The Tax Plan of Jeb Bush, with the help of advisors Martin Feldstein and Kevin Warsh, lowers the top personal tax rate from 40% (including surcharges) to 28%, and reduces the corporate tax rate from 30% to 20%. The plan is designed to jumpstart the economy for higher growth by increasing business investment and incentives. Businesses are allowed to deduct 100% of new investment immediately. The idea is to increase capital investment so that benefits also go to workers in higher wages. The Bush economic advisors see 50% of the corporate tax burden as affecting workers wages- average compensation would go up by $2750 a year by 2020 and $6200 by 2025 in 2015 dollars. Companies can pay a one time 8.75% tax on money earned and held overseas, paid over 10 years- about $2.1 trillion of this income held overseas can be added to the pool available for business investment. As proposed earlier by Feldstein the itemized deductions including mortgage interest can be taken only upto 2% of adjusted gross income, suggestions during the reform effort not taken up by Obama. To reduce the excessive use of leverage in business decisions the field is levelled for use of debt and equity by removing the deduction for business interest expense. This editorial says that by putting in the details, which political leaders tend to leave vague on specific figures, Jeb Bush and his advisors have taken a crucial step forward. This it says, shifts the debate from current shallow posturing to how America can lay the groundwork for the kind of growth needed to help increase wages, increase economic growth to higher levels, and preserve America's position in the world....

To outsiders in US and Europe it is all about power in China, to insiders in China it is about China making it through the 100 years since the 1901 revolution and the tumult, the chaos of the first 100 years, and now a period of modernization and growing incomes,  the need to create jobs, tackle climate change, ensure a good future for the Chinese people. 2300 party members representing millions of party members in China attend the gathering. New appointments and retirements take place at this Congress. Of this there are 200 elite members of the Central Committee with voting rights. This central committee is responsible for electing a 25 member Politburo, of which the seven most senior persons are appointed to the Politburo Standing Committee. Xi Jinping is the General Secretary, the most senior position in this hierarchy. Age related retirements are at 68 years and a new Politburo standing committee is announced at each Congress. After the Bo Xilai effort to take power and take China in a new and unknown direction, and the gradual loss of the party's respect from corruption and abuses of power by local officials, Xi Jinping sensed problems in the future and conducted a anti-corruption campaign. Most of the system of government set up during the Deng and Jiang Zemin years after 1980 remains in place with Jinping calling for a revival of China, the next stage of modernization, under the banner of the CCP. The result of the anti-corruption campaign and a third term assumed by Xi including lifting of a term limit for heading the CCP, gives Xi Jinping an opportunity to shape the future for China as Deng did after 1980. Jinping in the manner of Deng sees the CCP as the organization that can continue the modernization and growth of China. The model set by Deng and Zemin of local autonomy for economy and centralized overall direction continues under Jinping who is General Secretary since 2012. China has made rapid growth during the period 2000-2022, but faces challenges of reorienting its economy away from dependence on a tight economic export oriented relationship with the US and EU, as supply chains are being shifted after the pandemic. This means more unemployment and need for careful economic planning and investment to create jobs in other sectors, and to meet the challenges of unequal distribution of wealth in China after hypergrowth that hurt China in some ways, and in the climate change effects of use of coal other fossil fuels. As focus of interest is on Jinping externally, within China it is these three challenges that must be uppermost in the minds of the 20th Congress members. Much of this stems from the tumult of the century that began with the 1901 revolution through Japanese invasion and upheavals in the 60's and 70's, leading to the rare period of stability and growth in the last 20 years. Jinping like Deng and Zemin has personal memories of the anguish of this period and the tumult, the chaos of the 20th century for China, and the yearning for stability with modernization.   ...

China's population decline and fewer working age people is likely to reduce the high capital accumulation that sustained rapid growth in the past. China's dependency ratio- population of children and elderly relative to the 15 to 64 year old age group went up to 46% in 2021 from 34% in 2010, says WSJ. This means less savings accumulation, and less of the enormous pool of cheap capital of the last 2 decades that led to fast growth. That period is ending. This makes the subsidy based approach to push key industries such as chips and solar panels in the past much more difficult in the future, says Nathaniel Taplin in the WSJ.

