administration....

Compared to chancellor Scholz Merz sets his goals and is clear about his goals. His active style is different from previous chancellors. His first meeting with Trump showed this personal style which is proving to be more effective than Merkel or Scholz. Merz had to wait for a long time in the private sector till Merkel retired to come back to politics. During Merkel's early years Merz challenged Merkel for leadership of the Christian Democrats party. Merkel's policy on migrants has proved to be a failure, and Merz is now in a position to take the CSU in a new direction closing the border and working closely with the US and Britain, Italy, on border enforcement. Merz is also unique and very different from the disinvestment period under Merkel which let German infrastructure deteriorate and fall apart, another failure of Merkel's years as chancellor. Merz's first action was to get close to a trillion dollars of new funding to rebuild defense and infrastructure over the next decade. Merz is head of a coalition with the SPD with SPD's leader Lars Klingbeil as finance minister. Scholz headed a coalition that was dysfunctional as the Free Democrats Lindner was opposed to investment in German economy from the outset. Under Merkel the Christian Democrats took no action to rebuild Germany, and were preoccupied with eurozone finances. ...

France's unemployment rate for youth 15-24 is over 25%. France's president Hollande has a plan to get companies to hire young workers on a permanent contract. The "generation contract" gives small business 4000 euros a year for three years to hire a young person on a permanent contract a the same time committing to keep an employee over 57 years in age. Companies with over 300 employees are required to set targets for hiring younger workers and keeping older workers or face sanctions. The program would cost France $1 billion a year and the government estimate is to generate 500,000 jobs in 5 years. A think tank OFCE sees this as generating about 100,000 jobs, because many companies would have hired anyway. The German approach is focussed on state sponsored apprenticeships and vocational training, which some French companies says is the right direction for France. German youth unemployment is 8.1%, with 2.6 million students at vocational schools, and 1.46 million apprentices. Beginning Jan 2013, Germany will support youth from other eurozone countries with language courses and travel costs to work in these programs in areas of Germany with shortages of workers....

The terms of the debt restructuring deal with the bond swap in Greece become clear on March 9, 2012. In the deal with private bondholders -using collective action clauses to force remaining bondholders into the deal- about 96% of the 206 billion euros of Greece's bonds will be exchanged. Private bondholders held out throughout most of 2011, delaying the inevitable as Greece's economic situation became increasingly hopeless. This created a logjam with the German government, which insisted on serious private sector participation and bondholder haircut as the cost of poor lending decisions of the French, German and other European banks that made loans to Greece out of proportion of the ability of Greece to payback loans. Charles Dallara of the Institute of International Finance, negotiating for European banks, offered a 10% average loss on the bonds in July 2009. It was not until German Chancellor Merkel told Dallara at a late night meeting on October 27, 2011: "this is my last offer," for a 50% loss on the face value of the bonds, was agreement reached. The Greek debt swap that now takes place will give private bondholders a loss of 53.5% from the face value of 200 billion euros of bonds that they hold. The new Greek bonds issued in place of the old bonds include short-term bonds issued by the eurozone rescue fund at 15% of the face value of the old bonds, and a series of Greek bonds with maturity ranging from 11-30 years valued at 31.5% of the face value of old bonds. That even this 53.5% bondholder loss will not be adequate, as Greece's economy looks irretrievably damaged as it spirals downwards, is shown by the value of these bonds already trading in a hypothetical "gray market." The new 30 year bond is quoted at 17 cents and the 11 year bond at 22 cents. The questions remain about the stalling by the banks in taking the losses earlier- was this the wisest move considering the losses beyond Greece as the eurozone economy as a whole has suffered from the prolonged negotiations stretching through 2011, lurching from one crisis to the next? Even if the stalling was designed to give time for banks to repair their balance sheets, was this the best strategy, considering the damage inflicted on European economic growth. John Taylor of Stanford points out that the European banks delayed the unavoidable serious debt restructuring for too long, when insolvency was the real issue not illiquidity, and exaggerated the effect of contagion from the beginning- in John Taylor, WSJ, 2/22/2012, A Better Grecian Bailout. And John Cochrane of the University of Chicago, points out that French and German governments if they bailout French and German banks should do so openly and frankly rather than cover this up as bailouts of countries, because this would lead to serious questions about the poor lending decisions of the European banks and government supervision of the banks- in Cochrane, WSJ, 12/2/2010, 'Contagion' and other Euro Myths. As early as Feb. 2010, Cochrane was suggesting the forced exchange of new bonds with long debt maturities for exisiting bonds with short debt maturities, as short term debt was the major issue here. ...

