Brazilian central banker Fraga offers his views on the debt crises and high unemployment facing the eurozone and the U.S. He says that a system where losers don't pay or have the rules set in a way that they don't pay is both inefficient and extremely unfair. This is something that people don't accept for long. About markets he says they operate well when the regulatory system is working well, with both going together. On business cycles he points out that there is no way to get rid of the business cycle or the downswing and just have the upswing only- this just ends up being a delusion.

Experts view the behaviour of 10 year Treasury yields at different periods following the 2008 financial crisis. Twice in early 2010 and early 2011 there were signals that the economy was not so weak before faltering, each time 10 year Treasury yields went up to 3.75-4% before going down to the 2.24% level. This situation appears to be happening again in 2012 with rates dropping in the first quarter to between 1.82%- 2.11%. The yields on 10 year Treasury jumped again, this time to 2.39% on March 19, 2012, as the eurozone crisis fears and U.S. economic growth fears subsided for the time being.

U.S. companies with international operations or exports are seeing lower profits in 2015 with the surge in the value of the dollar, as it approaches parity with the euro currency in a short period of time. At the same time the dollar has surged to 120 yen to the dollar. The currency shifts are part of a new global dynamic in which the eurozone and Japan increase competitiveness and exports to boost their economies, fend off deflation, and help return the global economy to a sustained growth phase. The IMF in its 2012-2013 Global Economic Outlook Report presented at its annual meeting in October 2012 estimates global economic growth of 3.3% in 2012 and 3.6% in 2013. This is a drop of 0.2% for 2012 and 0.3% for 2013 from its earlier forecast in July 2012. Under the IMF definition the global economy GDP does not have to decline for a recession. Advanced economies growth estimate is 1.3% in 2012 and 1.5% in 2013. Emerging market economies growth estimate is of 5.3% in 2012 and improving to 5.6% in 2013. Specifically for the eurozone growth estimate is decline of 0.4% in 2012 and 0.2% growth in 2013. U.S. growth is estimated at 2.2% for 2012. China's growth rate is estimated at 7.8% in 2012 with a growth uptick to 8.2% in 2013 as a much smaller stimulus than the one in 2009 kicks in. This will help commodity exporters like Brazil, Australia, and Canada. Two surprises are Brazil's growth with a significant improvement to 4% in 2013 from 1.5% in 2012 because of sharp interest rate cuts and improving demand from China. The other is India which is expected to show a significant slowdown with a growth estimate of 4.9% as the government faces what the Kelkar committee report calls "a perfect storm" of a large current account deficit and a budget deficit, and failure to attract foreign investment. Growth in Japan is expected to slow to 1.2% in 2013 from 2.2% in 2012 as the government imposes a sales tax increase to reduce its deficit. ...

Alexis Tsipras, leader of Syriza, Greece's second largest party, is interviewed by WSJ's Bret Stephens. Tsipras describes the problems inside Greece. He describes the bribery in healthcare, tax evasion, burden of taxes on the middle class and honest citizens, a large and inefficient bureaucracy. In its current state Greece would build up debt and deficits all over again if the debts were forgiven tomorrow, says Tsipras. He is for Greece remaining in the eurozone. Tsipras understands the problems Germans have with putting money into Greece with the current state of economic management and lack of conscience of its elite, and why they see this as not fair. He suggests as a model for solving the Greece debt crisis, the London Conference of 1953 forgiving half of Germany's debts and putting the rest on a 30 year scheduled repayment. This would have to come with results in cutting bureaucracy, reducing corruption, and efficient tax collection for Greece democracy to work.

E.U. leaders reached a new agreement for solving the debt crisis in Greece and the broader eurozone debt crisis. This time an effort was made to come up with a solution that had some chance of working unlike earlier efforts. Earlier efforts that concentrated on austerity and burdened Greece and other countries in the debt crisis with higher interest rates came under severe criticism as unworkable. The result was higher unemployment, a shrinking economy, higher debt to GDP ratios, and contagion effects. The new plan commits to getting Greece on the path to growth. The European Financial Stability Facility will have powers to buy Greek bonds at their value in the secondary markets which means Greece would owe less to the EFSF, bringing down Greek debt. Greek debt maturities are to be extended over many years and interest rates lowered, with similiar actions for Portugal and Ireland. And private bondholders were given the option of taking 20% less on their bonds or extending the maturities of the bonds at lower interest rates. In return the bonds would have guarantees for repayment by the E.U. so that the private creditors would limit their losses. The draft document of the agreement says all the E.U. countries would commit to fiscal discipline....

