Javier Solana reflects on his years building the institutions for a European Union foreign service. He has been the face of the EU in foreign affairs since 1999. A former foreign minister of Spain, Solana says in an interview with Steven Erlanger of the NYT, that Europe has been an adventure and he is proud to be one of its guides. In his view the European Union is a journey, a beautiful journey from the alliances that led to World War II, to the broader union and a zone of peace and stability in Europe for the first time in centuries. In a world which has changed completely with the West having less influence, he syas Europe and the USA need to talk about how the future will be shaped. For France, Germany and Britain to think that they can play an independent role in the world is a fantasy. Europe is not a sentimental thing, but a must, he says.

BAE Systems has a $120 million contract to provide social anthropologists to the Defense Department of the USA. In December, L-3 Communications Holdings Inc. acquired International Resources Ltd, a Washington based economic-development firm which is different from its military advisory business. This is the way the Defense Department and the suppliers to the Defense department are changing in response to Defense Secretary Gates philosophy that economic development, rule of law programs and strategic communications and a whole host of soft power initiatives are essential needs, and to the new President's philosophy. Now US Defense suppliers Lockheed and Northrop are providing peacekeepers thorugh the State Department, and BAE SYstems is providing social anthropologists in addition to armored vehicles to go with US troops on village patrols. The State Department, Agency of International Development and a changing Defense Department are all getting the attention of suppliers who are building new relationships for new needs and new services tackle the issues of terrorism, poverty, drugs and crime that generate or exacerbate conflict in other countries. In the first budget presented recently Obama pledged $50 billion double the amount before for foreign assistance. A portion of the $130 billion requested for wartime operations in 2010 will be allocated to these new kinds of services which are more effective and generate better understanding and support for the US in other countries....

The new Southern Wall China is building along its borders with Burma and Vietnam. The border stretches for 3000 miles. Yunnan which borders Myanmar, Vietnam, and Laos has allocated a half billion dollar fund to fortify security barriers on the border. Fred Hiatt, editorial page editor of the Washington Post makes some serious points about the Obama presidency, its hesitation at each point to take decisions that previous presidents from the Democratic Party have taken, Bill Clinton for Ireland, the Balkans, and before him Harry Truman for Berlin, Greece, Korea. The result in Syria is a humanitarian catastrophe with millions of refugees in Turkey and Jordan, and in Germany and Austria. Hiatt gives a counter point to Obama's point about "ancient hatreds," that the same could be said about Ireland, the Balkans, and yet Clinton acted in both places, and Truman acted in Greece, Berlin, and Korea. As Dana Milbank of the Washington Post says about Obama's foreign policy advisor and White House Chief of Staff, Dennis McDonough- McDonough is even more cautious than president Obama. This provides insights into the making of foreign policy in the Obama presidency.

US president DJT on the craziness of UK, China, Japan, India getting their oil and gas from Hormuz Straits after frequent disruptions over 40 years. And expecting US to keep lanes open, expecting the US to do this alone when US is self sufficient and exports oil and gas in 2026. UK, China, Japan and India does not want a wider war, US also does not want a wider war, and has asked these countries to stop shopping for the best price and find alternative sources of oil and gas for many years. China and Japan get 90% of their oil from the Hormuz Straits region- the US president is asking does that even make sense? Are they doing this because it is cheaper, ignoring the other costs, and the hidden costs of unreliable supplies to the poorest countries paying $125-150 a barrel? Germany has set a better example for these countries to follow getting only 6% of its oil and gas from the Hormuz Straits and being far ahead in renewable energy. China and Japan, South Korea are oblivious of all that has happened, the disruptions in supplies of the last 40 years, and have made no serious effort to find alternative sources and supplies. Whatever happens in coming weeks Mr President DJT has a point. Even more so as the MAGA base has insisted on a focus on domestic policy and problems, the Biden base also had the same desire to focus on domestic policy and problems. Nothing should divert from this focus, particularly the needs of countries that have not made changes in energy policy and logistics they should have a long time back. ...

