This Wall Street Journal editorial says the Balanced Budget Amendment (BBA) currently being put through the House is unlikely to pass especially with a supermajority tax limitation. It raises questions about the advantages of BBA considering that the 1981 Reagan tax cuts may not have survived the BBA, a period when the U.S. experienced robust growth for 7 years. Unintended consequences could put defense spending at risk such as the Reagan spending on defense that helped end the Cold War, which may not have survived the BBA. The editorial calls instead for a repeal of the Nixon administration's 1974 Congressional Budget and Impoundment Control Act, a law which tilted control of spending in the favor of Congress after Nixon's impoundment battles with Congress over spending. This would mean getting rid of budgeting that uses baselines and increases the budget from one year to the next automatically, restoring the President's impoundment powers, and requiring a two thirds majority for tax increases. The editorial supports the House Republican majority's plan to cut spending in fiscal 2012 by $111 billion and cap spending as a share of GDP in future years....

A 35% rise against the dollar of the Brazilian real and a rise of 80% of the Brazilian Bovespa index in 2009, following quickly after the global financial crisis, shows the big swings in emerging markets stock and currency values. Brazil is a big exporter of agricultural and mining commodities. Brazilian government is concerned about short term investors who are piling into investments there, but could pull out quickly in another crisis. The government imposed a 2% tax on foreign investments- designed to reduce currency volatility and discourage short term speculative investors. A slowdown in demand for commodities from China or other countries could quickly reverse this rise. And a rise of this proportion in so short a time, coming on the heels of a financial crisis, shows the nature of swings in the global economy that are of increasig concern today. In October 2008 Brazil's currency lost a third of its value compared to August 2008, and the Bovespa index fell by 50%. The central bank had to use its currency reserves to prevent a severe drop in the value of the real. Short term investors were pulling money out of the stock market resulting in dollar outflows, and many Brazilian companies that had bet against the dollar in currency derivative contracts suffered huge losses. The situation was similiar in Mexico. It shows the fragility of economies depending on commodities exports, and the lack of mechanisms to track these derivatives and to restrain speculative short term investors. ...

Raising the minimum wage to $10.10 an hour would help 16.5 million U.S. workers improve wages at a time when 45 million workers are below the poverty line in 2016, according to the Congressional Budget Office (CBO) projections. Most of the low wage workers are in retail and fast food industries. The total number of workers in 2016 the higher minimum wage pulls out of poverty in 2016 are 900,000. About 500,000 fewer workers would be hired because of the higher wage.

It follows other detailed reports in NYT that looked at years of neglect and mismanagement of the New York subway system with interviews of key officials. This is costing subway users dearly as they face delays, and the poor quality of rides on the system compared to other systems worldwide. This report describes a subway accident with a loose piece of rail on a track on June 27, 2017 that could have been prevented with proper maintenance. This was one of 82000 delays on the system in June 2017 alone, one of the worst months in many years. A NYT examination of MTA records and reports shows the neglect of maintenance was one of the main cause of delays, including problems with turnover, and lack of training for new employees. The system's age (113 years old) and its size complicates problems leaving less room for the errors it is experiencing today. The world's oldest subway system in the most advanced of industrialized countries in the worst possible shape, showing the nation's lack of investment in essential infrastructure. How is it that GM would predict sales close to 16 million when no one else sees that happening. Is it just optimistic, even in the face of last years forecast which also stumbled badly with no improvement in the second half as expected. Instead GM closes the year 2007 with sales down 6% over 2006. And much worse numbers for Ford which saw 12% decline, and Chrysler a 3% decline. Chrysler continues to sell to rental fleets. Toyota's and Honda's sales grew by 3.1 and 2.8% respectively. But this year 2008 Toyota doesn't expect to do well with only a 1% increase. Nissan and Hyundai are in the same straits as the Big Three American makers in inventory of cars and sell to rental car fleets. In terms of inventory per point of market share Nissan has excess production capacity and more cars as inventory, about 39,000 per point of Nissan's market share similar to the Big Three. Toyota and Honda have 28,000 per point of their market share.

Prices have gone up by 50% in recent years and GDP has fallen in the three years of conflict with Russia.This article in the Economist magazine says young civil activists in Ukraine are working hard to set up institutions- sometimes parallel institutions such as the Reanimation Package of Reforms of 50 non-governmental civic organizations- that wil give Ukraine better governance after decades of corrupt governments. Online coverage on corruption is increasing creating an environment where the poor governance of the past is no longer the norm.The IMF which has a $17 billion loan package for Ukraine has ceased disbursements till Ukraine can take action against corruption and improve governance. The IMF insisted on the formation of the National Anti-Corruption Bureau. As the U.S., EU, and NATO, come closer to Ukraine, during a period of tense relations with Russia, the quality of Ukrainian governance is an important issue for formerly Communist Eastern European countries and for the rest of Europe. It all depends on civic society and young people with new aspirations to change the way things are done....

David Enrich of the NYT looks at the collapse of Signature bank and SVB Bank and the role of lobbying that led to president Trump setting up new legislation raising size of banks facing Fed regulatory scrutiny from $50 billion to $250 billion. Signature Bank and the author of the regulatory law after the financial crisis of 2008 caused by faulty bank practices -who in one of the anomalies of Congress joined the bank's board for 7 years and resigned this week-  lobbied with SVB bank for less regulation and government oversight. The Pirate Party, a party of digital activists favoring more transparency and sharing of information online has about 10% of voter support according to recent polls. The Pirate party concept started first in Sweden, but it is in Germany where it has gained political support. This party was founded in 2006 in an underground Berlin nightspot C-Base, where many digital activists gathered. In Sept. 2011, the German Pirate Party gained 9% of the vote, 15 of 249 seats in the Berlin state elections. This was repeated in the Saarland state elections, and now is likely to happen in elections in Schleswig-Holstein and North Rhine-Westphalia. These votes are coming at the expense of the Free Democrats and the Greens. The Free Democrats are hurt badly, and may not make the 5% of votes needed to win seats in North Rhine-Westphalia. The Greens are seen as part of the establishment, giving the Pirate party support from people thinking outside of the establishment. The polls show the Christian Democrats having voter support of 35%, Social Democrats 27%, Left 7%, Greens 14%, Free Democrats 3%....

Under a proposed capital infusion into Peugeot the French government, Dongfeng Motor of China, and the Peugeot family would each control 15% of the company. Dongfeng and the French government would buy new shares of about $7.50 to $8 each, and providing 800 million euros each. The Peugeot family would provide 100 million euros. Currently the Peugeot family controls 25.4% of the shares and 38.1% of voting rights. Earlier GM sold its 7% stake in Peugeot, and Peugeot turned to its partner in China for the capital increase. Peugeot shares declined by 11% to 10.21 euros on Jan 23, 2014, as a result of investor concerns about the prospect of three different shareholders interests. Peugeot expects to use the capital increase for technology investments as it struggles to come out of a prolonged slump in its European markets. One of the conditions made by Dongfeng Motor is that the current chairman Thierry Peugeot be succeeded by an executive not connected to the Peugeot family or the French government....

This Wall Street Journal editorial calls for more transparency in disclosing bad debt problems at Spanish and other European banks. It faults recent and upcoming stress tests of EU banks for not being stringent enough and taking into account adverse scenarios. While Spain's central bank says only 20 billion euros are needed to recapitalize the cajas savings banks, other estimates are much higher. Moody's country report says Spain could need upto 120 billion euros to recapitalize its banks. A big problem is European banks exposure in Spain which is over 700 billion euros as of September 2010- Spanish banks have high exposure in Portugal and German banks have high exposure to Spain.