Growth was lower than the 8.4% forecast of economists, yet strong enough to increase its size to exceed the pre pandemic level. The US midwestern states depend entirely on imports from Canada of as much as 3.5 million barrels a day. In 2018 the Canadian government bought an unfinished pipeline from Alberta to British Columbia, the Transmountain pipeline for $18 billion. This is now finishing completion in 2024. For years the pipelines bringing oil from the north to midwest states reduced the cost differential between Canadian crude and US crude to $18 for a price of $47 a barrel. The Transmountain pipeline will take some of that oil and move it to British Columbia ports where it can loaded onto tankers heading to Asia. This will increase the cost of Canadian crude into the midwest and be reflected in prices at the pump.

The Vikram lander and the Pragyan rover will separate from the main propulsion craft of Chandrayan 3 to go into circular orbit of the moon and begin a separate journey. to land on the moon August 23, 2023. This will put Vikram rover within 30 kilometres of the moon at the shortest distance and 100 kilometres at the longest distance. The final landing will be attempted by manoeuvres from this orbit by deboosting the craft. The trick will be to get the velocity down at 30 kilometres away to a safe speed for a landing below. Changing the orientation of the craft from horizontal to vertical is part of the manoeuvring planned by ISRO, the Indian Space organization.

For too long the press has looked at president Biden's age as drawback ignoring his vast experience, and not Trump's only 3 years younger with poor food and exercise habits and overweight, as pointed out by Duke University Prof. Frank Bruni in the NYT. The US Justice Department is taking aim at this in the trial that begins today September 12, 2023. It limits choice for Americans and unfairly rewards monopolistic behaviours. President Biden said famously in his State of the Union speech this February "capitalism without competition is not capitalism, it is extortion." It is why the Biden administration is serious about the Tech monopolies which distort the fairness of the American system leading to a monopoly over information so that different ideas are not represented in the same way as they would be in a competitive situation. It also means monopolistic pricing behaviours.

Millenials group ages 18-49 who have decided to have zero children post pandemic is growing, as shown in this story in The Washington Post- with many graphs about what is really happening. A 2021 Pew Research poll shows 44% of childless adults ages 18-49 saying they do not want kids, or are not likely to have kids. This is up from 37% in 2018. And 56% of these people simply give no reason, just that- no kids. The difficult economic environment is part of this, so is the difficulty in raising kids that do better than their parents, the huge resources needed to raise good kids, all leading to this view among millenial women.

He has spent 33 years in the State Department and this experience is being used by the Biden administration as Burns is sent on key missions to the Middle East. He was in touch with Putin before the invasion of Ukraine. He made 16 overseas trips since taking up the job in March 2021 with missions to Kabul to talk to Taliban and to UAE to meet leaders. He is seen here in this WSJ report as someone who can take up making conversations with people Mr. Biden isn't ready to talk to or preparing the way for future conversations as in the Middle East. Yes millions of jobs created under Biden in 4 years- 19 million jobs. Yet the growth in jobs is uneven across counties and states in the US. A full 43 percent of counties have not fared as well with jobs not reaching 2019 prepandemic levels by the beginning of 2024. This includes Michigan with Wayne County having 2% less from 2019 levels. It includes Pennsylvania and the Pittsburgh area. It includes Wisconsin. This Editorial Board Opinion in the WSJ reminds readers that it is the Government Accountability Office of the US itself that made these estimates of annual losses from fraud and waste.

A Government Accountability Office report of 2024 estimated the “federal government could lose between $233 billion and $521 billion annually to fraud.” The GAO report said “a government-wide approach is required to address it,” and advised that Treasury take up and “leverage data-analytics capabilities” for the job of stopping questionable payments and payments that look dubious. This was suggested as a necessary step to cut waste and fraud in a bureaucracy that is this large.
