Manek Chowk, the public market in Ahmedabad, India, where street vendors find jobs in the informal economy. The informal economy provides most of the jobs in countries like India and Brazil. They could be street vendors, rickshaw drivers, workers doing textile stitching work and being paid by the piece, and so on. Ahmedabad has 55,000 richshaw drivers, 70,000 street vendors, 70,000 construction workers, and 45,000 rovish trash collectors and recyclers. Most of the city's once prominent textile mills have vanished or are rotting. If Ahmedabad makes it through this difficult period with job losses in India, its because of a thriving local informal economy. It may not provide what a regular job provides, but it helps people feed their families and they are happy to make it through the tough times. And even in the better times the jobs just do not exist in the proportion necessary in countries like India and Brazil. Consider this. Between 2000 and 2005, the number of formal jobs in India stayed flat at about 35 million, while informal jobs grew 17% to 423 million, according to the Indian government. These are the most recent years for which information is available. Economists say the creation of formal jobs may have picked up after 2005, but not by much. The situation is like this all over much of Africa, Asia and Latin America. And as companies layoff formal workers in favor of cheaper employees part-time and without benefits, the importance of the informal economy grows. In Ahmedabad the rights of these people are protected in the case of women by the Self Employed Women's Association of India, which numbers 1 million people across India....

Statements made by Boris Johnson, the new Foreign Secretary of Britain, and former Mayor of London, have gained wide attention in the media.  He has made controversial statements about Obama, Putin, Hillary Clinton, the European Union and written a poem on Turkey's president Erdogan for The Spectator. Theresa May, Britain's new prime minister, is described as making an astute move by making Boris Johnson the Foreign Secretary, as this keeps him  away from the Brexit negotiations, while at the same time including a leader of the Leave campaign in the cabinet.  Foreign ministers of Sweden and France expressed dismay after learning of his appointment. Johnson said of Obama that he was motivated by an anti-imperialist agenda because of "an ancestral dislike of the British Empire," following Obama's recent visit to Britain. Obama's grandfather was a Kenyan porter in British run Kenya. On Trump he says " he is clearly out of his mind," about some of Trump's comments on Muslims. He has apologized for comments on Hillary Clinton. He is in person quite different say people who know him. As Mayor of London he remained popular and helped host the Olympic games in 2012, and setup the city's bike sharing program. He is a prolific author, journalist, and a contributor to the The Telegraph newspaper, with fees of 275,000 pounds a year. ...

Baker and Shear show the changes in president Trump's views on Islam and Islamic extremism following his meetings with leaders from the region since taking office. In his speech to leaders of the region Trump said "Islam is one of the world's great faiths" and said what was needed was "tolerance and respect for each other." He also said it was not about "conflict between religions, sects or civilizations." General McMaster calls it "learning" for Trump, something Trump has shown a capacity for when he badly needs to get it together and make a conscious effort. As a result the page on the travel ban on the Trump website has been taken down. This is an astonishing about face seen in one way because of Trump's rhetoric during the election and right upto the travel ban, yet it also shows Trump's business instincts and willingness to learn and be open, showing he has many personality traits and is a more complex person than he looks at first glance. This may also be how he survived in business bankruptcies, by adapting and learning. Contrast this with the views of Marine Le Pen during the French presidential election, and it shows that the business side and commercial instincts of Trump make a real difference. He can appeal to the cultural angst of followers, whether it be for Mexico or the Middle East, yet take a sensible approach to get on with it when needed. Trump needed to be careful about words and meaning following a month of media revelations on the relations between Flynn and Russia, and the appointment of a Special Counsel to investigate Trump campaign connections with Russia. ...

