Croatia will join the European Union on July 1, 2013. Sentiment in the country has been affected by the situation in Greece and the eurozone crisis. Recent polls indicate Croatians still see joining the European Union as best for the country. Prime Minister Milanovic says the benefits are greater than any drawbacks. Croatia will get $2 billion in aid from the EU in the next few years. Major changes to its legal system are being made as required by the European Union. Milanovic says Croatians will have to work hard and be competitive to make this a success, membership alone will not ensure success. There is concern about immigrants from Spain, Italy and Greece because of Croatia's long Adriatic coastline. Other concerns are that a small country of 4.5 million people, with 12 members out of 740 in the European parliament will not have much say in its affairs.

How the extended family acts as a lifeline in Spain. High unemployment does not cause homelessness and social distress becuase of the family as an additional support and safety net. Lower mobility also helps as people live near their extended families. Few people end up on the street because of this as unemployment hits 17% a year. Other things to note: the safety net of government benefits is much stronger in Europe. Also the older workers with steady jobs are less affected, as immigrants take the brunt of the high unemployment in Spain. And in France it is the younger workers and the people in temp jobs who are more affected, to some extent true also for Spain. So these countries are holding up better. In the USA President Obama's stimulus measures are picking up some of this, and the universal coverage health care plan should add additional benefits by 2010.

Of the 13 Republicans who lost their seats, nine were members of the Immigration Reform Caucus, which has opposed path to citizenship for an estimated 12 million illegal immigrants, with a 10th member trailing in his race. Caucus founder Rep. Tancredo and Rep. Hunt of California, both for increased border security are retiring. About 100,000 newly naturalized citizens voted in Florida, where 2 members of the immigration reform caucus lost their seats, as Republicans were perceived in their immigration reform stands as anti-Latino. Senator Dole lost her seat in N. Carolina also facing Latino opposition. In the current job losses environment unions will oppose business group's efforts to get more technical workers in on temporary visas, and there is no leadership on this issue like Ted Kennedy who has cancer. As a result the immigration issue may not see much action early in this administration even with the election results.

Dan Balz, chief correspondent of The Washington Post, says the stakes have hugely escalated in the 2016 presidential election with the rhetoric on immigrants and Muslims entering the U.S. following terrorist attacks in France and California offered by Donald Trump. He cites experts who point out that establishment voices are being ignored as a section of the American public supports Trump's opinions. An earlier article in the Post points out that about 30% of Republicans in a PPP poll support Trump's views, and 21% unsure. Other polls show American who are older, working class and not college educated support Trump in large numbers, compared to the support from college educated and higher income people who support Sanders on the Democratic side and who oppose American intervention in the Middle East- both Trump and Sanders supporters preferring to focus on problems at home than involvement in overseas entanglements.

The Times says California has the largest part of the undocumented population in the US workng mostly in agriculture and construction, retail. Pew Research estimates 1.8 million undocumented population in the state, 800,000 in Los Angeles County alone, making up 8% of the total population. About 53% of Mexican descent and the rest from Guatemala, Salvador and Philippines. Throughout the greater part of this century  immigrants were brought in from Mexico for agricultural work particularly in the 1930's and during World War II. Agricultural landowners needed this labor for harvests in California and other western states but agribusiness owners in Mexico favored less migration to use this labor in Mexican agriculture. This illegal migration was reversed after World War II. By 1952 there was a consensus in the country and president Eisenhower led the first mass deportation program of the US called Operation Wetback which returned 1.3 million illegal migrants back to Mexico, led by Army General Joseph Swing.   ...

Galston focusses attention on the major problem facing democracies in Europe and the U.S.- that of providing decent paying jobs and improved economic prospects for lower and middle income households. He cites the surveys from the Pew Research Report and the U.S Bureau of Labor Statistics showing how middle income households median net income remains stuck at levels of 1997, and lower income households at levels of 1996. The median net worth of American households adjusted for inflation presents an alarming picture of being at $96,000 in 1983 and $98,000 in 2013 for middle income families, and being at the level of $12,000 for lower income families the level of 1975. Most of the new jobs as much as 95% are being created in the low wage service sector and the BLS statistics show the future looking much the same- with huge numbers of low wage jobs, fewer decent manufacturing jobs because of automation and jobs shifts to low cost locations overseas, remaining manufacturing jobs in the U.S shrinking by another 800,000 to 7% of the workforce by 2025. The result is the alarming rise of populist politicians like Trump in the U.S., Le Pen in France , and populist politicians in Hungary and Poland. Cultural liberals in the Democratic Party and the Republican establishment are both threatened by the rise of cultural illiberalism, xenophobia, and nationalism, as economic anxiety increases, and fears of terrorism and immigrants add to this anxiety. Progressive tendencies in the Republican party since the days of Theodore Roosevelt and of professional elites in the Democratic Party could become endangered if no serious effort is made to come up with solutions to the problems these trends present. The disconnect between the concerns of the working and middle class and the professional elites as the gap widens and the social compact in America and Europe breaks apart, means a new mindset will be required in America and Europe to deal with this. ...