German chancellor Angela Merkel arrived for a meeting of eurozone leaders in Brussels on October 23, 2011. She said: "I believe that now we have reached a more realistic view of the situation in Greece and that we will provide the necessary means to be able to protect the euro." Germany has insisted that bondholders take writeoffs of between 50-60% of Greek debt so that Greece would have sustainable debt. A review of Greece's debt by the European Commission in coordination with the ECB and the IMF shows that Greece's debt situation is totally unsustainable and will require a bondholder writeoff of around 60%. according to that report a 60% writeoff for bondholders would be required to bring Greece's debt below 110 percent of GDP by 2020. This has supported the German "realistic" view and Jean-Claude Juncker of Luxembourg, who heads the euro group of finance ministers stated that "we agreed yesterday (Friday, Oct. 21) that we have to have a significant increase in the banks' contribution." France also backed away from the plan it was supporting for the European Financial Stability Facility (the fund established to lend to troubled countries) to borrow from the European Central Bank, something Germany opposes. French finance minister Francois Baroin, said the issue was "not a definitive point of discussion for us,... what matters is what works." The Dutch support the Germans on these issues and Dutch finance minister, Jan Kees de Jager, said the use of the European central bank was "no longer an option." Options being considered are for the European Financial Stability Facility to offer insurance against a portion of losses on Italian and Spanish bonds....

Simon Johnson, former chief economist at the IMF, and Peter Boone of the London School of Economics, compare the trip made by Jean-Claude Trichet of the European Central Bank and Dominique Strauss-Kahn of the IMF to Berlin to meet Chancellor Angela Merkel and the German Parliament around April 29, 2010, to the trip Treasury Secretary Paulson made to the American Congress in September 2008. The seriousness is of that magnitude. The crisis is that big when you consider that it affects a number of eurozone countries, and the design of the euro currrency system in which Trichet and Strauss-Kahn were involved from the French side has some serious flaws in that it allows boom zone countries to overborrow and overspend. There is no way to resolve the situation through currency devaluations and other measures. Ultimately the cost will be similiar in the range of $1 trillion, say Johnson and Boone. The money would have to come from the G-20, and the IMF would have to represent the G-20 in negotiations with the ECB, the EU and Germany. The euro would have to be devalued and its value go back to $1 which is close to where it started. Eurozone bonds would have to be sold to finance the recovery, and countries that buy these bonds would then hold a proportional asset at the ECB. Johnson says Strauss-Kahn does not have what it takes to make the tough actions happen. His aspirations to run for President in France create a conflict of interest. A replacement is suggested in the Governor of the Bank of Canada, Mark Carney....

"Kurzarbeit" job preservation programs incorporate an idea that workers make up for less pay when a company is doing well by being paid and on the job when a company is doing poorly, leading to job preservation benefitting the employee and skills preservation benefitting the company. In 2013 in the throes of the eurozone crisis France passed a labor reform law and committed to improving competitiveness by adopting some ideas from its close neighbor and partner in the eurozone experiment, Germany. But experts say little has changed. France's unemployment is at a high of 10.4% in the third quarter 2014, according to the French statistics office Insee, with little prospect of economic growth in 2015. What happened? A report commissioned by the French and German governments from economists Jean Pisani-Ferry and Henrik Enderlein, says job preservation agreements in France are too strict and ineffective. Half a million more people are without jobs in Dec. 2014 compared to May 2012 when president Hollande took office. Insolvencies in France are 35% higher in 2014 than the average between 2003-2007, for Germany 31% lower, according to credit insurer Euler Hermes. Just in the 12 months to Sept 30, 63,000 companies in France were declared insolvent. Job preservation agreements have failed because other changes in the legal system are needed. Currently a company must prove to an employee council why it is reducing wages in a downturn. A small group of employees can still reject the agreement and ask for severance packages, leading to layoffs. Moritz Schuller of Tassspiegel writes a moving story in BBC News about Helmut Kohl, former chancellor of Germany, who died at the age of 87. Kohl helped bring chancellor Merkel to prominence by appointing her to positions in his government, first as Minister of Women and Youth in 1991, and then as Minister for the Environment in 1994. The two developed a bond that lasted. Merkel said on Kohl's 85th birthday -"Germany has much to thank him for."  Schuller presents a different side of Kohl in this article. There is this Kohl who had this tactical grasp of events as the Berlin Wall fell and German reunification was within reach. Who had this warm touch with other leaders, including a special relationship with French president Mitterand that advanced relations between the two countries. Yet he also describes the Kohl who was forgotten after being pushed out of office in a donations scandal. The rush to setup the eurozone currency and expanding it without the needed financial arrangements were seen by Germans as a weakness coming from the Kohl years in office. By 2008 Kohl had a debilitating fall and by this time was forgotten by Germans. Close to the end in 2014 at the Frankfurt Book Fair to present a book on his own view of the events of 1989-90, Kohl was seen as a frail figure, in a wheelchair and unable to speak much. ...

