Anglo American responds to declining commodity prices and the slowdown in China with deep cuts of 53,000 jobs from its 151,000 workforce. Some of the jobs will be layoffs and other job cuts will be through sale of mines. In Australia mining employment is down 13% in the 2d quarter of 2015 over prior year. Anglo American plans to sell over a quarter of assets in the downsizing. BHP has spun off over ten mines into a separate company called South32. American Pittsburgh based company Consol Energy says it will no longer provide guaranteed health insurance to retired workers. Anglo American is one of the hardest hit companies. It had losses of $3 billion for the first half of 2015, and needs $1.5 billion in cost cutting to become profitable again.

The insecticide resistant dry season Stephensi anopheles mosquito has made its way from India to Africa through shipping routes. In India aggressive action on malaria is keeping it controlled. In Africa it was first detected in Djibouti in 2020. At the time in 2020 Djibouti was declaring an end to malaria only to find 70,000 cases by 2022. It has now spread to Ethiopia. Stephanie Nolan provides this report from Dire Dawa, Ethiopia, where it breeds even in dry season in water treatment places, open water and the country lacks India's resources to eliminate this threat to health.

Mexico is likely to move ahead with long term deep water oil exploration tenders in 2015, and delay tenders for shale and other oil fields. President Nieto's popularity has dropped to 40%, an all time low, reducing political capital. Other problems are staffing the agency that will put together the bid round, which will take time. The initial bids for 109 exploratory blocks and 60 production fields were earlier planned for 2015. Shallow water fields are likely to go first. Ford's plans for expansion at its manufacturing location in Chongqing, China, in 2012, will make this its largest manufacturing base outside of Michigan. An investment of $600 million for plant expansion will increase production capacity in Chongqing to 770,000 in 2014, from 350,000 today. The project has received government approval. Ford plans to introduce 15 new models in China by 2015, including a redesigned Ford Focus, which the Chongqing plant began producing in 2012. Ford plans to double the number of dealers by 2015 from 400 today. Ford sold 519,000 vehicles in China for 2011, a 7% growth from 2010. The market saw astounding growth of 46% and 32% in 2009 and 2010, but is rapidly decelerating with only 2% growth in 2012. Total sales in China were 18 million vehicles in 2011, making it the largest automobile market in the world.

Andrew Kramer reports from the front near the city of Mariupol in eastern Ukraine with signs of a breakdown in the second Minsk accord. Following the breakdown of the Minsk agreement of September 2014 by February 2015, with fighting around the town of Debaltseve, leaders of Russia, Germany, France and the separatist eastern regions of Donetsk and Luhansk met again in Minsk, Belarus, on Feb 11, 2015. This led to the second Minsk Agreement and a ceasefire. This agreement called for release of prisoners, a zone to separate the soldiers on each side, constitutional reforms for decentralization in Ukraine giving autonomy to the Donetsk and Luhansk areas, and monitoring by the Organization for Security and Cooperation in Europe (OSCE). Minsk II agreement is under strain as the economic blockade by Kiev, and separatist violations of the ceasefire, have created a tense situation by June 2015. The second Minsk agreement was reached under pressure from the U.S. saying it would send arms to the government in Kiev if Russia continued to send troops into Ukraine, and Germany seeking to avoid a further escalation of the conflict. In the background the U.S. and the EU continued economic sanctions on Russia, and the Russian economy suffered from a decline in oil prices as a result of Saudi pricing decisions....

Greg Ip in the WSJ says India is shifting towards  becoming an important partner with the US and the European Union in trade under the Modi government. This report reflects the situation upto 2021 and the changes in Indian and American perceptions during the pandemic. It does not reflect the rapidly evolving situation under president Biden.US president Biden and Jake Sullivan National Security Advisor see rapidly expanding US trade and investment in India. The recent Raisina Dialogue  brings together 26 countries- named after Raisina Hill in New Delhi where India's administration is located- in dialogue with Indian leaders. Finance Minister Sitharaman in an interview at Raisina Dialogue stated that Janet Yellen, US Treasury Secretary, was with her during a G-20 meeting, and Yellen called for friendshoring- foreign investment in democracies that respect the rule of law and provide the right conditions for investment. The right conditions are now being created in India, including infrastructure and logistics, trade practices, and assistance to foreign companies, to invest in Indian manufacturing. The conditions are being created for shifting significant number of manufacturing facilities to India in a complete redesign of the supply chain. A look at the period 1950-2015 in US-EU India relations says little of the newly evolving situation in trade in the way that looking at the US-EU China relations 1950-1990 during the Cold War would tell one little about how that relationship evolved in trade after 1990 in the 1990-2019 period for massive trade with China. The pandemic and the inflation from existing supply chain bottlenecks has led to a realization in US-EU that the existing concentration of manufacturing in one country  was a mistake and is a serious problem that needs correction.  This means an acceleration in the effort to build rapidly over the next 5-10 years a strong US-EU manufacturing presence in India for advanced technologies. India under prime minister Modi is creating the infrastructure and logistics for this to happen with large domestic investment, the help of Denmark's Maersk in port logistics, and from other countries.  Fo India manufacturing and infrastructure building is the only way to create the jobs needed to meet the aspirations of its young population. For the US-EU the redesign of the supply chain is the highest priority to cut inflation, remove potential bottlenecks, and provide a stable supply chain.    ...