This editorial opinion in Economist magazine says the dangers of cutural illiberalism are very real as the candidacy of Donald Trump and the National Front's popularity in France's 2016 first round of regional elections have shown. This is the result of increasing economic anxieties of the white working class in America, and the working class in Europe. Only by increasing economic growth, and improving the economic prospects for broad sections of society can this be addressed, says Economist magazine. It says also needed is a robust foreign policy to address the terrorist threats as the Obama foreign policy lacks credibility with the public, giving rise to anti-immigrant sentiment in the U.S. and Europe.

Harold Meyerson looks into the causes of the decline of white working class Americans by 2015. A whole section of society that was helped by the work of FDR is being undone by a combination of forces, from the decline in working class wages and jobs through globalized business, social structures unravelling, and support structures weakening. Meyerson refers to the Deaton-Case Princeton study on increasing death rates for this group. The white working class is much smaller now than in 1940 when he says 82% of Americans over 25 had only an high school education, down to 29% in 2007. The result is that it has less power to affect policies, yet is close to one third of Americans. Economic recovery, the American dream, all remain hobbled without efforts to tackle this problem. Trump's effort to appeal to this class, Meyerson points out, is similiar to the National Front's effort in France, making the political dialogue even more divisive by targeting immigrants.

Among the things that make the U.S. different from Britain, that Roberts does not mention, is the character of the U.S. as a nation of immigrants. As true today as it was for millions who came to these shores from Ellis Island at the turn of the century. This makes for a much more adaptable society with different strains of thinking. Another point that makes the U.S. different is that it has striven to be an anticolonial power in its policies- working to ease the transition to independence of countries in the former French and British empires. The U.S. business and economic system has worked to bring development and economic progress in all parts of the world, as a partner in contrast to a colonial power. In this sense the U.S. has a very different character and a different capability for renewal than the empires of an earlier period- and new basis for belief in itself renewable from period to period.

The US Department of Agriclture reported that the number of Americans who lacked consistent access to adequate food jumped to 49 million in 2008. This was an increase of 13 million. Researchers track "food insecurity." This figure is at 2008 rate of unemplooyment. With 2009's unemployment exceeding 10%, things are much worse going into 2010 when jobless rates will be even higher. The way this breaks down is that one third of these Americans in struggling households have "very low food security," which means that they may skip meals, cut portions at some point during the year. The other two thirds eat cheaper foods, relying on food stamps, and visit food pantries and soup kitchens. The scary part is that 506,000 children faced "very low food security" in 2008 compared to 233,000 in 2007. The Hispanic vote counts for crucial vote margins not only in the southwest but in places like Pennsylvania and Virginia where they are 5% of the voting population. About 10 million Hispanics voted up from 7.8 million in 2004 accounting for 8% of the voting population. That is an increase of 2.2 million voters and abig part of grass roots efforts to get them to register both by Hillary Clinton, and Obama. This grass roots effort was crucial. And mobilized by immigration policies of the Republicans and by the economic downturn and by a new generation of younger latino voters they voted nationally 66% to 32% for Obama over McCain. In Florida the older generation of Cuban Americans were eclipsed by new younger Cuban American voters and South and Central American immigrants giving Obama 57% to 42% edge over McCain. In Colorado the Latino vote was 17% of the vote with 73% of Hispanics voting Obama. Newly registered voters were 35% in Colorado, 34% in Florida.