Christian Ude, the mayor of Munich from the Social Democrats party, says the Christian Social Union's (CSU) hold on power in Bavaria is likely to be challenged in coming elections. One of the reasons for this is that people are moving to Munich from all over Germany because many companies are hiring. Siemens, Audi, BMW and many Mittelstand companies are based in Munich, and unemployment is the lowest in Germany. The CSU, a partner in Merkel's coalition government, is particularly critical of measures to aid Greece, and steps taken by the ECB to buy the bonds of Spain and Italy to reduce borrowing costs, making it difficult for Merkel to provide flexibility in her negotiations with other eurozone countries.

France's public finances and how this affects the strength of the euro-zone package of 750 billon euros to support eurozone countries facing financial crisis. France has a ratio of government debt to GDP of 80%, with BNP Paribas forecasting it to go up to 90%. France's budget deficit is forecast at 8% for 2010. And with high taxes it is risky for President Sakozy to raise taxes. The government's target is to cut the deficit to 3% by 2013. Part of the plan is to close tax loopholes, unwind stimulus spending, and to address the social security deficit. Weakened by poor midterm election results and facing strong unions, Sarkozy's options are limited.

The loan-to-deposit ratios on average for European banks of over 110% are much higher than the average in the U.S. of about 78%, according to analysts. The loan-to-deposit ratios for Spanish and Italian banks are much higher, with 160% for Bankia. If Spain leaves the eurozone and places a moratorium on loan payments the Greek loans on the books of France's banks in Greece would be in default, especially Credit Agricole. The French banks would suffer an estimated loss of 20 billion euros, and German banks 4.5 billion euros. German banks have been more aggressive in reducing their loan protfolios at risk than French banks during 2010-2012, hence their smaller exposure.

The $125 billion rescue package adds 10% to Spain's debt, increasing it to 90% of GDP, say analysts. Fitch Ratings says, Spain's debt would reach 95% of GDP in 2015 even if it uses only 60 billion euros of the rescue package to recapitalize banks. An earlier forecast by finance minister Luis de Guindos put the debt to GDP ratio at 78% for 2012. The lack of the architectural underpinnings for a common euro currency such as deposit insurance and guarantees for deposits at eurozone banks, and the fiscal supervision of banks by a European financial authority that goes with it, has resulted in the continued lack of confidence in financial markets after the rescue package.

About 700,00 depositors in Spain's banks, including Bankia and regional banks, converted their deposits, including life savings, into high yielding preferred shares in the last decade. The banks raised about 22 billion euros to help recapitalize. The sharp decline in value of the shares made it impossible for depositors to resell them. After the eurozone crisis with EU aid to Spain to recapitalize banks, the EU stated the depositors would have to take some losses. Now the two main parties, the Socialists and the Partido Popular are passing legislation to compensate the depositors after angry protests throughout Spain. Banks will use part of the 37 billion euros of loans from the EU to settle the arbitration cases.

So far the Italian government has already recovered $15 billion for 2011 in its fight against tax evasion. The fight includes an advertising campaign depicting tax evasion as anti-social activity and vigorous enforcement by tax officials and the financial police. Italy has already banned cash transactions to reduce possibilities for evading taxes. This problem is severe in Italy because the underground economy is about 17.5% of GDP. An estimated $150 billion is lost to the Italian treasury from tax evasion. As a result Italy has a chronic budget deficit problem and is not able to make necessary investments in improving competitiveness to keep up with other countries. This may be one of the lasting achievements of the new administration of Mario Monti, along with its efforts to change the way the public thinks about other issues including labor laws that place large burdens on small companies in hiring practices. Italians sense the need to change the way they think about taxes because this is one way to reduce the burden of austerity measures- higher tax revenues could enable lowering taxes. It would also enable investing in improving competitiveness that would the economy grow and provide the jobs to reduce the high unemployment rate among young workers. One of the lasting positive aspects of the eurozone crisis is the change in the way the people and society think about many issues....