Republicans have supported less regulation. After the 2009 financial crisis with faulty mortgages and excessive leveraging one would expect that there would be a shift among Republicans favoring necessary regulation of banks. This did not happen after the Obama administration failed to articulate a new culture after 2009 and lost control of Congress in 2010 by as much as 64 seats in the House 6 in the Senate, and in all demographic and income groups. The result was that the 2009 crisis changed some laws but not the culture of laissez faire that less regulation was better for the economy. It is left to president Biden to tackle this problem of culture and the Silicon Valley Bank clearly shows that the parts of the Republican and Democratic parties that support less regulation even where the regulation is essential for a good economy for workers and families, are self serving. No where is this culture of laissez fairre in its other manifestation in not planning for the US manufacturing base to be strengthened by government action more evident than in the way it has prevailed to turn a blind eye to not just sending manufacturing overseas, but over concentrating it in one country China with additional supply base from Japan into China. This is the challenge that the country faces- only if the culture or mindset changes will laws have the needed impact.  This report in the NYT shows that when president Trump appointed Randall Quarles to vice chair of banking supervision in 2017, Congressmen both Republicans and Democrats believed that less supervision was better for the economy. Democrats such as Congressmen Barney Frank were themselves part of the new culture when Frank joined Signature Bank's board in 2015, one of the banks that along with SVB bank caused the banking crisis of 2023. Its association with risky crypto assets is considered by the WSJ as being one reason the government decided to close it. Frank did not see this aspect of its risk insisting that the bank was in sound condition.  This culture is also manifested in its approach to the cost of living crisis and support for workers and families. The Biden administration sees the problem of culture and of clearly making the changes that create a new culture, and a new understanding of what is right for America, for its economy and for its role in the world, and best for its people.   ...

Much of India's relations with Britain as a colonial power, and the US as the first real democracy (defined in a new way without colonial interests) after Britain in the modern world, were set in the period when Gandhi mentored by Gokhale and Tilak in 1900 set the independence struggle of the 1930's and 1940's. Modi merely restored the Gandhian spirit with a development focus and honest administration. This enormous contribution of Gandhi revered by all leaders including Modi is a benevolent one recognizing the important and one might say virtuous role played by the US under Wilson and Roosevelt to colonized nations such as China and India as can be seen in the personal letter to FDR written in the 1940's by Gandhi. There are two defining relations of the US, the first related to its founding as a British colony and a war of independence fought with the help of the French. And the other related to Asia, to Japan, China, and India as they modernized in 1900-2000. Of this the relationship with the most ancient of ancient civilizations in India is the dominant US relationship in 2025, because it unlocks the mysteries of westernization without the religious ethos of Buddhism in an imperialist Japan and now expanding Communist China. This religious ethos of China, Japan and Vietnam lies in Indian soil and in the ethos of the Indian people, and where Gandhi drew his inspiration. From this ethos comes the idea that India as a true friend of America and a Europe (that includes Russia) cannot ignore the devastation of Ukraine and inadvertently find itself a participant through its purchase of Russian oil at $119 billion a year (even when China under a expanding Communist government purchases Russian oil at $136 billion a year). The cost of the war is about $213 billion in a Russian wartime economy which also hurts the Russian economy and the cost of living through inflation for the Russian people. India will seek to do some soul searching and find the right path Gandhi would hold on to for Britain, America, and rest of Europe including the Russian people. ...

Climate change study from Potsdam Institute for Climate Impact Research in Germany published in Nature magazine retracted in December 2025. The study is an example of how such research when not done right can misrepresent situations leading to policy errors. Policy error under such misrepresentation can lead to errors such as a policy that excludes adjustments and a dual response to climate change and cost of living crisis attacking both on two fronts necessary today so soon after a disastrous pandemic and people living in scarcity not able to meet heating bills. What happened is that the study made predictions for 2100- which is impossible to do. Studied 1600 regions in the world. Showed decline of economic output by 62% in 2100. Did not mention that excluding Uzbekistan would make the reduction in growth 23%. It shows how overzealous work in one direction or the other can actually hurt the fight to address climate change and also tackle everday concerns like cost of living crisis. Recent reports in WSJ show how the approach of single focus has hurt economic growth in Germany and hobbled its industries. Other reports show how deprived and less deprived areas in the UK (also in the US) sit by side showing how decades of neglect of manufacturing and outshoring of factories have destroyed jobs and destroyed communities across Europe and the US, making them open to scourge such as fentanyl in the Nation's neighborhoods, and creating a climate of despair that feeds into other fears. Such as the fears of the surge of illegal migration promoted by traffickers and the influx of drug trafficking gangs in the Nation's neighborhoods. Such reports are then used by the World Bank and the Congressional Budget Office and central banks of 90 counties in the coalition Network for Greening of the Financial System, leading to distortions in policy actions, destroying the social consensus needed among wide sectors of the population in democracies in the EU and US and worldwide to address climate change and cost of living crises.  Leonie Wenz, from the Potsdam Institute for Climate Impact Research in Germany says-“We broadly agree with the issues raised, and have made corrections to the underlying economic data and to our methodology to address them. These changes are too substantial for a correction of the original article in Nature.”   ...