Samuelson points to the risks to the American economic growth from excessive health care costs. This is hurting take home pay and shows up in consumer spending. It is hurting government spending in other areas such as needed infrastructure spending and efforts to reduce the deficit. This hurts private capital investment to create jobs because of lower demand from constricted consumer spending. The U.S. budget has as its largest single expense 27% on health care compared to 20% on defense the next largest expense, with growth in health care spending taking this to one third of the budget in coming years. Without addressing health care, says Samuelson, the Supercommitte in Congress even if successful at deficit reduction will basically have failed to do its job, and it did not have the time, resources or conviction to do this. According to a new study from the Organization for Economic Cooperation and Development (OECD), U.S. healthcare spending per person is $7,960 per person in 2009. This compares with Norway $5,352, Britain $3,487, France $3, 978, an OECD average of $3,233. Life expectancy in the U.S. is 78.2 years, compared to Japan 83 years, OECD average of 79.5 years. Chile and the Czech Republic have life expectancy equal to the U.S. Except for cancer care where the five year survival rate is 89.3% in the U.S. and the OECD average is 83.5%, the U.S. lags far behind in much needed critical areas such as diabetes and asthma. Rates of emergency hospitalization for asthma are 3 times that in France and 6 times that in Germany and Italy. The U.S. has fewer doctors per thousand population and higher cost per medical procedure- with more frequent use of the costliest procedures- creating a supply shortage that induces higher prices, and less preventive and early action care through physician visits. The number of practicing U.S. doctors is 2.4 per thousand population in the U.S. compared to 3.1 per thousand for the OECD average; and number of annual doctor consultations 3.9 per capita in the U.S. versus 6.5 for the OECD average. Appendectomy cost $7,962 in the U.S., $5,004 in Canada and $2,943 in Germany. Coronary angioplasty cost $14,378 in the U.S., compared to $9,296 in Sweden, and $7,027 in France. Knee replacement cost $14,946 in the U.S., $12,424 in France, and $9,910 in Canada. Knee replacements, angioplasties and MRI exams are twice as common in the U.S. compared to the OECD countries. ...

It helps people 60 and up stay in their homes such as Chikao Tsubaki 87 years shown here in the Washington Post. It brings a repair worker into the home to figure out how to make it safer for falls, in addition to an occupational therapist and a nurse. Center for Disease Control and Prevention says these falls contribute to deaths of 41,000 older Americans each year and cost Medicare $50 billion. Yet this report in The Washington Post shows Medicare does not cover it, and most private insurance plans do not grasp the idea of keeping people healthy in good settings, paying only when people fall, doing little to prevent the falls. Sarah Szanton is a nurse practitioner who worked with older Americans in home settings in West Baltimore and started CAPABLE in 2009, and is now Dean of the John Hopkins University School of Nursing. In it the client and care team work together to do problem solving and brainstorming. Following the Nuclear Security Summit in March 2016, U.S. president Obama says world leaders had expressed concern about Mr. Trump's comments in private conversations with him. Obama said- "even those countries that are used to a carnival atmosphere in their own politics want sobriety and clarity when it comes to U.S. elections because they understand that the president of the United States needs to know what's going on around the world." Obama said that comments by Mr. Trump showed a person "who doesn't know much about foreign policy or nuclear policy or the Korean Peninsula or the world generally. There is cramped space for renters and limited supply of housing space per capita in Shanghai, China. After a decade of hyper building China still lacks affordable housing space. The residential space per capita in Shanghai is only 183 square feet or 17 square metres per person- about the size of a small room. And estimates by GK Dragonomics Research show one third of China's 225 million households lack kitchens and plumbing. At the same time housing is increasingly unaffordable for the middle class. Government restrictions on price increases reflect growing concern with the fact that the average Shanghai residential home sold for about $276,000 in 2011, even though annual per capita income in Shanghai is about $13,000. Prices for homes in Shanghai increased 2.6 times in 5 years, according to the Shanghai Urban Real Estate Surveyors Company. With the slowdown in construction developers are working through inventories, and more homes were sold than built in 2012, compared to about 1.5 units built for every unit sold in 2011. ...

The FBI talked to Steve Job's friends, neighbors, family, former business associates and Jobs in a background investigation in 1991. Jobs was being considered for an appointment in the President George H.W. Bush administration and this was part of the background check. He is described as not having a good start in high school- as his GPA at Homestead High School in Cupertino, California was 2.65. He is said to have used marijuana and LSD in college. This was the period when Jobs was running NeXT, and five years before Apple acquired NeXT and Jobs returned to Apple. The account affirms the description in Walter Isaacson's book of a person who was driven and could have rough edges in his human dealings. The FBI background check account has this to say-"several individuals questioned Job's honesty stating that Mr Jobs will twist the truth and distort reality in order to achieve his goals." In his personal life Jobs is described as neglecting a daughter born out of wedlock with a high school girlfriend....

It goes beyond gun control. Arizona has taken the freedom to carry guns all the way back to the Wild West. High capacity ammunitions are legal. And this is why one person could fire 30 rounds into the crowd in Tucson, and only when he was trying to reload could somone disable him. Also you can carry guns to work and carry guns on college campuses, carry concealed weapons, and little effort is made to restrict someone with history of drug use or other offences by requiring identification checks. The ammunition in this shooting was purchased freely at a Wal-Mart in Tucson. Residents of Arizona seem to think it makes them safer as is evident from comments made by people of different political opinions. Rep. Giffords district also has a 104 mile border with Mexico, which is going through a spree of drug gang related violence. And the shift in the political landscape happened recently with a new Republican governor and the legislature going Republican with hardened attitudes on immigration issues....