Difficulties facing Britain which depends on continental Europe for exports and would be affected by whatever happens in Europe, and yet is reduced to being on the sidelines. This comes at a difficult time for the Cameron government, which is a coalition of Conservative party members who are euroskeptics, and the Liberal party members who are the most europhile of the the three major British parties. Sarkozy and Merkel have made clear that they would move ahead with a closer fiscal union within the eurozone, no matter what Britain's views are. This leaves David Cameron's government to what Labor leader, Ed Miliband, called "handwringing," as Britain can do little about the future direction of the EU. Cameron is able to please backbenchers in parliament from his party with talk about protecting British interests, but has no neotiating leverage, according to Steven Fielding, director of the Center for British Politics at the University of Nottingham. Britain may also have antagonized European leaders. Sarkozy said about Cameron and British government views: "You say you hate the euro and now you want to interfere with our meetings." This also happens as Britain faces rising unemployment, and deficits larger than anticipated after austerity measures taken by the Cameron government....

As the ECB reduces its monthly purchases under its QE program to 60 billion euros from 80 billion euros starting in April 2017, the initial market reaction was that quantitative easing was going out. This says Barley is not the case, and markets are overreacting. The ECB is now ready to buy bonds yielding less than the deposit rate. The ECB promised to extend purchases to Dec. 2017 or further. Look deeper says Barley and ECB forecasts headline inflation at 1.7% in 2019, less than 2% target. So continued QE made sense but at a lower pace. In the end it is the flow that matters not the stock of purchases, says Barley.

Credit Agricole says 4th quarter 2011 losses will be 3.07 billion euros. It is one of three French banks hit hard by the eurozone financial crisis, especially the crisis in Greece, because of investments in Greece. Conditions at the bank reflect the overall restructuring process underway at French banks, as part of an overall restructuring in the eurozone financial crisis. The delaying of aggressive action in reducing Greece's debt to a manageable level by the EU and the ECB, was part of an effort to give French and other European banks time to absorb losses on investments in Greece. Credit Agricole has now increased its provision for losses from Greece to 74% from 60% of nominal value. It has also increased the cover rate for bad loans at Emporiki Bank Greece to 54%. Emporiki was acquired in 2006, only 2 years before the financial crisis. Its total losses in Greece for 2011 add up to 2.4 billion euros, according to the bank. Credit Agricole also made writedowns on its stake in Spain's Bankinter SA for 617 million euros and Portugal's Banco Espirito Santo S/A by 364 million euros. Overall debt reduction planned for the 18 months ending in Dec 2012 is for 50 billion euros, to reduce financing needs and improve capital buffers. The bank's core Tier 1 ratio of good quality capital including equity and retained profit is at 8.6% as of Dec 2011. Job cuts of 2,350 are planned for global operations, including 1,750 at the corporate investment bank, and dscontinuing of equity derivatives and commodities trading. Shares of Credit Agricole lost about half their value in the last 12 months. It is 55% owned by 39 French cooperative regional banks, and it owns 25% of these banks....

With 3.7 million workers in the informal economy Italy is one of the worst hit European countries. Italy's south, including Naples and its capital Campania is one of the hardest hit. Italy's lockdown ended May 18, with some restrictions. Affected worst are small business owners such as shopkeepers, restaurant owners and market vendors, also hit are workers employed in tourism and entertainment. The Italian government has made a 600 euro emergency payment to self employed or part time workers, and 12 million workers have applied so far for these payments, about half of the workforce. A new payment by the government will cover workers in the informal economy with a55 million euro additional aid package by the government of prime minister Conte. Italy's economy will decline by 9.5% in 2020, exceeded in Europe only by Greece. The country is seeing a further erosion of the lower middle class after the difficult period following both the financial crisis of 2008, the eurozone crisis, austerity cuts which hurt people across southern European countries, Spain, Portugal, Greece, and Italy. It is also true that Italians came together during this difficult period in a way not seen since World War II and prime minister Conte provided much needed leadership for Italy, with growing confidence in his leadership. This provides a new sense of hope that Italy can come to grips with many problems it has faced in the last 2 decades, similar to that in other parts of Europe where investment in  infrastructure and manufacturing has fallen behind. ...