The Economist magazine points out that even without the one-child policy birth rates would have declined in China because of rising participation of women in the work force, education, delayed marraige, and the high cost of education and housing for more children. As China pursues a two child policy starting in 2015, many of the same factors are at work and many women are seen as unlikely to have two children. The Economist says the right policy would have been to scrap this policy altogether. This may actually happen as China sees the social and economic factors behind the falling birthrate continuing to operate limiting the size of families, and creating problems of rapidly aging society as in Japan. Latin America provides strong evidence to support the Economist magazine's point because of the falling birthrates in Brazil and Mexico for social and economic reasons.

Instead of a jinx much to the contrary the US economy outlook for 2030 in Feb 2026- a surge in investment spending in 2026-2030, new manufacturing investments and lower energy costs, moderating inflation, are likely to propel the US economy ahead to 2030.The effect of tariffs as a policy making tool has been muted because of exemptions, reversal of tariff rates once key objectives were secure for tariffs as a way to get action on foreign policy as with Indian purchases of Russian oil, deals with Japan, South Korea and China, India, UK and the EU. Some sources such as the Philadelphia Fed see price rises reaching 3% in some inflation guages more than the moderate 2.5% in the consumer price index for January 2026. These sources see the hiring slowing down just as layoffs begin to happen in the latter part of the year which is a possibility but less likely. At this point in Feb 2026 there is a tendency not to layoff and to hang onto employees, and hiring has been slow in 2025. January's report of 130,000 jobs added is the first sign of strengthening of the jobs market. Overall a cautious view would be to call it a soft landing after the inflation surge of the covid period. Another way of looking at is is more in line with the strategic direction of the US economy- freeing up the economy with investments in energy,  reducing the key costs of production, tax policy of Bessent's complete one shot depreciation of equipment increasing business investment, tariff policy making the world trading system fairer and now more attuned to US interests, all creating an investment and jobs surge in 2026-2027. There is an added benefit from US efforts to free up the world trading system from the stranglehold placed on it by China with its control over world manufacturing. A dominance and unwise concentration gained from the serious mistakes of the Bush-Clinton period of not putting in safeguards for US factories and jobs (that form the backbone for families in neighborhoods towns and regions across the US), and US business interests growing indifference to the very communities they were based in by outshoring to China destroying whole regions in America. Even where it is criticized or seen as negative there are huge benefits when the US acted. Tariff increase on India is a clear example- it built Indian resilient attitude in June-Feb 2026, and during this period it cut funding Russia's war in Ukraine by sourcing energy from other sources, the US policy led to India and EU+ Germany signing trade agreements to double their effort and double trade and scientific cooperation ( a goal secured for the US as it reduces concentration in China), was followed by US signing its own trade agreement with India within days, and increases world trade of US and EU and Germany in ways that will bring 2.5 billion people into a strong partnership that overshadows anything that happened in China in the Clinton-Bush-Obama years of failure. ...

The former UK Home Secretary for Tories under Sunak and Truss, Suella Braverman, joins the Reform UK party and appears at Reform UK event with Nigel Farage. She says the Conservatives saying they would have UK withdraw from ECHR (European Convention for Human Rights), which makes it difficult to conduct a rational commonsense policy on migrants because it was poorly designed or ECHR writers lost their way on common sense, is a lie. For example there is no ECHR type rules for migrants entering China or India or any major country in the world, one that says nations have to take in migrants from anywhere in the world, and provide benefits costing billions of dollars that cannot go into services for the local population. And where migrants can pose a risk for women hesitant to go out in their own neighborhoods- something chancellor Merz of Germany has spoken about recently after incidents in Germany. ECHR has somehow got it wrong.  Labour and Conservatives have pondered this but not acted quickly enough in becoming trapped in a cultural guilt for the colonial era, when ordinary Britons simply want to get on with their lives in their neighborhoods as they did before migrants, and as did their parents and grandparents in Britain. For most of British history colonial policy was decided by a small upper class and the India Office, colonies policy by the Colonial Office, and the lives of working people in Manchester's cotton mills went on with no connection with the Empire. A fact even India's Mohandas Gandhiji quickly recognized and grasped, and whose support Gandhi sought against the India Office of the Empire. ...

