Israeli prime minister Netanyahu retracts his statement about rejecting a two state solution in an interview with Andrea Mitchell of NBC News. He says he meant that it was not possible under the current conditions with terrorism in the Middle East, Iran pursuing a nuclear weapon, and the Palestinian Authority having an alliance with the militant Hamas movement. In 2009 Netanyahu said he supported a two state solution in a speech at Bar-Ilan University, and the statement before the election was meant to bring out larger number of right wing votes. He also clarified his comments about Israeli Arabs "voting in droves," as meant to bring out large numbers of his own voters to vote, saying Israeli Arabs voting was "sacrosanct." The White House response was to say that it was free to support a two state solution at the United Nations, and U.S. president Obama discussed the comments on Israeli Arabs- seen widely as racist baiting- with Netanyahu in a phone conversation. The rift between the two leaders is now seen as irreparable and bigger than ever....

Gold reaches $983 a troy ounce, nearing its all time high of $1003 of March 2008. Russia, China, Venezuela and other countries which have large dollar reserves are building up their gold holdings to reduce the risk of holding masssive dollar reserves which are going down in value. Investors are also buying up gold as a global liquidity cycle is taking hold, with the liquidity pumped in by the Federal Reserve to fight the credit freeze.

Chevron CEO John Watson says the U.S. needs more affordable energy, and this means it needs to find more fossil fuels. It needs more oil gas and coal. He says the U.S. should take advantage of its own fossil fuel resources. People want strong environmental standards, but as Watson puts it, their top most priority is affordable energy which creates economic growth and jobs. He criticizes the Obama administration for not pushing ahead with developing of U.S. offshore oil, because BP's problems were not systemic and industry wide. He calls for dramatically increasing U.S. oil production, and doing this immediately. Worldwide Chevron plans to invest $26 billion for its exploration budget, and plans to drill in Australia, Western Africa, Gulf of Thailand and other locations. Watson points out that the dynamics of oil production are affected by two factors, price and technology. With current prices at over $100 a barrel more oil is accessible. At these prices new technologies can make it possible to use existing older wells to increase production. He cites the example of Bakersfield, where steam flooding is helping get 70 to 80 barrels out of every 100 barrels in the ground, when in the past Chevron could only get 10-20 barrels of oil. Another technology he mentions is hydrofracking for producing large and cheap supplies of natural gas. Chevron acquired Atlas Energy for $3.2 billion in 2010 to enter this market. Watson's overall emphasis is on the U.S. going for affordable energy and affordable conservation that will create economic growth and a better future....

Defense Secretary Ashton Carter, says the allies and NATO can improve their response to Russian president Putin's intervention in Eastern Europe by developing better intelligence sharing capabilities, and getting partner nations to invest more in their military capabilities. In an interview with an Italian newspaper on a visit to Europe. Carter said ceasefire terms in Ukraine should be implemented, and that the U.S. should exert more pressure on Ukrainian officials whom he blamed for the breakdown. He said about "Operation Atlantic Resolve," military exercizes in Europe, conducted to support Eastern European allies through training, cooperation and increased presence since 2014- "Our exercize and training programs, which are tremendously successful, they're tremendously popular- we need to do more of that, get more allies involved."

Lt. Gen Trainor and Michael Gordon describe the situation during the last months of U.S. presence in Iraq. President Obama is ambivalent about the size of the military presence he would like to leave, settling for 3000 troops and a few F-16's from a inital figure of 10,000. Obama sees the presidential election approaching and sets an objective of keeping it minimal. The military cooperation treaty with Iraq has to be approved by a Iraqi parliament with different factions in parliament not likely to approve it. Prime Minister Malliki decides not to move ahead. In the end no military cooperation treaty is signed after 8 years of war and a date is set for a complete withdrawal. Iraqi airspace is used by Iran to ship supplies to Syria's Assad regime, and the U.S. has less leverage in the region as the Arab world goes through a transition to popular government and elections. The Obama administration shifts most of its attention to Afghanistan where the U.S. has no vital stake in the long run compared to the Middle East region, with its large population, growing economies, move towards democracy and meeting the aspirations of hundreds of millions of young people. One Middle Eastern leader says the U.S. had no long term policy under the Obama administration for Iraq, and this applies also to the rest of the Middle East region, and mostly reacted to events as they happened. The Obama administration's committment to the war in Afghanistan, just as it focussed on winding down the war in Iraq, responded to the American public's waning support for the war in Iraq. It did not reduce the total cost of the conflicts because of the initial escalation of the war in Afghanistan and later slow progress towards a negoiated settlement to that conflict. A negotiated settlement is the best the U.S. could achieve, and the best desired objective considering the limited interests in Afghanistan. In Afghanistan most of the dynamics would be determined in the long run by the situation in Pakistan, and India-Pakistan relations, which the U.S. could influence constructively only through dialogue, promoting cooperation between the two countries, and economic relations....

Oil importing countries in East Africa will benefit from lower oil import bills. Measured as a percentage of GDP the oil imports will go down from 6.3% to 3.7% of GDP for Tanzania, from 6.2% to 3.7% for Mozambique, from 6.0% to 3.6% for Kenya and from 4.8% to 2.8% for South Africa. For the oil exporting countries for revenue decline as a percentage of GDP, Ghana goes from 2.7% to 1.6%, Nigeria from 15.7% to 9.3%, and Angola from 56% to 33%. About 80% of Nigeria's budget comes from oil revenues which will result in spending cuts. About 14% of GDP in Nigeria is dependent on the oil sector, because of the growth in retail and telecommunications. Nigeria's finance minister estimates the decline in GDP growth by 1% to 5.3% for 2015. Benefits from lower oil prices are offset by decline in the price of iron ore and other commodity exports for South Africa, and from the decline in the South African currency, the Rand. Drop in the value of iron ore exports affects other parts of West Africa such as Liberia, Sierra Leone and Guinea. Projects for large investments by large oil companies in Uganda and Angola may be delayed as oil prices decline. ...