The Tory plan to abolish the Financial Services Authority will not go through under the new Liberal-Conservative coalition. The plan now is to give the Bank of England responsibility for banks and financial institutions that are big enough to create systemic risk and to oversee financial regulation. The coalition partners support a levy on banks to act as a buffer in future crises, and favor restricting bank bonuses. The Conservatives would tax bank size, and the Liberals would tax bank profits, but both share the goal of raising 1 billion pounds in this way. Vince Cable, Liberal Democrat party's Treasury person will now be business secretary at Treasury, and he favors breaking up the biggest banks, shrinking banks and separating retail and investment banking activities. This could happen under the new coalition, but it is likely to be preceded with some commission asked to look into it. Portfolio manager Robert Arnett, who manages two of PIMCO's funds, has some alarming things to say about the environment retirees face in the future. In ten years for every working age person added to the workforce there will be 10 new retirees, the complete reverse of what it was ten years ago when there were 10 new working age persons for every new retiree. The impact of this will take the shape of many more retirees selling stocks and bonds to live on and fewer buyers for the bonds and securities, lowering the prospects for higher prices for bonds and securities. He expects the demand for goods and services to continue with higher prices. He sees stocks giving a nominal return of about 5%, bonds a nominal return of 2-4%, for a balanced portfolio yield of about 4%, during the next 10-20 years. After inflation and taxes the returns will be very thin. Expectations of 10% returns do not take into account deficits, debt, and demography in developed countries, says Arnott.

Some features of the U.S. health care law are likely to be retained even if the Supreme Court overturns the health care law- the feature that lets parents carry a teenager on their polcy till age 26, and the feature that private insurers cover preventive services without copays. These are very popular and preventive services make sense for the insurance companies to reduce higher costs later on. Other features such as the discount pharmaceutical companies must give to seniors falling under the Medicare gap, and annual physicals without copays may not be retained. 3.6 million Medicare benificiaries saved $2.1 billion on prescription drugs, $604 per person, from the Medicare gap discount. And 32.5 million Americans took advantage of the annual physical without co-pays in 2011. About 50,000 Americans insured temporarily for people with a pre-existing condition also may lose their coverage. Another provision which prevents states from tightening eligibility rules for Medicaid before 2014, may be questioned also as states feel burdened by these rules during a period of budget cutting in areas such as education....

Walter Isaacson's "The Innovators," covers the beginnings of the silicon chip with William Shockley in the fifties and the first transistor. Pat Haggerty at Texas Instruments has the marketing ability to get people interested in transistors for radios, just as Steve Jobs did for iPods, iPads and iPhones, products they did not know they wanted until they tried them. Jimmy Wales of Wikipedia, Gates of Microsoft, Jobs at Apple, Brin and Page at Google, and the internet developent, is covered as more recent material. No one person does it as each is standing on the shoulders of people before them. Social media does not get much attention. The messy work of venture capital and the errors and missteps of Apple and Microsoft are given less attention in Isaacson's exuberance and enthusiasm for the inventors. Patents play a part as the inventor Atanasoff did little to patent his creation of the first computer in the 1940's ,and instead was forgotten, as John Mauchly who based his invention on some of the same ideas took his place....

China and India pass Mexico as immigration to the U.S. from Mexico declines rapidly, as a result of an improving Mexican economy, the 2008-2011 recession in the U.S. with sharp drop in jobs for construction, lower birthrates, and stricter U.S. law enforcement at the U.S. border with Mexico. Researchers using the American Community Survey of the U.S. Census Bureau found immigration from China increased to 147,000 from China, 129,000 from India, as it declined to 125,000 from Mexico, for 2013. This Survey counts a person as an immigrant for a particular year who says he was living abroad previously. Mexico shows a decline from 400,000 in 2000, with steady decline for every year after 2005. In 2000 India and China were at about 75,000, and did not cross the 100,000 mark till 2007. Other Asian countries are also at the top including S. Korea, Philippines and Japan. William Frey documents this surge in diversity in the U.S., -which is supplemented by now common intermarraige between young people from different countries of origin- in his book "Diversity Explosion."...

