The lack of U.S. leadership and slow response by the Obama administration to the rapidly developing situation in the region risks spillover effects from Syria to affect the entire Middle East. Russia's stakes are minimal in the region because it is simply trying to retain some of its old influence in the region, yet it is having an outsized influence in the region through its early military assistance to the Assad regime. The stakes are much higher for the U.S. because of the decade spent and resources invested in Iraq, higher for Iraq with its need for civil harmony between Shiite and Sunni communities, for Turkey with its large Kurdish minority and flow of refugees from the border with Syria, for Saudi Arabia as a defender of Sunni interests. Without active U.S. leadership the situation is allowed to drift and young people of the Free Syrian Army are basically taking on the bulk of the role of resolving the situation. France's Sarkozy and Britain's Cameron offered this kind of leadership in Libya as Libya's young people struggled to resolve the situation there. ...

A fight in the U.S. Congress with an unusual alliance between the Obama administration, the Judiciary Committee, and Speaker Boehner up against Senate Majority leader Mitch McConnell ends with the passage of the USA Freedom Act, which requires court approval for government to look at collected bulk data in phone calls. Republican Rand Paul fought hard against both factions to end the bulk surveillance altogether. The Act was passed in the House earlier. It cleared the Senate June 2nd 2015 with 67 in favor and 32 opposed.

U.S. president Obama called Libya and the policy of not following up on helping establish a stable democratic government in Libya his biggest mistake. Kristof of the NYT says people looking back would say Syria and not establishing safe zones is Obama's biggest mistake. He describes the 470,000 deaths in Syria as a huge tragedy that could have been avoided to a large extent by setting up safe zones. In addition the UN estimates that millions of refugees on a scale similar to the partition of India in 1947 were created. There is bipartisan opinion on this. Kristof cites General Cartwright's opinion in a conversation he had with Cartwright that this should have been done. Others who agree are Madeleine Albright, Bill Clinton's Secretary of State, who spoke at the Democratic Convention about how America helped change her life as a young refugee after Russia's invasion of Czechoslovakia following Prague Spring. Albright says force should be used carefully so as not to aggravate the situation but action taken where needed, something that was done successfully under Bill Clinton in the Bosnian conflict following Serbia's ethnic cleansing policy under Milosevic. Not only that, with the diplomacy of ambassador Holbrooke Clinton was able to negotiate the peace accords that hold till today- a huge achievement.  Kori Schake, director of defense strategy in the George W. Bush White House also agrees. This would have improved U.S. relations with Turkey as this was a key Turkish request. And it would have reduced the dimensions of the refugee crisis in Europe, which has hurt the European Union. The Brexit "No" vote many in Britain have attributed to ads showing refugees in endless numbers streaming across Europe's borders. Similar ads were used in Austria's elections. Kristof points out that Secretary of State Kerry's job of negotiating a peace is difficult in these conditions. Another issue raised by Kristof is the lack of Obama's leadership in helping the refugees in Jordan, Lebanon and Turkey, as he points out only 41% of this is funded. David Miliband former British Foreign Secretary, who heads the International Rescue Committee , says 200,000 Syrian kids are growing up in Lebanon without an education. George Washington counseled against getting involved in the wars on the European continent for a young nation, this advice was not followed in the Reagan and other administrations without showing the carefulness needed before action is taken. As Hillary Clinton has once pointed out the situation has resembled a pendulum swinging in the other direction under president Obama, and former Defense Secretary, Panetta, has expressed similar views. Hillary Clinton and Leon Panetta, Gates, Gen. Jones, served in the first term of the Obama administration, many of these mistakes were made in the second term by president Obama and his White House advisors Dennis McDonough, Valerie Jarrett who clearly lacked the deep foreign policy experience of Hillary Clinton, Leon Panetta (who served under Bill Clinton), and Gates who served under many presidents). ...

President Obama's proposed legislation for the fight against Islamic State proposes a three year effort with use of Special Commandos, but no major ground combat effort. It also rescinds a broad Bush era 2002 legislation for the Iraq war, but leaves in place 2001 legislation for the war against al-Qaeda and affiliates.

Hoover Institution scholar Fouad Ajami describes in this essay how a more active policy by the Obama administration could have prevented the chaotic situation in the Middle East, the sectarian conflict, the breakup of Syria and Iraq, the increase in terrorism eventually affecting France and the U.S., and the refugee crisis in Europe. This active policy he says would have included- keeping some presence in Iraq, and taking action to prevent the spread of the conflict by restraining regional and foreign powers and terrorism.

Fighting escalates on the Syria- Turkey border in 2016 as U.S. Special Forces support Syrian rebels with the help of Turkish artillery to take border areas from Islamic State. Turkey was not willing to support Kurdish rebels in the fight against ISIS, leading to the shift to support Syrian rebels with the help of U.S. airstrikes. The result is a new flow of refugees to Turkey. The Turkish government created a zone on the Syrian side of the border for new refugees and called on the U.S. to create a safe zone.