Luis Almagro, president of the Organization of American States, from the small South American nation of Uruguay, says he has decided to speak up on Latin American issues, for respecting the sentiments of the people and democratic process. This is a welcome trend and more Latin American voices need to be heard, for Latin Americans to make their own assessment of the needs of the people, the problems and how to tackle them. More dialogue is needed between the government and the opposition parties to come up with better approaches and throw light on problems. The effort of Mr. Chavez however well intentioned, following neglect of social spending and needs of neglected groups under previous administrations, has gone to the other extreme leading to isolation from the rest of the industrialized world's economies- something no country can afford to do today because of the pace of technological change, much less smaller oil or commodity dependent economies. Large petroleum subsidies need to be addressed in Venezuela, as Mr. Maduro now says, and opening of a dialogue with the opposition parties is one result of Mr. Almagro's efforts. At some point a transition is needed with support of all political parties to bring Venezuela back into the global economy. Inflation of 141%, and contraction of the economy by 10% hurts all Venezuelans. Not even faint traces of the Monroe doctrine that asserted U.S. dominance in South America exists today, and it is upto Latin Americans to tackle problems of corruption, misguided policies, lack of emphasis on innovation and education. The Washington Post's deputy editorial page editor Jackson Diehl, does a service to Latin America by calling attention to such voices for dialogue and problem solving....

Jennifer Rubin of the Washington Post cites the Pew poll of September 3-7, 2015, on the Iran nuclear deal of July 2015, showing increase in skepticism about the deal's provisions by people who are informed to some extent (a little or a lot) about its details- 57% opposing to 27% supporting. The strongly partisan opinion on the issue, and the lobbying on both sides, including bringing Iraq WMD into the picture as noted by Dana Milbank in another column in the Washington Post, overstates each case. This draws attention away from the actual provisions. About 30% have no opinion it appears because the issue of this magnitude involving nuclear weapons proliferation has become politicized when it should be examined only on its merits, where public opinion would be shaped by the details of the deal itself, not who has negotiated it. The Pew Research Center poll shows 21% support the agreement negotiated with Iran, 49% disapprove, 30% offer no opinion. This compares with a poll taken 6 weeks before in July 2015 showing 33% supporting it and 45% opposing it. ...

This response by experts on transatlantic relations rejects the other view expressed in Zeit Online that the U.S. under Trump remains estranged from Germany and the EU. These experts from the American Institute for German Contemporary Studies, American German Council, and Centers at John Hopkins and Georgetown for German Studies, reject the view that the Trump administration and Germany are that far apart on many issues as it appears from media coverage.  Foremost it points out that civil society relations are sound and growing. About 50 million Americans trace their descent to Germany, including president Trump, much larger to over half the U.S. population considering European descent. Much larger is the sense of a culturally shared future with the European Union, with the nations of Europe including Germany, France, Italy, Spain, the nations of Eastern Europe, and Britain. The civil society relationships run deep in a way that is hardly affected by the Trump administration. Within the Trump administration the policies to Europe these experts remind the reader, are determined by the "adults" in the administration, who are senior members of the administration. This is a crucial point as Trump administration policy is not determined by the president's liking for tweets as much as by senior cabinet members Tillerson at the State Department, Gen. Mattis at Defense, Kelly at the White House, and senior members of Congress including Senators Corker and other senior committee members. This is why Republican Senator Kay Hutchinson was chosen as Ambassador to NATO. It should be noted in this context of German-EU relations in president Trump's first year that there was a period of German disillusionment with president Obama, exacerbated by the NSA spying on German chancellor Merkel and on the EU delegation to the UN, with president Obama's failure to offer any apology. Relations recovered from that low point. No one suggested that there be a German led decoupling of the EU with America at that low point, or at another low point in German-U.S. relations with the setup of American Pershing II nuclear missiles on German soil under the Reagan administration when there were large scale protests.  The American view that the U.S. should not have to shoulder major responsibilities for defense and foreign relations by itself is not new say these experts, and goes back to earlier administrations before Trump.  The experts argue for an active role by Germany with its partners in Europe for defense and foreign relations, which should not be seen as a result of U.S. pressure, only responding to the situation as it has evolved upto this time. Views on immigration are also changing with effort by the EU and Germany, France, to reduce immigration from the source countries in Africa, and the changing perceptions about uncontrolled immigration in Germany and France, say the authors. A coordinated policy towards Russia  is seen as not having changed. And much as a reset in relations was advocated by Obama in the first year of his first term, the current policy of the Trump administration to work with Russia to lower tensions can be seen in the same way say these experts, and not as a fundamental shift in American policy. The deep relationship of Germany and the EU with China is another positive aspect that will also help the U.S. in framing its own policies towards China. The German-American relationship, and the European Union relationship with the U.S.  is seen as basic to the values and interests of the U.S. and Europe. This relationship is too deep and supported by civil society and Congress, the Republican Party, and the Democratic Party, by large trade relationships, to be affected by temporary differences under any one administration. Even these differences are part of a larger debate that is part of dialogue on issues in a democratic society, sometimes raucous and loud, and could be welcomed and carefully channelled in constructive ways.     ...