As globalization dims these are the last of these voyages. US policy is for its control of the Panama Canal, the Monroe Doctrine in the western hemisphere, pushing out a globalization that hurt American industry and jobs in the USA. China continues on with its surplus capacity make for export policy, the US wants out from these imports, and the EU is wary of imports dependence.  Gemany's Foreign ministry under Wadephul is forming a commission to investigate German dependence on China made products. This is the last of the globalization that started with Clinton, and went on with Bush and Obama, wrecking huge parts of the American industrial base. Cranes- no longer made in the USA, one by one, including ships- no longer made in the USA. The great shipyards of Britain and the US languishing in disrepair! ...

A modest stimulus of $1.5 billion through tax cuts was announced by the Brazilian government. Francois Hollande, the Socialist party candidate for president in France, was strongly critical of the failure of the EU plan on Greece. He says the there was in this situation a failure not only of governance in Greece, but also a failure of governance in Europe. The situation called for extraordinary measures early in the crisis. Its not about Greece not having to make the cuts to reduce the deficit, says Hollande, but about coming up with a plan that offers a return to growth- to bring debt down to 60% of GDP with a larger share of private and public contributions. He predicted a larger public contribution to match the 70% discounting of bonds by private investors would take place.

This report shows an alarming trend in China which is fueling a real estate bubble similar to the one that Japan, and more recently the U.S., experienced. State owned companies are actively speculating in real estate, and are buying real estate from local governments eager to profit from the real estate boom. Local governments obtain land and build infrastructure on it to raise the price that they can get for it in an auction. In many cases one state owned company outbids another state owned company from different sectors such as oil, chemical, military, telecom and highway. Land records reveal that 82% of land auctions in Beijing in 2010 were won by state-owned companies up from 59% in 2008. The National Bureau of Economic Research in Cambridge, Massachusetts, has estimated that land prices leaped by 750% from 2003, with half of this happening in 2008-2010. In many cities housing prices have doubled in the last 2 years. The National Bureau estimates that on average these state owned companies paid 27% more for the same piece of land than other bidders. China's $586 billion stimulus and its aggressive lending program by state owned banks may have helped in other ways after the 2008 economic crisis, but in this area it has fueled a real estate speculation boom, with the local government and state owned companies being the key participants in this speculation. Local governments earned an estimated $230 billion in land auctions in 2009. The demolition of older neighborhoods and poorly compensating residents are all part of the effort by local governments to profit from this speculative boom. The implications for the banks are serious. Local governments use other companies created for the purpose to engage in this investment in land. And off-balance sheet accounts create the danger that China's state owned banks may have enormous amounts of debt that is not showing up in the regular accounting. Analysts say that the $1.4 trillion in loans made by state banks in 2009 was twice that in 2008, and a large portion of this was diverted into real estate speculation with records set in land bids and booming prices. All this is happening as China's Ginni coefficient has deteriorated rapidly. And the simple fact remains that even as apartment prices exceeded $200,000 in Shanghai, the average disposable income is about $4000 per year. Prof. Shih of Northwesten University has followed the investment companies of the local governments closely and comes to similar conclusions about the size and implications of this real estate bubble in progress. Japan's cabinet approves a change in interpretation for Article 9 of the constitution to permit "collective self-defense." The wording was negotiated with the more pacifist New Komeito party in the coalition government to cover attacks on Japanese allies such as the U.S., but limit it to actions that seriously threaten Japan. Because the Liberal Democratic party of prime minister Abe controls both houses of parliament the change is likely to go through. The U.S. president Obama, Defense Secretary Hagel, and Rear Admiral John Kirby of the U.S. Navy see this as improving security and stability in the region.
