With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Mexican president Sheinbaum's support will also ease its implementation in 2024 and cut down border crossings from asylum seekers to lows below 2500 till a new Senate bill is taken up and passed with bipartisan support that exists in US Congress. ...

On precription drug prices Sinema has worked with Democrats on what the list of drugs should be for Medicare to negotiate drug prices.  As many of these key points have been worked out with Kristen Sinema it now remains to be seen how Democrats get the agreement of Sinema and any other members in Congress to prepare for the passage through Congress of the Climate Change action bill Schumer has negotiated in the Senate. ...

The surge in the pandemic in many states in July could also be a factor. The extra weekly jobless benefits amount to about $18 billion a week and are set to expire unless Congress renews them.

The enhanced payments of about $15 an hour in the U.S. for a 40 hour week amount to $600, before regular state unemployment benefits are added in. Researchers say 68% of unemployed workers receive more benefits than they did working. Some of this added benefit during the pandemic helps people to stay home for work that involves contact with people such as in travel and food increasing risk of spread, which can be a good investment in prevention. In other work such that involves no contact or which can be done from home, there is good reason for incentives for gradual return to work.

Homeland Security and ICE needs new resources- $175 billion from Congress is part of the plan from Republican Senators to boost support for action in immigration. To deliver on plans to control illegal migration there is a need for funding the agencies involved. Senate Budget Committee Chair Lindsey Graham (R-South Carolina) says in this report that Homan was “begging” for funding from Congress. Much of the migrant action is hard to undertake with current resource levels. Graham’s committee adopted a budget blueprint for legislation to boost border security and immigration enforcement by $175 billion. US efforts to buy or acquire Greenland and Truman's offer in 1946 of $100 million. Truman's offer was made after the war in 1946 following fears that an hostile power could use Greenland for an attack on the US. Greenland was explored for the first time by Robert Peary of Bowdoin College and the US Navy from 1886-1902, in several expeditions from east to west and north to south. He was the first to reach the North Pole, and first to prove Greenland was an island by 1890. It is these discoveries that make the US the original explorer of Greenland. The Trump administration is preparing direct aid to Americans and American industries hurt by the coronavirus epidemic. Each check will be based on family size and income, according to a Treasury Department memo seen by WSJ. The direct payments in two rounds will be on April 6 and May 18. This is part of a $1 trillion stimulus program. $50 billion lending facility is being setup for the airlines. Another $150 billion goes to distressed sectors in the economy. $300 billion will go to a small business interruption loan program, which will go to temporarily cover payroll costs for employees. The idea is to put a safety net and support workers who will need help while they are not working. The measures include two weeks of paid emergency leave for a large number of people. Money also goes to additional Medicaid funding, more money for food stamps, and for unemployment insurance program. Congress has passed the bill and president Trump is expected to sign it into law. Other bills will follow in Congress. A third economic package will cover additional needs of agencies of government, with $11.5 billion for Department of Health and Human Services, and Departments of Defense, Veterans Affairs, Homeland Security. Projects include saving a couple of rural hospitals and seeing to it that Department of Agriculture offices remain open in remote parts of California. He has sought out an assignment on the Senate Agriculture Committee. He now realizes that the Democrats have not done enough for Californians or for America, and had not looked for new ways to tackle tough problems-  working people voted for DJT he says “because they were struggling. They were working harder than ever. And they could barely get by. And the Democratic Party had come to be viewed as the party of a status quo. They found the status quo was deeply unsatisfactory.”  Like Ruben Gallego in Arizona there is a sense that a lot has to change in the Democratic party down to grassroots work and efforts which is why Schiff now attends farm bureau meetings up and down the state. ...

Razak is given a15 year jail sentence in a scandal that has rocked Malaysian politics and reduced confidence in Malaysia's investment for modernization. irreparable harm is done to the nation's British inherited institutions for law and order, responsible parliamentary government, following the long premiership of Mahathir, ethnic nationalist "putra" movement of the UMNO, and the governments that followed Mahathir including Razak. Similar problems have affected other countries with ethnic nationalist movements in Sri Lanka where corruption and mismanagement of the state finances and treasury led to lack of funds for essential imports, and in other countries in Asia. Corrupt practices and misuse of state funds intended for development became a feature of government in Indian states following the rule of the Indian Congress party under Jawaharlal Nehru, with ethnic nationalism creating ethnic states in India, and causing irreparable harm to development and modernization with lack of capital and policy decisions. This has led to the lag of modernization in India with China of about 10-15 years that also affects defense at the Himalayan border with China as China's hybrid state capitalist economy surpassed India and matched the US in 2 decades 2000-2025. Only now is India under responsible governance pushing to close the gap and modernize rapidly under a new government in it's third term. Much of the thinking that accompanied post independence decolonization is now under question with it's assumptions that decolonization alone would lead to development is debunked. Modernization as China and India has learned comes from the good and responsible use of abundant capital, abundant labor, and abundant management resources, abundant technological access, good policy and plans at the federal and state levels, and good sustained leadership from the top. ...

Life in Kharkiv, Ukraine's second largest city, is shown alongside as the city struggles with most of its infrastructure destroyed in the war. The $61.5 billion aid to Ukraine was passed in the US Congress only with the efforts of Mitch McConnell who never gave up even in February and March when bills passed in the Senate were stalled in the House as the former president and some of the Republican base wavered. Mitch McConnell says now after the vote of 79 to 18 that passed  in the Senate that "at times I felt I was the only Reagan Republican left." At a meeting with the president in late February he wanted to start the meeting because he says-" I wasn't trying to convince Johnson of anything other than we had a time problem. I did't think we had time to fool around." Speaker Mike Johnson had wavered in calling for a House vote of a Senate bill on Ukraine aid after the former president had declined support. "He had a spine of steel and wouldn't give in to pressure from those in our caucus who did not have the depth of understanding of the stakes and who had reached different conclusions" says  Susan Collins who visited Ukraine in 2022 with McConnell. She calls him "steadfast and unwavering." Pat Schumer says "I give him a huge amount of credit. we were shoulder to shoulder on this." As he stays in the Senate till his term ends in January 2027, Mitch McConnell can look back on two decades of leadership in Senate realizing he had added nine Republican votes to get it 31 Republicans for Ukraine aid at a critical time. He says of two rules he has followed for 18 years - you take a lot of arrows, and yet you never speak about your members on or off the record, and in that sense he is free to pursue his own interests and has a lot of latitude now till 2027. He will be sorely needed in the Senate as the voice of experience and depth of understanding.   ...