Claire Ansberry looks at the 65 plus population today and compares it to 35 years ago and finds it is more oriented to exercise, health, and has more accumulated wealth. About 20% of people over 65 years work today compared to 15% 35 years ago, says Pew Research, and of these working 65 year olds two thirds are working full time compared to half in 1987. They are wealthier having median net worth of $410,000 today compared to $282,000 in 2010 much of the 45% gain made in the last 2 years from rising house prices and stock investments. Marvin, $1.5 billion maker of windows and doors, founded in this town of Warroad near the Canadian border 112 years back can move but is attached to this town and its people. It has resisted trends of outshoring and keeps trying to get new workers replacing the ones retiring of the 700 workers at this factory.  About 2.1 million manufacturing jobs will remain unfilled by 2030 according to the Manufacturing Institute. This shows the other side of the immigration story where immigrants also add to meeting the needs of the Nation as they are absorbed over time. It is not immigration but the sudden surges that need to be handled carefully that is the problem as America will continue to need new workers to replace the workers who retire from its factories. ...

Michael Barnier was the candidate for Les Republicains. Macron's Movement Renaissance party is closest in thinking to the Les Republicains, the party of De Gaulle. He was appointed prime minister of France by Macron. Barnier had proposed a strong policy of turning off non European immigration for 4 years, and not allowing relations of immigrants within the country to come in. This immigration policy is becoming accepted in Europe among the socialist parties. In Denmark socialist prime minister Mette Fredriksen was elected with policies for the working class and unions but opposed to migration on grounds that it hurts the working class. France, Germany are shifting in this direction after overburdening of social services, and crime by migrants. The US is also shifting in this direction for both Democrats and Republicans with Biden policy to close the Mexican border. This ends a period of relative tolerance which set back goals of workers and their families for a decade or longer as anti migrant parties used the protest vote to oppose worker rights and shifted the economy into the hands of pharma, oil and tech companies, billionaires in the US, UK and Europe at the expense of workers, middle class, and students.  ...

Merkel reversed this decision during the last years of her government. Of the 7 million only 3 million are asylum seekers applications of which some were rejected. The rest were legally allowed into the country. What is behind Pew Research Report finding showing an unacceptable concentration of wealth that endangers democracy. Higher income groups making $244,000 a year in 2024 gained 19 percentage points of the total US Household Income moving from 29% in 1970 to 48% in 2024. About 50% of the nation's income going to 20% of its people and most of that to 2%-5% of the people of the US. The gains meant loss of 17 of these percentage points for middle income households making $106,000 a year that went from 62% in 1970 to 43% in 2024. Another 2 percentage points was suffered by vulnerable Lower Income groups making $35,000 a year who owned 10% of US wealth in 1970 went down to 8%.  The problems of divisiveness in the Nation come from three distinct areas. First money for state financed education for all being put into wars in the Middle East from Reagan through Obama and Trump and some wasted through capital misallocation to low priority investment by faulty capital market allocation. Second the high cost of pharmaceuticals and healthcare putting a heavy burden on low income and middle income households making $35,000 or 106,000 a year. Third the neglect of manufacturing that cutoff the opportunities for middle and lower income households and their one chance to move up the ladder. And the parallel shift of resources to technology and financial sectors that created opportunities for a smaller group of immigrant and higher middle income households with these skills.  These are the sources of America's distress and each problem is being attacked at its source by president Biden- exit from Afghanistan, canceling student loans that are egregious and prevent the investment in education America needs, large sustained investment in manufacturing and new supply chains, antitrust action on tech monopolistic behaviour, redrawing the shape of America's pharmaceutical sector to provide access to medicine to all parts of the population.    ...

"The media and our friends in the Democrat Party kept saying we needed new legislation to secure the border—but it turned out that all we really needed was a new president.” As it turns out the legislation Biden with Republicans led by Senator Lankford negotiated in Feb 2024 did not have the strong action taken in the first 100 days to deter illegal immigration and remove illegal immigrants endangering safety in American neighborhoods. That legislation did not have provisions to bring illegal fentanyl flows into the US to an end with strong action including tariffs on CMC countries Canada, Mexico and China responsible for the fentanyl flows into the US. Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. Apple has told the president it will start making inside America investing hundreds of billions in the US from now on. ...

In the US 30 states have designated English as their official language. The new Executive Order rescinds a Clinton era order that required federal agencies to use other languages.  “Establishing English as the official language will not only streamline communication but also reinforce shared national values, and create a more cohesive and efficient society,” the order says. This is essential as literacy levels have dropped and there is a proliferation of many languages in the simplest of communication from agencies. As the importance of learning even mastering the use of the English language diminishes it has pernicioius effects where the lack of English skills means people fall further behind in getting jobs that require both a minimum and a desirable higher level of language and math skills. It creates an underclass in society as one effect, and also prevents people from different immigrant backgrounds from being able to move ahead in careers and in work. ...
