Japanese prime minister Kishida joins president Biden in deciding not to run again with low popularity ratings and cost of living concerns of the public. The LDP administration of prime minister Kishida put through a $100 billion investment package to revive the economy in November 2023. In the first quarter of 2024 the Japanese economy GDP growth suffered from a 0.7% decline. Japanese prime minister Fumio Kishida of the LDP party popularity has remained at around 25% and Kishida has decided not to run again for prime minister. His term expires in 2025. A new LDP leader will be elected. This report says growing voices in the LDP party persuaded Kishida not to run and have a new leader. Neil Irwin of the NYT provides some positive news on U.S. housing. Access to housing at affordable prices is improving as more home are built at the lower end. In July home buyers bought single family houses at the annual rate of 654,000, highest since 2007, according to government reports. This is an increase of 31% over 2015. Builders are building new houses at the rate of one million homes a year every month since April 2015. Census Bureau report shows median sale price at 294,600 for new homes in July down from $310,500, largely because more homes are being supplied which is good for first time buyers. And home price increases are moderate, about 5% a year for the last 2 years, based on S&P/Case Shiller home price index composite of 20 cities. The home ownership rate is now at 62.9%, and though this is down from 69% in 2016, this is close to the 63-64% that prevailed during the period from 1965 to the eighties.  It could move higher as the economy improves and supply at the lower end increases further, but other factors are present such as delaying buying a house as student debt has soared, or not buying at all because of lack of affordable prices. Investment in housing is likely to increase- at 3.8% of GDP it is still below the 4.6% average since 1947.   ...

The steep declines have caused a shock for OPEC and non-OPEC producers. A price decline of this magnitude may not have been anticipated by the Saudis, and there are divisions among Saudi officials and in the royal family about whether such steep cuts are best for Saudi Arabia. The price per barrel of oil for each OPEC country to balance its budget varies widely, according to IMF and IEA, WSJ, sources. For Saudi Arabia this estimate is $106, Iraq 101, for Russia $98. The Saudis have $750 billion in foreign currency reserves. At the high end are Libya at $184, Iran at $131, Algeria $131, Nigeria $122, Venezuela $117. The UAE is at $77, Qatar $60. The WSJ's Paul Sonne gives this exceptional account of how Russians are coping in the economic crisis of 2015-2016, with the twin shocks of the collapse in the ruble and the collapse in oil prices. He does this by looking at the Kaluga region, a provincial city 110 miles south of Moscow that has benefitted from large foreign investment to meet the needs of 20 million consumers in the Moscow region. The governor of Kaluga since 2000, Anatoly Artamonov, worked hard to attract foreign investment that includes VW, Volvo AG, Continental AG, Lafarge, Samsung Electronics, General Electric, and other companies. He ran a collective in the Brezhnev era, and now is energetic in meeting needs of foreign investors. Karmanov says it is stupidity to not say he is talking to business people in other parts of the world because of the political climate in the country. About 42% of the industrial output in Kaluga comes from the foreign automobile plants, including VW. The automobile and light commercial vehicle production in Feb. 2015 dropped by about 39% compared to Feb. 2014, according to the Association of European Business estimate. Only 40% of autombile production cost from assembly lines is sourced locally, the rest is imported at the new value of the ruble which has fallen about 50%, leading to higher prices and slumping demand. Ordinary Russians are feeling the effects of the crisis with higher prices. Consumer price inflation in Feb. 2015 was at 16.7%, with 23.3% increase in food prices. High interest rates to prop up the ruble meant cutting off access to credit to finance consumer purchases. An 8% drop in real wages in Jan. 2015, according to Capital Economics, added to pressures on consumers. With the political and economic crisis following Russia's Ukraine intervention foreign investment in 2014 declined to $18.6 billion in 2014 compared to $61.5 billion in 2013, and the EBRD bank cut financing with the sanctions....