The appointments to key economic positions in the Jinping-Keqiang administration in 2013 reflect continuity and importance given to experience. Zhou Xiaochuan continues as head of the central bank PBOC, to keep an experienced person in the the event of a financial crisis. Lou Jiwei, chairman of the sovereign wealth fund, is now the new finance minister. Xu Shaoshi, minister of land and resources, is the new head of the National Development and Reform Commission, the economic planning agency. Andrew Hall of trading firm Phibro, which traces its roots to the Phipps Brothers a German scrapmetal and raw materials dealer from 1900, and is now a part of Citigroup. He started making big bets after 2004 that futures in oil prices would instead of the then prevailing 20% discount to current prices be priced higher than current prices because of the rising demand from China and India and shortage of supplies. Once he had locked in on this idea and had researched the facts he got the agreement of the head of Ciigroups trading group to place large bets such as buying a lot of oil futures at the prevailing prices. As oil prices shot up this paid off and Phibro kept 20-30%of the profits. Hall made about $250 million dollars and put $100 million into his art collection of new artists. At a time when speculative buying by investors has pushed up oil prices this is a story of one person who made big bets and thrived.

Justice Ruth Bader Ginsberg, the oldest person on the U.S. Supreme Court dies at 87. The U.S. Supreme Court is unique in that there is no retirement age as in India and other countries. She died of pancreatic cancer. She is one of the rare jurists in that she continued to work almost to the end. She was unique in other ways because she got along well with colleagues on the court of different persuasion. Justice Scalia who was the complete opposite in thinking and views than Ginsburg said that this did not matter much as Ginsburg was "fun to be with." Former president Clinton nominated Ginsburg in 1993. Recently Justices Gorsuch and Kavanaugh joined Roberts, Alito, and Thomas,  for a 5-4 majority on the court for conservatives. Ginsburg was a woman's rights advocate in the 1970's. She will be missed mostly for her vigorous personality and feisty attitude to life working and being active even with her health condition. The death of Ginsburg means that the court is now deadlocked with 4 to 4 and no majority for conservatives or liberals. The country has also changed. Both conservatives and liberals claim they uphold the constitution of the country. Ginsburg saw this as the inclusiveness the founders intended- for women, and minorities. The conservatives see this also from the vantage of inclusiveness as the country has splintered into those who are largely college educated and tech savy, and the high school educated and less tech savy more rural and in small town that lost jobs and social services from the shift of manufacturing to China. The conservatives  see the lack of inclusiveness for the rural communities and small towns left out in the tech booms of the last three decades and shift of manufacturing overseas. Cultural attitudes add another layer to basic economic issues and a sense of alienation on both sides. In this climate and with an approaching election in 41 days the Republicans want to nominate their conservative choice supported by their Senate majority, and the Democrats want to block this appointment till after the election.   ...

Under Article 23 of the Basic Law, Hong Kong's constitution stated Hong Kong would pass legislation to stop national security crimes such as treason, secession and espionage. The Basic Law also had a provision to grant universal suffrage. It is important that the universal suffrage or democracy was never granted or made a priority by Hong Kong people during the boom years under the British, as a French commentator for La Croix aptly points out in FR24. He says he watched incredulous as Hong Kongers selfishly pursued money.  The Article 23 also provides for the National Peoples Congress to add laws for national security. The last time that Hong Kong people were faced with the National Peoples Congress passing such laws was in 2003 when half a million came out in protest. This was shelved at that time. It is now law today. Why now? More protests are expected and an election in July would bring more seats in the legislature for the pro-democracy parties, says the WSJ. Another factor is that Hong Kong at one time represented 16% of China's GDP in 1997, today it is down to about 3% in 2019. It is no longer that important to China, even while continual protests from Hong Kong detracted from other vital issues facing China as it shifts away from its trading relationship with the U.S. and as the U.S. imposes strict conditions on trade, investment and technology flows. Under the Hong Kong Human Rights and Democracy Act passed by U.S. Congress in 2019 an annual assessment has to be made by the State Department whether "one country, two systems" is operating. This is why Mike Pompeo, U.S. Secretary of State has made his comments that "no reasonable person can assert today that Hong Kong maintains a high degree of autonomy from China." The new assessment would diminish confidence among foreign businesses in the city, in addition to ending its special trading status with the U.S. ...

Met with Robert Thomson after his talk at the Detroit Economic Club in the late 1990's and had a short conversation. He was managing Editor of the Financial Times (Pearson Group) at the time. He seemed friendly, open and very knowledgeable. It appears that Murdoch is bringing with him good people to oversee the Journal. Murdoch is expected to focus attention on Dow Jones Newswires, a business he "wants to aggressively develop."
