A new test for Prostate Cancer, a test with high accuracy being developed in Britain- in it are proteins shed by prostate tumors in urine are tested.  This test is planned with testing of 200,000 people in Britain with funding of 42 million pounds. It has 0.92 accuracy compared to 0.62-0.75 for the conventional PSA Test. This test tests a different set of proteins. PSA Test is known to have false positives and is not accurate. This will revolutionize the testing for prostate cancer, one of the main cancers affecting men.

DW.com looks at why India is facing a oxygen shortage. Most oxygen manufacturers are in the east of the country and most of the coronavirus infections are in the west and north of the country. India normally produces 7000 tons of oxygen a day, which is being ramped up to 9000 tons a day and airlifted or sent by rail truck express trains to the north and west. German military aircraft are on the way to India on Wednesday May 5 that have on board a oxygen generating plant that can produce 400,000 litres of oxygen a day. Germany's ambassador to India says German aid is making a difference.

The oil companies are affected by low oil prices of less than $20. Shale oil companies in America are the worst hit unable to operate at prices this low. The oil deal negotiated by president Trump to get initially 9.7 million barrels a day off the market and with other cuts in supply from Venezuela and Iran about 20 million barrels a day, has not taken the pressure off oil prices, as demand has fallen off even more by over 30 million barrels a day.

Biden is skeptical about the Trans Pacific Trade Agreement negotiated by president Obama and has concerns for the protection of American labor. There is a sense that such trade agreements are not in the American interest of reviving its manufacturing base. Trade negotiations with China are to be conducted from a position of strength. To do this president Biden wants to consult closely with Australia, Europe, and Japan before proceeding with trade talks. For these reasons trade talks are a lesser priority for the Biden administration.

Of the estimated 14,400 candidates for provincial elections in Iraq, about 4000 are women. And security improvements have enabled women even in Basra to stand up for elections. In the current Iraqi constitution there is amandate for 25% of seats in Parliament to be reserved for women, but there is no such provision for provincial elected parliaments. This does not imply that years of lack of representation in the last 50 years under dictatorships, and the rule of religious parties and militias, is going to be easily overcome. Many qualified women simply don't want to risk standing for election because of threats to their safety and the male dominated culture that prevails. Its the courageous ones who are standing. The hope is that women can also put adent in the deep corruption that prevails in government and bring a new perspective and better representation of society.

At the end of September Deutsche Bank had $23.9 billion in tangible net worth, which is shareholders equity after stripping out intangible assets. Prof. Cochrane of the University of Chicago goes over the Federal Reserve's new "Enhanced Prudential Standards and Early Remediation Requirements" for big banks. He finds serious shortcomings in the Fed's proposals to regulate the largest banks. He points to the proposal that puts less than one dollar at risk for every 10 borrowed dollars as ridiculously low, and says the Fed is admitting it really does not know how to correctly measure and regulate credit exposure in today's banking system. The Fed's remediation requirements are basically ways to get regulators to take action early with "triggers," because regulators were slow to act in the last crisis. This is down to regulating the Fed, not the banks. As stated in recent editorials in the Journal, and supported by Daniel Tarullo at the Fed, the best way to protect the financial system is in having capital reserve requirements that are high enough and reliable enough for a crisis.

Signs that Turkey's economy is growing and consuming beyond its capacity. The current account deficit is now at 8%, and foreign credit is helping finance the boom. General purpose consumer loans are growing rapidly- at 42% in 2010, and at 61% on average from 2005 to 2008- according to Standard Unlu, an Istanbul based investment bank. Banks are known to send text messages to borrowers if they qualify, so that the money can be picked up at the bank branch. Turkey has gone through two boom bust cycles- in 1994 and in 2001. The central bank of Turkey has increased the level of interest free deposits banks must keep at the central bank, a move designed to reduce lending. However Turkey's younger generation of consumers are on a spending binge, and access to personal loans is easy. Signs of an asset bubble are easy to find. A 24 acre plot in Istanbul's city center sold for $33.3 million.