This report by Landon Thomas Jr. of the NYT describes what happened in the days before and the 48 hours before the referendum decision was announced by June 27, 2015. It shows talks progressing right up to Monday, June 22, 2015. By June 23 Greece received a paper marked in red from the IMF, EU and the ECB on their proposal of June 22. The Greek proposal of June 22 rejected pension cuts and removal of tax breaks for Greek islands, but proposing instead a series of tax increases and increase in pension contributions to be made by companies in Greece. The reply marked up disagreement areas on the paper which voiced objections to too many tax increases as hurting business growth, need to simplify value added taxes, and insisting on pension cuts and reforms. The two advisors Tsipras had used were a complete contrast to the new advisor and finance minister Mr. Tsakalotos he was to use in negotiations after July 7, 2015. Nikos Pappas is described here as an academic with a temper and Varoufakis as a person who would not hesitate to confront and lecture the creditors negotiators. Varoufakis who already had arguments and shouting matches with his counterparts on the other side, had a difficult relationship with the Dutch finance minister, Dijsselbloem, who was the chief of eurozone finance ministers. Dijseelbloem especially objected to Varoufakis lecturing on the need for a debt haircut. Varoufakis was removed from the discussions for a period of several weeks as a result and his reintroduction on June 25 was to have a negative effect on the EU and German negotiators. The same issue of debt came up again in discussions on June 25, 2015, and Varoufakis confronted the EU ministers by calling on the IMF's Christine Lagarde to state if the debt was sustainable. Before that Dijsselbloem had already told him flatly that any discussion on debt reduction would make a deal impossible. At one point German finance minister Schauble argued with EU official Pierre Muscovici of France about his favorable comments on the Greece proposal, saying he could not get the Greek proposal through the German parliament, and saying the ony solution now was capital controls. IMF's Christine Lagarde responded by saying that debt reduction needed to be considered. According to this report the Dutch finance mnister did not wait for Lagarde to explain- he told Varoufakis that it was take it or leave it....

Italy's prime minister, Mario Monti, a senior EU official before becoming prime minister, has the credibility and credentials to bring the French and German sides together on a new plan forward for the European Union, says Steven Pearlstein of the Washington Post. In this report from Rome, where leaders of Italy, Spain, France and Germany are meeting to discuss solutions Pearlstein describes the solutions Monti is putting forward. The European Investment Fund would be built up so that it has funding of about $175 billion or 1% of Europe's GDP to finance truly productivity and growth enhancing projects of innovative small and medium sized business in transportation, energy, education and environmental sectors. These companies have suffered shortages of capital as banks pulled bank from lending. It is the inadequate private investment that is causing the greatest damage in this crisis and $175 billion is at the low end of the amount needed in this crisis. Other steps Monti is pushing forward- for immediate steps to tackle the crisis deposit insurance to prevent a run on banks is essential for European banks. This would come with a eurozone regulatory authority that would have the powers to regulate European banks. The European Financial Stability Facility would be the "sovereign buyer of last resort," under Monti's proposal. Eurobonds come up as a key part of the solution. This is not because German and French taxpayers would be required to finance economies of Spain and Italy. As was shown by the U.S. Troubled Asset Relief Program (TARP) a well designed program could pay for itself. This would include the EU financial authority taking up stakes in the banks getting help and closing banks that are insolvent. The key point is that if properly executed and executed in a timely and appropriate way this does not have to cost French and German taxpayers- the important thing being to support the eurozone economies before the situation deteriorates. Borrowing at 6% for Spain and Italy will only put the situation out of control as deficits rise rapidly. The concessions for tighter regulation of European banking systems, reducing risk in banking, setting up adequate reserves, closing poorly run banks, and ceding powers to a European Financial Authority that can make the final decisions, are the steps that would have to go with these arrangements. The next tranche of aid to Greece is 31.5 billion euros on Nov.12, 2012. Greece has agreed to a package of austerity measures of 13.5 billion euros of spending cuts and tax increases. About 85% of this will go to recapitalizing Greek banks which took losses on sovereign Greek bonds under an agreement. The hope is that Greek banks will lend to businesses but there is skepticism in Greece about bank's willingness to lend. The economy is expected to contract by 6.5% in 2012. Under the agreement civil servants on "special salaries" will see cuts of 35%. Associate professors at universities will see the count reducd from 15,226 to 2000. A majority of tax exemptions will be ended. About 5000 civil servants in 2012 and 20,000 in 2013 will face salary cuts and be transferred to other jobs or dismissed. The package has to be passed in the Greek parliament. Finance minister Stournaras says Greece needs to reduce the interest rate on its debt and extend payback periods. Stournaras says Greece will be given more time to implement the austerity measures. The Merkel approach to the Greek crisis is causing a rift within the eurozone with France's president Hollande and the SDP opposition leader in Germany critical of the way it is being handled....