It is not clear how China's president Jinping's support for the idea of "China Dream," -of China as a world power on a level with the U.S.- should be interpreted. China will increase its defense budget and continue its efforts to be the dominant power in its region, even as the U.S. and Japan begin to build closer ties in the Pacific. Is it simply a new assertiveness for its rights in relation to territorial disputes with Japan, and a continuation of a policy of peaceful development of earlier leaders. The move could also be an effort to build close ties with the military as the new leadership of Jinping-Keqiang prepares to make major changes in the economy. A speech in Dec. 2012 to Communist party officials in Guangdong province by Jinping, on how the lack of unity with the military led to the collapse of the Soviet Union under Gorbachev, could throw light on the thinking. In a few days an old party was gone, as he put it. This also follows the Bo Xilai episode which involved contacts with the military and the risks of division in the military and political leadership....

Disappointment for those who had high expectations for the Obama Presidency. The slog of daily governance proves too much. Attempting too much in too short a time. Polarization in Congress. And the person Obama is -transformative but cautious.

Under the Volcker Rule setup during the global financial crisis of 2008-2009, banks total investments in private equity, hedge funds and similar higher risk funds cannot exceed 3% of high quality capital. During the financial crisis investment banks were highly leveraged leading to the collapse of Bear Stearns and Lehman Brothers, and the precarious financial condition of other banks. Goldman has pared down about 60% of such investments. Remaining are $4.8 billion in private equity investments, $1.2 billion in real estate, and about $1.1 billion in both credit and hedge funds. Regulators have given the bank till July 2017 to comply. As banks recovered from the impact of the crisis, the tearing of the social fabric that happened with high unemployment in some groups especially older white men, has remained six years after the crisis- as evident in the U.S. election campaigns this year. As a result the mood has shifted for tighter regulation and both party platforms, Republican and Democratic, now call for reinstatement of the Glass Steagall Act, which separated commercial banking from investment banking as part of the lessons learned from the Great Depression. Volcker, was chairman of the U.S. Federal Reserve during the Carter administration, known for taking a tough line against inflation. He was the principal driver of the move to restrict banks from risky activity, and faced considerable opposition from banks during the 2009-2013 period when the rule was being formulated.  ...

David Brooks says one of the good things about the ugly election campaign of 2016 and its depletion of moral capital, is the way people are responding to it by finding their voice for something better and uplifting. He cites Michelle Obama as one example of someone who acts not as a politician but as a mother in her behaviour and talk. He praises Hillary Clinton for adopting this Michelle tone and giving 3 answers he calls great in the final debate with Trump. The answers came on the questions about Trump and denigration of women,  on the contrast between the experience gained on a television show "Apprentice," and the experience of Clinton as senator and secretary of state. Brooks says they were given in a gradual understated manner, showing moral sentiment and a quiet contempt, similar to how a mother or parent would respond and not a politician. Another way to look at it is that the contrast was so great between her and her opponent's experience and respect for parenthood, and the campaign so long with so many people who had shown indifference when they should have known and done better, that Hillary Clinton simply stood her own ground based on her own Protestant Methodist faith and conviction.  ...

Krugman points out that about 13 million Americans without insurance gained health insurance under the Obama plan. He says if it is turned back 8 million whites without a college degree in that 13 million will lose health insurance. Of these eight million about two out of three voted for Trump, so that 5 million Trump supporters could now lose health insurance even though they are older and have more health conditions. Krugman says this aspect of the election campaign was not covered well in the misinformation and social media information of the 2016 campaign, and the lack of media focus on the important issues in the election. On manufacturing jobs he says most of the jobs lost are not returning, and only token jobs such as at a Carrier plant in the news will take their place.

Responding to criticism of the Clinton Foundation which has affected Hillary Clinton's ability to win voter support in her contest with Bernie Sanders, the Clinton family has decided to take action in August 2016. The Clinton Global Initiative will be discontinued in 2017. Bill Clinton and Chelsea Clinton will stop raising funds for the Clinton foundation. The Clinton Foundation will not accept funds from foreign donors. What started as a do-good effort to raise funds for worthy causes such as world health, poverty and hunger turned out -because of its very success in raising large amounts of money from corporate donors- into a distraction for the election campaign of Hillary Clinton in 2016. It opened up Hillary Clinton to charges of having conflicts of interest from outsiders Sanders and Trump. Hillary Clinton discontinued her association as a board member of the foundation in 2015 when she began her campaign. Bill Clinton continued to give paid speeches and raised $2.6 million. All that fund raising appears to have been a big mistake and not even fair to the candidate, as it gave rise to misperceptions about the candidate going far beyond what the Clintons ever understood about was happening. As former Labor Secretary Robert Reich put it, it gives rise to accusations of impropriety that may affect an election, without the voters getting a chance to evaluate the candidates on the basis of what each candidates program or agenda is. In this the Clinton family may have realized that in retrospect the entire foundation activity appears to be a small matter, when put next to the choices facing the U.S. and the world in 2016 for the next decade and beyond. The Clinton Foundation in future would be managed by people independent of the Clinton family and circle. The next step would be setting it up as a public foundation, a new board and professional staff. Was it all worth the problems it has created for voters being able to get a clear idea of what each candidate offered, an not acting as a huge and dangerous distraction which Hillary Clinton and the country and the world could do without, considering the significance of making good choices in a general election- very much so. The foundation and the fund raising made it possible for outsiders Sanders and Trump to turn this election into one of slogans and accusations, to which the Clintons were unprepared to respond, acting as a distraction  which was bad for the country and the world. ...