After 2 years of the pandemic's devastating effects on health, governments around the world decided to protect ordinary people from the effects of higher prices for staples and food with the increase in inflation. This WSJ report takes a detailed look at different countries and how they after coping with the effects on total debt and debt servicing needs of moves such as subsidies and tax cuts. The situation is exacerbated by the Ukraine war which affects wheat exports from Ukraine and Russia, and the high oil prices as a result of the war. The effects shown by country are- China- consumers are protected from high oil prices by regulated retail gasoline prices. As oil prices keep going up state owned refineries will bear a disproportionate share of the burden of high prices. India- The government has set aside $40 billion in aid as subsidies for oil and fertilizer. This will support farmers and consumers for fiscal year to March 2023. It will make it harder to cut the budget deficit from 6.9% of GDP to 6.4%. Pakistan - A subsidy of $1.5 billion was given for diesel, gasoline and electricity by the Imran Khan government. This did not have IMF approval and talks are taking place on the IMF program between the government and IMF for it to continue. Rampant inflation has led to reduced popularity of the Imran Khan government. Argentina- A new program to refinance $44 billion in debt with IMF assistance is being affected by the subsidies for oil and electricity. About 800,000 tons of grain are being diverted to the domestic market from exports. Agricultural producers such as Argentina have better protection from higher food prices. In Argentina 40% of the people are living below poverty and the country has 50% inflation.  Malaysia and Indonesia- Both countries are exporters of commodities and higher prices could provide additional revenues to meet higher import prices, says the WSJ. Egypt- higher prices for wheat imported from Ukraine and Russia where Egypt gets 70% of its wheat needs have increased cost of subsidies by $1 billion. Kenya- Fuel subsidy costs will increase by $500 million over 2 years. Europe- In France 400 million euros relief package and in Spain 500 million euros relief package for energy price increases. In Germany cash payments to taxpayers, heavily discounted transportation tickets, and price caps on gasoline and diesel.   ...

With gasoline prices at $4.66 a gallon, $1.45 higher than the national average California governor Newsom is accepting a change to slow the transition to alternative fuels. Many refineries in California are planning to close. Relations between Chevron and the state government are improving but there is a long way to go to make a smoother transition to giving price relief to the public with the declining production in the state over two decades. In 1990 California oil production was at about 900,000 barrels a days by 2000 this had dropped to 700,000. By 2025 about 300,000 barrels a day.

Saudi Arabia's strategic moves at the OPE pricing meeting in Nov. 2014. Saudis push for keeping the production levels as they are, not making any cuts. Analysts say the Saudis are aware other OPEC countries and other producers outside OPEC such as Russia, are not likely to make cuts in production as they face severe budget constraints- especially Venezuela, Iran, Russia. In this situation they have decided to take a wait and see approach to see where prices are headed in coming months. A price of $60 for Brent crude is likely to lead to cuts, according to some analysts.

Opinion polls in late July 2015 showed Syriza with support of 33% from Greek voters, well ahead of other parties. After accepting the third EU bailout following a "no" vote in a referendum in early July, prime minister Tsipras still remains popular in Greece. On August 20, Tsipras announced snap elections to win a new mandate to implement the program of cuts that enabled Greece to get 96 billion euros in the third bailout program. Some members of his own party remain opposed to the bailout, and Tsipras relied on opposition parties support to get approval of the bailout in the Greek parliament.

A study and analysis in the One Earth journal for climate change action shows oil companies owe about $209 billion annually to pay for damage caused from climate change. The leading companies accounting for about 10% of global emissions are Gazprom and Saudi Aramco. These companies have benefited greatly from the oil price surge. The US and European oil majors who also have profited greatly from the oil price surge come next. Further distorting the effects of wars, financial crises since 2010, the war in Ukraine creates price surges from which oil companies benefit while the vast majority of people in the world are affected by a cost of living crisis made worse by higher energy prices. This is what is important to keep in mind as the US under president Biden prepares to play a leadership role in correcting these unneeded and bad distortions on how it affects the lives of workers and families in the US and Europe, as well as in Asia, Latin America, Africa. ...

Southwest hedged against oil price increases and has hedges through 2009 at $51 a crude oil barrel. This has proved to be a smart move as it has provided Southwest with a hedge worth over $2 billion with most of the hedges value being realized over the next 2 years. Airline fuel costs are substantial and evey dollar increase in the price of crude translates intoa $80 million increase in the fuel bill for American Airlines. The hedges for the first 9 months of 2007 cost Southwest about $42 million, so its surprising that other airlines, United, Delta, American, Jet Blue and Northwest did not hedge against rising prices. Maybe they thought that at prices of $52 at the beginning of this year why hedge if prices go down to $40. Or they were too distracted by looking for merger options, or pricing options or other things. What will happen now if oil prices keep climbing? Can airlines raise fares. Yes but revenue per mile is'nt going up significantly as the mix of seats changes with price increases, more of the lower priced seats are sold than the higher priced ones and revenue per seat has not improved. For example even in an environment where 6 industry fare increases ocurred in the 3rd quarter Southwest average ticket price for that period was $105.37 only 62 cents higher than the previous year. Southwest now hopes to gain in this cycle as the other airlines may scrap some routes or ground some planes and Southwest can expand in those areas. ...