Economic growth in India has slowed to 6.9% for the June to September period 2011, compared with the prior year, according to a government report. The sequence of rate increases by India's central bank have failed to slow inflation, and foreign investment is declining. Economists now forecast growth at 6% for 2012, a low rate of growth for India, which has a growing population approaching 1.2 billion people and serious infrastructure problems. This creates a scenario of stagflation- high inflation and low growth. The fears are now for a combination of high government debt, infrastructure issues, and lack of foreign investment. This is leading to moves by the Indian government to bring up long delayed efforts in the area of opening the retail industry to foreign investment. And lifting quotas on foreign ownership of Indian bonds, allowing foreign pension managers into India. The value of the Indian currency has declined 15%, in 3 months since August 2011. The eurozone crisis and the combination of slowgrowth and high unemployment in the U.S. are leading to foreign investors withdrawing from emerging markets, with a sharp impact on India. Rapidly decling support for Mr Westerwelle and the Free Democratic party he leads in Germany. In the September 2009 elections the FDP won 14.6% of the vote. A Dec 27-30 Stern opinion poll shows only 4% support the FDP. This threatens the Christian Democrats-FDP coalition led by Chancellor Angela Merkel in the coming regional elections. Merkel and the CDP have held onto their support, with 34% saying they support the Christian Democrats, compared to the 33.8% of the vote the CDP won in the Sept 2009 national elections in Germany. Some of the problem lies with Westerwelle who is seen as arrogant and out of touch.The major reason is that in the Merkel coalition the FDP could not implement the tax cuts and other pro-business promises it had made earlier as an opposition party. Merkel is reluctant to move on tax cuts because German help may be needed in the eurozone financial crisis. The 4% showing in the poll puts the FDP below the 5% threshold required to hold seats in Parliament. Losses in regional elections for the Merkel coalition would give the opposition parties and the Social Democrats a bigger majority in the upper house, which would further weaken Merkel's legislative agenda and the credibility of the coalition....

The European Financial Treaty or Fiscal Compact referendum in Ireland is being fiercely debated in Ireland. The government says the referendum's outcome will determine Ireland's access to financing in financial markets. The opposition parties including Sinn Fein say the fiscal compact for austerity measures in the eurozone will subject Ireland to a decade of austerity and stagnation. The new property tax issue with over half of the population refusing to register has also hardened opinions in Ireland, and helped the opposition parties organize for this referendum. Cutbacks in spending on services and higher taxes will also affect the outcome. Opposition to the fiscal compact is growing in France with Socialist candidate for president, Francois Hollande, saying he will negotiate changes in the treaty to include growth measures. Both sides in Ireland support Hollande's viewpoint that growth is needed, and the election of Hollande is likely to influence the referendum results. As the fiscal compact has already been approved by 25 of 27 countries signing, except for Britain and Czech Republic, and can be ratified by a simple vote of parliament, the Irish referendum will not affect the treaty. Ireland is having this referendum because it is required under Irish law since 1987....

Polls taken before the June 16 elections in Greece show the leading New Democracy party and the Syriza party running very close to each other. Both Tsipras of the Syriza party and Antonio Samaras of New Democracy are calling for renegotiating the agreements with the IMF, EU and the EC, referred to as the troika, so that austerity programs do not fall too hard on ordinary Greeks. Tsipras says the goal is to reach "a just and viable European solution." He added in a news conference in Athens that "We don't claim there is plenty of money. Greeks are not asking for money. They are asking for work and the ability to make a living." The troika imposed a 22% reduction in the monthly minimum wage of 751 euros, or $930. This is unpopular in Greece and both New Democracy and Syriza now support reversing this, and extending unemployment benefits. Syriza proposes a moratorium on debt payments till growth is restored, and stabilizing public spending at 43% of GDP, below the 46% that is the eurozone average and above the 37% demanded by creditors. Syriza says it will scale back the value added tax which falls largely on the poor, raise taxes on the wealthy, and reduce tax breaks....