EU leaders, the ECB and the European Financial Stability Facility, in negotiations for a "selective default" for Greece. The ECB is persuaded to accept a selective default, with one option being to protect ECB from losses by the EFSF buying 50 billion euros of Greek bonds at cost price. Another concern of ECB about contagion is being addressed through a statment that this is designed only for Greece because "of its exceptional situation." A draft document under discussion by EU leaders has a plan for cutting the interest rates on Greece's bailout loans from 5.5% to 3.5% and doubling the repayment period to 15 years. EU officials see giving Ireland and Portugal the same interest rates on their bailout loans. The high interest rates and the shorter maturities made earlier plans unworkable. Private investors are encoraged but not required to exchange their old Greek bonds for new bonds with maturities of upto 30 years. Also being discussed is a buyback of Greek bonds at a heavy discount to face value at which they are trading. EFSF will also get new powers to make bailout loans on a precautionary basis. EFSF would also have powers to lend to eurozoe governments to help recapitalize banks and buy back bonds from other countries....

Speaking to the Council of Foreign Relations in New York on Sept 26, 2012, Italy's prime minister Mario Monti showed his willingness to stay on as prime minister if the April 2013 elections lead to no clear winner, though he said he hoped there was a clear winner. Polls in Italy show established parties are being overtaken by newer parties with austerity measures and cases of corruption in Berlusconi's People of Freedom party. The result of voter dissatisfaction could be a fragmented vote between a number of parties across the political spectrum. Because the leadership of Monti in making the changes to restore Italy's competitiveness and economic growth is a necessary element of stability in the eurozone, this is considered to be very important for capital markets.

How will posterity view Angela Merkel. As she ends a fourth term this BBC News report says it will remain a contested legacy. Much of what went right has already been written. A woman, a pragmatic scientist who hewed to the center not just as a scientist but with a knack for politics. Much of her early period in office was one in which she had to tackle the eurozone crisis. The euro's weakness had its roots in the way Mr Kohl allowed eurozone membership for countries such as Greece without adequate entry requirements. Some of the other problems were also left behind by an overzealous mentor Helmut Kohl who pushed for German reunification that never really happened in terms of bringing all east Germans into the idea of the Federal Republic. These problems in a neglected eastern part of Germany around Dresden were never tackled by Merkel. They were social issues that Merkel's pragmatic thinking failed to grasp. Letting in migrants from Arab and African countries was a move that Merkel made without realizing the full implications. This policy was reversed but led to the emergence of extreme right wing sentiment in parts of the country. It is left to a future German leader to tackle the social and economic disparities that affect Germany today. As time passes people reflect and a more careful view prevails. Dr Rudiger Schmitt-Beck reflects this when he says that the Merkel years were about  a bizarre mix of modernization and backwardness. Merkel rejected nuclear energy after the events at Fukushima nuclear plant in Japan. As a scientist she was able to tackle such issues. Yet on the major social issues of the day Prof. Schmitt-Beck of the University of Mannheim, says she left Germany "grotesquely behind"- on child care, climate policy, digitization, infrastructure building, on demographic change. These are the issues that the Social Democrats and the Greens are standing up for today. Ironically Merkel may be remembered more for something that is not even mentioned in this BBC report. This is the European solidarity shown by action to financially support all EU countries including Italy with EU funding during the coronavirus pandemic.  This may be her biggest achievement because it will be lasting. Without it Europe would not be the better place it is today, resilient in the face of the pandemic.  Seen from outside Merkel will be seen as a German leader who failed to see the potential for India and other Asian countries with almost twice the population of China. Fascinated with 13 visits to China she studied Chinese history, politics and economics, says the WSJ. And did too little to balance Germany's close business and trade ties with China, with efforts in India and other countries. Seen from America as pointed out in the WSJ front page on September 23, Merkel made no effort to rebuild US relations with the Biden administration after the tumultuous period under presidents Obama with spying on her phone and with Mr. Trump over the EU's participation in NATO defense. She seemed resigned to a view that America had seen her best years, a belief that today does not exist anywhere in America. US president Biden's first phone call to Merkel was put off for a few days says the WSJ, and Merkel continued to build close ties with China, ignoring the fact that this was a new administration closer to that of presidents FDR and Harry Truman who did so much for Germany. And a president very different than any of Biden's five predecessors. ...
